Welcome to The Record-Courier’s printed version of a candi-dates’ forum.

Like a candidates forum, weissued formal invitations to partici-pate and in some cases trackedthem down to obtain informationabout the candidates and theirraces.

The information contained inthis guide is provid-ed by the candi-dates. It gives theman opportunity totalk directly to youabout what theythink is important

after providing us with some basicinformation we think is important.

The organization of the guide issimple with countywide electionsin the front and town and districtsin the back.

Below is a list of candidates andtheir information.

We haven’t included those officesin which there is no opponent. Norare any of the Lake Tahoe improve-ment districts included. We alsodidn’t tackle any state races aboveAssembly District 39. We felt it wasmore important to do a good jobwith our local races.

We’ve not included informationon the ballot questions. Those havebeen printed in their entirety onSept. 29, Oct. 6 and Oct. 13.

Voter registration is closed andSaturday is the first day to voteearly. We wish all the candidatesthe best of luck and encourageeveryone eligible to cast a ballot.

decisions.Nevada has been going through some

tough times. We need wise leadership totake us in the right direction. We need effi-cient budget planning and adequate servicethat will keep taxes low. We need the securi-ty of good jobs; excellence in education;clean water and air; and affordable healthcare. We want to preserve our Nevada wayof life with a mix of successful local busi-nesses, agriculture, tourism, and to becomethe leader in Renewable Energy.

In 2011 the Nevada Assembly must bal-ance the budget by carefully monitoringspending. We must prioritize the cuts wemay have to make to the budget. No newspending should be allowed until absolutelyall waste is eliminated. There is a criticalneed to develop the right kinds ofpublic/private partnerships that couldaddress a myriad of needs that presentchallenges to the state budget.

I strongly oppose any new taxes. Istrongly support bringing a better balanceto our tax structure. We need to encouragegrowth in small business, make sure our taxsystem is fair and equitable, give relief toproperty owners, and fairly tax rentals andsecond homes. No retiree should be forcedfrom their home by overly burdensomeproperty taxes or inadequate senior servic-es.

I care about the future of Nevada! My experiencefrom budgeting to my extensive background inwater issues, will be necessary as State governmentfaces many challenges in the next session. I prom-ise not to forget that this is “The People's Branchof Government”. The spirit and strength ofNevadans, not government, will get us throughthese tough times.

The reason given for not immediately giving theunowned land within Nevada to the state govern-ment was that the federal government wanted touse it to pay off the Civil War debt. That war endedin 1865, its time to get the Feds off the 86 percentof Nevada land they claim to own.

That would allow Nevada to sell the land forhousing and gain income which it badly needs. I willwork to free Nevada from federal occupation.

In 1994, the OECD declared American K-12schools substandard. I have lived and workedabroad and seen how true this declaration is. I willwork to achieve school choice so that parents cansend their children to the school of their choice.

order to save the taxpayer’s money, Idecided to still perform my old position ofAccountant and assist wherever I canwhen staff are absent. Additionally, sinceTahoe General Services provides DMVservices, the staff and I were able to bringthe same services to the Senior Centerwhen the State took DMV away from thearea. During this past winter, I successfullycombined the Clerk’s office andTreasurer’s Office back to the Old HistoricCourthouse with the hope of both officesassisting one another in their duties in thefuture. We were also able to close theElection Center out at the Airport andbring it to the Old Historic Courthouse. Cowboy Poetry Festival Honors: While I have been honored to leadseveral non-profit organizations and have beenhonored by receiving awards nothing is agreater honor than being the father of my 21year old son Bo. He recently returned from theArmy National Guard after a knee injury and is astudent at Georgia State University, Bo is mygreatest joy outside of my relationship with God. I am abusiness person and believe that our Countycan utilize strategic business processes. I havefaith in our management and they deserveclear, consistent leadership at the Commissionlevel which the incumbent has not provided. Myfocus will be to bring jobs to Douglas County. Iam a leader that knows how to collaborate,step away from the desk and get things done.

Working to diversify our economy is para-mount. We can and should be more “user”friendly. We have an excellent community devel-opment staff and the Commissioners shouldempower them to streamline the processes andfine tune what we do well as enhance who weare.

I offer leadership that would have encour-aged the water consultant to bring back notonly a primary plan, but ancillary plans. Neverassume one plan will work.

With county revenues in a decline for 4years, I will be an asset to the county staff tobe creative with no new taxes. Our communitydoes not deserve a delay and procrastinationmentality. It is time for a positive change inleadership in District 2. I will provide integrityand transparency as well as proven businesspractices. It is also imperative that we contin-ue to manage expenses in an environment ofdeclining revenue. Disciplined governance, as wellas efficiency and effectiveness in the delivery ofservices by the County are mandatory.

Economic Development: A vibrant economybenefits the whole community by providing themeans to meet public service obligations andexpectations. Our past dependence on construc-tion, retail and gaming will not drive our economygoing forward in the future.

To that end, our new economic vitality plan pro-motes the community and focuses on outdooradventure, revitalization of the towns including theLake Tahoe corridor, and enhancing and enrichingthe education system to attract new businesses.

