Local dies after jumping in river

A Grand Forks man has died after a tragic bridge-jumping incident at the old nursery rail bridge on July 8.

The BC Coroners Service confi rmed that 53-year-old Joe (Morey Joseph) Lafreniere died after jumping into the Kettle River from the Mun-ro Bridge (also known as the Nursery rail bridge) and being swept away by the current.

“Mr. Lafreniere was with a group of acquain-tances who were jumping recreationally from the old nursery rail bridge into the Kettle River on July 8,” said coroner Barb McLintock of the BC Coroners Service, in a press release July 10. “When Mr. Lafreniere jumped, he was immedi-ately observed to be in trouble in the river but his companions could not get him to shore before he was swept away by the current.”

Grand Forks Fire Rescue were called and pulled Lafreniere from the river about 20 min-utes later. He was immediately transported to hospital but could not be resuscitated.

Mitch Harrison and wife Louise Rodrigues, friends of Lafreniere, were with him at the bridge that day.

“We’re pretty much like family to him,” said Harrison. “He was like a brother to both of us.”

Incumbent Bri-an Taylor has an-nounced that he will once again be run-

ning for mayor of Grand Forks. Taylor has served as mayor in Grand Forks for three terms: 1997-99, 2008-11 and 2011-2014.

“I have made my intentions to run clear for the past two years,” he said. “The city has initiated a number of important initiatives and I am asking citizens to allow me to lead council through the next four years. I believe the city is moving forward with many positive changes and has turned a corner. I give credit to our employees and this council for this positive momentum.”

Taylor is proud of the work he has done in his three terms as mayor. He is particularly pleased with the first term when the city celebrated its 100th anniversary.

“I look back on that centennial year with fondness,” he said. “We re-enacted scenes from our early days, the miners, the loggers, and all the colourful charac-ters that helped create this community. It made history come alive and was an inspiration experience for all who participated.”

The biggest challenge the mayor has faced in office is in 2008 when he had to heal the rift in the community

that developed over archives, artifacts and the use of buildings when the art gal-lery, instead of the Bound-ary Museum, took over the courthouse building.

“The conflict has taken us years to resolve and there are still some remaining sensitivities,” he said. “The outcome, however, has giv-en us a world-class museum at Fructova School site and gallery 2, the arts and cul-tural heart of Grand Forks.”

Taylor started his politi-cal career by running against then-premier Bill Bennett for MLA in Central Okanagan in 1984. He was the ex-ecutive director of the Okanagan Neurological Asso-ciation for 10 years. He moved to Grand Forks in the early 1990s after being hired to close the old Broadacres

institution.Taylor has two daughters, a grandson and a grand-

daughter. One daughter, Teresa, and her son live in Grand Forks on the family farm, while the other daughter, Christina, and her daughter live near Seattle.

As far as election issues go, Taylor says that the big ones are already on the table. He anticipates many dis-cussions about water, roads, pipes, business develop-ment, taxation and jobs.

“For me the bottom line is: are we running a sus-tainable business? Are we making the kind of decisions that will make sure that my grandkids and yours can float down the river, drink the water, or move to Grand Forks knowing that taxes are predictable and services are available?” he said.

When asked how businesses are doing in Grand Forks, Taylor said it depends on the type of business.

“If your business is responsive to what the com-munity needs now—you make money,” he said. “The obvious businesses are the ones in my mind that take into consideration the large number of seniors in our town.”

New B.C. liquor laws that came into effect last month could have locals up in arms.

The 73 new liquor laws affect sales of liquor at farmers’ markets, sporting events and festivals as well as general and happy hour sales at pubs.

The new rules state that the minimum drink price is $2 for a single-ounce spirit, while a five-ounce glass of wine, 341 ml bottle of beer, cider or coolers or a 12-ounce sleeve of beer is minimum $3. A 20-ounce pint of beer is minimum $5. The law also permits “happy hour” time-limited drink specials.

In Vancouver, $5 for a pint might be a good deal when the average price at a good pub is $8 or $9, but in the interior, pubs and bars could be faced to actually raise drink prices to reach the new minimum.

Other changes to the liquor laws include allowing an increased variety of alcohol at sporting events and allowing mixed-spirit drinks at music festivals and in sports ven-ues. New rules also do away with fences around beer gardens, and allowing kids in (specially licensed) pubs with parents. The province will also allow liquor sales at gro-cery stores and liquor sales by manufactur-ers at farmers’ markets.

In an email to the Gazette, Douglas S. Scott, assistant deputy minister and gen-eral manager, Liquor Control and Licens-ing Branch, stated that the new laws, of which 17 have implemented thus far, are

an attempt by the government to modern-ize B.C.’s liquor laws.

