GEO Established and Defined
Establishment - successor mechanism to ad hoc GEO, legally non-binding intergovernmental forum with voluntary contributions
Objective - to provide leadership and resources for the implementation of GEOSS
Management - subject to approval by Members, GEO is authorized to establish procedures and support organizations, as necessary, to accomplish its objective, including arrangements for managing human and financial resources
Membership - open to United Nations countries plus EC, other Participants being international and regional organizations

Participant RolesGEO Participants are expected to actively collaborate
in GEOSS implementation and planning• to reflect ongoing activities and emergent opportunities• to minimize gaps• to assist developing countries in GEOSS participation• to facilitate greater interoperability• to draw on scientific and technological expertise• to facilitate user involvement• to conduct outreach at global and regional levels

Transition
Period - starting after the third Earth Observation Summit; ending no later than 15 February 2006
Management - During transition period, Co-Chairs of ad hoc GEO will oversee activities, with authority• to establish procedures and subordinate
ad hoc organizations• to arrange for managing financial resources
and staffing of transitional and ongoing GEO• to convene meetings among GEO Participants
Resources - The Co-Chairs of the ad hoc GEO will request one-time contribution from GEO Participants to support transition activities

Adoption and EndorsementCountries and international or regional
organizations that adopt the GEOSS Implementation Plan at the third Earth Observation Summit become Participants in GEO
The Implementation Plan remains open for adoption by other countries and endorsement by other international or regional organizations