My top three priorities when elected to theDouglas County Commission will be:1. Preparation. The State of Nevada is facingan unprecedented budget shortfall. If DouglasCounty is not united (Lake and Valley), and ifthe Commissioners are not cohesive, our com-munity will be worse off in four years.2. County Budget. I will bring prudent businesspractices and a collaborative leadership styleto the County that will prepare us for bothplanned and unplanned issues. Douglas alsoneeds complete transparency, open communi-cation, collaboration, fairness, and followthrough in all aspects of local government. 3. Use of County Resources (water, land,mountains, open space, Lake Tahoe). I willbring a balanced and collaborative approachto protecting and planning the use of ourCounty Resources. As the County’s representative on the TahoeRegional Planning Agency Governing Board, Iwill bring strong local representation. It isimperative that TRPA have a strong connectionwith the community and focus on the missionof the agency while balancing the currentneeds of the community. As County Commissioner, I will bring a collabo-rative, action - oriented leadership style. I willbuild consensus and not “take sides” onissues facing our community.Between Oct. 16 (early voting) and Nov. 2 thecitizens of Douglas County can choose to putDouglas County back in a positive direction byvoting Lawrence Howell County Commissioner.

I am proud ofthe projects I worked on: the Minden-East Valleypipeline; funding for economic enhancement forMinden, Gardnerville, and Genoa; the GrowthManagement ordinance; to name a few. Despite theeconomic downturn, our staff has endeavored tomeet the public’s needs and expectations — doingmore with less.

What is needed now is development that fits ourcharacter and natural environment, using theEconomic Vitality Plan and the Lake TahoeProsperity Plan as our blueprint. These plans withthe Community Assessment helped us take a “rifle”approach to attracting new businesses. The Douglas County SchoolDistrict Board of Trustees is theonly countywide board besides theBoard of Commissioners.

School trustees are the politicalmanagers of the district, which is aseparate entity from the county.

The district manages two highschools, two middle schools andseven elementary schools.

Enrollment in the district is6,351 this year and has been on thedecline since its peak in 2004 of7,210.

In Nevada, there are 17 schooldistricts, one for each county in the

state.The district is supported by a

75-cent per $100 assessed valua-tion property tax that is paid byproperty owners throughout thestate and then distributed based onschool enrollment.

School construction and build-ing maintenance in Douglas

County is supported by a 10 centper $100 assessed valuation prop-erty tax.

The Douglas County SchoolBoard of Trustees meets on the sec-ond Tuesday of the month, either atDouglas High School or at theZephyr Cove branch of the DouglasCounty Public Library.

Nevada school districts mustpublish a school accountabilityreport annually.

With that said, it is an honor forme to serve the people of the Town of Gardnerville.Platform: I would like to finish my last four years serving the peo-ple in the Town of Gardnerville. I feel we have accomplished muchwith the vision that we have had through the eyes and ears of thecommunity and what was needed. The light poles were an eyesore and now we have what I feel othercommunities want and I feel others are watching to see what is nextfor the Town.

We need to watch now more than ever before where our moneygoes as we live in unsettled times.

I would like to see us continue with the Main Street program andbuild upon that foundation that has been a result of a lot of hardwork and dedication.

But there again, we have to be careful and not overburden thetaxpayers. We need to continue working with the two towns andDouglas County and FEMA on a workable and doable flood plan, aswe have taken the lead on this issue.

We need to hold Walmart accountable as they go forth from here,and work with the businesses downtown who are the heart and soulof our community.

We need to continue with the Martin Slough, as we took this onmany years ago and need to see it through to completion with theTown of Minden. I love this area and the residents in and aroundthis great valley and that is why I am here and wanting to make adifference.

This includes services, sup-plies, salaries and wages, and employee benefits.Dramatic population increases in Douglas Countyover the past 20 years has forced continuedexpansion in the plant size. I believe the current board has done a good

job for the district. One of thebiggest challenges facing theboard over the next four yearsis keeping all costs under con-trol, especially with our currenteconomy. When the MGSD greatdigestion and power co-genera-tion is completed it will save thedistrict $15,000 - $20,000 in

electric costs per month. I would make sure thesesavings would be used to protect the rate payersand tax payers of the district. In 24 years on theMinden town Board, I never voted for a tax rateincrease for the citizens of Minden. When I left thetown board the town had no indebtedness; allexpenses to the town were paid in 30 days. Iwould do the same for the MGSD tax and ratepayers.

I believe odor control is of the utmost impor-tance to protect the residences and businessesnearby as well as enhancing the overall communi-ty. Proper funding for odor control is critical tothis issue.

I would appreciate the opportunity to continueserving my community as a member of the MGSDBoard. This is a very important part of our com-munity. I believe fiscal responsibility is a majorpart of this job.

The IHGID would have to provide for and fund itsown police force, fire and emergency departments. Acity would also need its own judge, mayor and citycouncil. The request for cityhood was denied.

As a trustee I see my role as a guardian of the dis-trict, I feel it is my responsibility to assure the residentsof Indian Hills that the district stays within its yearlybudget. The budget monies are used to maintain theeveryday services, continue to make improvements toour neighborhoods, and pay off bonds that have beenused to finance major projects.

My present position on the board is that ofSecretary-Treasurer. I have enjoyed working with JimTaylor, the district manager and his dedicated staff, aswell as the other board trustees.

board micromanaging any situations.We are currently tying up loose

ends with the pipeline from Mindenthat will bring water to the District,water that has a very low arseniccontent. This action will save theDistrict millions because we won’thave to build a filtration plant or drillanother well for fire suppression.

Without delving into the past, I can say that thisboard views its position responsibly and honorably. Ican’t say what the future will bring to Indian Hills, but Ican say that the team and I care deeply about how theboard views its fiscal responsibility to the District.

