GOAL BACKGROUND With more than 65 percent of rangeland affected by degradation and 60 million animals (2016), Mongolia is at the crossroads of its development path. More than 80 percent of its territory is rangeland that belongs to the State, and is the major livelihood source for herders. There is an urgent need to curb rangeland degradation by introducing sustainable rangeland management systems in order to maintain this public asset and to ensure increased incomes in rural areas. •Sustainable rangeland management is ensured through up scaling Pasture-User Groups (PUGs) and rangeland use agreements

•Herder households’ income is increased through collective marketing and the improved quality of livestock

the last local elections in 2016, totally 97 PUG leaders and 217 herders won seats in local parliaments. There is growing recognition of, and public funding support for, PUGs. PUGs and local authorities have signed 700 rangeland-use agreements. Seventy PUG-based cooperatives were established to collectively market raw materials, resulting in better returns for members. Improved quality of raw materials and introduction of traceability were achieved in yak and camel wool value chains.

Innovations such as baby camel wool were launched and are increasingly being promoted internationally. Six-hundred

matching funds providing micro-credit services were set up for more than 19,000 people, totaling more than CHF 1 million.

SDC assisted Mongolia in drafting a new Animal Health Law that was in alignment with international standards. New control strategies and action plans for brucellosis and foot-and-mouth disease were developed, which has improved the responsiveness of authorities to outbreaks. The veterinary education system has been comprehensively reformed through the introduction of new curricula and the increased use of clinical teaching methods.
