Introduction Sri Lanka is an Island located south east part of Indian Sub - Continent consists of
Nine Provinces in which Western province is the most urbanized Province, Nine Provinces covers 25 districts in which Colombo district has considered as the
most urbanized district located in the Western Province, Colombo District consists of 13 Local Authorities covering 560 no.GN Divisions, GN Division is the smallest administrative unit in Sri Lanka, Recently the “Western Region Megapolis Master Plan 2030” was prepared for the
entire Western Province considering it as one urban development area and it included proposed Land Uses for three districts and handed over to Sri Lankan Government for implementation.
The Western Megapolis Plan is envisioned and conceptualized as Sri Lanka’s Grand Strategy to propel the country’s drive to achieve the status of a ‘high income developed nation’ by 2030,
This was a huge task which involve huge geo-data !!

The entire province divided into 11 planning divisions and Development Guide Plans and guiding rules & regulations are being prepared for each division
This is a huge task and we were asked to create and update a sound database for the most urbanized area

Physical Boundaries of the Geo-Database The project area consists of 450 GN Divisions which covered 11 Local
Authorities The approximate land area was 415 sq, km. and total amount of buildings
was more than 400,000 Since the project area is too big we thought to implement this in two
phases, 1st phase includes Colombo Metropolitan City Corporation Area (CMCCA) which
included 5 nos. local authorities 2nd phase includes emerging Urban Areas (EUA) which included 6 nos. local
authorities

Implementation
Conventional data collection and updating method was used at the inception of the project,
There were three form for data collection, one for Land Use, second one for Roads and third one for Buildings
This process was a very cumbersome, time consuming and error producing process
Faced a lot of difficulties,

This web based system facilitate to add data in the field at real time and it updated the database automatically,
By doing this we expected to reduce corrections and time for entering data into the database. Earlier we collect data at the field and enter those into the database after come to the office.
We train our field survey assistants to use the web based system on iPad and smart phones.

Still we are in the testing period of the system, we hope to carry out this method as an experimental basis since the lots of improvement has to be done in future
To apply this method to other Urban Local Authority Areas within the Western Province as well as other Provinces
Combine to NSDI program, through this it is hoped to connect other line government organizations and non governmental organizations who are involving in urban development activities and projects in Sri Lanka
