Tenders For The Supply Of Refined (Cane) Sugar To The Ministry Of Commerce,

Industry And Consumer Affairs

The above named Ministry is inviting tenders for the supply of 2650 metric tons of refined cane sugar, the monthly amounts and quality which

are shown hereunder.

Quantity:

At least two hundred and twenty (220) metric tonnes to be shipped monthly, commencing January 2010 to December 2010 or as long as quantities last and are to be shipped C.I.F Saint Lucia.

Quality:

The quality of the refined Sugar shall be in keeping with the Saint Lucia National standard for Refined Sugar SLNS 25: 1996 (For details please contact the Saint Lucia Bureau of Standards via [email protected] to purchase a pdf soft copy. )

The following specific requirements shall apply:

Cane Sugar

99.9 degrees polarization,

EEC No 1

Conductivity Ash shall not exceed 0.04% by weight

Colour shall not exceed 150 ICUMSA units

The following maximum levels shall apply for heavy metals: Arsenic 1ppm (mg/kg)

Cooper 2ppm

Lead 0.5ppm

Insoluble matter shall not exceed 10ppm

Finished product shall not contain lumps larger than 1.27 cm (1/2 inch) in their greatest diameter that cannot be broken on light finger pressure.

The Refined sugar shall be packed in bags of not more that 110 pounds each and must be fit for direct human consumption.

Each shipment shall be accompanied by

an SGS (solicit General de Surveillance Holdings (S.A.) Certificate of Quality.

A Certificate of Compliance

A microbiological test report issued by a third party or a test laboratory within certified facilities.

Tenders For The Supply Of Wheat Flour To The Ministry Of Commerce, Industry

And Consumer Affairs

The above named Ministry is inviting tenders for the supply of wheat flour for the period December 2009 to November 2010. The required

specifications are shown hereunder:

Characteristics Requirements

Moisture content not more that 15%

Ash content not more that 1.2% before adding inorganic matter

Protein content 12 to 13.5%

Packaging Requirements:

Wheat Flour shall be packaged in containers that will safeguard the hygienic, nutritional, and Technological characters of the flour, and protect it against contamination or absorption of moisture.

Containers shall be made of materials that are safe and suitable for the purpose, such as bags or sacks made of new cotton cloth, multi-wall paper, strong paper and new plastic film.

Containers shall not contaminate the product by migration of any toxic substance, or give the flour any undesirable odor or flavour.

Labelling Requirements:

The labelling on retail packages of flour shall be in the English Language, clearly and prominently displayed, and readily legible under customary conditions of purchase and use.

The information carried on the label shall include the following:

The name of the food, “Flour” , “Wheat Flour” or “white Flour”

Any brand name or trade name

The name of the Manufacturer or of the person controlling the brand name or trade name, together with an adequate postal address

The name of the country of origin

The average net contents of each package when packed in terms of units of mass in grams (g) or kilograms

(Kg), (which may also be shown in avoirdupois pounds and ounces) using Arabic numerals

The batch member, date of manufacture or date of packaging, together with a date of minimum durability (expressed as “Best before end YEAR-MONTH” or “use before end YEAR-MONTH”)

Handling and Storage instructions.

Transportation:

Wheat Flour shall be shipped break bulk or containerized in vessels suitable for transporting foodstuffs for human consumption.

Quality Assurance:

It is required that Wheat Flour be produced in accordance with the compulsory standard for Wheat Flour (SLNS 10: 1992).

Each shipment should be accompanied by a Certificate of Compliance.

A Certificate of Product test results in conformity with the specifications stipulated in the tender notice must be submitted annually.

A Microbiological test report issued by a third party laboratory or a test laboratory within certified facilities must accompany each shipment.

Quantity:

One hundred and ninety-five thousand (195,000) bags of flour or monthly shipments to be agreed between the Supplier and Buyer for a period of twelve (12) consecutive months, commencing December 2009.

Weight:

Flour must be packed in strong bags of not more that 50 kg or 110 pounds.

Insurance:

Insurance coverage must provide for settlement of entire amount of lawful claims.

All quotations (C.I.F) and credit facilities must be forwarded to the Permanent Secretary, Ministry of Commerce, Industry and Consumer affairs to reach no later than 12 noon on Monday November 30,2009.

Industry And Consumer Affairs

The above named Ministry is inviting tenders for the supply of Brown Sugar for the period January 2010 to December 2010.

Quantity:

Four thousand five hundred (4,500) metric tons to be shipped in equal monthly quantities over a twelve month period or as agreed between the contracting parties.

Quality:

The Brown Sugar shall be in keeping with the Saint Lucia Standard Specifications for Brown Sugar-SLNS #23 of 1996.

Specific Requirements:

98 degrees polarization

Invert sugar shall not exceed 1% by weight

Sulphated ash shall not exceed 0.5% weight

Loss on drying (3h at 105 degrees C -221 degrees F) shall not exceed 0.7% by weight.

The color shall not exceed 3,000 I.C.U.S.A units

The following maximum limits shall apply for heavy metal.

Arsenic 1PPM

Copper 2PPM

Lead 2PPM

Insoluble matter shall not exceed 500 PPM when tested according to the official method.

