1. introductionIn December 2011, National Planning Commission (NPC) of the Government of Nepal (GoN) with the support from Poverty Environment Initiative (PEI) programme of UNEP /UNDP conducted a study on Climate Public Expenditure and Institutional Review (CPEIR). Thestudy suggested, among others, to begin using climate budge code in the national budget in order to facilitate tracking of climate budget and expenditure.In this connection, NPC with support from the Ministry of Finance formed a climate finance working group comprising of representatives from key ministries including the Ministry of Science, Technology and Environment; Ministry of Forest and Soil Conservation; and Ministry of Federal Affairs and Local Development. The group developed coding criteria and procedure through series of consultations with the stakeholders. Using the criteria and procedure developed, NPC introducedclimate budget codein the programme budget of the Fiscal Year 2012/13 and added this information to its programme budget sheets, which list major programmes of the ministries. The climate budget code is done at the programme level. The Ministry of Finance incorporated the climate coding in its data base of the budget.

2. Rationale and methodologyThe following fiscal year 2013/14 will bethe second year in which climate budge code will be used in the programme budget. The lessons of using climate code in the year 2012/13 will be helpful in making climate code more effective. However, because the parliament had been dissolved in May 2012, the budget announcement for the fiscal year 2012/13 was done in three separate installments through presidential ordinances. One third of the budget was presented through the first ordinance followed by a second ordinance to release the second installment of another one third of the budget. The last batch of the budget was released through the third ordinance after the formation of the election government, which is also responsible for preparing the budget for the next fiscal year 2013/14. Since this would be the second annual budget with climate budget code included, it would be wise to revisit the coding criteria and procedure in order to identify the areas for improvement in the code application. With this understanding, a rapid evaluation of the code application has been done. The evaluation is based on the analyses of the information generated by climate budget codeavailable in the budget data base of the Ministry of Finance.

3. objective of the evaluationThe review was conducted with the following objectives:• assessthetotalbudgetallocatedforclimatechangeintheyear2012/13;• identifytheministriesthathaveclimatechangerelatedprogrammes;• comparetheinformationgeneratedbytheclimatecodewiththefindingsofCPIER(2011);• assessthedifficultiesfacedandgapsincodingtheclimatebudget;• identifyareasforimprovementforthenextcoding;and• informthedecision-makersabouttheeffectivenessofthecodingasatoolforplanningandcoordinating

climate projects.

4. methodologyThe evaluation was done in the first two weeks of May, 2013. The evaluation is based on the analyses of the information generated by climate change budget code in the budget data base, which would, under normal circumstance, appear as annex to the budget document called the Redbookof the Ministry of Finance. However, due to the current political situationthe Ministry of Finance announced the budget without climate code annex in order to avoid confusion the new annex in the Redbookmight trigger about the government’s programme. As a result, the Redbook did not include the new annex with climate information even though they were available in the data base. For the purpose of the review, the climate

information was extracted from the budget database, and it was compared with the findings of the CPEIR study to examine the value added by the climate change budget code in understanding climate change expenditure.Further,an in-houseconsultationmeetingwasorganizedtoassesspracticaldifficultiesandgaps that theplanningofficersmighthaveexperiencedwhilecoding.ThemeetingwasparticipatedbyplanningofficialsoftherelevantministriesandthatoftheNPC.Theinformationfromthereviewaswellasfrom the interaction programme has been compiled with analysis in this report.

5. findings5.1 Climate budget

The budget allocated for climate change related activities in 2012/13 is NRs. 27,28,26,29,000, which is 6.74 % of the total budget and 1.6 % of the total GDP. The climate change budget during the last fiscal year as estimated by CPIER was NRs. 27,62,88,48,000, which was 7.18 % of the total budget and 1.8 % of thetotal GDP (Table 1). In total, the climate code, which is based on approved criteria for defining climate activities (NPC, 2012), has shown slightly lower budget allocated for climate change related activities than estimated by CPEIR study.