I’ve lived here 31 years now, and my family and Ihave seen a lot of ups and downs in this area. I caredeeply for where I live. I look to Indian Hills and itsfuture as responsibly as I can. We can’t afford to moveback to the past. Teamwork and cohesiveness will bringus forward to the future.

I feel the board and staff have served the dis-trict responsibly over the eight years that I haveserved on the board.

We have the best roads in Douglas County,our water rates are some of the lowest in thearea and we have not raised the tax rate inmore than 15 years.

Within the last four years a new park hasbeen built on Muir Drive with tennis courts, chil-dren’s playground equipment and by this time

next year there will be a fishingpond, complete with gazebo,picnic areas and wheel chairaccess. If you find it necessaryto call the district during work-ing hours you will always get alive voice on the other end ofthe line.

The district owns 11 acresacross the street from Meneley ElementarySchool and the board has offered the propertyto the Boys & Girls Club of Douglas County andto the county for use as a senior citizen’s center.

A dual facility that could serve the needs ofboth groups would save thousands of dollars inland acquisition costs.

I have enjoyed the last eight years as a mem-ber of the board of trustees and the last twoyears serving as board chairman.

If re-elected I will continue my efforts to actinthe best interest of the people in theGardnerville Ranchos GID.

My biggest con-cern for our community is a future, ongoingwater supply. We currently have eight waterwells and two booster stations in service at thistime.

Our largest well produces over 1,800 gallonsper minute. This is a wonderful supply of water

at this time, what happens ifand when this well dries up? Iwould like to find resourceswhich ensure a future watersupply for generations to come.

The time to solve a problemis before it becomes a problem.I would also like to preserve theidentity of our community by

promoting curbside appeal, and having walkingtrails and biking trails.

I would like to continue the ongoing projectsthat are currently in process such as the MitchPark. I would like to look into the possibility ofa community center for our children and a sen-ior citizen center for our elderly to have a placeto congregate and be together.

I want our community to be an environmentwhere future homeowners will want to continuemoving to this beautiful area and raise theirfamilies. I love this community and I am com-mitted to a high standard of integrity and hon-esty, and genuinely desire to serve our commu-nity for the future of all homeowners.

I was born and raised in a small rural Idaho community where I was taught the values and ethics expected of me to serve you, the citizens of Lyon County, as your elected sheriff. Prior to starting my law enforcement career, I served my country in the U.S. Marine Corps which gave me the basic understanding of leadership principles and abilities which continue to guide me almost daily. During my 30-year law enforcement career, I was employed with the Oneida County Sheriff’s Department, City of Monticello Police Department, and ultimately with the Lyon County Sheriff’s Office for 18 years. I have served in many roles within each agency, have attended countless training courses and seminars, and have been the recipient of numerous awards and accolades. I have learned the dynamics of law enforcement, community-oriented policing, and understand how services are to be provided. I have lived in Lyon County for 20 years and I have an understanding of the dynamics, complexities and needs of this county. Because of my background, I can locate the talent and abilities of key individuals within the agency and within our county, to surround myself with competent and qualified people to operate the Sheriff’s Office.

What are the important issues that you would address if elected?Illegal drug use is rampant within Lyon County. Ask any of our school age children and they will tell you the truth. Methamphetamine, marijuana and other illegal drugs can be purchased in our high schools, middle schools, and currently, we are starting to see it in our elementary schools. This must stop. I am an advocate of a comprehensive narcotic task force, which will include the addition of narcotic interdiction dogs. No modern law enforcement agency can combat narcotic trafficking without the aid of such a valuable asset.Next is fiscal responsibility. The new jail and Sheriff’s Office complex debacle is evidence of that reckless spending and costing the taxpayers between $22 million and $35 million — no one knows the exact dollar amount until the project is completed. Government spending is out of control, which includes the Sheriff’s Office. There are ways that spending can be controlled by decreasing bureaucracy and streamlining operations to improve efficiency in the delivery of services. Finally, improve the trust and confidence of the Sheriff’s Office with the citizens of the county and with the deputies who serve within the agency. When the community believes in its law enforcement, they begin to trust them and begin to work together in combating narcotic trafficking, gang related crimes, and other property type crimes.

Why should voters choose you over the other candidate?The overwhelming majority of the deputies are dissatisfied with the current direction of the Sheriff’s Office and that is why they voted to endorse me as their choice for the next elected sheriff of Lyon County. These are the same deputies, many of whom I trained and served with, side by side on the “streets” of Lyon County. They have the trust and confidence in my leadership abilities to lead our Sheriff’s Office during the next four years.Unlike my opponent, who sat the majority of his law enforcement career in an office tabulating data and numbers, I have learned how to treat people with compassion and respect. I know how to listen to their concerns and formulate a plan of action to meet the needs of the community.I can lead the Sheriff’s Office to improve the effectiveness and efficiency in the delivery of services. I train our personnel in ethics, constitutional law and leadership.I am a graduate of the 214th session of the FBI National Academy, and the LEAD Executive Academy. I possess the POST Executive Certificate, the highest level of certification possible in Nevada, and have over 3,000 hours of law enforcement-specific training.