“Many of the province’s laws went back many years—some were clearly out of date and inefficient,” he said. “The last compre-hensive policy review of liquor laws took place over a decade ago in 1999, and did not include a public consulation.”

Scott said the overall response to the li-quor laws has been very positive.

“For example, many communities are looking forward to having liquor vendors at their local farmer’s markets,” he said. “As of late last week, the Liquor Control and Licensing Branch has processed 41 requests from manufacturers to sell at 21 farmer’s markets.”

He adds that allowing minors in liquor primary establishments, such as legions and pubs, will provide more dining op-tions in rural areas.

“So far, we’ve approved 72 applications from pubs to allow minors until 10 p.m. and a number of those applications are from rural communities.”

Both local bar owners (Station Pub and Clyde’s Pub) expect the new pricing laws to have an effect on business. Neither own-er expects to allow children in their regular bar area any time soon.

“It has affected my patrons because I now have a minimum drink price which I find kind of silly,” said Steve Young, co-owner of Clyde’s with wife Patrizia. “It’s more just a government thing. My beer price has to go up because the government says it has to go up. To me the whole thing is a money grab for the government.”

Young said he has explained the high-er prices to his customers; that he has no choice.

“I don’t want to put my prices up. It’s just going to take customers away. They’re going to drink at home.”

Young said he doesn’t think children be-long in bars.

“We’re a bar,” he said. “We’re a pub. Children don’t belong in pubs. People are profane in a pub. Children shouldn’t be around it. I don’t see why anyone would want to bring their child to where they’re drinking. It doesn’t make any sense to me.”

Stu Dale, owner of Station Pub, echoed his fellow bar owner’s thoughts on chil-dren in bars.

“We already have a restaurant (upstairs) so we’re just going to leave it the way it is,” he said. “It should be a place that adults can go without kids anyhow. It’s not an environment for kids.”

He is opposed to having a “happy hour” saying that people go to the pub at times when it’s best for them.

“Why would we change it,” he said. “A guy comes in at 4 p.m. and another guy comes in at 7 p.m. Why not give them the same price? Are you going to force them to come in at a certain time? People come in at their own schedule. Most people drink what they want anyhow. They don’t worry about what’s on special.”

Heather Underwood, the organizer of the Grand Forks Farmers’ Market, is excit-ed about the new law allowing liquor sales at farmers’ markets.

“I’ve had a visit already from one future vendor,” said Underwood. “He’s just get-ting the last paperwork done. He’s hoping to be setting up and selling in about four weeks.”

The proposed vendor is a local resident with a micro-brewery.

“I can’t really say much more until he’s ready to come in and set up,” she admit-ted. “I’m really pleased. He’ll be allowed to give samples. You can’t drink in the park. You’ll have to buy the alcohol and drink it at home.”

With summer in full swing, the lakes, rivers and recreation areas in Grand Forks and area are really popular. The tragic deaths of the local man who dove into the Kettle River, and the motorcycle crash in Revelstoke, are two recent re-minders of how dangerous recreating can be. These are just two very recent ex-amples of two Grand Forks’ men whose lives ended far too soon.

Please be careful, folks, when you are out on the rivers and lakes. Be aware of your surroundings. Don’t take unneces-sary chances. If you’re in a boat or even a canoe or kayak, make sure you’re wear-ing a life jacket and have proper licens-ing.

For those out in the woods on motor-bikes or ATVs, be cautious of your sur-roundings as well. Other people, wheth-er they are hikers, bikers or truckers, may not see or hear you coming until it’s too late.

And please don’t drink and drive—no matter what kind of vehicle you’re oper-ating. Focus on the task at hand; put the cell phone away.

Summer is great time to enjoy our wonderful surroundings with our loved ones. Let’s make this summer memo-rable for the right reasons. Be smart. Be safe. Have fun.

Explaining things is just a nuisance

The confusion surrounding the Conservative’s anti-spam legislation is indicative of the many ills affecting large gov-ernment bureaucracies in gen-eral and the Conservative gov-ernment’s approach to dealing with the public in particular.

The bill attempts to deal with the large amount of un-wanted electronic communi-cations infecting the cyber-world, yet it is powerless to restrict the high percentage of junk email that originates out-side Canadian borders.

The legislation itself is con-fusing. In its attempt to define the difference between elec-

tronic communications which are desirable to an individual and those which are not and should be banned, it uses terms like “personal relation-ship,” “consent,” “existing business relationship (EBR),” “non-EBR,” and “commercial electronic message (CEM)” all of which have to be carefully defined.

Of course, on its website the Canadian Radio-televi-son and Telecommunications Commission tries to explain the legislation, but on its Fre-quently Asked Questions page the answer to the very first and supposedly simple question (When does the leg-islation come into force?) re-fers the reader to five different web pages for the complete answer.

