NEWSPRINT PRODUCTION
Growth of Industry One of the Outstanding Features of Our National Progress
That Canada has, within a relatively short space of time, taken her place among the wealthier nations of the world is the resul t of her good fortune in t he possession of vast natural resources and the enterprise and energy of her people in developing them .
The pulp and paper industry has been one of the prime factors in the achievemen't and in this direction Canada made t he most surprising record in her history during the :!"ear just ruo ed. For theo first time sbe delini,tely took the lead of the nations of the world in the production of newsprint. The production of this commodity in the Dominion for 1926 has been estimated at 1,881,737 tons and on this basis exceeded, by 24 per cent, the figu re for 1925. Canadian production also exceeded that of the United States (previously in the lead) by about 195,000 tons of newsprint. During th year, seven teen new newsprint units were pu t in tQ operation; of these thi rteen were jnstall ed in Quebec, one in Ontario, two in Bri tish Co'iumbia , and one in M nitoba. In the latter province the timlber is administered by the Department of the Interior,and the contract entered in to between the operating company and the Government constitutes the most modern pulpwood sale on the continent, aiming, as it does, at a perpetual supply of pU!lpwood for the mill, by application OJ rational, rather than exhaustive, methods of forest managemellit.
Canada's newsprint mills started . the present year 0 9Z7) with a ra ed capacity of 7,350 tons per day as compared with 5,700 tons per day in 1926, in which year they produced over one third of the world's new print. If present plans are realized the capacity will be increased a further 1,200 tons in 1927.
In spite of the great expansion in newsprint production , th e markets in the United Stat e, Great Britain, Australia, and other countries have been able to absorb the increase and the Canadian mills have been able to operate close to capacity. It may be pointed out that most of the pulp and paper mills in Canada are of modern construction and their proximity to pulpwood supplies and power places them in an advantageous position.

One of the most interesting of the early explorations across northern Canada was that made in 1771-2 by Samuel Hearne, who travell ed from FO!'lt Churvhill on Hudson bay rto the Arctic ocean a t the mouth of t he Coppermine, and returned by a more so ut'herJy route through Great Slave lake . H e aCCOlllpanied a band of I ndians in t heir most erratic wanderings and, t hough -without instruments, he kept a record of his courses, and on his return he produced a map . This was accepted a few years later and was incol,])ora ted in Captain C ook's map of t he world. It has since been repl'Oduced on a ll maps of Canada.
From time 1Jo t ime, dl1l' ing t he course of more recen t explorations in to nort hern Canada, features of H earne's map have b een identified and adj ustments made. One of his pivotal points, passed on both the outg.oing and return journeys, was called 7'helew aza Yeth or Little Fish Bill lake. It lies in t he country north of lake At habaska, and 7'helew aza river which drains it has been accepted on >a ll maps since tha t of Captain Cook as the SOl1l'ce of Thelon river. EX'plomtory surveys made into this region during 1926 by Mr. G. H . Blanchet, D.L.S. of the T opographical Survey , D epartment of the Interior, led to t he rediscovery of H earne's 7'helew aza, determIned its true course, and corrected a geographical error of 150 years standing by proving it to be the headwa ters , or T hcJ.on ri·.' ~~ . Lhis explora ion several hundred miles wcre taken from the length of Thelon ri v r and HO miles of new water added to t he Dubawll t , and the TaHson-Tazin River system was emended by the disrovery of a new tribu tary dra ining the country 1Jo ;he northeast of T azin lake. This is the Edza zeth Thelcho or "Skin of an Animal" river of the I ndians and is now call ea A.bitau river.
The jouney en-ta il ed about 800 miles of canoe ;raveL Eighty-six rllipids were encomtered and the portaging amounted to about 75 mil es alii owing for the rcpea ted trips at each carrying place. The genera l route followed as far as the Arctic-Huds m Bay divide was su~gested by reference to several Indian maps. Atha,haska 'ake was left b y a portage route from Black bay to Tazin lake and Abitau river was ascended to its source on a grea t dome-shaped area which here ~orms ,the Arctic-Hudson Bay height of land . The parting of the waters on this Bat-topped divide is inten ely intere ting. Slight accidents of topogmphy turn the sma~ l streams t his way and tha t and many such rivUlets, uniting, produce strea,ms which fall away down the slopes QIl.. each side with ever increasing volume.
The divide was crossed by following a number of small lakes and ponds where the streams were too Ell·all for the canoe. Finally , as the Hudson Bay slope was descended, a river large enough for canoe navigation was reached to the northoost and this was la ter found to correspond to Hearne's Thelew aza. The country here falls in long gentle slopes with only a few sca ttered hills breaking its regularity. Short, rapid stretches of river al ternate with lakes of great irregularity through which it was difficult to find a course. One hundred miles down the coul' e of the 7'hele.w aza river the locality was reached in which it had been su pposed t he river turned northerly to join the T helon . I nst ead, it swung more eas terly, t hen south and finall y entered known Dubawnt waters at Wholdaia lake by a great northwest bay.

