1.0 INTRODUCTION: This specification covers the General Requirements, Functional Requirements, System
Requirements, Technical Requirements for “LEVEL CROSSING GATE CONTROL
AND MONITORING EQUIPMENT BASED ON WIRED & WIRELESS (VHF )
COMMUNICATION” for use over Indian Railway and is issued under specification No.
RDSO/SPN/TC/49/2020. Further requirements of Test & Inspection are also covered in
this specification.
1.1 This specification covers the technical provision only and does not include the provision
of a contract. In the absence of IRS specification, the procurement may be made as per
draft specification.
1.2 This specification requires references to the following standards specifications:

Wherever reference to any of the above specification appears in this document, it shall be
taken as a reference to the latest version of the specification unless the year of issue of the
specification is specifically stated.
1.3 The objective of this System is to provide reliable recorded Data & Voice
Communication between Station and Level Crossing Gates for exchange of Private
Number amongst Station Master and Gatemen for Closing/Opening of Gates.
1.4 This specification covers two types of equipments, having same objective but different
operation. One is covered as „Part – A‟ and other is covered as „Part – B‟. Purchaser can
procure any one type of them.
Part-A
2.0 SYSTEM OVERVIEW : The objective of the equipment is to establish reliable
Communication between ASM and LC gates, which will control closing / opening of the
gates before and after passing of the train with recording of data, voice logging, voice
messaging & exchange private number.
2.1 ASM & LC Gate equipment should perform as follows:-
2.1.1 The system shall be designed in such a way that ASM shall be able to control at least 8
gates each on either side of the Station / Cabin from his ASM equipment (in total 16
gates). However this can be increased or decreased depending upon the user‟s
requirement.
2.1.2 The message sent by ASM meant for a particular LC gate shall go to that gate only.

2.1.3 The message shall be initiated by pressing certain keys (push buttons) provided on the
equipment. On operation of keys by ASM from his equipment, electronically recorded
messages shall play in voice form in LC Gate Equipment and ASM should get its
acknowledgment automatically and vice-versa. It should be possible to send actual voice
message of ASM to LC gates .
2.1.4 The message shall be in Hindi, English or any regional language. Any two languages
depending upon the requirement of the Railway can be selected while placing order to the
RDSO approved manufacturer.
2.1.5 The System shall be compatible to work with all types of manned level crossing gates as
defined in para 4.20.
2.1.6 The System shall follow the method of exchanging private number between ASM and LC
gate man as per Railway board Safety circular No. 2000/Safety(A&R)/19/39 dated
08.05.2002 or latest.
2.1.7 ASM equipment shall have keys like CALL, CLOSE, OPEN etc., so that ASM shall be
able to give information to the Gate man by pressing appropriate keys. The keys should
be symbolized and made colorful to make equipment more user friendly. LCD panel
provided on the equipment shall indicate the keys, pressed by ASM, private number
inserted by ASM etc. SEND key must be there to send the information to the respective
gates. The ASM equipment will have LCD Panel and Gate Status Response Panel. The
LCD panel shall be of 16 Characters x 2 Lines and Gate Status Response Panel for the
information of configured gates and private no. sent by gates. Typical Gateman Specific
Request Panel (GSRP) Layout is mentioned in Figure 3.3.
2.1.8 LC gate equipment shall have similar types of keys like CLOSE, PROBLEM, OPEN etc.,
so that LC gate man shall be able to send his request or information to the ASM. LCD
panel provided on the equipment shall indicate the key pressed, private number inserted
by LC gate man etc. LCD panel shall be of 16 Characters x 2 Lines.
2.1.9 In case LC gate man is unable to execute the order of ASM for closing the gate, he will
immediately press the PROBLEM key with private number, which will intimate ASM
about his inability. In Addition to that gateman should be able to promptly communicate
with ASM with the help of Telephone provided with the equipment.
2.1.10 All the events like gate CLOSING, OPENING, PROBLEM, MESSAGES, VOICE
MESSAGE etc must be stored in the data-logger of ASM and LC gate Equipment with
Date, Time, Train Number, Gate Number and Exchanged Private Number of ASM and
gateman, which can be retrieved from both - ASM Equipment and LC Gate Equipment -
either on laptop or on a DOT matrix printer.
2.1.11 ASM Equipment and LC gate equipment should be protected suitably by assigning
password. Without correct password it shall not be possible to change the settings of
parameters of the equipment. Settings of parameters mean programming of Gate ID,
Controller (ASM) ID, Date, Time etc. Provision shall be made on the equipment itself for
setting the parameters with the help of assigned keys by authorized Railway person.
2.1.12 When station master/ASM or LC gate man wishes to have voice communication, the
same shall be possible by using Microphone or Telephone instrument provided on the
equipment.
2.1.13 Voice Communication should be recorded with Date & Time stamping on it. Voice
Storage Device shall be part of ASM Equipment as described in para 10.21.

2.1.14 The ASM equipment and LC Gate equipment shall be provided with mechanical
Locking arrangement to prevent unauthorized operation of the System. However System
Power shall remain in „ON‟ condition to receive incoming messages and information.
2.1.15 The system should have group messaging facility so that ASM on duty can send a
single private number (PN) to all the gates under his control. Individual gates however
will transmit individual private numbers.
2.1.16 The ASM equipment shall be provided with a microphone so that ASM on duty can
verbally advise to gatemen about the train information. The microphone shall Switch-on
for voice messaging with RED LED Indication only after entering its two digit private
number by ASM.
2.1.17 The ASM equipment should have provision to display PN of each closing gate on
Gateman Specific Request Panel (GSRP) of ASM Equipment, which will have seven
segments display.
2.1.18 It should also have a yellow LED to indicate pending Gateman requests of each
concerned gate, it should be possible to display the status of pending requests of gatemen
on GSRP (Gateman Specific Request Panel) for each gate separetely below seven
segment display till such time it is acknowledged by ASM.
2.1.19 A Reset button shall be provided on GSRP of ASM equipment to reset received PN.
2.1.20 Two separate software versions should be used to meet requirement of non-interlocked
and interlocked LC gates.
2.1.21 The Gate equipment keys should be symbolized & made colourful, to make equipment
more user friendly for less educated gatemen.
2.1.22 An External arrangement will have to be made for light so that the keyboard and LCD
Panel can be seen during night, where there is no provision of electricity at the GATE
LODGE / GOOMTI. The LED / Bulb of 12V DC/15- 35 mA current consumption along
with ON/OFF switch shall be provided for illumination and the same shall be connected
with the battery and shall be used only in the night at the time of use of LC Gate
equipment.
2.1.23 The cabinet of the equipment shall be powder coated with light colour like off-white,
Grey etc.
2.2 System should consist of following:
2.2.1 Communication Link between ASM and LC Gate equipment: The system
shall be capable of working both on wired (2-wire) and wireless (25 watts VHF
radio set). When system is working on a physical line, the Radio set shall be in
hot standby mode so that in case of any failure of Physical Line, the system
should automatically switch over to wireless communication with an indication on
LCD panel as well as glow of RED LED provided on the equipment. It should
automatically switch back to the physical line when it is restored.
2.2.2 ASM Equipment: The system must be designed using 16-bit or higher data bus
micro-controller of reputed make like Hitachi, Philips, Motorola etc and shall
consist of following items .
i. MIL Grade 810 F/G complaint, 25 W VHF radio set.
ii. Omni Directional Stacked Dipole antenna having SWR less than 1.5.
iii. RG 217 coaxial cable.
iv. Power Supply (12 V/ 15 amps) of reputed make like AXIOM etc.

