The idea is sent to a Representative in the U.S. House of Representatives.

The Speaker of the House sends the Bill to one of the House standing committees.
The Bill is reported to the House floor,
passes in the House of Representatives, and
is certified by the Clerk of the House.
SenateThe Bill goes to the Senate to be voted on
It passes in the Senate and is sent to the President