Along with the record output and export of newsprint, was an increased export of wood pulp' (groundwood, sulphit e fi nd sulphate) . The official production figures for 1926 are not yet avail3JbJe but the increased export figures are indi cat ive of in-creased production and a greater demand for Canadian pulp in foreign markets. The 'Production of book and wl;a,pping papers is on a more even keel since the products meet more part icuiarly the demand of the home market , but even here the exports show increases in most cases. In the manufacture of artificial silk (rayon) from wood pulp Canada is progressing rapidly, and Canadian mills now upply , it is said, 50 per cent of the world 's requirements of bleached sulphite for this purpose. It is e,.pected that in the neal' future, several large plants for th e manufacture of ray-on will be est8lblished in Canada .
The pulp and paper industry in this country is repre ented by a -capital investment of over five hundred million dollars : it gives direct employment to over 28.000 workers-to whom :1.bout $39,000,000 per year is paid in wages and salaries-in the miNs alone, disregarding those engaged in woods operations ; and in 1926 th e exports, valued a t $173,491,-635, represented 17 per cent of the total export trade.
These facts, strong though they be, are still furth er emphasized if the industry is regarded from the angle of value added to the raw material in the proce ~ of manufacture, or the net value of production. T his net value of produ ction is admitted to be one of the best indi ca tions of the nationa,l va lue of a manufacturing industry and in th e case of pulp and paper the net value is 60 per cent of the gross value, and very much greater, in proportion, than in any other important manuf[l;Cturing industry in Canada.

This is not to be wondered a t cons idering, on the one hand, how much there is to be seen and enjoyed on such a tni,p and on Vhe other, tha t routes which in tJhe famous goicl rush of 1898 were_ conquered onlly by H erculean la!bours and a t t he risk of life and lcimlb, can now be traversed wi;th comfort a nd amid luxurious surroundi ngs. The tourist traffic into Yukon t erri tory is now such t ha t an through tID e season rut least one st.eamer per day lands its passengers at Skagway-the coast terminus of the White P[l;SS and Yukon raJil way . Most of these steamers, which a re models of steadiness a nd comfort, belong to tJhe two Caruadia n transcontinental railways. F rom Skagway the tourists go over this railway line to Burnett, Oarcross and White H orse and from these places take steamer for Taku Arm and Attin, famous distriocts in Bri tish Cdlumibia, or go on to Dawson (Yukon) and N-enana (Maska) .
In 1926 over seven thousand tourists visi ted these pla.ces of WbOlJIl over one thousand went down the Yukon to D awson. 'Dhese numbel'S are exdusive of the big game hunters who go north in the autumn and who outfit a t Wihitehorse foar the hunting grounds whi·ch from tha t :point 'are ,rellJdhed by launch, motor car or pack train. The th11itJ.Iing scenery of the mountains with the deep canyons, nIshing rivel'S, and snowcapped peaks and the grandeur of the Yukon river, the great highway to the Klond)"ke and ·this land of the midnight sun, are the chief a ttractions of the route. Another lure of the trip is the opportunity to see placer minin.g by hydraulic and dredging methods conducted on a scale not exceeded anywhere. The tourist is enabled to get a diose view of operations by taking a short run out fwm Dawson by automobile.

A feature that has tended to· increase the popularity of these routes, resorts and hunting grounds is that, by means ~ wire and wireless, tourists can keep in al most constant touch with their homes and offices in any part o.f the continent, wbil e at the same time enjoying am the advantages a nd the health-giving freecLam of this great northern playground. For sixLeen years the runs remained smaH and it. was not until artificial planting had 'been resorted to that any a;p.preciab1e improvement was noticed in the sit ll'ati'on. Beoall'se no sockeye were getting wbove H ell 's Gate ,canyon, the ha tchery at Stuart 1ake was closed for a number of years. In 1920 it was reopened and an experimental d istribution of eggs and fry was made the next year. At tJhe end of the four-year cycle one of the best runs in years was reported.
Last year the big shi'pment O'f 15,000,-000 sockeye eggs was made to the upper waters of the Fraser and it is confi dently hoped that a continuation of these methods will result in firml y reestwblshing the Upper Fraser as a great sockeye spawning area.
The north boundary of Alberta is that ,part of the sixtieth parallel of latitude between longitude 1100 and longitude 120 0 west of Greenwich. A portion ot this boundary extending westerly from Slave river to Little Buffalo river, a distance of thirty-six miles, was surveyed and marked on the ground by the Topographical Survey, D epartment of the Interior, during tJhe summer of
1925.