v. Battery (12V, 130 AH) of reputed make like EXIDE, S/F, Hitachi, Amar
Raja etc
vi. Telephone Instrument
vii. Microphone of reputed make like Ahuja etc.
viii. 80 column DOT matrix/ Inkjet printer of reputed make like EPSON.
WIPRO, TVS, HP, Cannon etc. with suitable connector.
ix. Gateman Specific Request Panel shall display the pending request and
private no. sent by each gateman for all configured gates.
x. ASM Equipment should have locking facility of ASM Keypad when all
configured gates have sent their private nos.
2.2.3 LC Gate Equipment: The system shall be designed using 16-bit micro-controller
of Reputed make like Hitachi, Philips, Motorola etc and shall consists of following
items:
i. MIL Grade 810 F/G complaint, 25 W VHF radio.
ii. Omni Directional Stacked Dipole antenna SWR less than 1.5.
iii. RG 217 coaxial cable.
iv. Power Supply (12 V/ 15 amps) of reputed make like AXIOM etc

4.1 The system shall be designed using micro-controller with a data and voice storage
and retrieval facilities.
4.2 ASM equipment shall have facility to instruct the gateman for Opening or closing
of the gate with scheme of exchanging private number as per Railway board
directives for different types of manned level crossing gates. Selected train
number, gate number, private number shall be visible on LCD panel of ASM unit
before SEND button is pressed by ASM. Gate Status Response Panel shall display
the status of configured gates and private no. sent by gatemen.
4.3 ASM equipment shall have locking facility of Keypad when all configured gates
has sent their private nos.
4.4 The system should have group messaging facility so that SM on duty can send a
single private number (PN) to all the gates under his control. Individual gates
however will transmit individual private numbers
4.5 At the selected LC gate the message in the local language for expected arrival
time of train, its number and direction with private number shall be communicated
and remain in repeat mode. Acknowledgment of commencement of playing of
message on LC gate equipment should be provided on ASM unit by automatic
glow of ACK LED.
4.6 Gate man shall inform the Opening of LC Gate to the ASM by pressing OPEN
Switch. Local voice message for requesting to open gate shall be repeated at ASM
unit.
4.7 ASM unit shall have capability to instruct the gate man to OPEN the gate. Voice
message of opening the gate should be played through speaker in the LC gate unit.
4.8 Similarly ASM unit shall have capability to instruct the gate man not to open the
gate. Voice message shall be played through speaker in the LC gate unit advising
not to open the gate.
4.9 Inability for closing the gate for any unforeseen reason can also be informed by
the gate man to the ASM by pressing PROBLEM button with private number.
Local voice message of LC gate problem with private number shall be played
through speaker in the ASM unit. In addition to that, Gateman shall immediately
talk to ASM / SM on duty by using Telephone provided on the equipment.
Whenever voice communication takes place, it will be recorded in Voice Storage
Device of ASM Equipment with Date and Time stamping on it.
4.10 Priority of Emergency Call over On-going Call:Whenever ASM is having
communication with any of the Gatemen, then another Gateman shall not be able
to listen the ongoing conversation. However if any other gate man shall have an
urgent message to be conveyed to the ASM, then he shall be able to send the
message to the ASM by pressing PROBLEM Button with private No. The same
shall be displayed on the LCD of ASM Unit with RED LED indication. The
emergency message also be played / reproduced on the ASM unit. In that case
ASM shall promptly attend the emergency call by terminating the On-Going
Voice Communication
4.11 Announcement of voice message shall continue in the ASM unit, unless and until
„ACK‟ button of ASM unit is pressed by ASM/SM on duty.
4.12 Announcement of voice message shall continue in the LC gate unit, unless and
until „ACK‟ button of LC gate unit is pressed by Gateman on duty.

4.13 Voice communication shall be possible through telephone between ASM and
gateman. Voice communication shall be duplex when system is working on 2-
wire Physical Line. Similarly voice communication shall be semi duplex/ simplex
when system is working through wireless on VHF radio set. All Voice
Communication shall be recorded in Voice Storage Device of ASM Equipment.
(Optional): The system software can be modified to have communication
between one gateman to another gateman depending upon the requirement with
the intervention of ASM/SM on duty. However ASM / SM on duty will have
overriding facility to send messages to the gates even if he is engaged with
Telephone communication.
4.14 The ASM Equipment and LC Gate equipment shall be provided with mechanical
locking arrangement to prevent unauthorized operation of the System. However
System Power will remain in „ON‟ condition to receive incoming messages and
information. In that case it is not possible to operate the equipment, even receipt
of on-going voice messages cannot be stopped.
4.15 On either side, there may be a number of level crossing gates which are required
to be CLOSED / OPENED, there shall be a facility of “Group Messaging” to all
the gates to facilitate quick transfer of same information to all the gates on either
side depending on the requirement (Upside or Downside). However information
received from the LC Gate shall be in serial mode and same shall be recorded
with time and date.
4.16 some limited solution shall be made for train details where train number is of
alpha-numeric like goods train, Saloon, Railway engine, Trolley etc. The same
shall be informed by the manufacturer to the Railway user.
4.17 Normally voice as well as data communication between ASM unit and LC gate
unit will be through 2-wire physical media. In case of LINE failure, alternate
wireless medium shall work. There shall be dynamic switching to select first
available working medium.
4.18 „LINE‟ or „RADIO‟ indications shall appear on ASM unit as well as LC gate
unit. So that maintenance staff is made available without delay in case of LINE
failure.
4.19 System must have a provision to operate from any of the two available sources of
power supply i.e. Electricity and battery. However Solar Panel must be another
source to charge the battery and this shall not be part of the equipment.
4.20 System shall have facility to exchange Private Number for different type of gates
as described in Railway board safety circular no 2000/safety(A&R)/19/39 whose
description is as given below.
4.20.1 Traffic level crossing gate, interlocked with stop signals of station, provided
with telephone, with normal position ‘ Open to road traffic’
Gate closing instruction with/without (to be configured while setting of the
equipment) private number, from ASM to Gateman.
Gateman gives private number to ASM as acknowledgement (if configured
normal, not configured for interlocked ).
4.20.2 Traffic level crossing gate, Non - interlocked with stop signals, provided with
telephone, with normal position ‘Closed to road traffic’.
Gate open request, from gateman to ASM.

4.20.3 Engineering Level crossing gate, Non-interlocked, provided with telephone,

Train arrival information from ASM to gateman with Private number.