5.2 miNistRies witH Climate aCtivities

Out of 27 ministries, nine as shown below have climate related budget allocation in their budget headings. 5.3 Climate budget oF tHe miNistRies

The table 2 below shows the share of each of the nine ministries in the total climate change budget. Of the total climate change budget, the Ministry of Agriculture and Development (MoAD) has the highest share (28%) followed by the Ministry of Urban Development (MoUD) (25.9%), Ministry of Irrigation (MoIr) (20.4%) and Ministry of Science, Technology and Environment (MoSTE) (9.6%). Thus these four ministries occupy about 84 % of the total climate change budget. The Ministry of Physical Infrastructure and Transport (MoPIT) has the lowest (1.5 %) share of the total climate change budget. The CPEIR had estimated that the four ministries i.e. Physical Planning and Works, Federal Affairs and Local Development, Irrigation, and Science, Technology and Environment had about 77% share of the total climate change budget. Almost all the climate related budget within the Ministry of Physical Planning and Works have been shifted to the Ministry of Urban Affairs in the present context.

The climate coding showed different figures for the MoADwhere additional programmes were found to be related to climate change than shown in CPEIR (2012), while in the case of the Ministry of Federal Affairs and Local Development (MoFALD), 6 programmes, which were considered climate programmes by CPEIR (2012) have not been coded as climate activity in the present budget coding. Hence, the share of the MoADin the climate budget has increased and that of the MoFALDhas decreased in comparison to results of the CPEIR.

5.4 RelevaNCe level oF alloCated Climate budget

Thelevelofrelevanceoftheclimatebudgethasbeencategorizedashighlyrelevant,moderatelyrelevantor neutral. Programme that have more than 60% of the budget allocated for climate related activities havebeencategorizedashighlyrelevanttoclimatechange,whiletheprogrammeswith20-60%budgetallocated for climate change relatedactivitieshavebeencategorizedasmoderately relevant to climatechange. Programmes with no or less than 20% of the budget allocated to climate related activities have been considered as climate neutral programme. Based on these criteria, the climate code reveled that about 2/3rd of the climate budget in 2012/13 has been allocated for highly relevant climate activities while 1/3rd is allocated for moderately relevant activities (Fig. 3).The table below shows relevance level of the climate budget under each ministry. Accordingly, the ministries

of MoAD, MFSC, MoUD, and MoFALD have both high and moderate category of climate budget. The other ministries have only highly relevant category.Table 3 also shows that 70 budget items are highly relevant to climate change, while and 29 are moderately relevant.

About 52 % of the highly relevant budget has been allocated as capital budget, while the share of capital budget under moderately relevant budget is only 21 %. The rest is under recurrent budget (see Box 1 for definitions). However, on the total climate change budget the share of recurrent budget is 58 %, while the capital budget is only 42 %.

Box 1.Budget type

Each budget head is represented by 7 digits in the Redbook. The first 3 digits of the budget code indicate Ministries or Constitutional bodies. The fourth, fifth and the sixth digit indicatedepartment,officeandproject.The7th digit indicates the type of budget, whicharecategorizedunderthreesub-groupsi.e.recurrentcosts,capitalexpenditure,andfinancing. If the 7th digit is 3, it indicates that the budget is allocated for recurrent costs, whereas number 4 indicates capital costs. If the 7th digit is 5 under the budget head it indicates financing costs. Recurrent and capital costs of the national Forest Development and management Programme of the Ministry of Forests and Soil Conservation is indicated bybudgethead329106-3/4asshownbelow.

Recurrent costs: Recurrent cost is the expenditure other than capital and financing and which are annually spent by the government organization. Such expenditure includesconsumption expenditure, expenditure necessary for daily activities, the expenditure for the services for public welfare and the grants provided to the institutions responsible for such public welfare services. The interest expenses of the loan and refund expenditure also include under this heading.

Capital costs: The expenditure made for fixed assets like furniture and fixtures, vehicles, machinery parts and instruments etc are known as capital costs. The capital expenditure adds fixed assets, which can be used for further production activities. Stock of assets for strategic importance and emergency use, land, buildings, roads, canals, electricity generation plant, forest plantation, mining, up gradation of projects, research study, consultation services for such capital nature of activities are also included under capital expenditure. Custom duty & tax and the compensation for the loss of capital are also included under capital expenditure.