What are the important issues that you would address if elected?I would continue with the programs that I implemented during my first years as sheriff. I will continue to make myself, my supervisors and my deputies accountable and visible to the citizens and continue to be an interactive part of the community.We will continue to apply for grants to augment our budget. I will continue to upgrade our technology and efficiency. I will continue to work on safety programs with our children. The presence of our deputies in our schools will continue in a mentoring role, not simply an enforcement role. We will continue with our Street Enforcement Team, our Sex Offender Registration Task Force, our participation in the Tri-Net Narcotics Task Force, our participation in the Regional Gang Unit, and with our Narcotics Unit in the county. We will continue to be proactive in crime prevention and enforcement. We will continue to reduce Lyon County’s crime rate and to increase our crimes solved rate as we have done over the past couple of years.I will continue to keep the citizens and deputies safe and will always work to eliminate liability to the county by making well-informed decisions and by holding our employees accountable to the citizens.

What are the important issues that you would address if elected?Balancing the budget will obviously be our first concern. Until we get final numbers and see the budget the new governor proposes, everything else is conjecture. Along with the budget, I would focus on getting our economy moving again. By creating a business-friendly environment, we can grow the tax base necessary to bring economic stability. We’re in the midst of the worst economic downturn in multiple generations, and we in office need to focus on putting people back to work. We need to give our young people a quality education. If we fail to give our state’s future generations a solid and firm foundation in life via a top-notch education, then we have not done our jobs as responsible citizens. I will also continue to address environmental concerns with water quality.

Having started my own successful businesses years ago, I have the knowledge and expertise to help get Nevada’s economy back on track. We must get Nevadans back to work, and I would like to establish and encourage programs that would retain the businesses we have, enable them to expand and hire more workers, and to attract new businesses to invest in Nevada. Renewable energy is an opportunity for Nevada, and I would support programs that provide training for our local workers in these new industries. Education is also a key issue for me, because we need to provide our youth with a solid education to prepare them for the future. Our economic recovery depends on quality schools. Charter schools, more flexibility at the local level, and innovative programs to meet the needs of all our students are some of the proposals I would develop and support.

What are the important issues that you would address if elected?In these economic times the government, like the people of this great state, are having to do more with less. This is not the time to increase taxes on the people, it is time to find ways to help them. The state needs to evaluate all of its programs and establish if they are meeting their objectives and eliminate or modify ones that are not. The government waste that exists cannot be tolerated and must be discussed whether it is benefiting corporations, unions, or the bureaucracy itself. I and my colleagues already have bills that seek to address these issues. The best government is like a good insurance policy. It costs you money from time to time. It’s there for you in bad times and in the good times you don’t know it exists. In that vein, I feel government involvement in private affairs should be minimal at most.

I did this last legislative session and plan on doing it again, if chosen by the citizens if the Capital Senate District. This inside view of state policy from the highest level of government gives me a broad base of knowledge that will serve me well in the Senate. Currently a state employee, I have agreed to resign following my election to maintain the Constitutional tenet of separation of powers, but that experience has shown me how budgets are built from the ground up and where the rubber hits the road with policy decisions made by the Legislature.

What are the important issues that you would address if elected?First off, we must focus on passing a balanced budget that protects the businesses that will hire people out of the current recession. This should be done by prioritizing government services, eliminating those that are no longer necessary or affordable and streamlining those that can achieve greater efficiency. As a father of two sets of young twins, the quality of education is incredibly important to me and my wife. I believe in the empowerment model of education, giving greater authority to individual schools and teachers to decide how best to educate rather than relying on administrators far removed from the classroom. I am also a strong advocate of empowering parents to make more choices about their children’s education. Easing the creation of charter schools is an important way to do this. Additionally, we must ensure we evaluate the success of schools and teachers by the success of our children.

Why should voters choose you over the other candidate?In the end, I believe this election comes down leadership and the quality of the person the voters want representing them in the Legislature. I offer the voters of Washoe District 4 a strong, conservative voice that will be a champion for them and protect them from the overreach of government. Rob served on the student senate while in college and studied political science at the University of Southern California. Rob studied military science while serving as an officer cadet in the Army Reserves until federal budget cuts forced an end to his military service in 1993. While at USC, Rob began his civilian career in real estate with the founding of Lauer Properties. Rob worked in commercial and residential redevelopment, winning him acclaim from local government as a community leader. He cleaned up neighborhoods full of drugs and gangs. Also during college, Rob interned on Capitol Hill for Congressman Duncan Hunter, House Armed Services Committee Chairman, and served as a member of President George H.W. Bush’s advance team in the 1992 election.In 2005, Rob enlisted in the Army. Rob graduated from Basic Training in August 2005 and joined the 314th MP Company. Shortly thereafter, Rob graduated from the US Army’s Military Police school and became an MP.In January 2008, Rob volunteered to serve in Iraq, but was unable to complete his duty due to an injury. What are the important issues that you would address if elected?I want to repeal the business license fee that has driven away 31,000 businesses to other states. I want to protect the integrity of our democracy by requiring voters to show a picture ID when they vote. As an American soldier I will ensure our troops get their absentee ballots sent out 90 days prior to the election to ensure their vote is counted.