Gate closing instruction from ASM to gateman with private number.
Gateman acknowledges ASM with private number.
Gate open instruction from ASM to gateman with private number.
4.20.4 Engineering level crossing gate, Non interlocked, provided with telephone,
with normal position ‘Closed to road Traffic’
Gate open permission from gateman to ASM.
Gate open instruction from ASM to gateman with private number.
Gate close information with private number, from gateman to ASM.
Confirmation of gate closure from ASM as acknowledgement to gateman
with private number.
4.20.5 Engineering level crossing gate, interlocked with gate signals, provided with
telephone, with normal position ‘Open to road traffic’
Gate closing instruction with/without (to be configured while setting of the
equipment) private number, from ASM to Gateman.
Gateman gives private number to ASM as acknowledgement (if
configured normal, not configured for interlocked gates).
5.0 SYSTEM OPERATION: The system shall have capability to search automatically the
available medium of communication that is 2 - wire and wireless. Preference of
working shall be given to 2-wire. Incase 2 - wire is defective or not available, system
will automatically select wireless as medium of communication. The system shall be
capable to work either on 2-wire physical line or Wireless or on both mediums.
5.1 ASM Equipment [Through Keyboard]
5.1.1 On Pressing "CLOSE" button, the word "CLOSE” will be displayed on the LCD
panel. Thereafter the Gate Number (GATE :--), Private number (PVTN:--), Direction of
arrival train(UPDN:--) and Train number (TRN:---) can be inserted by keyboard and
sent the information to the respective gate by pressing SEND button.
5.1.2 On Pressing "OPEN" button, the word “OPEN” will be displayed on the LCD panel.
Thereafter the Gate number (GATE:--), Private number(PVTN:--) can be inserted by
keyboard and sent the information to the respective gate by pressing SEND button.
5.1.3 Whenever ASM equipment sends the information by pressing SEND button, ‘ACK’
LED will glow. After confirm reception of the message at appropriate gate, ‘ACK’
LED will go-off.
5.1.4 After closing the gate, gate man shall press CLOSE button and enter the private No and
press the SEND Button to transfer the information from LC Gate Equipment to ASM
Equipment The received message will be displayed on LCD panel and once the ASM
unit receives Gate CLOSE confirmations of all gates, the seven segment displays and
LEDs on the GSRP must start flashing and the ASM units keypad must get locked so

that ASM unit must not send any command, as well as playing of Voice message on
speaker. In addition to that „CLOSE‟ LED will glow on ASM Equipment.
5.1.5 In case of any problem with the LC Gate or any untoward incident, the Gateman shall
send the information to the ASM by pressing PROBLEM button from his equipment
with Private Number. ASM equipment will get visual indication on LCD Panel, Voice
message on speaker with a Glow of „PROBLEM‟ Red LED.
5.1.6 On receipt of „Gate Opening‟ request from Gateman, on ASM equipment there will be
Voice message as well as Glow of „OPEN‟ LED.
5.1.7 Incase of 2-w physical line fault, the message will automatically transmitted through
Wireless with an indication ‘RADIO MODE’ glow of LED as well as Display on LCD
Panel.
5.1.8 ‘PTT’ LED shall glow incase of Voice Communication through Telephone on Wireless
between ASM and LC Gate man. The PTT( Press to Talk ) switch and LED shall be
energized with VOX ( Voice Operated Switch )
5.1.9 This equipment shall have built-in Voice Logging facility as described in para 10.21.
5.2 ASM Equipment [Through Microphone] 5.2.1 Press CALL Key. The cursor will point at GATE entry on LCD screen
5.2.2 Equipment is ready to send voice message to all UP Gates or all DOWN
gates Press Left Arrow Key for sending voice message to all UP gates
Press Right Arrow Key for sending voice message to all DOWN gates.
5.2.3 Now cursor moves to PVTN entry on LCD screen.
5.2.4 Here enter two digit numeric private number of this Voice Message and
press SEND Key
5.2.5 Once acknowledgement is received from any of the gates, Red LED of
MICROPHONE will turn on and Microphone is open to record your
message for a maximum of 30 seconds duration.
5.2.6 Start speaking required message, till 30 seconds. If message is finished
before 30 seconds, then press CALL Key again to disconnect. The
MICROPHONE LED will turn off and LCD screen will show as follows:
5.2.7 Now Private Numbers will be received for close confirmation from LC
Gate Equipments to whom Voice Message was sent. The Private Numbers
from LC Gate Equipments will be visible on GSRP, attached to ASM
Equipment.
Caution:Voice Instructions to Gatemen by ASM will be effective only if Red
LED provided with Microphone is ON.

Note: Press CALL Key again and repeat Step 1 to Step 5 to send another voice
message to all UP Gates or all DOWN gates.

5.3 LC Gate Equipment [Through Keyboard]
5.3.1 On pressing ‘CLOSE’ button the word „GATE CLOSE‟ will appear in the
LCD panel Thereafter by inserting Private No, the message can be sent to
ASM Equipment by pressing ‘SEND’ button.
5.3.2 On Pressing ‘PROB’ button the word „GATE PROBLEM‟ will appear in the
LCD panel Thereafter by inserting Private No, the message can be sent to
ASM Equipment by pressing ‘SEND’ button.
5.3.3 On pressing ‘OPEN’ button the word „GATE OPEN‟ shall appear in the LCD
panel and message can be sent to the ASM equipment by pressing ‘SEND’
button.
5.3.4 When the LC Gate equipment receives any message from ASM equipment,
voice message will play in the LC gate equipment. On pressing ‘ACK’ button
the voice message can be muted.
5.3.5 Whenever LC gate equipment sends the information by pressing SEND
button, ‘ACK’ LED will glow. After confirm reception of the message at
ASM Equipment, ‘ACK’ LED will glow OFF.
5.3.6 On receipt of „Gate Open Message‟ from ASM equipment, there will be voice
message on the speaker with an indication of ‘OPEN’ LED.
5.3.7 On receipt of „Gate Close Message‟ from ASM equipment, there will be
playing of voice message on a speaker with a glow off „CLOSE‟ LED.
5.3.8 Incase 2-wire physical line fault, the message will be automatically
transmitted through wireless with an indication of „RADIO MODE’ LED
glow as well as display on LCD panel.
5.3.9 ‘PTT’ LED shall glow in case of voice communication through telephone on
wireless between LC gate man and ASM. The PTT ( Press to Talk) LED and
switch shall be energized with VOX (Voice Operated Switch).
5.4 LC Gate Equipment [Through Microphone] 5.4.1 On receiving, Voice Message from Station, following Menu appears on your equipment
LCD screen