The finished product shall not contain lumps larger than 1.27 cm (0.5 inches) in the greatest diameter that cannot be broken on light finger pressure, and must be fit for direct human consumption.

Quality Assurance:

Each shipment should be accompanied by a Certificate of Compliance.

A Certificate of Product test results in conformity with the specifications stipulated in the tender notice must be submitted annually.

A Microbiological test report issued by a third party laboratory or a test laboratory within certified facilities must accompany each shipment.

Weight:

Brown Sugar must be packed in strong bags in not more than 125 lbs.

Transportation:

Brown Sugar shall be shipped containerized in vessels suitable for transporting food stuff for human consumption.

Insurance:

A copy of insurance certificate must be submitted with each shipment for settlement of lawful claims.

andIN THE MaTTER of a Declaration by the Governor General acting on the advice of

Cabinet that a Parcel of land situate at Cacoa, Quarter of Vieux Fort in the island of Saint Lucia is likely to be acquired for a public purpose.

DECLaRaTION OF aCQUISITION OF LaND

WHEREaS, it is enacted by Section 3 of the Land acquisition Ordinance Chapter 5.04 that if the Governor General acting on the advice of Cabinet considers that any land should be acquired for a public purpose, she may cause a Declaration to that effect to be made;

No-cost apps and Web services help you set up your Windows 7 computer just the way you want it. Previously, I told you how to migrate to Windows 7 at your own pace -- there’s no need to jump into the deep end right away. Now that you have Windows 7 up and running on your newly partitioned, dual-boot PC, it’s time for the next big step in any OS migration: reinstalling your software.I’ve always hated this part, as it involves digging out CDs, downloading apps from lots of different sites, and then manually installing everything. Takes forever.

Free Tools for Fine-Tuning Your Windows 7 Setup

Thankfully, I’ve found salvation in the form of Ninite, a new service that automatically downloads and installs popular software. All you do is scroll through Ninite’s list of 70-odd apps, check-marking the ones you want. The service offers the most current versions of nearly every popular mainstream program, including Firefox, Skype, OpenOffice, iTunes, Picasa, Steam and Revo Uninstaller. Once you’ve made your picks, click Get Installer to download a small, executable file. When you’re ready, run that file and sit back while Ninite goes to work.How long does it take? That depends on how many programs you’ve selected. I chose a baker’s dozen (including the trial version of Office 2007 Standard, which I already own -- now I just have to type in the security key), and I’d swear Ninite was done in all of 10 minutes.I’ll bet the service saved me a of couple hours of labor. It worked flawlessly, and it installed 90 percent of the programs I use regularly. Awesome. Just awesome. And did I mention Ninite is free?Migrating your bookmarks. I’d argue that the first thing a user wants upon migrating to a new PC -- or, in this case, a new operating system on the same PC -- is his or her bookmarks.Fortunately, that’s perhaps the single easiest chunk of data to move as part of our “slow” migration to Windows 7. All you need is Xmarks. Available for both Mozilla Firefox and Microsoft Internet Explorer, Xmarks automatically and effortlessly synchronizes your bookmarks between PCs and the Web. If you were already using it, just install the program in your new Windows 7 partition, sign into your account, and presto: All your bookmarks will magically appear in your browser. (All your Web-site passwords, too, assuming you configured the tool to sync passwords.) If you weren’t using Xmarks before, start by booting back into your previous version of Windows, installing Xmarks and setting up an account. (Don’t worry, it’s free.) Here’s how:Right-click on any open area of the toolbar and choose Properties; Click the “Taskbar buttons” pull-down and choose Never combine; If you really want a more Vista/XP-like taskbar, check the “Use small icons” check box. I like the bigger icons; Click OK.Now, this won’t give you exactly the same taskbar you remember (Windows 7’s pinned icons tend to interrupt the “flow” a bit), but at least you’ll have the text labels and bigger buttons back.

Mother’s illness sends Gayle homeChris Gayle, the West Indies captain, has flown home to Jamaica to be with his seriously ill mother, leaving him in doubt for next week’s first Test. Gayle departed Allan Border Field before the start of the tour game against Queensland to begin the journey back to visit her in hospital in Kingston.

Team-mate Ramnaresh Sarwan said it was disappointing to lose Gayle and the squad would have to wait to learn whether he will be able to turn out at the Gabba. “He’s got something very important to go back to, his mum is not well,” Sarwan said. “We’re hoping for him to come back for the first Test, if not the second. We’ll have to wait and see what happens.”

Chris Gayle has left the West Indies squad to be with his mother in Jamaica

Gayle’s absence means Denesh Ramdin, the wicketkeeper, is leading the side in the four-day tour match in Brisbane. The 15-man squad is already short of experience and will rely on Shivnarine Chanderpaul and Sarwan to lift it in the lead-up to the Test on November 26.

“The thoughts of the management and players in the team as well as the WICB are with Chris and his family at this time,” Joel Garner, the team manager, said. “We also want to wish his mother a speedy recovery.”

While the squad hopes Gayle will return quickly, the move is a further blow to the tourists, who have come together following a strike between the players and the West Indies Cricket Board. Gayle, who has played 82 Tests, has also been criticised for his attitude since being re-appointed captain following the player strike. When the team arrived last week he spoke of unifying the side and challenging Australia in the three-game series.
