Kutumba Vikasam and Samaja Vikasam in saturation mode leading to
Smart Village – Smart Ward
1. Introduction: “Janmabhoomi – Maa Vooru” (JBMV)
1.1 The Government of Andhra Pradesh has launched a people centred development and
welfare outreach programme called “Janmabhoomi – Maa Vooru” in the month of October,
2014, and has since conducted three rounds of Janmabhoomi Programme. The first, second and
third rounds were conducted from 2nd

October, 2014, from 3rd
to 7th
June, 2015, and 2nd
to
11th
January, 2016 respectively. The 3rd Round of Janmabhoomi was conducted with the main
theme of Smart Village – Smart Ward (SVSW) towards Smart Andhra Pradesh, a novel initiative
of the Government to assist all Gram Panchayats and Wards in achieving the objective of creation
of smart infrastructure, service delivery, technology and innovation with optimal utilisation of
available resources leading to faster and more inclusive growth.
1.2 As the next phase, the 4th
Round of Janmabhoomi Maa Vooru (JBMV) programme
will be conducted from 2nd
to 11th
January, 2017 in all GPs/wards in the state.
2.0 Thrust areas of the 4th
round JBMV programme
2.1 India is a signatory to the UN Sustainable Development Goals 2030 (SDGs 2030) which
consists of 17 goals with 169 targets and covers a broad range of interconnected issues, from
economic growth to social issues to global public goods to address the interconnected sustainable
development issues. These include ending poverty and hunger, improving health and education,
making cities more sustainable, combating climate change, and protecting oceans and forests etc.
2.2 The state government has committed to align its development and welfare agenda to the
SDG framework for global benchmarking while taking actions at gram panchayat/village levels.
The State government has taken up an integrated approach towards development and
welfare for saturation of certain assurances at village and family level. Kutumba Vikasam-
Assurance from government to each family on 15 types of securities and Samaja Vikasam -
Assurance of providing 10 types of basic facilities in each village.

The government of Andhra Pradesh strives to create a happy society, relieved of modern
day stress and enmeshed in its rich cultural heritage and taking pride in its achievements.
Accordingly, the following thrust areas have been identified for the 4th
round of
Janmabhoomi:
1. Samaja Vikasam
2. Kutumba Vikasam
3. Digital Financial Literacy for cashless transactions
4. Fostering happiness and innovation through physical literacy and cultural programmes
5. Asset distribution and award presentation
1. Samaja Vikasam
The State Government has taken up the saturation approach under the Samaja Vikasam by
giving assurance to provide 10 types of basic facilities in each village. These include – Access to
Quality Education for All, Health Security, Agriculture and Allied Development, Industrial
Development, Service Sector Development, 24 X 7 Power Supply, Roads and Infrastructure
Development, Information and Technology, Citizen Services, Inclusive Development.
2. Kutumba Vikasam
The State Government has taken up the saturation approach under the Kutumba Vikasam
by giving assurance to each family on 15 types of social and economic securities. These include
Social security, Nutrition security , Insurance security, Electricity Security, Health Security, Gas
Security (Deepam), Water Security, Housing Security, Sanitation Security, Education Security,
Fodder Security, Employment Security, Information (Fibre net) Security, Individual Security,
Livelihood (Income Security) for all.
The details of Kutumba Vikasam and Samaja Vikasam are appended as Annexure I
3. Digital Financial Literacy for cashless transactions
All citizens and commercial establishments including street vendors must have an active
bank account with access to various platforms to make digital transactions such as mobile app
based wallets, Ru-pay cards, Aadhaar Enabled Payment System (AEPS), Net Banking, Debit and
Credit card based payments.