Part-B 6 SYSTEM OVERVIEW
6.1 The objective of this System is to provide reliable recorded Data & Voice Communication
between Station and Level Crossing Gates for exchange of Private Number amongst Station
Master and Gatemen for Closing/Opening of Gates.
6.2 This specification covers following two configuration of Station Equipment depending
upon purchasers requirement :
(i) Standard configuration of Station Equipment shall be able to control 4 (four) Gates
on either side of the Station from his Station Equipment.
(ii) Optional configuration of Station Equipment shall be able to control 6 (six) Gates
on either side of the Station from his Station Equipment.
6.3 A General Schematic for system in which station master is able to control 4 (four) Gates on
either side of the Station from his Station Equipment is given in Figure-7.1 and this type of
equipment is henceforth known as “Standard Configuration” i.e “Level Crossing Gate
Control & Monitoring System for 4 (four) Gates on either side of the Station”. In this
specification schematic diagram and other requirement of specification of “Standard
System” has been elaborated. An overall Network Diagram of the Standard System is given
in Figure-7.2.
6.4 The “Level Crossing Gate Control & Monitoring System for 6 (six) Gates on either side
of the Station equipment” should have all the relevant requirements mentioned in this
specification.
6.5 The system should be designed in such a way that it should be able to control & monitor
gate operation messages for different type of Manned Level crossing gates. The Manned
Level Crossing Gates (LC Gates) over Indian Railways are classified in following broad
categories.
A) Non-Interlocked
I. Engineering LC Gate, Non-Interlocked, Normally Open to Road Traffic
II. Engineering LC Gate, Non-Interlocked, Normally Closed to Road Traffic
III. Traffic LC Gate, Non-Interlocked, Normally Close to Road Traffic
B) Interlocked
I. Engineering LC Gate, Interlocked, Normally Open to Road Traffic
II. Traffic LC Gate, Interlocked, Normally Open to Road Traffic
6.6 The Station Equipment of the system shall be configurable to accommodate any combination
of Category of LC Gates on either side of Station as defined in Clause 6.5.
6.7 It shall be possible to configure LC Gate Equipment to meet various requirements for
working interlocked & non-interlocked LC Gates based on site requirement. For interlocked
gates the open, close buttons and seven segments display may be made disabled at the time

installation, as there is no requirements of private number exchange between Station Master
& Gate as per Station/ Gate Working Rule of station/Gate.
6.8 Station Equipment and LC Gate Equipment shall be suitable for working in Single Line,
Double Line and Multiple Lines.
6.9 The System shall follow the method of exchanging Private Number between Station Master and
Gateman as stipulated in para 9.
6.10 All the messages like Gate Closing, Gate Opening and intimation etc. must be stored in
the Data Logger of Station Equipment and LC Gate Equipment with Date, Time, Train
No. Gate Number, Exchanged Private Number of Station Master and Gateman. It should
be possible to retrieve this Data by connecting Laptop to a Port provided on the
equipment. Further it should be possible to check previously stored data on „Display‟ of
the equipments using SCROLL UP & SCROLL DOWN Keys.
6.10.1 The Solid-state Disk Drive (SDD) storage device should be provided for logging data/
voice. In addition to SDD, data/ voice logging should be recorded simultaneously in
FLASH memory, which should be removable for taking to control office for any post
incident investigation.
6.10.2 There shall be provision of Ethernet port based on TCP/IP protocol for connection of
Station Equipment/Gate Equipment to an intranet.
6.11 When Station Master or Gateman wishes to have voice communication, the same shall be
possible by using Telephone Instrument provided with the equipments.
6.12 System display shall indicate „G‟ followed by numeric number of Goods / Service trains,
which should be fed by Station Master by pressing „G‟ button followed by numeric
number with the help of Key board of SM Equipment.

8 SYSTEM FEATURE
8.1 „Station Equipment‟ and „LC Gate Equipment‟ shall be provided with mechanical Key-
Locking arrangement to prevent unauthorized operation of the system. „Station
Equipment‟ and „L.C Gate Equipment‟ shall operate only when Keyed in. When Key is
taken out, these equipments shall hold in their last operated position. However during
Key-Out position, System Power shall remain in ON condition and these equipments shall
continue to receive messages and also continue to play Audio Messages. In „Telephone
Mode‟ even if Key is taken out, Telephone will continue to work.
8.2 The private number shall required to be fed by Station Master and Gateman using „Station
Equipment‟ and „LC Gate Equipment‟. Working of different category of LC Gate using
this System is explained below. Bold sentences indicate action to be taken by „Station
Master or Gateman‟.
8.3 The Message sent by Station Master from Station Equipment for a particular LC Gate
shall go to that LC Gate Equipment only. Similarly the Message from LC Gate
Equipment shall go to concerned Station Equipment only. As such Station Equipment are
provided with „Station Id‟ and LC Gate Equipments are provided with „Gate Id‟. These
„Station Id‟ and „Gate Id‟ are only for internal working of equipments and Station Master
& Gateman are not required to be concerned for these Ids.

8.4 The Audio Message shall be in Hindi, English or any Regional Language. Selection of
any two languages depending upon the requirement of the Zonal Railway shall be
possible and it should be configured during installation of the equipment.
8.5 As the display at LC Gate Equipment & Station Equipment will show only numbers and
symbols, the display will be in English Only.
8.6 Configuration of „Station Equipment‟ and „LC Gate Equipment‟ shall be carried
preferably using Dip Switches/Jumper Setting. Configurable features include „Station Id‟.
„Gate Id‟, „Gate Category‟, „Language‟ etc.
8.7 Programming of „Station Equipment‟ and „LC Gate Equipment‟ should be protected
suitably using User Id and Password. Without correct User Id and Password it shall not
be possible to change the setting of parameters of the equipment like „Gate Number‟,
„Station Name‟, Date, Time etc.
8.8 Data Logging in „Station Equipment‟ and „LC Gate Equipment‟ will record all the
messages related to operation automatically duly Date & Time Stamped. These recorded
events shall also be retrieved using Laptop.
8.9 During Failure of „Station Equipment‟ and/or „LC Gate Equipment‟ it shall be possible
for Station Master and Gateman to Switch-Over to „Telephone Mode‟ by manually
operating „Standby/Main Switch‟. In this mode Electronic Circuitry of equipments will
be completely bypassed and Telephone Instruments will be directly connected to 2-Wire
Omnibus Line. During this „Telephone Mode‟, following facilities using Inbuilt
Electronic Circuitry of Telephone Instruments shall be available:
8.9.1 In Telephone Mode, Telephones shall work in Master-Slave configuration. Station
Telephone will work as „Master‟ and LC Gate Telephones will work as „Slave‟.
8.9.2 Station Telephone will have the facility to call any of the LC Gate individually by
pressing corresponding „Gate Switch‟ designated for a particular gate or to call all LC
Gates collectively by „ALL Call Switch Button‟. When Master presses “ALL CALL
Switch/Button, all the Gate Telephones are activated and can converse to the Master
as well as among themselves.
8.9.3 In addition to these switches, Station Telephone shall have another „Disconnect
Switch/Button‟ for disconnecting All Gate Telephones. All the Gate Telephones will
be disconnected and Indicating LED on Station Telephone meant for all the Gate
Telephones will go OFF, when Disconnect switch of Master Telephone is pressed.
8.9.4 Gate Telephone will have the facility to send an indication to Station Telephone that
it wants to talk to the Station Master. The Gate Telephone will have only one
switch/button by pressing which it will draw the attention of the Station Master.
8.9.5 Unless permitted and activated by the Station Master, “Gate to Station” or “Gate to
Gate” or “Station to Gate” conversation shall not be possible. Only when Station
Master presses „Gate Switch‟ designated for a particular gate, that Gate Telephone
will be activated for conversation.
8.9.6 When SM is having communication with any Gateman, then another Gateman shall
not be able to listen the ongoing conversation.