Why should voters choose you over the other candidate?After almost 19 years as a small business owner I understand how raising the business license tax can affect a small business in the middle of a recession. What are the important issues that you would address if elected?When I was elected, I promised to fight election law violations, make Nevada the most business-friendly state in the country and demand greater accountability from our elected leaders. We went straight to work, implementing a bold plan to change the way government does business. I founded the Election Integrity Task Force, whose sole mission is maintaining the sanctity of our ballot. The task force is used as a national model by the FBI and Department of Justice and has restored Nevadans’ faith in the electoral process. Another top priority of mine is re-establishing Nevada as the most business friendly state. That’s why I deployed cutting-edge technology to create a virtual “one-stop shop”; the Nevada Business Portal. The portal allows businesses to handle all licensing and payments through an easy-to-navigate website. The concept is unprecedented and will generate, literally, tens of millions of dollars, every year, in new revenue for our state. That’s money we dearly need during these tough economic times.

I am the state chairman of the Independent American Party of Nevada. I have been a registered non-paid lobbyist at the Nevada State Legislature for the past four legislative sessions. I have written ballot arguments for Carson City issues. Having run for the Nevada State Assembly, I am familiar with Nevada’s election laws.

What are the important issues that you would address if elected?I wish to make it easier to run for office. I would lobby to increase the amount from $100 to $1,000 to list the donor’s name on the campaign reporting form. Some people do not wish their name on the campaign reports because of fear that they may be a target of retaliation. The only people who really care about candidates’ donors are the opponents. No candidate that I know of can be bought for $1,000. Last legislative session it was proposed that every $100 be reported nightly. A candidate is not always able to report nightly as travel conditions vary. A candidate would need an accountant and lawyer just to comply with such a law. The Constitution of the United States gives the people the right to petition the government. Laws imposed by the Legislature now make petition drives extremely hard. Rules imposed on the people are not the same as the Legislatures rules. As a result, we now have no initiatives the ballot. I wish to change the laws making it easier to petition in the State of Nevada.

Why should voters choose you over the other candidate?I am the only candidate for secretary of state that is not going run for a higher office in two or four years. I will work to bring businesses to Nevada. I will not raise fees for business licenses except to cover costs. I will enforce all election laws fairly.

I have served as Nevada’s state treasurer for the past four years, and under my leadership, the assets of Nevada taxpayers have been protected, more unclaimed property has been returned to rightful owners and more families are saving for college. I have saved Nevada taxpayers millions in reduced fees, have cut expenses in my office returning more than 16 percent of my budget to the General Fund, and the budget I’ve submitted for the next biennium cuts another 15 percent. Since taking office, Nevada’s investment portfolios have earned more than $305 million in interest, about $85 million more than the predicted benchmarks for good performance. Even in bad years, our investments have been safe, and in 2009, our portfolio outperformed Warren Buffett’s. My background analyzing markets and prosecuting white-collar criminals for the Department of Justice under Presidents Bush and Clinton and as the Senior Deputy Attorney General in Nevada heading up the antitrust division gives me a unique understanding of the treasurer’s office. I will continue to be a steady hand and strong leader in efforts to turn the economy around and get more Nevadans working and prosperous again.

What are the important issues that you would address if elected?I have proposed a new way to restructure Nevada’s unemployment payments to the federal government that would save Nevada businesses millions of dollars and reduce the rate of repayment in the next few years, providing Nevada businesses much needed relief. This effort has received support from chambers of commerce, trade associations and businesses leaders from across the state. I have a bill draft to allow for easier access to loans for small businesses without any additional risk to the state. My bill would establish a loan program for Nevada entrepreneurs in partnership with Nevada’s banks for those small businesses working to diversify the state economy. Another priority is to work with the Legislature to find a lasting solution to funding the Gov. Guinn Millennium Scholarship Program. My efforts and advice have led to the continuation of the popular program despite several decisions to take scholarship funds to support the General Fund. Because of my leadership, 25,000 students are using the Millennium Scholarship for the current school year and it is critical we find a permanent funding solution to this important program.

Why should voters choose you over the other candidate?When first elected, I called for an audit of the Treasurer’s Office that revealed millions of dollars in off-the-books accounts and no-bid contracts under my predecessor, practices that I immediately put a stop to. I have brought a new level of transparency to the Treasurer’s Office to give Nevadans confidence that the state’s investments are both secure and profitable. The short answer is that I am a CPA and the incumbent is a lawyer. That is why three former governors and four former state treasurers support my candidacy. However, there is much more to that question. As a Certified Public Accountant with 30 years of experience I regularly evaluate business performance, and what is required to improve that performance. As a Certified Valuation Analyst, I understand the issues key to making sound investment decisions. The current treasurer lost $50 million in investments, and there are many issues involving the disclosure of how and what happened, and some of the long-term effects. In 2006, as state controller, I was responsible for the annual state financial report. I also coordinated the redesign of the computer back-up system for the state’s accounting system. The office manages the College Savings Plan, the Millennium Scholarship, and the Prepaid Tuition Plan. The office needs a professional that understands education. I have a master’s degree in accounting and was an adjunct professor of accounting. In 2009, Governor Gibbons appointed me to the State Board of Finance. The office deserves someone that can step in and make an immediate impact on the office operations. I have been married to Gail for 38 years. As Marine for 12 years, I advanced quickly from enlisted man and officer, attaining the rank of major. And received a top secret clearance.

What are the important issues that you would address if elected?One of the missions of the treasurer’s office is to provide prudent and professional financial and fiscal leadership to the state. No one else has that experience. You can hire all of the experts you want to provide advice, but if you do not have the essential training and experience, you do not have a clue whether the advice being provided is good or bad. There is a need to put transparency and financial accountability into the state, as well as the Treasurer’s Office. We need to put the state’s checkbook online for all to see. As a CPA with 30 plus years of business, accounting and management experience, I understand accounts receivables, accounts payables, payroll, financial statements, cash flow analysis and projections. We need someone with audit experience, who can identify problems in the unclaimed property. A true accounting of the Millennium Scholarship and the Prepaid Tuition Plan is needed. Formerly an adjunct professor, I understand these issues. As a fraud investigator, we need to examine the states accounting record, since little fraud has been detected, ever though billions of dollars pass through the state treasurer’s office.