Awareness regarding digital financial transactions is to be spread during the campaign
period with the assistance of local financial institutions. The objective is 100% inclusion in the
aforementioned modes for declaration of villages as digital financial transaction infrastructure
enabled village.
4. Fostering happiness and innovation through physical literacy and cultural programmes
Local talent is tapped and promoted through cultural programmes such as rangoli,
Kuchipudi and other forms of dance, music (songs, bhajans and other musical performances), skits
etc., sports and games with emphasis on traditional and rural sports forms, food festivals and local
art forms like Harikatha. The celebrations will commence with the New Year celebrations, co-
ordinated by Gram Panchayat/ULBs and will culminate during Sankranthi time with award
distribution.
5. Asset Distribution and Award Presentation
Assets such as pensions, SC/ST assets, Chandranna Bima, new ration cards etc. should be
distributed during this campaign. In addition to this, awards should be presented to the winners of
cultural and sports activities conducted during the campaign period. Special achievements of
villagers in various fields such as agricultural productivity, livestock, excellence in educational
activities, social service, SHGs etc. should also be recognized and rewarded suitably.

Note: The entire programme should be interspersed with cultural performances such as
music and dance presentations.
A festive atmosphere should prevail in the villages / wards during the JBMV
programme promoting culture, rich traditions of the Andhra region celebrating the on-
set of the SANKRANTHI festival.
Assets distribution, Muggulu (Rangoli), Food Festivals, Rural Sports, Cultural, display
of Agricultural Products, Live-stock competitions to be conducted every day at
village/ward level and mandal/ULB level competitions to be conducted with the
winners of the village/ward level competitions. District level competitions to be
conducted on 11.01.2017 to the Mandal /ULB winners and awards and certificates to
be presented to the winners.
High School level competitions on elocution, essay writing and debates to be organised
and awards and certificates to be presented to the winners.
Awarding partners who have done exemplary works in Smart Village Smart Ward
programme at district level.
The criteria for selection of the best awardees is appended as Annexure II

4.0 Initiatives
4.1 Action Plan: G.P/Ward wise action plan shall be prepared on each of the themes of
Kutumba vikasam and Samaja Vikasam along with SDG, and 20 non-negotiables of
Smart Village Smart Ward programme to achieve its objective on saturation mode
to fill the gaps in development and welfare.
4.2 Wall writings: Status on themes of Kutumba vikasam (15) and Samaja
Vikasam(10) shall be written/displayed on the walls of public buildings like
GP/ward offices /Anganwadi buildings etc,.
5.0 Grievances
Grievances should be entered in 'Mee-Kosam' portal i.e., www.meekosam.ap.gov.in
only.
A robust system should be put in place to help upload the grievance in the proper
format.
The Secretary, ITE&C Department to ensure the proper functioning of the system.
All grievances are to be uploaded on the daily basis (same day evening or in the
morning of next day).
Any problems in segregation, monitoring and compilation faced in the earlier rounds of
Janmabhoomi to be sorted out.
They should be tracked through unique identification number of Aadhar.
Grievances are to be scanned or photo of the same to be uploaded at the mandal level
by EO-RD.
Individual departments and district administration have been given the responsibility of
tackling the grievances.
Any negative reports in the press also to be uploaded and will be monitored on a day-
to-day basis.
It is the responsibility of each department to redress the grievance related to it.

Any level of dissatisfaction also to be monitored and also any issue related to a district
should be tackled at district level only.

6.0 Operational Guidelines
6.1 Programme Duration
Programme duration will be from 2nd
to 11th
January, 2017.
GP/Ward visits will commence from 2nd
January, 2017 and will continue till 11th
January, 2017. In this regard, it is to be ensured that all GPs/ Wards are covered in
the aforementioned time.
6.2 Coverage
Required number of teams as decided by the District Collector will be constituted
for each Mandal/ward. Each team would cover sufficient number of GPs/wards per
day to cover all GPs/wards during the programme.
The teams will use Focused Group Discussion and record the minutes and time
spent on each activity based on the model agenda circulated to conduct the
meetings.
6.3 Visit Schedule
The District Collectors should prepare the schedule of each team in advance. Wide
publicity shall be given to the GP/ ward visit schedule under the Janmabhoomi-
MaaVooru programme and it shall also be informed well in advance to respective
GPs/Wards.
The schedule will also be uploaded in the designated website http://jbmv.ap.gov.in.
for information and for monitoring the visits.
6.4 Officers Responsible at Various Levels
All the village level functionaries to converge at village level and Panchayat
Secretary will act as a convener for the implementation of the programme. The
Pachayat Secretary will record the attendance VRO, JB committee members and
SVSW partners. Participation details of dignitaries and public will also be recorded.

