206 Meeting of State Lovel Sanctioning Committee (SLSC) of 'Rashtriya Krishi Vikas
Yojana' was held on 18s June, 2015, under the Chairmanship of Chief Secretary to Government of
Maharashtra. The minutes of the 20'SLSC meeting are enclosed herewith for your information and
further necessary action.
All the Administrative Departments / Implementing Agencies are requested to issue
necessary GRs / Operational guidelines for their sanctioned projects. It is further requested that all
departments should have to observe the directions of the SLSC & comments ofGol received with
respect to each project while implementing the sanctioned projects.

Sanctioning Committee (SLSC). For the 20ft SLSC meeting, Mr. Sanjeev Chopra,
Joint Secretary, GoI, was present on behalf of Ministry of Agriculture, GoI.

Additional chief secretary (Agriculture & marketing) informed that the revision ofc-DAP/c-sAP and formulation of SAIDp in consonance with the revised guidelines
is about to be completed and it would be submitted to Ministry of Agriculture, GoI,
before the end ofJuly,2015.
Hon' chairman directed that commissioner (Agriculture) should submit the
C-DAP/C-SAP & SAIDP at the earliesr.

In case of project sanctioned in 19s SLSC meeting for strengtlening of quality
conhol and residue testing laboratories, as proposal pending with GoI for ,Seed
testing laboratories' was not yet sanctioned, Hon. chairman directed to provide
funding for the project under RKVy.
Hon. chairman directed all the departments to bring down spillover costs ofmultiyear projects. In case the sanctioned project period of the projects is over, he
directed to bring proposals for extension of project period before Additional chiefSecretary (Agriculture) and afterwards in the next sLSC meeting such projects

Additional chief Secretary (Agriculture & Marketing) presented plogless made by
the State during the period of 2007 -2014 under RKVY. SLSC noted the progress
and approved revised funds allocation for th e yeat 2014-15 on the backdrop of lesser
firnds receipt (< g42.og cr) to the State than sanctioned allocation (t 1025.99 Cr.)
due to budgetary cut imposed at GoI level.
Additional chief Secretary (Agriculture & Marketing) apprised the SLSC that GoI
has discontinued the sub schemes Vegetable Initiative for Urban Clusters (VIUC)
and National Mission for Protein supplement 0{MPS) from the current year, and
GolwillcontinuewithonlyonesubschemeforMaharashtrai.e.Vidharbha
Intensified Irrigation Development Project (VIIDP) under RKVY' He further
explainedthatasVIUCandNMPSarewoundup,spillovercostofVlUCtS'50Cr'
could be absorbed under MIDH during the cunent year, hence its spillover cost {
8.50 Cr. is proposed for de-sanction, and spillover cost of { 9'80 Cr' of NMPS is
proposed to be absorbed under Normal RKVY funds, in order to complete the
projects sanctioned under NMPS.
SLSC has also noted the Project / RKVY Stream / Implementing agency wise
opening spillover cost for the year 2015-16 i.e. after proposed de-sanction of project
costs total net opening spillover cost under RKVY comes out to be { 540'41 Cr' as
on 1't, April, 2015, the details in this regard are enclosed in an Annexure - I'

Additional Chief Secretary (Agriculture & Marketing) placed proceedings of the l,t& 2nd meeting of State Level Project Screening Committee (SLPSC) before the
SLSC. These proceedings were noted by the SLSC. Hon. Chairman enquired about
progress of PPP-IAD projects in the State. Additional Chief Secretary (Agriculture &marketing) apprised that so far total 20 projects are received during the year and few
proposals are in the pipeline. Out of these 20 projects, 9 prcjects were approved by
SLPSC as per the powers conferred to it by SLSC in l7d' SLSC meeting.
Hon. Chairman opined that PPP-IAD is the best initiative for market led agriculture
development and connect farmen to the value chains. and SLpSC should have
meetings time to time to approve PPP-IAD projects received from corporate/private
sector at the earliest and projects approved by SLPSC should be brought for post-
facto approval in next SLSC meeting.
Joint secretary to GoI, also expressed that Maharashtra is making innovative efforts
for participation of private sector in agriculture development. He further explained
that GoI has introduced PPP-IAD platform as a pilot initiative for the States however,
Maharashtra is the only State performing satisfactorily. Hon. chairman directed to
scale up the PPP-IAD initiative to achieve 25 lakh farmers linked to value chains as
directed by Hon. Chief Minister.