The natives of other new countries had can<>es for inland waterways but fo r the most part they were clumsy inefficient affairs which disappeared before rtbe superior water craft of the white man. Not so the birch-bark canoe of the Indian tribes who dwelt in Canada. Their craft was adopted by the white explorers and traders, and to-clay, now tha,t new materials are available, canoes made in Canada, whi<:h are the best in the world, a re modelled on the lines of t he redman's birch-bark, and are each so light as to be readily carried by one man and so seaworthy as to outride storms on our grea,t inland freshwater seas and even on Hudson bay itself .
Never coun try had such a canoe and never canoeist had such a country as Canada. And CanMa invites her own children and those of other count ries to take these canoe tri ps. All she asks is that tourists kee the game laws and do not burn down the forests. Canada needs the forests in her business-they constitute a very important part of her bu iness---and then, no visitor would desire to come back the next year to fi nd a blistered and blackened brUle. 'There are hundreds of canoe routes in all parts of Canada and for the convenience of intending voyagers the Department of the I nterior has prepared maps and detailed directions for a large number of t4ese in all the provinces.

From the southwest corner of Alma lake the rou te turns south t o the Medway river through Medway, Dean , and Eel lakes, rand bends 'Southeastwardly to t he large PonllOok 'lake, 34 mil es from the detrain~ng point. A di rect westerly course is D OW followed and a way is threaded through t he extensive network of la kes between P onhook hke and beautiful Rossignol lake, only three short portages, of less than haH a mile each, being necessary. F rom here the Liverpool river is foll owed northwardly to K ej imkuj ik lake, where good a.ccommodation can be obtained. Wi th the building of a completely equipped and modern hotel rut Waterton Lake park, this charming reservation wilJ at Ilast Ilake its rigihtful place among the most attractive of Canada' national pl aygrounds. As is well known this park lies contiguous to t'he United States Glacier park. Geography has vi rtually made them one playground and the building of a hotel in Canada by the Great Northern Railway Company-an organization which has done much to develop Glacier park- and the establishment of regular b oat and bus services between the two reserves, must result in greatly increasing the travel to t he Waterton Lakes park .
The inauguration of a through bus service from Waterton to Banff, thence to Lake Louise and F ield, will not only faci litate t ravel between Water ton Lakes, Rocky Mountains, and Yoho parks but also with the United States Glacier park. In the United States there exists already a highly developed system of highways which touches all the main national parks in the western States, and conne<:ting bus lines make it possible for visitors to travel easily from one to the other. The new t ransportation facilities in connection with the Canadian parks will no doubt cause many tourists to extend thei r trips int o Canada and to en. ioy the wonders of the Canadian Rockies in the open-air, open-sky way.

The establishment of a new post "on the sou thern end of Baffin island and a reconnai 'ance survey in the very heart of the Canadian Arctic a rchipelago will be carri ed out during the annual patrol of the Dominion's northern iSland possessi()ns this summer. Pr~ration for the 1927 eXlpedi tion are being pushed fo rward by the North West Terri tories and Yukon Bran<:h of the Depal'tment of the Interior and, in addition to the new work outlined aibove, the posts already estrublished will be re-provisioned and the necess!liry relief changes made in the police personnel.
The S.S. Beothic, wh.i.ch made last year's patrol, has again been chartered and will saH with uhe expedition from North Sydney, Nova Scotia, a;bout July 15. The fi rst point of call on the northward journey will be the Danish port of Godhavn, North Greeruand. P ond Inlet , on Baffin isla nd wi ll !be the first of the Canadian posts visited, alter which the expedition will go to Dundas Hral'bour, Dev()n island; Craig HaJ1bour, Ellesmere isJ.and ; Etah, North Greenland ; R ice Strait and Baclle Peninsula, Ellesmere island, in t he order named.
Leaving Ba.che P eninsula the ship will begin the southward journey, touching at Dundas Ha dlOur before the projoctecl cruise up Lancaster sound, Barrow strait, and Melville sound is begun . I<:e and harlbour condiitions along these waters wilq be invesbigated with a view to establiShing a post, at a later date, on Bathurst island, Cornwallis island, or Melville island. The Beothic wil[ return to Pond Inlet, later visiting Olyde R iver, Pangnirtung, and Lake Harbour al 0 on Baffin island .