On the surface, July 1, 2014 is the date by which all per-

sons using electronic commu-nications for commercial pur-poses must be in compliance. That seems to be what the leg-islation states. Yet unofficially, chambers of commerce are being counselled that small businesses really don’t have to worry until July 1, 2017 when the final piece of the legisla-tion is scheduled to come into force.

When the Gazette tried to contact the commission on its media hotline to ask for a clarification on the date that compliance with the legisla-tion was really required, the man who answered the phone said that there was no one available to answer that ques-tion and gave the reporter a media relations email address to send the question to.

The response to the e-mailed question was a terse

reference to the Frequently Asked Questions web page.

The idea that governments don’t really want to be both-ered explaining themselves and their actions to the people is not a new one. Explaining things is a nuisance for them. The Conservative government in particular seems loath to be bothered with explanations and it passes that attitude down to the bureaucrats who are instructed to never answer questions themselves.

However, when the respon-sibilities of the many men and women in the government’s media relations department have been reduced to merely referring members of the me-dia to government websites, one wonders if perhaps their goal of limiting pesky and an-noying questions has gone too far.

Letters to the editor Water meter statements misleading, groundlessDiscerning residents of Grand Forks have surely not been swayed by the

misleading statements that have been made in letters to the editor of the Grand Forks Gazette and presentations at council meetings about the council’s decision to install water meters across the city as a water conservation measure.

Following are seven groundless statements selected from several issues of the paper. They are far from the truth and serve no real purpose except perhaps to inflate the egos of those who made them.

• “... Council under the leadership of May-or Taylor has adamantly refused to hear any opposing points of view since Spring 2009.”

Public participation in Committee of the Whole meetings is welcomed and open hous-es provide opportunities to provide informa-tion.

If council were not prepared to listen it would not have allowed the ongoing discussion of the water meter issue at sev-eral council meetings.

• “Any opposition voiced openly or in writing gets brushed off, and council proceeds to do as they please despite the wishes of the people.”

Councils across the province must operate according to the requirements of the Community Charter.

The people who presented the petition at the Feb. 11 council meeting were misinformed if they believed that the council would immediately rescind its decision to install water meters. The council is open to community opinion as might be expressed in a petition but the results “are not binding on the council.”

• “The truth revealed is the fact that we have an extremely desperate council, one that has suddenly come to the realization that our community has a ‘rotten’ infrastructure ready to implode, a problem that can no longer be glossed over, a council so desperate and so cash-strapped that it will grasp at any straw to try to wind its way out of a mess, a mess that this council and previous councils created.”

The statement implies that the council is acting recklessly, out of urgency, or hopelessly is a real stretch of the writer’s imagination.

• “Once you have city-owned property in your house, they have the right to come in at any time to service or replace that meter. If the city then decides to follow the federal mandate of privatization, you could have a large multi-national corporation in your home.”

Communities across Canada have old and decaying infrastructures and without raising taxes beyond the limits of residents to pay, they lack the money to do much about renewing them.

• “These proposed Grand Forks water meters are the thin edge of the wedge (locally) for globalist control of everyday people.”

Globalist control refers to the United Nations (UN) Agenda 21. There is no relationship between the city initiative and the UN and its initiative, a product of the UN Conference on Environment and Development held in Brazil from June 2 to 14 in 1992.

• “... It’s unethical for the city to use water as a commodity.”To suggest that the city is looking at water as a source of general revenue is to

ignore the fact that the system of wells, pumps, pipes and a reservoir to provide every household with an adequate supply come with a cost.

• “Anyhow, what is the big rush with this council to get these meters in be-fore the election and the public realizes the far-reaching consequences?”

The incumbent council has taken action on the water meter issue that has ap-peared on council agendas for more than a decade.

• “If you do allow one of these meters to be put in your home, you will no longer have control of who comes in your own hour and when.”

Statements such as this one are examples of “fear mongering” that has pre-vailed throughout the dialogue on water meters.

Operating the city water system without meters is no longer a feasible option and to suggest that water users will voluntarily conserve the quantities neces-sary is pure fantasy.

Jet ski on river is dangerousEditor, The Gazette:

The river is full of tubers right now, hundreds of them, yet there is a man who seems to think it is ap-propriate to noisily roar up and down the river at full tilt on his jet ski.

This is dangerous! There are people swimming and snorkeling alongside their tubes, there are kids jump-ing into the water at the

train bridge, there are dogs swimming in the river. A jet-skier can come up so fast that some people may not have a chance to get out of the way.

The waves created by the noisy jet ski can send tubes onto rocks and can even tip them over.

Can you not see that you are a danger to people?

