Missions:

The program’s main objective is to create a learning network on urban development and

municipal governance between cities of the Maghreb region. In addition, it offers to partner

cities technical support on selected urban development projects, among them the participatory

elaboration of integrated City Development Strategies (CDS). CoMun offers:

Technical advice during the elaboration process,(i.e. structuring the process, technical

inputs, participation of civil society, developing strategic scenarios other),

Project partnerships & cooperation with German cities

Support to accessing financing sources

Mode of funding:

Services rendered to cities are being offered by the a.m. program which is financed by the

Federal Ministry for Economic Cooperation and Development (BMZ). Local financial contribution

is requested as follows:

During the CDS elaboration process: cost of staff, logistics, materials, CS participation, etc

During implementation of the CDS action plan: investment

How to submit proposals:

Cities are invited to express interest in cooperating with the program and to get technical

support for the elaboration of a CDS.

Criteria to be highlighted:

Process orientation of the elaboration of a CDS,

Ownership of the process by the interested municipality,

Involvement and active participation of civil society.