All the mandal level officials with MPDO as convener will converge at mandal
level.
The All India Service officers to oversee the programme at Divisional level will be
responsible for successful implementation of the programme.
The District Collector will be responsible of the programme supported by all the
district level officers converging at district level.
Similarly, at the state level, the Heads of the Departments and Special Chief
Secretaries/Principal Secretaries/ Secretaries concerned will be responsible for the
activities undertaken during the Jamnabhoomi programme.
6.5 Activities during the visits
Report Card – Prepare a report card on the achievements of the flagship
programmes of the Government for the last one year for each village / ward and to
be presented in the meetings.
Action Plan – The team visiting the village / ward shall prepare an action plan for
development of village / ward for the year 2017-18.
Attendance of the lowest functionary to top official present in the meeting shall be
recorded.
Record the number of public attended and number of SVSW partners who
participated.
Activity wise time spent shall be recorded.
Category wise, number of publicity material distributed to be recorded.
The importance of Kutumba Vikasam and Samaja Vikasam themes shall be
discussed.

7.0 Visiting teams
7.1 Rural Team: Necessary number of teams to be formed in all the Mandals so as to
cover all the GPs during the programme duration headed by Senior Mandal Level
Officers like the MPDO, Tehsildar etc. The Mandal Level Officers should be
judiciously distributed between the teams by the District Collector as per the field
necessity.
All village level functionaries Panchayat Secretary, VEO, VRO, and Veterinary
Officer shall attend in the JB programme in the respective GPs. Apart from the
officials, ASHA workers, ANM, AWW, Smart village partners and any other
personnel as felt necessary by the District Collector may be co-opted in the team.
All members of a team will visit all the Panchayats to cover all the villages‟
together lead by MPDO or the Tehsildar as the case maybe.
7.2 Urban Team: Municipal Commissioners in consultation with the District
Collectors would constitute the necessary number of teams to cover all the wards in
each municipality during the programme.
The Municipal Ward/ Municipal Corporation Committee will also participate in the
programme.
The team members consisting of Ward member, bill collector, sanitary inspector,
Jr. Engineer, smart ward partners and other officers concerned together will visit all
the Wards in the Municipal towns under the leadership of Municipal
Commissioner.
8.0 Budgetary support
An amount of Rs.2.00 Crore (approx.) per district is provided for conduct of the
programme.

9.0 Data Collection and Transmission
The data will be collected in “Daily Reporting Format” pertains to the conduct of the
programme and summary of key items. It will be linked to the Hon‟ble Chief Minister
Dash Board for online real-time reporting.
The purpose of having formal identity linked to individuals is to facilitate tracking of
the request, to avoid middlemen and thereby ensure transparency in proper service
delivery to the targeted persons. Further, the mobile number would be used for
communicating the status of the grievance.
The data entry can take place at the GP level if the connectivity is available or in the
office of the MPDO.
The data should be entered in the designated software in the evening on the same day.
The Chief Planning Officer at the district level and the EO-RD at the mandal level will
coordinate the data collection and entry.
The Habitation Codes to be used to uniquely identify GP/Ward
10.0 General Instructions
It is to be noted that the data collected during the programme will actually flow into the
District Annual Plan and it will be used for regular reviews.
The members of the JB Committees at Mandal/Municipality levels and at GP/Ward
level should actively participate during the Janmabhoomi Maavooru Programme. All
village functionaries should participate in every village / Ward during the
Janmabhoomi MaaVooru programme.
The Mandal/Municipal team shall travel in a single van/ vehicle of an appropriate size.
Required vehicles may be hired for visit during the month as per existing government
norms. Any financial requirement to fulfil the grievances or any requests given during
the programme will generally be met by meeting the expenditure from the regular
budgets of the respective departments only.
The G.P./Mandal/Ward level functionaries shall sensitize the Partners of SVSW and
the community on all Government schemes.