Additional chief Secretary (Agriculture & Marketing) apprised the committee that
GoI has communicated an interim sanction to implement RKVy in 50:50 sharing
pattem between Central & State govemment from the year 2015-16. He explained
that GoI has communicated tentative allocation of{ 386.62 cr. as a central share forMaharashtra in the year 2015-16, therefore, matching State share of t 3g6.62 cr. also
needs to be budgeted, thus, State would have total funds of L 773.24 Cr. for RKVy

Accordingly, Additional chief secretary (Agriculture & marketing) presented the
stream wise & project wise funds allocation before the SLSC. The committee had
detailed discussions on funds allocation & planning for the year 2015-16 and SLSC
approved the Stream wise & Project wise firnds allocation as follows -

by State government in case of all the centrally Sponsored / Assisted Schemes
including RKVY where GoI has changed sharing pattern between Center & State
goverment. He also directed Additional Chief Secretary (Agriculture & Marketing)
to get the rcquired funds budgeted for RKVY in the monsoon budget session itself.
I. Normal RKVY : Funds allocation to Spillover costs of the projects and New Projectssanctioned for the vear 2015-16
A. Spillover Projects :
Additional Chief Secretary (Agriculture & Marketing) apprised the committee that
during the current year GoI has declared allocation of | 622.62 Cr. undet Normal
RKVY for Maharashtra. He explained that net opening spillover cost under RKVY
for the year 2015-16 is of { 540.42 Cr. however, all the implementing agencies have
placed funds demand of { 302.76 Ct. during the current year, which is proposed for
an approval of SLSC, and the committee has approved funds allocation as follows -
Infrastructure & Assets Stream :
Infrastructure & Assets Stream has opening spillover of 7 405.62 Cr. for the year
2015-16, in addition to this, as NMPS is discontinued from the current year, its
spillover cost of { 9.80 Cr. is proposed to be funded from Normal RKVY fi.rnds
under Infrastnrcture & Assets Stream. Thus, total spillover of Infrastructue & Assets
stream is of 7 415.42 Cr. However, considering the funds demand by respective
implementing agencies SLSC has approved allocation of { 211.01 Cr. for the year
2015-16. The project wise funds allocation under Infrastructure & Assets Stream is
shown in Annexure - I (a).
Pro d uctio n G rowth Stream:
Production Growth Stream has opening spillover of 7 124.99 Cr. for the year 2015-
16 while the funds demand against spillover costs by respective implementing
agencies is of t 90.32 Cr. Considering the funds demand by respective implementing

The Project wise funds allocation under Production Growth Sheam is shown in
Annexure - I (b).
New Projects :
Additional Chief Secretary (Agriculture & Marketing) apprised that the new projects
were submitted to GoI for their comments, and GoI has communicated its comments
on each project. He further ciarified that most of the projects are proposed on the
ongoing cost norms of the GoI/GoM scheme as desired under RKVY, therefore with
few exception, projects conform to the cost norms of ongoing schemes and GoI has
also supported these projects for their implementation under RKVY. In case of few
projects, wherever GoI has made suggestions, these proiects would be asked to be
revised as per the comments of GoI. In projects of Agricultural universities cost on
account of contractual manpower, hiring vehicles, POL etc. have been included
which needs to be accommodated within 194 adminisftative funds, Hon' Chairman
directed all the implementing agencies to observe the comments of GoI in each
project which have been communicated to them.
SLSC discussed new projects presented under Infrastructue and Assets Stream, and
Production Growth Stream, commitlee has sanctioned all the projects proposed under
both the stream with following project specific directions -
Infrastructure and Assets Stream :
Additional chief Secretary (Agriculture & Marketing) apprised that various projects
received from all the implementing agencies under Infrastructure and Assets Strearn
were considered by the SLPSC and 12 projects are recommended for sanction of the
SLSC, and one project of Warna Co-operative Milk Union was presented with the
permission of Hon. Chairman for approval of SLSC.