Financing costs:Therepaymentofprincipleiscategorizedunderthisheading.Itincludesinternal loan and share investment and repayments of principle and foreign loan.

5.6 Climate budget sHaRe witHiN miNistRies

The intra-ministry budget allocation indicated that theMoSTE has about 87.2 % of its annual budgetdedicated to climate change activities, followed by Ministry of Urban Development (64.9%), Ministry of Agriculture and (62.1%), and Ministry of Irrigation (49.4%). Ministry of Physical Infrastructure and Transportation have the lowest (1.3%) budget allocated for the climate change.

6. Comparison of Climate Change Budget with CpeiR findings

Attempt was also made to compare climate budget allocation by various ministries as shown by the climate code with that of the findings of the CPEIR, whichestimated the climate budget based on expert analysis. The comparison showed differences under the Ministry of Agriculture and Ministry of Federal Affairs and Local Development. In case of Ministry of Agriculture the share of climate change budget is found much higher (62.1%) compared to CPEIR findings (19.9%) and in case of MoFALD the climate budget is found relatively low (3.6%) compared to CPEIR findings (13.2%).The other ministries showing higher share of the climate change expenditure in the CPEIR study were the Ministry of Industry (41.2%), and Ministry of Energy (53.7%), which shows only 17.2 % and 24.6% budget in this study. Ministry of Irrigation (47.9%) does not show significant change (49.4%). In the same manner, the Ministry of Forest and Soil Conservation also has by and large similar climate budget in both studies. Ministry of Physical Infrastructure and Transportation shows significant drop from 17.9 % to 1.3% in this study.

Of the total climate change budget, four ministries including the Ministry of Agriculture, Ministry of Urban Development, Ministry of Irrigation, and Ministry of Environment occupy about 84 % of the total climate change budget. The Ministry of Physical Infrastructure and Transport had the lowest (1.5 %) share of the total climate change budget. The CPEIR had found that the four ministries i.e. Physical Planning and Works, Local Development, Irrigation, Environment had about 77% share of the total climate change budget. Almost all the climate related budget within the Ministry of Physical Planning and Works are shifted to the Ministry of Urban Affairs in the present context. Hence the only change is found within Ministry of Agriculture where more budget codes are found to be related the climate change and in the case of local development where about 6 budget codes or programs are not found in the present budget coding. Hence the share of Ministry of Agriculture is tremendous increased and the share of MoFALD is found to be drastically decreased.

6.1 NumbeR oF Climate PRogRammes

The review showed that a total of 99 budget heads are found to represent climate related programmes, whereas CPEIR had found only 83 such programmes.

Table 7: Climate Budget by Group of Industry

CPEIR categorized the climate change budget under three category i.e. highly relevant, moderatelyrelevantandlowrelevant.However,theclimatebudgetcodingcategorizedonlytwoi.e.highlyrelevantand moderately relevant. The third category is the climates neutral which also include all recurrent costs. In the current climate change budget coding 30 budget items have been found to be new to that of the CPEIR findings. However, 14 budget codes which were in the CPEIR findings have been removed by the present coding. This is significant because of improved clarity in defining the climate activities which CPEIR did not have to define climate activities.

Inthepresentcodingthereisawell-placedbasistodefineclimateactivityandhasstreamlinedtheclimateprogrammes to a large extent. Perhaps based on this, the Ministry of Agriculture Development and the Ministry of Irrigation have added new budget items under climate activities. No change has been seen in the climate change budget codes under Ministry of Industry and Ministry of Energy. Whereas, under Ministry of Federal Affairs and Local Development a large number (6) of budget items have been removed in the present coding compared to CPEIR.

6.2 Climate budget by tHe CategoRy oF seRviCes aNd FuNCtioNs oF tHe goveRNmeNt

Table 6 and figure 6 shows the climate change budget by the category of service and functions of the government of Nepal. There are altogether 10 group of service and function areas of the Government of Nepal. Among them only four have climate related budget. Most of the climate change budget is on the area of economic affairs (71%) followed by housing and community services (26%). Only about 2 % is under environment protection and 1 percent is under general public service.