8.9.7 Only when Station Master presses two or more Gate Switches/Button, those Gates are
activated and will be able to converse to the Master as well as between them. The
activated Gate Telephone will remain activated for conversation even if the handset
of the master telephone is placed on the hook so that conversation between the Gate
Telephones can continue.
8.9.8 Voice recording at „Station Equipment‟ shall be provided, which will record all the
Voice Communication taking place between Station Master and Gateman in both
modes (Main/standby). These Voice Recordings can be retrieved by transferring it to
a Laptop. If Voice Recording is not taking place, it should be reported by „Alarm‟.
8.9.9 In case Gateman is unable to execute the order of Station Master for closing the gate,
he will immediately talk to Station Master over Telephone. As such Gate man should
be able to promptly communicate with Station Master with the help of Telephone
Instrument provided with the equipment. As such even without switching over to
Telephone Mode, Telephonic Feature as given in para 8.9 shall be available using
Electronic Circuitry of Station Equipment and/or LC Gate Equipment. During this
Voice Conversation details like call direction, called/calling gate will be recorded.
8.9.10 Voice Communication shall be Duplex when system is working on Physical Line.
Similarly Voice Communication shall be Semi-Duplex/Simplex when system is
working through Wireless on VHF Radio Sets.
8.9.11 GENERAL REQUIREMENTS OF TELEPHONE INSTRUMENTS:
1. The Telephone Instrument provided with Station Equipment will be called Station
Telephone and Telephone Instrument provided with Gate Equipment will be called Gate
Telephone.
2. Station Telephone and Gate Telephone shall work in Master-Slave Mode, with Station
Telephone as Master and Gate Telephone as Slave.
3. Station Telephone shall have the facility to call individually any of the LC Gates by
pressing the corresponding Push Button switch designated for a particular LC Gate
Telephone. LC Gates which are not called by Station Master should neither be able to
listen nor talk.
Station Telephone shall also have the facility to call collectively all the gates by „ALL
CALL‟ Push Button. On pressing this button, a general ring will go to all the Gate
Telephones simultaneously. For imparting certain common instruction simultaneously or
for conference purposes this ALL CALL general ring will be used.
In addition to these Push Buttons, Station Telephone shall have another Push Button
„DISCONNECT‟ for disconnecting the Gate Telephone(s). When this switch is pressed,
all the Gate Telephone(s) connected in the circuit will be deactivated and speech will not
be through to and from those Gate Telephone(s).
4. Gate Telephone will have the facility to send an indication to the Station Telephone that
it wants to talk to the Station Master. The Gate Telephone will have only one Push
Button by pressing which it will draw the attention of the Station Master.
5. DTMF Codes for above activities are given below. These Two-Digit DTMF Codes shall
be generated by pressing Single Push Button or by an action of Handset. Duration of
Code will be as per 200+50 ms(Presence Time), 100+50 ms(Absence Time). (a) DTMF Codes generated by Master Telephone when it presses Gate Telephone Buttons.

6. The Station Telephone and Gate Telephone shall permit working of Voice
Communication and Signaling on 2-Wire Omnibus Circuit.
7. It shall be possible to send the signaling code even when two or more parties are in
conversation.
8. AUDIO-VISUAL INDICATIONS:
i) Master Telephone : Power ON LED Power ON LED is of Green colour and will glow when handset of the telephone
is lifted. This LED is to be fixed on the right hand side of the telephone.
Calling Indications: Eight/Twelve Red colored LEDs will be provided near the Eight/Twelve Calling
push switches. Gate telephone numbers shall be suitably printed to designate the
push switch and the LED. When a Gateman calls Station Master by pressing the
CALL ASM switch, the corresponding LED in Master Telephone will blink, as
well as a piezo buzzer will sound. This blinking LED will glow steadily when
master presses the corresponding push switch.
This LED will also glow steadily when Master calls some gate by pressing the
corresponding switch.
These LEDs will go OFF when “Disconnect” switch is pressed.
A piezo buzzer will also sound when it is being called by the gate telephone and
it should generate an interrupted / musical sound.
ii) Gate Telephone : Power ON LED This is of Green color and will glow when handset of the telephone is lifted. This
is to be fixed on the right hand side of the telephone.
Calling Indications: A Red colour LED will be in the left side of the telephone. This LED will glow
when Master calls the Gate. This LED will go OFF when the handset of the
telephone is lifted. The LED will glow and Piezo Buzzer will also sound both in
ON hook and OFF hook condition.
Ring back Tone : Ring Back Tone (RBT) will be sent back to the Master Telephone when a Gate
Telephone Rings. The level of RBT at the Gate Telephone output point will be
more than –12 dBm.
8.9.12 TECHNICAL REQUIREMENTS OF TELEPHONE INSTRUMENTS:
1. The telephone shall be protected from Surge and Transients by using “GDT”, “PTC”
“MOVR” and Inductor based surge protection system.
2. The receiver of the telephone instrument shall be protected from acoustic shocks by
providing two rectifiers in parallel and with opposite polarity across the receiver.
3. Workmanship should conform to good engineering practice so as to ensure that the
instrument is free form defects, rust, cracks and other defects that could impair the
operation or serviceability while in use or under storage. The treatment and finishes shall
be such that under operating conditions, no deterioration occurs to any of the parts.
4. All the components, switches, connectors etc., shall be of High Quality/Industrial Grade
and should be procured from renowned manufacturer. The components should be freely
available in the market. All the numbers of components should be clearly indicated. The
LED indicators wherever used shall be of superior quality wide angle with metallic
holders. The component type numbers shall not be defaced.
5. The layout of components and wiring shall be such that all parts are easily accessible for
inspection, repair and replacement.