I saw you go by nine

times one day. It’s just a matter of time before some-thing serious happens.

By the way, an astute young lad on the train bridge made the comment, “So this is what a mid-life crisis looks like.” The kid was generous. I know you are past middle age. Get a life!

Editor, The Gazette:On July 2 there was a

field trip on Nature Trust property. The major objec-tive of the field trip was to encourage Nature Trust to take ownership of their 475 acres and start the process of mitigating the significant damage caused by the cow which is contrary to the 99-year lease agreement signed with the Fish and Wildlife Branch in 1974, a year after the purchase.

The backbone of the agreement states “that the lessee at all times during the terms of the lease, maintain and preserve in good order and condition the grounds of the said premises and carefully protect and preserve the trees, bushes, shrubs, plants and flowers.”

Nature Trust employee Nick Burdock has agreed to support fencing on the northern boundary of their

301 acres in Morrissey Creek watershed and start fencing in the immediate future a small spring adja-cent to the road in Overton Creek watershed in which they own 175 acres.

Tactically, the long pro-cess of redeeming the ratio-nale for the land purchase has begun.

Why has it taken so long for the lease agreement to have any meaning? Are those responsible for this outrageous violation of pub-lic trust, range staff and the rancher going to accept their obvious failure and make a significant economic contri-bution to fund the fencing necessary to exclude cows?

The land has been used by the rancher’s cows for 36 years and no rent has been paid to Nature Trust. Range staff intentionally included Nature Trust property in the range use plan for the obvi-

ous reason that Nature Trust property was between pri-vate property owned by the rancher and Crown land.

How is it possible that one of the finest grassland/wildlife initiatives in our province’s history, the 1,470 acre Boothman Ranch purchase in 1972 and the subsequent purchase of 475 acres by Nature Trust in 1973, have no connection to the wildlife management objectives that initiated both purchases?

Although it’s another story, there is no better way to describe the contempt of politicians, bureaucrats and ranchers who took apart one of our province’s most impressive grassland/wild-life projects than comparing their behaviour to those who championed the land purchases!

Don’t get duped at the Lake

Don’t develop on ‘wild’ area

Editor, The Gazette:I was at Christina Lake this

past Thursday, July 10 and en-joying my day at the beach. I no-ticed two boys between 12 and 14 years of age standing behind a picnic table and watching me. It was around 5:30 p.m. and the beach had cleared off and the people around had all left the beach. I was reading a news-paper when one of the boys came running by me and threw a huge amount of milfoil (sea-weed) mixed with sand on me and ran off. I immediately got up and made chase and then

stopped—I realize I was being duped. In my mind I thought, where is the other boy?

I found him hiding behind some bushes. I had some harsh words for him and I told him I was calling the RCMP and that he needed to be locked up in a dark cell for a night. I’m sure that boy had nightmares that evening.

The dupe didn’t work; I’m 68 years old.

The RCMP arrived while I was searching in the wooded area for the other boy, the run-ner. The RCMP officer checked

the washroom and we combed the area. I know who they are and I’ll be watching for these culprits.

My advice is never leave your personal belongings, es-pecially if you are alone with-out asking someone to watch over them while swimming or in the washroom. It is sad days when children lose respect for others and start so early dab-bling in criminal activity.

This might seem petty to you, but as a former child care worker, these boys need help.

Editor, The Gazette:An open letter to Boundary-Si-milkameen MLA Linda Larson

It has come to my attention that a senior’s housing cevel-opment is being planned for the area next to the Welcome Centre at Christina Lake.

I have lived in the Christina Lake area for over 30 years and have loved every minute of it. The area being considered for the development is the only “wild” area left at this end of the lake.

To take this beautiful area and make it the domain of

only people who can pay to live there, is, in my opinion, a crime.

I would ask that this be reconsidered. I know I am only one person but I feel there is support for this position.

There are deer, beavers, bears and many birds that call this area home. I took my chil-dren there and now my grand-children. It is a truly magical place with large beaver dams, huge trees, winding paths and bird nests.

It is a wild place where we can walk to see what this

lovely lake was like before development.

I feel this should be shared by all people who live and visit here. I hope that my letter of concerns gives another vision for this lovely place.

There are many places avail-able for senior housing in the area and the one adult com-munity we have now is by no means to capacity. Please save this area for all of us to use and enjoy for many generations to come.

River tragedyHarrison said it was clear after Lafreniere jumped in that he wasn’t strong enough to get to shore.

“There wasn’t really a strong current that day, but strong enough that he couldn’t swim out of it,” said Harrison. “He immediately called for help. I’m not a very strong swimmer by any means, so my wife jumped in there. I saw him about a foot under the water. Louise was about a foot away from him. I told her where he was but she couldn’t see him because he was under the water.”