All the District Collectors are ensure the participation of High school students along
with teachers in the JB programme on the scheduled day in the respective Village /
Ward.
The Tahsildar concerned is responsible for proper collection of grievance status on the
Tab and should coordinating the redressal of the grievance. The status of the grievance
is to be informed to the applicant. The Aadhar number of the applicant is to be taken on
the grievance application. The Tahsildar is to ensure that each grievance application to
be scanned and uploaded in the designated web portal.
All the District Collectors shall make arrangements for providing the information daily
by the end of the day on conduct of the programme in the website developed for the
purpose http://jbmv.ap.gov.in.
Control rooms must be opened in offices of the District Collectors for providing any
clarifications sought from the GPs/ wards during the programme period. The contact
person‟s name and contact numbers should be publicized.
District Collectors are advised to follow the theme and content of the programme to
realize the objectives and ensure to conduct the programme in a “festive spirit” which
culminates into the SANKRANTHI festival, the State festival of Andhra Pradesh.
The rich tradition and culture of the Andhra Pradesh should be showcased by
conducting Kuchipudi, Rongoli, food festivals, rural sports etc., in all the GP/ward
dully involving all public, Public representatives and village level functionaries etc.

round JBMV guidelines
I) Kutumba Vikasam
The 15 types of securities of Kutumba Vikasam are:
1. Social Security - NTR Bharosa Pension (NBP) Scheme
The Government is committed to secure dignified life to all the poor and
vulnerable, particularly the old and infirm and to support their minimum needs to
bring happiness in their lives. In pursuit of this overarching goal, in spite of the
challenging financial conditions, Government is committed to distribute monthly
pensions of Rs.1000 and Rs.1500 under NTR Bharosa Pension scheme to all
eligible persons of Old Age, Widow, Weavers, Toddy Tappers, AIDS patients and
physically challenged.
Distribution of 43.74 lakh existing pensions to be ensured during the
programme (to be verified).
Distribution of 3.5 lakh new pensions (to be verified).
Identify the eligible beneficiaries from uncovered persons
2. Nutrition Security – Public Distribution System – 5 Kg Rice – Chandranna
Kaanuka:
Essential commodities like rice, wheat, sugar, iodized salt and kerosene are being
distributed to the targeted cardholders as per the eligibility through Fair Price
Shops. In crisis, essential commodities like pulses, onions, edible oils and
vegetables (tomato and potato) are also being supplied through the fair price shops
under Market Intervention.
The Government of Andhra Pradesh is implementing Aadhaar Enabled Public
Distribution System (e-PoS).
Distribution of new ration cards during the programme.
Identify eligible beneficiaries not covered so far under nutrition security.

3. Insurance Security (Chandranna Bima)
The main object of the scheme is to provide relief to the families of unorganized
workers in case of death or disability leaving the families in great distress.
Scheme benefits: Accidental death - Rs.5 lakh and total Disability- Rs.2.25
lakhs from State Accident Death and Disability Scheme.
Ensure on time payment to the distress families.
4. Electricity Security
The Government is committed to supply 24 X 7 quality of electricity for all houses
and industries.
Free supply of 7 hours electricity is being provided for agriculture.
50 units of free electricity is being provided to all SC/ST households
Identify uncovered agricultural farmers and SC/ST households for free
supply of electricity
5. Gas security -‘Deepam’ Scheme
LPG connections are being provided to BPL families (women) to reduce
dependence on forest for fire wood, improve their health status, and improve the
environment in the State.
The Government is committed to provide LPG gas connections to all the eligible
households by June, 2017.