6. The Master and Gate Telephones should work properly from individual DC Power source
of 12 V DC + 20%.
7. Unless permitted and activated by the Master, “Gate to Master” or “Gate to Gate” or
“Master to Gate” conversation is not possible. Only when Master presses a particular key
designated for a particular Gate, that Gate Telephone will be activated for conversation.
8. Only when Master presses two or more Gate switches, those Gates are activated and will
be able to converse to the Master as well as between them. The activated Gate Telephone
will remain activated for conversation even if the handset of the master telephone is
placed on the hook so that conversation between the Gate Telephones can continue. The
Gate Telephone will be disconnected and Indicating LED on Master telephone meant for
that particular Gate Telephone will go OFF, when the handset of that particular Gate
Telephone is placed on the hook.
9. In Telephone Mode, all the 9/13 Telephones connected as per Figure-1 should work from
this Single Power Source and no separate Power supply will be provided at the Gates.
10. When in Telephone Mode, and available voltage at a Gate Telephone is less than 9.6 Volt
at the time of All Call Ringing(due to Longer Distance or due to High Conductor Loop
Resistance or due to Location of other Telephones), this Gate Telephones should work
satisfactorily with individual Power Supply arrangement of 12 V DC+20%.
11. Current consumption by the telephones at 12 V DC shall not be more than the limits
mentioned below:
For Master Telephone :
15 mA in idle condition.
200 mA during ring with all 12 LEDs glowing.
40 mA during speech condition
For Slave Telephone:
15 mA in idle condition.
35 mA during ring
25 mA during speech condition.
8.9.13 CONSTRUCTION AND MATERIALS
1. The body of the telephone instrument shall be made of ABS (Acrylonitrile Butadiene
Styrene) Plastic material.
2. The Handset when resting on the cradle of completely assembled telephone shall push the
plunger(s) down to the limits of travel. The plunger(s) shall be free and shall not stick.
The plunger(s) lifting spring shall be tensioned to give a positive action. Handset of the
Telephone when ON Hook or OFF Hook shall operate the Cradle Switch Mechanism,
which shall be checked electrically.
3. Piezo Electric Buzzer operating at suitable voltage generated internally by the circuitry
shall be provided. Buzzer of proper size shall be fixed inside the telephone body firmly.
Suitable holes or grills should be available in the body of the telephone instrument for
audibility of sound from piezo electric buzzer.
4. Standard DTMF Tone Generator shall be provided to produce DTMF tones. It shall be
possible to assign any code to a Gate telephone (Slave telephones) using „DIP‟ switches.

5. Standard DTMF decoder shall be provided. On receipt of the valid code/tone, it shall be
decoded and Piezo electric buzzer & LED shall be activated when the handset of the
telephone is ON or OFF the cradle.
6. The wiring shall normally be by means of coloured PVC insulated multi strand flexible
wire of good quality and of suitable size.
7. Glass Epoxy PCB of minimum 1.6mm thickness shall only be used. The PCB shall be
coated with epoxy based anti fungal varnish to provide protection against dust, humidity,
fungal infection and mechanical abuses.
8. The wiring to the components shall be provided with sufficient slack to permit the
components to be swung clear of the assembly without any disconnection.
9. Transformer: Ferrite Material shall be used for core so as to obtain required Electrical
Properties. Manufacturer shall provide documentary evidence for use of Ferrite Material.
The complete winding shall be protected by proper insulation to avoid ingress of
moisture.
8.9.14 ELECTRICAL CHARACTERISTICS:
1. Electrical Circuit of the Telephone Instrument shall provide good matching between Line
and the Instrument with minimum Sidetone.
2. The output of the Code Generator shall be adjustable from 0 dBm to –7dBm when
measured across 600 Ohm resistance connected across Line Terminals L1 and L2.
3. It shall be possible to work the Signaling System with a minimum input level of -25
dBm at the Line Terminals with the Line S/N ratio of 15. The Telephone shall work
satisfactorily for input level of -25dBm to –2dBm.
4. One Station Telephone and Eight Gate Telephones are connected together through an
artificial line with distributed loop resistance as shown in Figure below and it should be
possible to call and get ring on all the Gate Telephones. Speech quality should be good.

9 SYSTEM OPERATION:
The working of different categories of LC gate is as follows:
(A) Engineering LC Gate, Non-Interlocked, Normally Open to Road Traffic Closing the Gate for Road Traffic (1) To advise Gateman about approaching Train, Station Master shall feed Train Information [ ‘Train No.’,
‘Expected Time of Passage’ & ‘Outgoing Private Number’]. Subsequently SM shall press ‘Advise
Button’ of concerned LC Gate. This will transmit „Direction of Train‟, „Train No.‟, „Expected Time of

For a Group Message to more than one, Engineering, Non-Interlocked, Normally Open to Road Traffic LC
Gate, Station Master shall press ‘Advise Buttons’ of all the concerned LC Gate simultaneously after
feeding the train information .
For a Group Message to all the gates simultaneously, Station Master shall press ‘All Gates’ after feeding
the train information.
(2) On receipt of above messages at LC Gate, „Train No.‟ & „Expected Time of Passage‟ will be shown in
Main Display and „Incoming Private Number‟ will be shown flashing on „ACK Display‟. Audio Message
will also start playing at LC Gate Equipment. On Pressing ‘MUTE Button’ by Gateman for 1 Seconds,
audio will stop playing. The Gateman shall feed ‘Outgoing Private Number’. Subsequently Gateman
shall press ‘ACK Button’. This will transmit the Private Number to Station and „Advise Display‟ will
also become steady. This will also clear the „Outgoing Private Number Display‟ of LC Gate Equipment.
(3) On receipt of this Private Number from LC Gate, it will be shown on „Advise Display‟ of concerned LC
Gate on Station Equipment.
(4) After Closing the Gate, Gateman shall feed ‘Outgoing Private Number’. Subsequently Gateman shall
press ‘ ‘Close Button’. This will transmit „Private Number‟ to Station Master and „Close Display‟ on LC
Gate Equipment will also start flashing „- -‟. This will also clear the „Outgoing Private Number Display‟ of
LC Gate Equipment.
(5) On receipt of this message at Station Equipment, „Incoming Private Number‟ will be shown flashing on
„Close Display‟ of concerned LC Gate and Audio Message will also start playing. On pressing MUTE
Button by Station Master for 1 Seconds, audio will stop playing. Station Master shall feed Private
Number. Subsequently Station Master shall press ‘Close Button’ of concerned LC Gate. This will
transmit „Private Number‟ to concerned LC Gate and „Close Display‟ for concerned LC Gate will become
steady. This will also clear the „Outgoing Private Number Display‟ of Station Equipment.
(6) On receipt of this Private Number from Station, it will be shown on „Close Display‟ of LC Gate
Equipment.
Opening the Gate for Road Traffic
On some railways, if for opening of LC Gate if permission of Station Master under
exchange of Private Number is required, then following procedure(Steps 7, 8 & 9) will be
followed.
(7) For opening the LC Gate, Gateman shall feed ‘Private Number’. Subsequently, Gateman shall press
‘Open Button’. This will transmit „Private Number‟ to Station and „Open Display‟ will start flashing „- -‟
at LC Gate Equipment. This will also clear „Outgoing Private Number Display‟ from LC Gate Equipment.
(8) On receipt of this „Private Number‟ it will be shown flashing on „Open Display‟ of concerned LC Gate on
Station Equipment, and Audio Message will also start playing at Station Equipment. On pressing MUTE
Button for 1 Seconds, audio will stop playing. If SM wish to permit Gateman to Open LC Gate to Road
Traffic, he shall feed Private Number. Subsequently Station Master shall press ‘Open Button’ of
concerned LC Gate. This will transmit „Private Number‟ to LC Gate. „Open Display‟ for concerned LC
Gate will also become Steady. This will also clear the „Outgoing Private Number Display‟ of LC Gate
Equipment.