Harrison said that as Lafreniere tried harder to swim to shore he became weaker and weak-er and was eventually pulled under and down stream.

“I knew there was going to be a problem when he jumped,” said Harrison. “I told him, ‘I don’t think you should jump. Something could happen.’”

Harrison said Lafreniere already has a bad back and neck from previous injuries.

Harrison said the three of them were the only ones at the site until a pair of teenagers showed up.

After Rodrigues was unsuccessful in saving Lafreniere, the teenage boy went into the water trying to rescue him, according to Harrison. The girl called 9-1-1 and then went to a nearby house to find help, said Harrison.

The helpers from the nearby house attempted to go down the river and cut off Lafreniere but they couldn’t find him.

Harrison was also concerned his wife (Ro-drigues) might get swept away but she managed to pull herself ashore with his help.

“I was worried about her too,” he said. “I thought she was taken too.”

Grand Forks Fire Rescue found Lafreniere about 20 minutes later a short distance down-stream, recalled Harrison.

Harrison and Rodrigues said they have been up to the bridge and laid flowers in memoriam for Lafreniere.

Harrison said Lafreniere had had some hard times recently, particularly with his house burn-ing down in April 2013. Harrison said he was able to save Lafreniere back then by getting him out of the house.

The couple say they will miss their good friend who always made them laugh with his Alf impressions.

“He was a really nice guy,” said Harrison. “He was a super, super nice guy. He’d give the shirt off his back for anyone. But after the fire, he didn’t have anything left. He really had nothing left.”

Rodrigues said she won’t go down to the river anymore.

“It’s too hard for me,” she said. “There are too many memories there. It’s hard. Sometimes it’s just hard enough to sleep. He’s right there in my head. I told him not to jump—but that’s Joe. He had to try.”

“Seeing your best friend drown in front of you—that’s not cool,” said Harrison. “I didn’t get any sleep that first night. He was like a brother.”

The couple take solace in the time they did have with their good friend.

“(Joe’s) sister told me we were meant to be in his family,” said Harrison. “She said, ‘You saved him from the house fire and Louise tried to save him from drowning.’ I guess we were meant to be family.”

Anti-spamthe legislation. Chris Hammett, advertising rep-resentative for the Gazette, said, “I usually don’t send out unsolicited email. I usually make a phone call first to somebody I don’t know and then I let them know that there will be an email coming.”

A large number of businesses are still unaware of the legislation or do not believe it affects them at all. A local business that books vacation rentals for tourists had not heard of the legislation, and when it was described, commented that though they do send out many emails to potential cli-ents, “If anything people wish that we would send them more emails because it is more like you were here last year would you like to come back this year. And people would be so upset if we didn’t do that. I don’t think we’re too con-cerned.”

James Wilson, executive director of the Boundary Chamber of Commerce, doesn’t be-lieve any business should be too concerned yet either. After sitting in on a number of webinars put on by the government agencies involved in the administration of the legislation, Wilson said, “We have three years to get it all in order before the legislation actually happens. July 1 was the start of it and now companies are supposed to start complying and collecting the data to make sure that all their email customers, that they have their permission or are getting their permission, which they are working on now. But you have until 2017, July 1, to be fully compliant, before anyone can deal with the ramifications of a fine.

So there is this window of time when we can get organized.

“We’re telling businesses to look at third-party businesses (like Mailchimp) to take over all that for them, and then they’re liable, and it won’t be the small business any more.”

Yet since 2012 the Canadian Radio-television and Telecommunications Commission (CRTC) has been telling businesses and organizations that the July 1, 2014 deadline is the date when complaints will be received and the new laws and accompanying penalties will be enforced. When the Gazette tried to speak with someone with the CRTC to clear up the confusion about when compliance would be required, the only response was an email tersely referring to the CRTC website, which stated that July 1, 2014 was the date by which all had to be in compliance with the legislation.

Since that date, the CRTC has received about 2,000 complaints a day about Canadian business-es that are still sending out unsolicited electronic communications.

Hammett confirmed that there seems to have been little accomplished so far by the new rules. “I am still getting a lot (of spam), and I’m think-ing, ‘How come this is still coming through?’”

If concerned about their compliance with the law, Boundary businesses and non-profit organi-zations can view the CRTC website (crtc.gc.ca/eng/com500/faq500.htm) to help them under-stand and be in compliance with the new legisla-tion.

Nelson offi cer discovers MVA

On July 8 at 1:36 p.m., an IDENT (forensic identifi cation) offi cer from the Nelson RCMP detachment was in Grand Forks and came across a single vehicle incident on Central Ave. on Seventh St.