Why should voters choose you over the other candidate?My opponent is a lawyer with no accounting training or experience. I am the only candidate with financial qualifications. My experiences also provide a broad base from which to draw. If I were running for the position of Nevada’s attorney general, everyone would point to my lack of training and experience in law, as a disqualification for that office. The same principle applies to the treasurer. Nevada needs someone with a financial background in the office. We need to be proactive in the pursuit of fraud, waste and abuse in government. We need to design investigative programs to achieve this goal. I have that experience. We need to revamp the Unclaimed Property Program by putting in state-of-the-art auditing programs to generate more money for the general fund. I have audit experience. We need to look at the possibility of sales and leaseback of government assets. We need to encourage businesses to come to Nevada; this is the only way to truly create a recovery for Nevada. We need to be creative on the education front, by providing more money directly to the classroom, with less overhead.

When the recession began in New Jersey, we moved to Las Vegas where my wife’s parents retired. Upon arrival I worked as a controller, enrolled at University of Nevada, Las Vegas, and graduated with a Bachelor of Science in accounting. While working at the international accounting firm McGladrey and Pullen, I obtained my CPA certification. I have since worked as a CPA in Nevada and am currently the president of the Nevada Society of CPAs-Las Vegas chapter, member of the Las Vegas Chamber of Commerce and former Adjunct Professor at UNLV.

What are the important issues that you would address if elected?As a fiscal conservative and a CPA the most important issue I would address is how to spend less and get more for each dollar spent. Without raising current taxes or implementing new taxes, as many would allude to, I would find ways to cut needless spending just as my clients and I do with their businesses. My job as a CPA is to help my clients prosper and succeed and I would continue to use my professional expertise in the position as state controller. Nevada has been a land of opportunity for millions who moved here or who were born and raised here. My goal is to once again help bring Nevada to the level of its past prosperity and even beyond. Through fiscal responsibility, ethical business practices and a diverse economy Nevada can rebound, and be a great place to work and retire without extreme tax burdens.

Why should voters choose you over the other candidate?Because I have an extensive business background as well as being a CPA, I will offer the state government my business acumen. By the nature of the job, it is vital that the state controller be an experienced CPA. With my background as a CPA and in the private sector, experience in national and international business in various positions including as a controller and cost accountant, I am familiar with state business regulations and I know how to review and understand financial reports, which the state generates. With this knowledge, as state controller I will come to the table prepared and experienced. In this economic environment the people of Nevada need and deserve an educated and experienced business person looking out for their welfare. For over three decades I have been a CPA and a management accountant, helping my clients to be successful in their business. “Accounting Today” recognized me as one of the top 100 most influential people in accounting and in 2006 I was named “Woman CPA of the Year” by American Womens Society of CPA’s.Being Controller for the past four years is irreplacable job experience. During this difficult financial time it’s important to have someone who has on-the-job experience in the office and won’t waste anytime learning the ropes. I can focus on the job, not learning how do it.

What are the important issues that you would address if elected?We need to continue to improve the state’s debt collection efforts. My office has seen an improvement in collections from 4 percent to 11 percent of our debt in the beginning and now we are collecting up to 28 percent. My goal is to collect 80 percent.

Cut government waste by recommending and assisting in the performance of operational audits. These audits will show where we can make cuts and re-deploy our precious resources. The state needs to continue to look for ways to use new technology that will improve our operations and efficiencies. I will be continuing to look for ways to use open source technology that will not only improve our operations, but saves the state money as well.

Why should voters choose you over the other candidate?I have a proven track record of improving efficiency, saving money and increasing transparency of the state’s finances. I’m the only one in this race with management accounting experience and I have the CMA certification to go along with the management accounting experience. As a CMA it means that I have met the highest professional standards in decision making, planning and control. These are critical components of the Controller’s job. I will continue my policy of independence and impartiality in this office. I will make sure that this office remains independent and non-partisian and provides unbiased financial information and advice to the legislature, state agencies and the people.

I believe that Nevadans are capable of electing a person that has the expertise and experience to enforce the laws of Nevada in a way that is fair for one and fair for all. That person is me. I have a Juris Doctorate degree from the University Of San Francisco School of Law, where I completed elective courses in, among others, administrative law, land use law, local government law and the federal courts. I have a master’s degree in public administration from National University in San Diego, where I completed courses in organizational behavior, managerial economics and contract negotiations.

What are the important issues that you would address if elected?At this point in time, illegal immigration presents a most interesting and pivotal legal issue. Nevada’s historic growth market is predicated upon population growth and development. Thus, Nevada should continue to encourage legal immigration; however, the lack of comprehensive national immigration reform has put the states, particularly those in the Southwest, in the unenviable position of needing to address and expedite solutions for local concerns as the federal government works to resolve the issue nationally. Other pressing legal issues include water use and resources, health care, and the nuclear waste depository.

Why should voters choose you over the other candidate?As far as I can tell, the incumbent has never worked in the private sector. I believe her actions reveal an out-of-touch attitude toward the citizens and businesses of Nevada.