(9) On receipt of above message from Station, Private Number will be shown in „Open Display‟. This will

Display‟ & „Open Display‟ will be cleared.
(11) On Pressing ‘Clear Button’ by Gateman for 1 Seconds, Main Display „Advise Display‟, „Close
Display‟ & „Open Display‟ will be cleared.
(B) Engineering LC Gate, Non-Interlocked, Normally Closed to Road
Traffic

10.1.7 Terminals / Connectors:
10.1.7.1 It is necessary to terminate the 2Wire input lines through push-in Terminals /
Connectors to achieve lowest contact resistance & to avoid possibility of
corrosion due to different climatic conditions, all metallic parts of the connectors /

10.6 (For Part B only) SMPS Power Supply shall be supplied along with each LC Gate
Equipment. This SMPS Power Supply shall work with 165-260 V, 50Hz AC Input Power
Supply and produce 11.4V –13.2 V DC Output Power supply with current capacity of
Minimum 10 Amp. Power Supply in addition to supplying the load shall also Charge 12
Volt Sealed Maintenance Free Battery. The capacity of 12 Volts sealed Maintenance Free
Battery shall be 120 AH. The Sealed Maintenance Free Battery is provided for backup of
at least 96 Hours (for wired operation).
10.7 In case purchaser decides to provide solar power as additional source of power supply as
indicated in Para 10.4 of this specification, Solar Panel Modules with Nominal Voltage of
12 Volt and Nominal Output Power of 80 Watt as per IRS:S 84/92 with Latest
Amendments shall be provided at Level Crossing Gate. Mounting Bracket & Bracing
Plate for Solar Panel Modules, shall be as per requirement of site and as selected by the
Purchaser amongst the options given in IRS:S 84/92 with Latest Amendments. However
actual requirement of number of Solar Panels & its capacity may be specified by the
Purchaser based upon the actual site requirement for 96 Hrs backup. Purchaser may also
decide to adopt any other RDSO specification for the provision of Solar Power Supply.

10.18 Lightening Arrestor for Antenna: The provision of Lightning Arrestor for Stacked
Dipole Omni-Directional Antenna shall be made to protect the Radio Set from lightning or
EMI. The protection system as described shall be earthed with the equipment earth.

10.19 Data Logging: The system shall have Data Logger to record all the events automatically
with Date, Time, Train Number, Direction, Gate Number and exchanged Private Number
between ASM and LC gateman, which can be retrieved by connecting a printer or data can
be transferred to LAPTOP. The data of events shall be simultaneously logged in both ASM
and LC Gate Equipment. The timing of all the gate telephones connected with ASM unit
shall be synchronized with ASM clock once in 24 hour.
10.19.1 ASM equipment and LC gate equipment shall have facility to record all the events
related to their operation including event of Voice communication.
10.19.2 Data Storage Capacity: ASM equipment and LC gate equipment shall have
facility to store minimum one-lakh events as explained in Clause no 10.19.
10.19.3 The data shall be stored in the FLASH EEPROM memory so that the stored
events can not be erased in case of power failure or fluctuations.
10.19.4 When the Flash EEPROM memory will be full with the logged data , then „FIRST
IN „ information will be „FIRST OUT‟ from the memory i.e. The system will
follow FIFO architecture.
10.20 Print Out: Print Out: All the events recorded by the Data-logger can be
downloaded / printed by connecting Dot Matrix /deskjet/ laserjet COTS Printer on
the assigned port of the ASM equipment and LC Gate equipment by pressing
„PRINT‟ button and entering the date. Provision shall be made to take printout
from LC gate equipment. ASM on duty can take print out on daily basis as per his
requirement or as defined by the user of the equipment. Printout format of
retrieved data shall be as follows ======================================================

10.21 Voice Logging:
10.21.1 The system should be designed in such a way that it should have built-in arrangement to
process, record and store any ongoing voice communication from ASM Unit to LC Gate
Units and Vice Versa.

10.21.2 The recording and storage of voice communication should start as soon as call is
established between ASM Unit and LC Gate Units and the same should be terminated
with the replacement of handset of the telephone instrument provided with LC Gate and
ASM Units. The recorded voice data shall be stored with date and time stamping.
10.21.3 The storage of voice data should be arranged in FIFO architecture and in no way it should
get corrupted once it is stored.
10.21.4 The voice communication file storage device should have provision of its removal in case
of emergency but it has to be interfaced in such a way that removal should not be
possible by an unauthorized or unwanted person.
10.21.5 There shall not be any compression of the input voice signal to retain the originality of
the recorded voice communication. The storage device recording capacity shall be 70 Hrs
minimum.
10.22 Retrieval of Voice Communication Data: There shall be an Ethernet interface port
through which stored voice data can be transferred from ASM Unit to any PC / Laptop
for listening and taking backup on CD / DVD media. If required, voice can be retrieved,
played and listened through the speaker provided in the ASM Unit by simple operation
using keyboard of the unit. Facility shall also be available for selection of any voice/ data
for playing by entering desired date and time for specified duration.
10.22.1 In case of any problem in voice recording, there shall be visual alarm to draw the
attention of the ASM on duty, the same shall keep on glowing till such time
acknowledged by the ASM.
10.22.2 The distortion of the recorded voice input signal when reproduced through speaker shall
not be more than 5% w. r. t. original input signal.
10.23 Station Equipment shall be equipped with GPS Clock. LC Gate Equipment shall have
inbuilt RTC Clock, which shall synchronize itself with Station Equipment GPS Clock
once every 24 Hour.
10.24 Keys used for Station Equipment and LC Gate Equipment shall be preferably of
embossed Membrance Type of minimum 1cm x 1cm size or Momentary Pushbutton
Type with protection from dust ingress.
11 TESTING & INSPECTION( Applicable for both Part A and Part B):
11.1 Type Test : Type Test shall comprise of the following Inspection/Test/Trial.
11.1.1 Visual Inspection
11.1.2 Applied High Voltage Test
11.1.3 Endurance Test
11.1.4 Performance Test
11.1.5 Climatic Test
11.1.6 Vibration Test

11.1.8 Final Performance Test
One „Station Equipment‟ and „LC Gate Equipment‟ with wireless feature with all
accessories shall be tested during Type Test. The „Station Equipment‟ and „LC Gate

Equipments‟ shall successfully pass all the Inspection/Test/Trial for proving conformity
with this specification. If any of the equipment fails in any of the Inspection/Test/Trial,
RDSO may call for further equipment(s) and subject it to all the tests or to the test(s) in
which failure occurred. No failure shall be permitted in the repeat test(s).
11.2 Acceptance Tests: Acceptance Test shall comprise of the following Inspection/Test.
11.2.1 Visual Inspection
11.2.2 Applied High Voltage Test
11.2.3 Performance Test
11.2.4 Endurance Test (8 Hours Burn-in Test)
Acceptance Test shall be carried out on all Station Equipment. For LC Gate Equipment,