6.3 loCal ComPoNeNt oF Climate CHaNge budget

Attempt is also made to find out the local component of the climate change budget. A total of 19budget heads out of 99 are identified as relevant to climate change applicable to local level activities. Accordingly, about 15.8 % of the total climate change budget is allocated towards the local level (Table 8). However, it did not include the block grant to local level. It needs to make a separate study regarding the climate change budget at the local government level. The CPEIR had estimated about 32 % of the total climate change budget as the local component. Now this share is decreased to nearly half due to the decrease in Budget code or programs itself. This shows some challenges to flow the funds at the local level as envisaged by the LAPA. Local component of CC are presented in table 8.

7. observationsSince it was the first time that budget code for climate activities were being used for tracking purposes, it was certain to have gaps and shortcomings in the process developed. It was also certain to invite confusion at various levels of implementation. One common problem was to define climate activities. Each ministry has unique mandate with specific responsibility to deliver services, however, the broad guidelines and proceduredevelopedforclimatecodeissameforallministries,whichseemstohavecausedsomedifficultyin interpretation of criteria for defining climate activities.

There was some confusion about how much budget should be allocated to climate activities. This question is probably raised because in many activities of the government like education, health there is a set target to be met by 2015 under the MDGs. There is no such target to be met under climate activities. Of course, there are global commitments for Annex 1 countries to reduce carbon emissions, but there is no such commitmentfornon-annexcountrieslikeNepal.

The confusion is connected with targets of number of other sectors such as health and education under MDG. However, climate change does not have any MDG target and therefore there is no target as such to be met under climate activities.

Another area of concern is with the calculation of expenditure. The three categories of climate activities identified as (i) directly relevant to climate change, which carries above 60 % of the expenditure for the climate related activities, (ii) indirectly relevant, which carries 20-59 % expenditure for climate relatedactivities, and (iii) climate neutral with the expenditure which are below 20 % on climate change related activities or have no relation with climate change. However, some activities may have the expenditure just 60 % or 65 % or may be 90 % that we consider as 100 % for analytical purposes of directly relevant. Similar for others, if large amount will be excluded if the budget is large and it is below 20 % .

Some people also were confused because when we look at which activities are invested upon to help mitigate or adapt to climate change, there may be some activities which have negative impact on the climate change. For example cutting of trees for the electricity generation, making water pond or irrigation canals may have negative impact on climate change. Would that also need to be considered while coding was the question raised. The fact is that such issues on negative impact will be addressed by the EIA requirement as per legal provision.

8. ConclusionForm the rapid review carried out and a brief analysis of the findings it can be concluded that the budget codeishelpfultoanalyzeclimatebudgetallocationattheprogramlevel.Itappearsthatthecriteriaandmethods used are simple and user friendly. In the present context the share of climate change budget withlocalcomponentisrelativelylowi.eonlyabout15-16%.Itisachallengetoattainthecommitmentof diverting climate change budget up to 80% as spelled out in the climate policy. Even though most of the climate change related activities are concentrated at the local government level, it is still not clear how much budget is allocated at the local government level. This is one of the important issues to address in the future. Ministry of agriculture seems to have allocated much higher amount of budget to climate activities, followed by ministry of Urban Development and Ministry of Irrigation. There is a need to increase the climate budget under the Ministry of Physical Infrastructure and Transport and Ministry of Energy. Concerned ministries have made efforts to use climate code seems to have gained adequate experience in one year.

What is required is to develop detailed guidelines to suit each ministry defining details of the activities and areas for additional work for specific ministry. For example, MoLFALD may require a section on the roles of DDC and VDC in planning climate activities and allocating funds from various sources including INGOs to be tracked while other ministry may simply need definition of climate activities in more detail that explained by the quick reference guide at the moment.

9. RecommendationsAs the climate budget coding is a new concept and there are not any universal guidelines it is necessary to have a detail guideline with dedicated sections for each ministries. As ministries have different activities the guidelines must be different depending upon the activities of ministries.

There are some confusion on the existing climate coding guidelines which must be cleared by an workshop andpracticalexerciseeachyearregularlyfor3-4years.Sothatitwillbeclearforallconcernedofficials.