“Apparently, a 2000 Buick LeSaber smashed against a tree,” said Staff Sgt. Jim Harrison. “Upon closer inspection, it appeared the vehicle was west-bound on Central Ave. and then crossed over the east-bound lane sheering a telephone pole, and then hitting the tree which was between the east lane and the sidewalk.”

Harrison said the driver, a 60-year-old female from Christi-na Lake, stated she did not feel well and was driving herself to the hospital. “She felt faint and then passed out at the wheel,” he added. “When she came to she realized she crashed.”

There were no injuries related to the crash. There were no other people in the vehicle.Attempted theft

On July 9 at 2:45 p.m., there was an attempted theft at the downtown Home Hardware. “The suspect cut the security tag from a drill combination kit valued at $271. He left the store with the kit in hand trying to avoid security cameras. Staff members caught up to him where he willingly handed back the drill kit.”

The suspect has been identifi ed and will likely face charges, said Harrison.Rifl e stolen

On July 9 at 3:34 p.m., a complainant stated that he had just walked out of his garage and left his rifl e in the case in the garage because he planned on cleaning it—and appar-ently “the rifl e walked away,” said Harrison.

“The rifl e was in a case with a scope and everything else,” he added. “Shortly afterwards, police, through investiga-tion, recovered the custom-built rifl e which was worth about $5,000 and it has been returned to the owner.”

The investigation is continuing. Police are aware of who stole the rifl e.Pressure washer stolen

On July 9 at 4:06 p.m., RCMP received a complaint about the theft of a Simonize gas-powered pressure washer, which was stolen from the front of the person’s garage within the last two hours.

“Police located the item and returned it,” said Harrison. “The suspect has been identifi ed and will be facing charges.”

The suspect in both the rifl e and the pressure washer thefts are the same person.

Alberta driver hits deer

On July 9 at 9:30 p.m. near Stewart Creek Road at Chris-tina Lake, a driver of a 2012 Ford F350 pick-up from Alberta hit a deer.

“He hit a deer and lost control hitting a bunch of trees on the front, left and right side of the vehicle,” said Harrison. “The vehicle was not driveable. Police didn’t attend because he didn’t report it until the next day and the vehicle had already been removed.”DUI at the border

On July 11 at 8:50 p.m. Grand Forks RCMP received a call from Canada Border Services Agency at the Carson crossing regarding a possible drunk driver.

“Our member attended,” said Harrison. “The person was given a roadside screening device demand. After several unsuccessful attempts he was charged with an immediate 90-day driving prohibition for failing to provide a proper breath sample.”

The person’s vehicle was also impounded for 30 days. The person is a 33-year-old resident of Portland, Ore.B&E

On July 13 at 3:25 p.m. RCMP received a report of a break and enter at 73rd Ave.

“Although there were no signs of how entry was gained into the house, the complainant advised that jewelry and silver coins were stolen from the house,” said Harrison. “At this point there are no suspects or witnesses. Some of the more unique stolen items were a large gold chain with a cubic zirco-nia and a gold ring with a large onyx stone.”

The Grand Forks RCMP Cst. Chris Cottrill has been busy at Christina Lake doing vessel checks. “Over the weekend, there were 19 different vessels receiving warnings and charg-es for everything from not having the proper equipment on board to not having their boater operator competency card with them,” said Harrison.

“Boaters are reminded that if you are going to be driving a boat you need a copy of your operator competency card with you. You also have to have your vessel registration as well as all the safety equipment required by the Canada shipping act small vessel.”Equipment Found

Nelson RCMP located a back pack with video equipment on May 31 in the Taghum area west of Nelson and to date no one has called or claimed the equipment.

Police are asking the general public if they own the equip-ment or know someone who has lost some equipment to call Nelson RCMP to provide further details for identifying the gear.

Fire danger now at extremeAfter all the recent hot and dry

weather, there is an extreme fire danger warning in the Southeast Fire Centre area.

Three lightning-caused fires started up Monday in the Grand Forks area. All have been con-tained.

“When lightning strikes hap-pen, it’s very easy for a fire to start,” said Jordan Turner, commu-nications specialist for the South-east Fire Centre.

One fire is 1.3 kilometres east of Highway 3 near Fisherman Creek; one is just off Eholt Road; and one is near Winfall Creek, three kilo-metres west of Boundary Creek Road.

“They’re all spot fires (less than a hectare),” said Turner. “We’ve got our crews on them so they’re not threatening any structures or communities. Our crews are mak-ing sure they don’t spread because of how dry it is.”

Turner said the fire centre is monitoring throughout the area looking for any other signs of wildfires.

“We have fixed-wing aircraft flying over the area through the Boundary looking for fires that haven’t been reported by the com-munity but that might be in more remote locations,” said Turner, who added that most fires are re-ported by people driving down the road or from their houses. “We’re making sure we spot any fires before they get out of hand and they build up in these really dry conditions.”