Catherine Cortez Masto is a native Nevadan and attended the University of Nevada, Reno, graduating with a bachelor of science degree in 1986 with a major in finance. She graduated cum laude from Gonzaga University School of Law, in Spokane, Washington in 1990. Cortez Masto was admitted to the State Bar of Nevada in 1990, the U.S. District Court, District of Nevada in 1991 and the U.S. Court of Appeals, for the Ninth Circuit in 1994. Between June 1990 and August 1991, she served as a law clerk for Judge Michael J. Wendell in the Eighth Judicial District Court. In November of 1991 she became an associate attorney in the Las Vegas law firm of Raleigh, Hunt & McGarry, P.C. where she remained until September, 1995 practicing as a general civil litigator.

I was born and raised in Sparks, and I have been a successful practicing attorney in Las Vegas ever since receiving my law degree in 1978, having graduated with honors, so I am very familiar with both ends of the state. I have successfully litigated numerous jury trials and appeared many times before the Nevada Supreme Court, often representing citizen tax limiting and similar petitions. I have extensive civil and criminal law experience. I was named a member of the Bar Register of Pre-eminent Attorneys in America in 2000. With 32 years of lawyering under my belt, I have more legal experience than both of my opponents combined. And I have long administrative experience, running my own law practices, with private charitable organizations, and with the Boy Scouts of America. And I have actually litigated many cases with the Attorney General’s office, so I am familiar with what the AG’s office does. I have made a life-long study of the U.S. Constitution and of the philosophy of the founding fathers of our nation. What we need to solve our current economic and political problems is to understand and live by those principles. I can and will do that.

What are the important issues that you would address if elected?The incumbent refused to sue to stop Obamacare, and so violated her constitutional duties. By contrast, I filed a class action lawsuit against Obamacare, representing private citizens of Nevada. Obamacare violates 60 percent of our Bill of Rights and our right to privacy. As AG, I’ll continue the fight against Obamacare. We need an Arizona style immigration law in Nevada. I’ll promote it and defend it vigorously, and I’ll file a claim against Washington for all of the money Nevada has expended giving free medical care and education to illegals. Ohio’s attorney general sued AIG for securities fraud and recovered $1 billion for Ohio investors. Meanwhile the incumbent was using her time pursuing trumped up criminal charges against State Treasurer Brian Kroliki, which were dismissed as groundless. Banks have been caught using false documents to foreclose on people’s homes. I’ll hold Wall Street and the banks accountable instead of abusing my powers as AG. I’ll defend Nevadan’s right to keep and bear arms. I’ll go after local laws which violate this right, like Clark County’s handgun registration law. I’ll vigorously prosecute child and senior abusers. I’ll seek to recover for the state control over our public lands.

Why should voters choose you over the other candidate?Ms. Masto has defied the governor over the Obamacare issue. Nevada law says she must file suit when directed to do so by the governor. It also says it is a misdemeanor not to fulfill her legal duties. Her persecution and prosecution of Brian Kroliki (a political enemy of Harry Reid) was a blatant abuse of the powers of her office, and in so doing, she was too incompetent to properly allege the elements of any crime. Her handling of the Bob Loux affair where he gave himself and his cronies an unauthorized raise, yet she recommended that the state fund $20,000 in legal fees for him, shows her blatant political bias. I will not abuse the powers of my office like this. And my record proves my competence as an attorney. Mr. Barrick has only five years experience as an attorney. Thus he lacks the qualifications to be the attorney general. One of my colleagues called me the toughest attorney he’d ever faced. Voters know that the attorney general needs to be an experienced, tough, and successful attorney and administrator. My record shows that I am eminently qualified to be AG.

I am seeking a third term to represent Nevada’s Second Congressional District in the U.S. House of Representatives. Prior to being elected to Congress, I served two terms in Nevada’s State Assembly and three terms as Nevada’s secretary of state. Currently, I sit on the House Ways and Means Committee which oversees our nation’s tax and trade policies. The policies that come from this committee directly affect the economic health of our country, and Nevada’s middle class families. Moreover, fiscal responsibility needs to be a top priority for Congress. This assignment allows me to be a more effective advocate for the wise stewardship of taxpayers’ dollars. It is also an exclusive committee that has jurisdiction over all taxation, tariffs and other revenue-raising measures, as well as Social Security, unemployment benefits, and Medicare. As a former member of the House Natural Resources Committee and current Policy Chair of the Western Caucus, I continue to advocate for issues such as private property rights, mining, public lands access and wildfire prevention all of which directly impact the state of Nevada.

What are the important issues that you would address if elected?My No. 1 priority in Congress is to turn our nation’s economy around and get Nevadans back to work. Despite claims that unemployment would not rise above 8 percent if the stimulus bill passed, millions of jobs have been lost and thousands of Nevadans are out of work since its passage. Raising taxes and growing government is not the answer to fixing our economy. Congress should adopt pro-growth policies that expand tax relief across the board and allow Americans to keep more of what they earn. Many of the government policies today are standing in the way of innovation, growth and economic recovery. Capitalism is the foundation of America’s prosperity and Congress should remember the principles that made our nation great. Growing government, increasing taxes, and discouraging investment impedes economic recovery. Curbing out of control spending and balancing the budget should be a top priority for Congress. While Congress and administration has continued to waste taxpayer funds on bailouts, stimulus bill, and programs such as Cash for Clunkers, Nevadans have struggled to keep their businesses open and their homes out of foreclosure. It is time that more than lip service is paid to controlling government spending.