committee sanctioned all the projects proposed under this stream. The list of 13 new
projects and funds allocation to these projects for the year 2015-16 is shown in an
Annexure - II, and project wise directions ofthe SLSC are as follows -l. Construction of Solar Power operated multi chamber Air Conditioned and
dehumidified seed storage 1,000 MT capacity (MSSCL, Akola)
SLSC directed that project be appraised techno-economically by the NABCONS, and
NSCL should also give a technical recommendation to the project; moreover, solar
power unit proposed in the project should be appraised by MEDA. Funds to the tune
of t 1.80 Cr. would be sanctioned under RKVY as per the cost norm of 'Sub-Mission
on Seed & Planting Material (SMSP)' and remaining investment of { 3.20 Cr. is to
be invested by MSSCL. SLSC accorded 'In-Principal' approval to the project with a
condition that MSSCL has to provide approval of its board of director to invest
remaining amount of( 3.20 Cr. from its own resources.
. Establishment warehousing infrastructure, online trading & pledge loan facilityin backward & suicide prone district of the Vidharbha region (MSWC, pune)
Additional Chief Secretary (Agriculture & Marketing) explained that SLpSC has
recommended this project as per the cost norms of ISAM. Under Integrated Scheme
for Agricultural Marketing (ISAM), norm for cost of construction is t 3500 per MTfor warehouse having capacity less than 1000 MT and it is t 3000 per MT ifwarehouse has capacity more than 1000 MT. Thus, under this project, MSIIC would
be eligible for subsidy as per ISAM cost norms, hence, difference between the etigibte
subsidy based on storage capacity developed by MSIYC and estimates based on
CSMDSR has to be borne by MSWC from own resources.
Hon. chairman asked MD (Mswc) whether corporation could contribute the rest ofmoney, in reply to this MD (MSWC) said corporation will contribute remaining
funds from own resources. Hon. chairman appreciated project and sanctioned it as
vidharbha region has less scientific storage facilities, he further directed to accelerate

Secretary (Agriculture & Marketing) clarified that Marketing departrnent & MSWC
is looking forward for the funding under RIDF to accelerate warehouse development
programme in the State especially in Vidharbha.
Scheme for farm level silo for food grain storage in the State
Additional chief secretary (Agriculture & Marketing) explained that this is a very
good scheme proposed by the MSAMB however, as per the cost norms under ISAM
{ 875/- per MT would be applicable subsidy. Under this project, 2 MT and 5MT
metallic Silo's are proposed to be distributed among farmers however, it costs around
{ 50,000/- & t 80,000/- respectively, and as per the cost norms of ISAM subsidy to
farmers is very less. MD, MSAMB, requested the sLSC to increase the subsidy at
leasl to 25('/0 of actual cost of silo, however, Joint Secretary to GoI made it clear that
additional quantum of subsidy beyond the cost norm is not permitted under RKVY'
Hon. Chairman asked MD, MSAMB, to rework out whether this project could be
implemented with applicable subsidy as per cost norms of ISAM and also to work on
if there is possibility to provide additional quantum of subsidy from resources of
MSAMB, however, sLSC sanctioned this project subject to condition that MSAMB
should provide confirmation to implement the proiect as per cost norms of ISAM'
Production Growth Stream :
Additional Chief Secretary (Agriculture & Marketing) apprised that various projects
received ftom all the implementing agencies under Production Growth Stream were
considered by the sLPSC and 35 projects are recommended for the sanction of
SLSC,inadditiontothis,5pilotprojectsontechnologybasedyieldestimation
techniques at village level for crop insurance and one project on paddy were
presented with the permission of Hon. Chairman for an approval of the SLSC'

Accelerated Fodder Development Programme.
Additional chief secretary (Agriculture & Marketing) briefed the committee that this
project is being proposed as contingency measure. ln case the rainfall during the June
to September is not satisfactory, then only this project would be executed else not. He
further clarified that project is worked out on cost norms of National Livestock
Mission (NLM) i.e. { 1500 subsidy for fodder seed distribution. Hon. chairmansanctioned the project as a contingency measure for the crurent year.
Improving AI delivery system :
In case of AI delivery system project, GoI has made several observations which need
to be complied by Animal Husbandry department. Similarly, sLpSC also made some
observations, accordingly Animal Husbandry department should submit the revised
DPR excluding the cost on computerization component (laptop purchase, dongles &intemet charges for 5 years etc.) proposed under the project. project was approvedsubject to the compliance of the directions given above.