The number of LC Gate Equipment (N1) as given in Column „2‟ shall first be selected
and subjected to the Acceptance Test. If in the first sample, the number of defective LC
Gate Equipment, that is those failing in one or more acceptance test is less than or equal
to the corresponding number (C1) given in Column „5‟, that lot shall be considered as
conforming to the requirement of the acceptance test. If the number of defective level
crossing gate equipment in the first sample is greater than or equal to the rejection
number in Column „6‟, the lot shall be considered as not conforming to the requirements
of the acceptance test. If number of defective level crossing gate equipment in the first
sample lies between C1 and C2 a second sample of size N2 as given in Column „3‟shall
be selected and subjected to the acceptance test. If in the combined sample, the number of
defective level crossing gate equipment is less than C2, the lot shall be considered as
conforming to the requirement of acceptance test.
Note- If Wireless is not a required option only wireless feature will not be available other features of
equipment will be available and tested during inspection. 11.3Routine Tests : Routine Test shall be conducted by manufacturer on every equipment and
test results will be submitted during the inspection. Routine Test shall comprise of the
following:
a) Visual Inspection
b) Applied High Voltage Test

d) Burn-in Test as per Cl.12.4
12 Description of test:
12.1Visual Inspection:
12.1.1 The equipment shall be visually inspected to ensure that it is free from any cracks or any
other imperfection including marking and painting etc.
12.1.2 The equipment shall be checked to satisfy general requirement of Marking & Packing.
12.1.3 The visual inspection shall be carried out to ensure that the equipment is of sound
construction and, meets its specified requirement of Specification.
12.2 Applied High Voltage Test: The equipment shall with stand without any damage a test
voltage of 1KV, applied for a period of one minute, between the body and all the current
carrying terminals looped together.
12.3 Endurance Test: The equipment shall be capable of withstanding Burn-In Test for 72
hours during Type Test (8 Hours during Acceptance Test) at an ambient temperature of
50(+ 2) ºC when the equipment is working. This test may be performed in a temperature-
controlled room with free airflow. The ambient temperature shall be measured at a distance
of 1 foot from the equipment under test. The necessary set up for the purpose shall be
provided by the manufacturer.
12.4 Burn In Test: The equipment shall be burn – in for a period of one day at 50o C prior to
the actual measurement of the parameters. During the burn-in, the equipment shall be kept
in „ON‟ condition.
12.5 Performance Test: The Performance Test shall include comprehensive series of
measurements of the characteristics of the equipment to check that its performance is in
accordance with the functional requirements of the particular equipment concerned,
including any special requirements of its individual specification. The Performance Test
shall also include Power Supply Variation Test and Power Supply Interruption Test.
12.6 Climatic Test: The ranges of ambient temperature and humidity within which the
equipment performance will be tested as per QM-333, Table 4.3, Category- B as given
below

The environmental testing shall be conducted at per specification No. QM 333 for
environmental testing of electronic equipment for transmission and switching use

issued by DOT in Sept. 1990 (with latest amendment). The testing shall be as per
category „B2‟ and following tests shall be carried out.

12.8 Surge & Transient Test: Station Equipment, LC Gate Equipment shall undergo
Basic Immunity Requirement Tests of Surge & Transient as follows: 12.8.1 2-Wire Physical Communication Line Port of station Equipment & LC Gate
Equipment shall be tested for Basic Immunity Requirements of Surges as per Test Method IEC 61000-4-5. During this test, 5 (five) Pulses of 10/700µS with
Amplitude of 1.0 KV (CM) and 0.5KV (DM) each in Positive as well as Negative Polarity shall be applied. During and after the Test, Station Equipment & LC Gate
Equipment shall continue to operate as intended without any malfunctioning and degradation in performance.
12.8.2 2-Wire Physical Communication Line Port of Station Equipment & LC Gate Equipment shall also be tested for Basic Immunity Requirements of Fast
Transient as per Test Method IEC 61000-4-4. During this test, Pulses with
Amplitude of 0.5KV each in Positive as well as Negative Polarity shall be applied. During and after the test, Station Equipment & LC Gate Equipment shall
continue to operate as intended without any malfunctioning and degradation in performance.
12.8.3 230V AC Power Supply Port of SMPS Power Supply of Station Equipment as well as LC Gate Equipment shall be tested for Basic Immunity Requirements of
Surges as per Test Method IEC 61000-4-5. During this Test, 5(Five) Pulses of 1.2/50µS with Amplitude of 1.0 KV (CM) and 0.5 KV (DM) each in Positive as
well as Negative Polarity shall be applied. During and after the Test, Power
Supply shall continue to operate as intended without any malfunctioning and degradation in performance.

12.9 Final Performance Test : After completion of all above said tests as explained above , Final
Performance Test shall be conducted.
13 TYPE APPROVAL : 13.1 The „Level Crossing Gate Control & Monitoring System‟ should have Type Approval
from RDSO. The type approval process shall include complete Type Test to check the
compliance of the specified parameters.
13.2 The Type Test shall be conducted at RDSO/Lucknow.
13.3 Performance Tests will not be carried out on 25 Watt Radio. Firm will have to submit
documents related to compliance of MIL grade 810 F/G for the Radio equipment used.
13.4 After successful completion of Type Test, Type Approval may be processed.
14 Warranty:The equipment shall have a minimum warranty of 1 year with a liability of
technical support like stores, AMC and technical guidance for another 5 years or as per the
tender requirements of the Railway
15 MARKING & PACKING: Equipment shall be suitably packed so as to avoid any damage
or loss during storage and transit. The following information shall be clearly
Embossed/Engraved/Screen Printed at a conspicuous places.

16 TECHNICAL LITERATURE: Technical literature consisting of Principles of Working,
Circuit / Block Diagram Maintenance and Trouble Shooting Procedures, Assembly
Drawing, Spares Parts Catalogue, Printed Card Layout Diagram, shall be supplied along
with equipment unless otherwise not desired by the user Railway.
17 INFORMATION TO BE FURNISHED BY PURCHASER
a) System required as per Part-A/ Part-B
b) Capacity of Battery as defined in Clause 2.2.2, 2.2.3 for Part-A and Clause 10.5,
10.6 for Part-B.
c) Length of Antenna Cable as per Clause 10.1.5 (A1).
d) Antenna Specification: If purchaser wishes to procure any other type of
antenna depending upon the site requirement instead of Omni Directional Antenna
as defined in Clause 10.1.4.

f) Language option for messaging. (Clause 2.1.4 for Part-A and Clause 8.4 for Part-B)

18 All the provisions contained in RDSO‟s ISO procedures laid down in Document No. QO-D-
8.1-11 Ver 1.1 dated 08-05-2019. (titled “Vendor-Changes in approved status”) and
subsequent versions/amendments thereof, shall be binding and applicable on the successful
vendor/vendors in the contracts floated by Railways to maintain quality of products supplied
to Railways.