Why should voters choose you over the other candidate?Providing constituents with the best possible services has been a priority for me since coming to Congress. Whether my office is assisting seniors with their Social Security checks, veterans with their VA benefits, or helping individuals with foreclosure problems, providing these services is one of the most important things my office does. Traveling Nevada while I am in state and calling Nevadans for tele-town hall meetings from my office in Washington, D.C., also allows me the opportunity to listen to what is important to my constituents so I can better represent them. In Congress, I have fought against massive tax increases, reckless spending, and the expansion of government. I describe myself as a low tax, small government, reasonable regulation, free market capitalist. There is no question that spending is out of control in Washington, D.C. Between all the bailouts and the stimulus spending, our nation is now facing record deficits and debt. Big government programs and spending are not a substitute for private-sector growth and job creation. The fraud perpetrated on the world must be brought to justice and the money seized to pay victims. The Glass-Steagall Act should be put back into law so we can trust the banks again. Join me in a movement to return our Constitution to its original intent that “We the people” means natural persons not corporations. This would change our government in the direction I believe both Republicans and Democrats want to see with regards to corporate contributions.We must bring our troops home and look at the redundancy in the military budget.

Question 1

A Yes vote would amend the Nevada Constitution to provide for initial appointment of Supreme Court justices and district judges by the governor from lists developed by the Commission on Judicial Selection. After serving at least 12 months, those appointees would be evaluated by an independent Commission on Judicial Performance and voters at the following general election would decide based on those evaluations whether to retain the judge. If the judge failed to get at least 55 percent of the vote, he or she would be removed and a replacement appointed. If the judge gets the votes, he or she would serve a six year term, following which another evaluation and vote would take placeSupporters say the appointment process mirrors existing law to fill a judicial vacancy between elections and has worked well by recommending highly qualified appointees. They add that this process would free the judges from having to seek contributions.A No vote would retain the existing system of directly electing judges.

Question 2

A Yes vote would amend the Nevada Constitution to authorize the Legislature to create an intermediate appellate court between district courts and the Supreme Court. It does not mandate creation of an appellate court. If created, the appellate court would hear appeals from civil and criminal district court cases, relieving the caseload on Nevada’s Supreme Court that is one of the nation’s busiest. Supporters say it would reduce delays in resolving cases while improving the quality of rulings by giving justices more time to deal with a reduced caseload. Nevada is one of just 11 states without an appellate court.A No vote would maintain the current language that does not allow an appellate court.

Question 3

A Yes vote would amend the 1955 sales and use tax act which created Nevada’s base 2 percent sales tax. It would authorize the Legislature to amend that act without first getting voter approval but only when a change is necessary to resolve a conflict with federal law or an interstate agreement to provide for collection and enforcement of the tax. Lawmakers would be prohibited from increasing the tax rate or reducing any of its existing exemptions. The question is designed to help all states better capture such things as tax revenues from Internet sales.Supporters say Nevada must act in a timely manner to comply with the nationally adopted Streamlined Sales and Use Tax Agreement because requiring voter approval to make any changes can cause upwards of two years’ delay in complying with that national agreement, which can generate significant revenues for Nevada.

Question 4

A Yes vote will approve changes to the constitutional amendment approved four years ago known as the People’s Initiative to Stop the Taking of Our Land (PISTOL), which strictly limited governmental powers of eminent domain. The original amendment was designed to prevent governments from condemning property then turning it over to another private business entity to develop. This amendment was agreed upon by government as well as the authors of the original PISTOL amendment to fix several problems all agreed could cost taxpayers far more money and interfere with efforts to build and maintain infrastructure such as schools, roads, water supply, sewage systems and public transportation. Supporters say it will still protect property owners from improper moves by state or local government to take their land.Opponents say it will weaken the original amendment’s protections of their property rights.

Question 1

A Yes vote would authorize the Carson City School District to issue general obligation school bonds to finance the acquisition, construction, improvement and equipping of school facilities. The bond would be tax neutral; your taxes would not go up or down as a result of the question passing or failing. Funds provided by the bonds will be used by the District to finance the acquisition, construction, improvement and equipment of schools and school support facilities, as needed between now and November 2, 2020. If the proceeds of the taxes generated by the 43 cents per $100 of assessed value are not needed for payment of the bonds and purposes related to bonds including the required reserves for bonds, the proceeds may be used to pay for capital projects of the district. A “no” vote would prevent the district from issuing general obligation school bonds or utilizing available property tax revenues as outlined in this Question. If the question does not pass, the funds would go to the city’s general fund.

Question 2

This ballot question will serve to advise the Nevada Legislature of whether the majority of the voting public believes that the consent of the governing body of the local government should be required before the State Legislature can act to decrease revenues or reserves collected by, distributed to, or held by the local government, or impose fees on or mandate new or different services be performed by the local government. The Nevada Association of Counties has estimated that since July 2008 the Legislature has taken over $265 million in revenues collectively from the 17 Nevada counties to balance the State’s budget. If approved, this question would send the message to the Nevada Legislature that the voters of this county want their local taxes to fund the provision of services by their local government and that the State should balance its budget without taking revenue from local governments. A vote against the question would send the message that the primary responsibility of providing government services remains with the state, therefore it is the duty of the state to use available revenue regardless of the source to balance its budget and carry out its responsibilities.