6. Water Security – Panta Sanjeevini
Government is giving top priority to provide safe drinking water to all habitations
in the State. “The Panta Sanjeevini – A new Farm Pond Scheme” is being
implemented in 5000 villages to improve ground water levels for mitigating
drought conditions.
Demonstration of the ground water levels in the villages during programme by
Ground Water Department.
Identify the farmers/fields for promotion of Panta Sanjeevini.

7. Housing Security
Own house to all households in the state.
Sanctioning of houses and verification of eligibility for new houses
Geo-tagging of houses and homeless people to be taken up.
Construction of 5 lakh houses during 2017-18
8. Sanitation Security (Women self respect)
(a) Swatchh Bharat – Toilets
Elimination of open defecation
To achieve ODF in all villages by 2018

Modern and Scientific Municipal Solid Waste Management

Generate awareness about sanitation and its linkage with public health

(b) Atmagouravam – Toilets
Atmagouravam programme was launched as a part of Swachh Andhra Pradesh
to build toilet plus bathroom for every household for Rs.12,000.
9. Health security:
Basic health facilities are being provided to all citizens. The Government has
introduced and implemented various health schemes and programmes viz.,

(b) Talli-Bidda express
(c) Mobile Vaidya seva
(d) 108 services
(e) 104 services
(f) Establishment of Generic medicine shops

10. Education Security
a) Government provide up to Rs10 lakhs to students for foreign studies.
(SC,ST & BC)
b) Distribution of cycles to 9th
class girl students
c) Prathibha awards to meritorious students
d) Establishment of Digital class rooms
11. Fodder Security
(a) 50% subsidy to the farmers under fodder scheme
(b) Implementation of Jeeva-Mitra scheme to provide fodder to sheep.
12. Employment Security
The Government is providing wage employment to the wage seekers through
MGNREGA to enhance livelihood security by providing at least one hundred days
of guaranteed wage employment in a financial year to every rural household whose
adult members volunteer to do unskilled manual work.
13. Information security
The Government of Andhra Pradesh is committed to provide internet, phone
and cable TV through single connection by using Fibre Grid connectivity at the cost
of Rs.149 per month per household.

14. Individual Security
Maintaining Law and Order and safety to all women
15. Livelihood (Income) Security
Implementation of SC Sub- plan and Tribal Sub- plan to provide livelihood with
minimum earning of Rs.10,000/- per household.

II) Samaja Vikasam
The 10 types of basic facilities of Samaja Vikasam are:
1. Education - 100% LITERACY
Andhra Pradesh stands at good position in Higher Education but it is lagging
behind in Primary Education. The State strives to achieve 100% literacy by 2019.
46% of DWCRA women are literates presently.
The Government has set up a target of 100% literacy among 80 lakhs SHGs
by 2019.
Promotion of literacy and computer literacy programmes with a standard
exam based on their education levels.
2. Health
(a) NTR Vaidya Pariksha Scheme
The essential medical services are being extended on free of cost to patients
in Public Health Centres. The scheme envisages strengthening the existing public
health facilities such as laboratory infrastructure, provision of lab technician
equipment etc. The following services are being extended:
1. Blood tests for tropical deceases like malaria and dengue etc.
2. Blood & Urine Test for chronic deceases
3. Liver & Kidney function test
4. Essential imaging services
5. HIV Test
(b) NTR Vaidya Seva
Dr. NTR Vaidya Seva is the flagship scheme to provide quality healthcare
to the poor and to achieve the object of "Health for All".
(c) Talli-Bidda Express Scheme
Talli-Bidda Express scheme is designed to take care of antenatal women
and newborns. 102 service is being operated to transport „pregnant women‟ on free
of cost to hospitals in emergency. The women along with new born baby would be
dropped at their homes after the delivery. This scheme would help to mitigate the
incidence of maternal and infant mortalities.
3. Agriculture and allied sectors
Distribution of Soil Health Cards and Application of Micro Nutrients to improve
income levels of farmers.
Improvement in ground water position (before monsoon/after monsoon)