Turner said they have crews on hand because fires are expected to start up with the lightning storms moving through the region.

“We also have ground patrols working today (Monday) looking any smoke on the hills,” he said.

Turner said there has been 41 fires in the Southeast Fire Centre region so far this year with 12 be-ing lightning-caused and the other 29 person-caused. That number is very close to last year’s total of 42 fires by July 14, 2013, including 25 person-caused and 17 lightning-caused.

This year is a little above the five-year average which is 36 by this time (25 person and 11 light-ning-caused). Turner expects that

more fires will start up with the hot and dry weather.

“We are expecting hot weath-er,” he said. “I know there has been some rain, but we expect it to be very dry over these next few days. Considering we’ve had a few industry- and person-caused fires in the last few weeks, we hope people will help us out and let us concentrate of these naturally oc-curring fires. We urge everyone to be very, very careful out in the woods.”

Be preparedJane Pring, emergency social

services director, urges residents to be prepared in case of a fire or other emergency.

“With fire season at high, resi-dents should be prepared to evac-uate at a moment’s notice should the need arise,” she said. “A get-away bag should be available to grab and run in the event an evac-uation order is issued.”

Pring said the bag should con-tain any medications the fam-ily needs, important papers, and a complete change of clothes. She also urges that household pets should be easily available to take.

A wide reaching Gazette story has helped reduce clothing waste from thrift stores in the region.

The clothing, which stays out of the landfill, is taken to and processed in Nelson and then sent overseas.

Marilyn Paul, who helps collect the clothes in Grand Forks with her husband Alfie, said the business has basically dou-bled since being mention in a Grand Forks Gazette article in December 2013.

Marilyn said the Grand Forks Hospital Auxiliary Thrift Store has reduced their bins from two to one since cutting down on throwing out unsold clothes.

“They used to have two big bins behind the store that they put clothes in they didn’t want that would go into the land-fill,” said Marilyn. “Now they just have one and it’s not even full. They were paying $900 a month to the landfill. Now they pay half that.”

IN BRIEFLocal duo releases CD

“Sock Monkey” is the latest incarnation of the musical duo of John Vere and Curt Garrison. The band performs an eclectic mix of bluegrass, folk, blues and many of Vere’s original tunes. The pair are both seasoned and skilled musicians, having played a wide variety of musical genres in many different groups over the past three decades.

Garrison, known for his five-string banjo, also sings and plays guitar and bass while Vere sings,

plays guitar, dobro, mandolin, keyboards, drums and bass as well as writing original songs.

Sock Monkey has been recording a new CD titled Sockwaves over this past winter and are excited to release this collection of their own ver-sions of bluegrass and folk songs as well as many original tunes.

They will be performing at two CD release events: the first at “Kocomo’s Coffee House” on Friday, July 25 at 7 p.m. and the second at Dead-wood Junction in Greenwood on Thursday, July 31 at 6 p.m.

Outdoor fitness park now openFitness aficionados in Grand Forks

now have an outdoor option for their workout.

The outdoor fitness park was official-ly opened on July 10 with a ribbon cut-ting ceremony featuring members of the Grand Forks Recreation Commission.

The park is located on the east side of the aquatic centre and features 12 pieces of exercise equipment.

Gene Robert, chair of the rec com-mission, cut the ribbon. He said that outdoor fitness parks have been used widely. Christina Lake opened theirs about a year ago.

“The dynamics of this neighbour-hood and the community in general

are changing,” he said. “People want to become proactive about their health. This is another opportunity. It’s open 24 hours a day, seven days a week. You can come down, have a nice walk and use the equipment.”

Robert said it’s the mandate of the rec commission to provide opportunities for the community such as the outdoor fitness park.

“It’s a way of taking care of yourself,” he said. “I fully support it. It’s all about neighbours and people getting together and talking and have fun on some really user-friendly equipment.”

The outdoor fitness park is a fitting final project for John Mackey, RDKB di-rector of recreation and facilities, before retiring in August.

“It’s a free facility,” he said. “It’s good

for all ages. It’s bulletproof; it’s safe. It’s designed for year-round use outdoors.”

Mackey said the financing for the project came from the community.

“It came out to just shy of $50,000 for the whole project,” he said. “It’s low maintenance. It’s going to be a fun space. It’s going to tie into the new com-munity garden we’re going to put in.”

Mackey said the community garden group, led by Graham and Kim Watt, will likely put in some trees and flowers and eventually a demonstration com-munity garden.

