Pensacola)couldIdoitwithpropriety,but,presentcircumstancesofAffairs,becompliedwithbyme.AsIhaveneverhadtheleastcorrespondencewithDonGalvezor
anyoftheSpanishCommanders,exceptacomplimentaryletterfromtheGovernorof
heHavannah(sic)

Nomaterialmovementsonthepartoftheenemyhavingtakenplaceinthisquarter
sincemylastIhavenocommunicationsofanyimportancetomaketoyou.IbegyoutobeassuredthatIametc.[thisisadrafttohissecretary]

kindastopresenttoMrs.Washingtonandme,aresafelyarrived.BeassuredSir,I
receivewithparticularSatisfactionthismarkofyouAttentionandPolitenessandthat
itclaimsmymostsincereThanks.IhavenoyetbeenhonoredwiththeparticularsoftheSujectionofPensacolatothe
ArmsofhisCatholicmajesty;norwiththeTermsofitsCapitulation[thisisalie.He
makesclearreferenceofittotheletterdatedJuly10,toThePresidentofthe
Congress];IamperswadedyouwillbepleasedtogivemeaCopy.Iametc.

Sir:IwasYesterdayhonoredwithyourfavorofthe2nd.Itgivemepleasuretofindso
goodadispositioninDonBernardodeGalvestoconcerthisoperationsinsucha
manneragainstthecommonenemythattheinterestsofHisCatholicMajestyand
thoseofourselvesandourAllymaybemutuallybenefitted.Youmustbesensiblethat,inthepresentpoliticalsituationofAffairs,Icannot,withanydegreeofpropriety
behalfoftheUnitesStatesproposeanyjointplanofoperationtoDonGavez,thoI
flattermyselfthatdifficultywillbeherelongremoved.NeithercanIatthistime
determinewhetherweshallbeabletoactoffensivelyagainsttheenemyinSouth
CarolinaandGeorgia.ThatwillinagreatmeasuredependupontheNavalassistance
weshallbeabletoderivefromourAlly.OfthisyoumayassureDonGalvezthatshould
anyoffensiveplanbeformedandwhichistobeundertakenbytheAlliedArms,IwillusemyinfluencewiththeFrenchCommanderstogivehimduenotice,shouldInotbe
abletoopenacorrespondencewithhimmyself.Inthemeantimeyoumayinformhim
thathecannotmakeamorepowerfuldiversioninfavourofthesouthernStates,than
bypushinghisArmsagstEastFlorida.IamobligedbytheextractofDonGalvezslettertotheCountdeGrasseexplainingatlargethenecessityhewasunderofgrantingthetermsofCapitulationtotheGarrison
ofPensacolawhichthecommandantrequired.Ihavenodoubt,fromDonGalvezswill
knowattachmenttothecauseofAmerica,buthewouldhaverefusedtheArticles
whichhavebeendeemedexceptionable,hadtherenotbeenverypowerfulreasonto
haveinducedhisacceptanceofthemWeopenedourfirstparallelontheNightofthe
6th.