New area benefited under interlinking of rivers.
Tanks covered under Neeru chettu.
Increase in milk and egg production.
4. Industrial Development
Establishment of industries focusing on MSME for equitable, sustainable economic
development of all regions in the State.
5. Service Sector
Promotion of economic resources with people participation in IT, Communications,
civil governance, Trade, Hotels etc., which contributes more in state economy.
6. 24 x 7 Electricity
Supply of 24 x 7 quality power to all households.
7. Roads and infrastructure development
Efforts are being made to transform the State into National and International
hub with plans for more ports, airports, megacities, smart cities etc.

Construction of CC roads under Waadawaadalo Chandranna Baata under NREGS.
8. Information
Promotion of internet, phone, cable TV through single connection costing at
Rs.149 per month per household through Fibre Grid.
9. Citizen services

Criteria for selection of Best awardees in Smart Village Smart ward
programme
A selection committee to be formed at the district chaired by collector and co-chaired by
CEO, Zilla Parishad.
In rural areas the member convener is the District Panchayat Officer, the PD DRDA and
PD DWMA as members and any two other members as desired by the chair.
In urban areas the PD MEMPA is convener, The Municipal Commissioner as member and
any two other members as desired by the chair.
The committee shall call for the proposals of the best performing partners for the 8
categories from the MPDOs/officials concerned in the districts which has been verified at the field
level and certified by the Panchayat Secretary and the Janmabhoomi committee by 5th of January,
2017.
The selection committee shall decide to award the best entries based on the meritorious
contribution in the village / ward. In case of many entries, a score sheet to be drawn out , listing
out the achievements of each partner, and if the achievements are more towards the general good
of the society , the weightage is more, in case of a tie, both the partners are to be awarded. It is to
be remembered that the general principle is to award more number of partners so as to motivate
the others and replicate such achievements.
The selection committee should have an unbiased approach and individual achievements
should be given recognition on par with corporates and organizations.
The awards shall be presented in a befitting manner in a district function organized at the
district level chaired by the In-charge Minister on 11th January 2017.

I. Brief Criteria for awarding Individuals/ Institutions under the Smart Village/ Smart
Ward Programme
Following is the broad criteria suggested for awarding individuals/ Institutions (NGOs/
Corporates) that have contributed significantly for furtherance of the objectives of the SVSW
Programme.
Individual Category
This category is reserved for individual nominations only.
This category recognizes the outstanding achievements and efforts of those individuals
who, through a combination of personal qualities and exceptional citizen service skills, have made
a significant contribution in their village/ward from the 20 non-negotiables under SVSW
programme.
The individuals must have achieved the following on an ongoing basis:
Outstanding dedication to their work in their villages/wards while maintaining a high
level of coordination with the Government machinery;
A model and inspiration for other citizens in their dedication to excellence;
Advised, trained others in such a way that motivates others to excel;
Demonstrated leadership and transparency in all the activities undertaken by them in
their villages/wards.
The contributions made these individuals must be capable being measured in a tangible
way in terms of their monetary value.
The activities undertaken by these individuals in their villages/wards must be useful to
the village/ward at large and the individual concerned should be one of the
beneficiaries of the outcome of these activities but should not be the sole beneficiary.
Institutional Category (NGOs/Corporates)
This category is reserved for institutional nominations only.
This category recognizes those institutional entities have achieved outstanding results in a
village/ward or group of villages/wards from the 20 non-negotiable under SVSW programme
through unstinted commitment and dedication to their areas of works undertaken through well-
defined goals and priorities and demonstrated professionalism in execution of the activities with
strong ethics in bringing out the desired outcomes in line with the objectives of the Smart Village/
Smart Ward Programme.