Additional chief Secretary ehnning) suggested that RKVY funds should be utilized
for strengthening the water sector especially on farm ponds, micro inigation & other
water storage/harvesting structue to ensure the protective irrigation to a dry land
farming system. Additional chief Secretary (Agriculture & Marketing) pointed out
that water sector is always among the priority sector under RKVY since the
inception, every yezu funds to the tune of t 300 cr. to { 400 cr. are being allocated
for various project based interventions for on farm water availability (farm Ponds/
Community tanks/ Micro irrigation/ Mahatma Phule Jal Bhumi Abhiyan etc')'

the resolution in lTth SLSC, 10 PPPIAD projects have been sanctioned by the SLPSC
which are brought before the sLSC for the post facto sanction. He also explained that
MahatmaPhuleJalBhumiAbhiyanprojectwasalsosanctionedunderRKVYwith
thepermissionofHon,ChairmantosupporttheJalluktShivarAbhiyanintheState.
Thus total 11 projects are brought before SLSC for post facto sanction'
SLSC accorded its approval to these projects however, Hon' Chairman directed the
Water Conservation department to follow the cost norms of National Mission on
SustainableAgriculture(NMSA)forvariousactivitiesproposedunderMahatrna
PhuleJalBhumiAbhiyamnassuggestedbyGol.Thelistofprojectswhichhavegot

relooked at the progress of the sanctioned projects and have submitted proposals for
full / partial de-sanction of their sanctioned project costs. Many ofthese projects are
going to be completed after de-sanction of remaining costs as this amount is not
required. SLSC approved the proposal of de-sanction of total project costs of { 135.
97 Cr., the list of these projects and amount to be de-sanctioned along with the
reasons for de-sanction is enclosed in Annexure - III.

project was sanctioned in the year 20ll-12 and it is to be implemented in ppp. The
SLSC had sanctioned the project cost of { 103 cr. & vGF of { 50 cr., this project
cost was based on a rough estimation considering the average cost of each station as
Rs' 5 lakh which had not considered any operational cost, data cenffe cost. taxes orimport duty at the time of initial estimation. Afterwards departrnent had appointed as
a consultant, who had estimated a final project cost of { 222.00 cr. which includes
operational cost, data centre cost, taxes, import duty and imprication of depreciation
of Indian Rupee against the US $ in intemational market for the various instruments
which bidders have offered to import over the Indian make
He further explained that the project was put up for financial bid with an estimatedvGF aro'nd { 100.00 cr. to make it commercially viabre project. The said proposal
was moved for the approval of Hon. chairman, sLSC and he directed to refer tliscase for observations of IT department. consultant and the bidders made theirpresentations before secretary (IT). IT deparhnent made some observations.
Afterwards, the proposal was presented before the SLSC along with comments of ITdepartment in 17ft SLSC meeting. As several changes have taken place in the projectafter the tendering process, SLSC asked to scrap the earrier bidding process and re-bid the project for which SLSC had sanctioned revised vGF amount of t 100 cr.under the RKVY.

Vashistha. Retd. DDGM (IMD) was appointed as a consultant and as per directives
of SLSC. bids were issued once again. He explained that Aws project will be
implemented in 18 months and it will have a period of 10 years. The concessionaire
will take up the installation work in a phased manner in batches of minimum 500
installations every six months. concessionaire will also set up one data center in the

and processed in real time. Aws data will be supplied to Government of Maharashtra
free of cost by concessionaire and he will be allowed to use AWS data to generate
revenue after value addition including crop insutance coverage to farmers'
Afterwards, a Request For proposal (RFP) was prepared and after providing three
extensions. two bids, one from lwS Astra Microwave Products Ltd. Hyderabad and
otherfromlu/SNCML-SKYMET(Consortium)werereceived.Thebidswerefirst
verifiedfortheirva]iditiesandafterboththebidswerefoundtobevalid,the
technical bids were opened for evaluation. The technical evaluation of the bids was
first taken up by Consultant on QCBS (Qualrty Cost Based System) basis of
evaluation. Technical recommendations of the consultant were evaluated by the
Project Management Committee (PMC) consisting of experts like DDGM and head
of Instrumentation, from IMD, State Agricultural Universities etc. The committee
found bids of Ir4/S Astra Microwave ltcl' and M/S NCML-SK\MET technically

revenue for getting the benefit from his investrnent.
Thus, after discussion, Hon. chairman opined that project is prolonged since 4 years
due to various reasons and he directed the Additional chief secretary (Agriculture &Marketing) to issue work order at the earliest to bring this project on ground.