“They’re going to do some landscap-ing for us,” he said. “It’s going to be a nice activity space. Some of our pro-grammers are going to start to move outdoors and take advantage of the weather and the nice equipment.”

side, TK passed away at the age of 68 in Kelowna

B.C. on July 3, 2014 after a lengthy battle with industry

related lung disease. TK is survived by his loving partner of 17 years, Jane Colburn and her sons (Steven & Paul and family, her step-sons Craig & Grant and family); his daughter Carrie and family (fi ancé Randy & step-daughter Elise) and his half-brother Kelly and family (Karen and Kyle). TK was born October 7th, 1945 in Vancouver B.C. and became a world traveler in his late teens and early twenties. He returned to Canada after the passing of his mother (Cleata Hughes) and became a father the following year. Most of his working life was spent as a foreman on hydro dams throughout Canada as sand-blaster and spray-painter which led to his illness. One of his greatest passions was classic cars and TK could always be seen in one of the many classics he had meticulously restored. TK made great friends in his lifetime, especially in Christina Lake, B.C. (where he called “paradise”); it was here that he and Jane enjoyed most of their lives together. TK will forever be known for his great story telling that was only surpassed by his wonderful sense of humour.TK will live on in the stories we share about him as he inspires us all to live our own great stories. TK’s family would like to extend their gratitude to the staff and volunteers of Central Okanagan Hospice House. TK’s family will have a private service and kindly ask that in lieu of fl owers, please make donations to Central Okanagan Hospice House in Kelowna B.C. July 8, 2014With great sadness ,Joe left

us suddenly and tragically. Joe was born to Dallas & Gerry

Lafreniere in Grand Forks, B.C. along with his twin sister Maureen. Between the two of them they weighed 7lbs. He was one of nine children. Predeceased by his father Gerry Lafreniere, his mother Dallas Lafreniere (Bannert) and his brother Marcel (Debbie).

He is survived by his brother Gerry (Cheryl), Val, Shelly (Lloyd) Dundas, Julie (George) McMillan, Maureen (Gerry) Shaw, Dan, David (Angela) along with many nieces and nephews too many to mention. Along with his Aunties.

Joe went to school in Surrey, BC. His dad, Gerry, was a carpenter where Joe and his brothers learned to excel at the trade. Along with his brothers Gerry & Dave, they went overseas to Japan & Korea to build log homes as well as numerous other homes over the years.

Upon leaving Surrey Joe came to Grand Forks Cooking was something he really enjoyed. He loved to fi sh , had an incredible sense of humor, could do “Alf” so well he had people convinced he was Alf. Making people laugh came very easy to Joe. Joe was Joe.

We wish him a blissful journey on. A celebration of his life took place on

Many in our community will know Leora from her time teaching at Selkirk College. After retiring Leora went on to

study painting and drawing at the Al-berta College of Art and Design in Cal-gary.

Bob Morton’s interest in photography began during his career as an architect but, since his retirement, has become an important means by which he continues to explore architecture and landscapes around the world.

The exhibition of felted and mixed media works by well-known West Coast

Calling all shutterbugs! The BC SPCA’s sixth annual Wildlife-In-Focus Photography Contest is now open for entries. Whether you’re enjoying a staycation in your own backyard or planning outdoor adventures in B.C.’s vast wilderness, bring your camera and show off your best wildlife photos. All amateur photographers are invited to enter the contest, which runs from July 1 through Sept. 30 by submitting their most impressive digital images.

The contest supports the BC SPCA’s Wild Animal Rehabilitation Centre (Wild ARC) on southern Vancouver Island, where nearly 2,500 orphaned and injured wild animals are cared for every year.

“We are excited to help British Columbia’s wildlife photographers showcase the amazing diversity of animals we have throughout our prov-ince, in both urban settings and isolated locations,” says Sara Dubois, chief scientific officer BC SPCA. “From bluebirds at the bird bath to adorable bear cubs, from rascally raccoons to eagles feeding their young, the images we receive each year are stunning and really make it hard for judges to choose the winning photos.”

Photos entered in previous contests have been featured in the BC SP-CA’s Animal Sense and Bark! magazines as well as in BC SPCA educational materials, local newspapers, websites and social media—a testament to the calibre of the photos that are entered.

Prizes are awarded for the top three photos in each of two categories: Wild Settings and Backyard Habitats. The competition is open to all ama-teur photographers aged 14 and up. All photos of wildlife entered must be taken within the province and submitted digitally. “Wildlife” includes free-living birds, mammals, amphibians, reptiles, fish and insects, but not

exotic, feral or domestic animals, or wildlife in zoos or rehabilitation facilities. Learn more about this year’s contest and view past win-ners’ images at spca.bc.ca/wildlife-in-focus.

The annual contest encourages participants to explore green spaces, roadsides, beaches and backyards to find striking photo opportunities that represent the resiliency of local wildlife living at the interface with humans.
