Commentary and Observations
The majority of the districts in the state are experiencing declining enrollment. However, among this sampling of 18
suburban school districts, most around Metro Detroit, enrollment is on the rise. It is therefore a unique problem for
GPPSS to experience a greater loss of enrollment than most of these districts. General Education teacher FTE would
be expected to decrease, but many other district costs do not scale down in equal proportion to enrollment.

As GPPSS enrollment has dropped, which introduces significant revenue loss, the ratio of students to teachers has
increased. But even among the many districts in this sample, the ratio has also increased. GPPSS still preserves a ratio
more favorable than most of the sample districts.
Of greater significance in this regard is average teacher salary. GPPSS' average is 18.7% higher, despite an average
revenue per pupil that is only 12% higher than the sample. It is extremely difficult to maintain a favorable teacher ratio
and pay the highest teacher salaries in the state.

The Instructional Salary expenditures per pupil, given the high average teacher salary, reflect this premium and even
increase GPPSS proportional expenditure over the sample's average given the lower student to teacher ratio. However,
the Support Services salaries per pupil compares more favorably to the sample revealing that GPPSS non-teaching
salaries are higher than most, but not as disproportionately high as teacher salaries. The GPPSS relative change in
comparison to the sample in Support Services is most likely due to the loss of students in greater numbers, which would
increase cost per pupil.

Given the previously discussed data on teacher salaries, Instructional Costs per pupil would be expected to be
higher. These costs would comprehend not just teacher salaries, but all other expenses directly related to
Instruction of General Education and Special Needs (Added Needs) students. But this breakdown clearly shows
GPPSS' Added Needs expenditure per pupil is significantly higher than the sampling and in far greater proportional
difference when compared to Basic Instruction expenditure differences.

Federal revenue has long represented a very small proportion of Total Revenue per Pupil. As ARRA and EduJobs
funds began to appear in 2008-9, this perecentage increased, and indeed GPPSS enjoyed significant rise in this
number. However, these were short term revenue sources and have returned to pre-ARRA levels as of 2011-12.
GPPSS' overal revenue per pupil, even with these inflated Federal dollars in 2009-10 is lower than in 2003-4.