Following three projects were presented with the permission of Hon. chairman, he
enquired whether suffrcient funding is available to sanction these projects. Additional
chief secretary (Agriculture & Marketing) clarified that AFDP project is proposed as
a contingency measure, similarly, project of MSSCL and MSAMB need a
confirmation from their board of directors, moleover, all the departrnents used to
demand funds on higher side to their spillover & new projects, so there would be
sufficient funding available for these projects.

Pilot projects on technology based yield estimation techniques at village level for
crop insurance in PPP-IAD.
Additional chief Secretary (Agriculture) explained that GoI has introduced a
,National crop Insurance Programme' Q.{CP), under NCIP, unit area of insurance at
circle level has been reduced to the village /village panchayat level. under MNAIS,
10 Crop Cutting Experiments (CCEs) were mandatory however, under NCIP, 4
ccEs for main crop and 8 ccEs for secondary crops are mandatory at village level.
Thus. reduction in unit area to village level leads to significant increase in the current
level of CCEs and it would be highly resource intensive (monetary & labour) task.
Therefore, state govemment has not introduced NCIP so far. under NCIP, risk level
can be increased up to 80% to 90% from the 600/0, and being village as a unit area of
insurance under NCIP, it has many other benefits for the farmers too' Hon' Chief
Minister has directed to take up pilot projects on village level crop insurance in
forthcoming I(harif and Rabi season using the advance technologies at least for 500
villages.
He further described that using advance tecbnologies like rernote sensing technique,
crop modeling technique and by analyzing the vegetation level and spectral signature
ofa crop from satellite imagery during the entire crop duration coupled with different
weather parameters received from satellite, a village level productivity for past 10
years and for the current year can be estimated.

I He also briefed that as per the directions of Hon. chief Minister, proposats rrorn ttreI
I companies working in this sector were called by the department, and CGIAR-I
I CCAFS, eeMausam, Skymet and Swiss Re have submitted the projects. He explained
that each company is working with different technology to reach the goal. He also
brought to the notice of SLSC that all these proposals were examined by the
Agriculture Insurance Company of India Ltd., GoI, and also have conveyed their
support to take up these pilot projects.
He proposed to conduct pilot projects at village level in selected circles under NAIS
with the help of Agriculture Insurance Corporation (AIC) with 80% risk level as per
NAIS, under RKVY so that resistance of farmers for increased premium under
MNAIS is not experianced. He proposed to implement 4 projects as a ppp-IAD
project and one as a research project of CGIAR-CCAIS to be funded 100% under
RKVY. He also made it clear that these 4 private companies are also going to invest
their share under the project and governrnent share is to be contributed from RKVywhile cost of insurance will be covered in NAIS. He also explained these companies
would conduct the research projects in different villages which would be dulyvalidated and afterwards these projects will end with certain deliverables.
Hon. chairman enquired the reasons for small project cost of swiss Re project
among these 4 PPP-IAD projects, Additional Chief Secretary (Agriculture &marketing) clarified that Swiss Re is working with the state govemment since last
year under 'Research & development project to limit ccEs using Tops technology'
and they have generated data in the project however, as last year was a scarcity year,
the swiss Re has got the data on lower productivity ofthe crops. Therefore, swiss Re
has submitted proposal for extension of ccEs aided by dynamic sampling scheme
using satellite and climate data for one more year i.e. Iftarif & Rabi 2015. In the year
2015-16' Swiss Re has asked additional funding of t 143.10 lakh under RKVy forconducting additional random ccEs and intelligent sampling while, swiss Re &Niruthi (partner of state Govemment in the project) will also contribute their share

Sahkari Dudh Utpadak Prakriya Sangh ltd. desires to erect Milk Processing Plant
(Satellite Dairy) at Gadhinglaj dist. Kolhapur. He explained this project will increase
the milk processing capacity by 200000 LPD and packaging capacrty by 300000
LPD. He further explained that project is proposed on cost norms of National
Programme for Dairy Development (llPDD) i.e 50% subsidy, the project cost
proposed is < 2303 .91 lakh and subsidy required under RKVY is < 1 I 51 .95 lakh.
After discussion SLSC sanctioned the project for the year 2015-16, funds allocation
for the project is shown in Annexure -II
