The vision of TMCE dates back two decades ago when in an event
of TMMS, Khewra, Dr. Zaheer Ahmad, Founder Chairman, gave his
dream to establish an Education City that would be parallel to the
renowned cities of the world catering to education, like Boston,
Cambridge, Oxford.
Vision of a City of Education
In 1992, Retired Major.
Muhammad Ikram, decided
to leave his home in
Islamabad and start living
in a village called Ratwal,
near Fateh Jang. His
mission was to establish a
Standard English medium school in order to
bring change at the grass root level.
A local landlord friend, Mukhtar Khan offered
him 20 kanals of land for this purpose. Major
Ikram used his pension & gratuity to construct
a few classrooms. In its first year, he enrolled 8
children. No doubt his sacrifice and
determination were unquestioned, but it
became difficult for him to sustain the school.
So in 1994, he approached TMF for help. TMF
agreed to adopt the school in order to prevent
it from closing. TMF began the slow process of
constructing a new building, and hiring new
staff to attract greater number of families to
send their children for education. Now, 500+
students are studying there.
A Retired Major's
Initiative
In 1996, the TM Model School got affiliated with TMF. The same year,
on the request of TMF, Mukhtar Ahmed Khan donated 25 acres of land
to develop other institutions here. Then TMF decided to establish its
City of Education here and started to purchase land for this purpose.
From 1996 to 2000, TMF acquired 250 acres of land in the area. It was
funded by well-wishing donors.
In April 1998, the ground breaking ceremony of TMCE was organized in
a simple function.
In first week of April 2002, the first academic block spanning 15,000
sq.ft. area was completed and handed over to the staff of Tameer-e-
Millat School of Excellence for Boys (TMSEB). Thus the school started
its functioning and opened admissions.
In 2004, in order to utilize the vast land of TMCE some development
activities were started, such as purchase of a tractor, completion of a
water dam, installation of a water supply scheme, etc.
In 2005, a Development Department was formally established and
Capt. Mirza Nadir Ali was appointed as head. In this year, a dairy farm
and fish farms were also developed. Guava were also planted.
In February 2006, Tameer-e-Jannat (TJ) started functioning. TJ was
started to accommodate and educate the orphans and needy children
of earthquake hit areas of Azad Jammu & Kashmir and Khyber
Paktunkhwa. For this purpose, a separate hostel and an academic
block was constructed.
In September 2006, Tameer-e-Millat Institute of Technology was
established. The institute offered a 3 year Diploma in Associated
Engineering in three trades as well as certificate courses. TM School
Health System was also launch in 2006.
In 2007, first matriculate batch passed out from TMSE. It showed
tremendous results in all over Tehsil.
In 2008, Tameer-e-Millat Central Library first floor was completed
comprising of 6,250 sq.ft. All the students of TMCE began benefitting
from the library.
In 2009, a 3 year diploma in Dress Designing and Making (DDM) was
started in TMIT for women. An industrial home is also established.
In 2010, Mess and Maintenance departments were formed separately
and independently. Accounts department was also independently
developed.
At 28,000 sq.ft., the Islamic Center's was completed in 2010. Some
work regarding its finishing still remains, although the hall is used for
daily prayers.
In 2011, for the first time in Pakistan, a 3 year Diploma of Associate
Engineering in Critical Heathcare Technology was introduced. USAID
funded to construct 2 floors of TM Model School for Girls.
In 2012, the construction of 2nd and 3rd floors of TM Model School for
Girls was completed and start functioning.

The deadly earthquake measuring 7.8 on the Richter Scale on
October 8, 2005 severely affected the area of Muzafferabad, Bagh,
Neelum (AJK) Balakot and Batagram (KPK) killing over 75,000
people and leaving 3.5 million homeless. Educational infrastructure
was severely disrupted as 9,479 school buildings were either
reduced to rubble or became unsafe.
TMF hence steeped forward with Tameer-e-Jannat (TJ) a complete
residential educational facility, located at TMCE. TJ was developed
after thorough survey of the quake-hit areas and an in depth
analyses of the long term needs of the victims.
A separate new building spanning over 11,500 Sqft. was
handed over to TJ management in 2007. It has 14 rooms.
In February 2006 first group of 19 students from Chanari,
Muzaffarabad came to get admission in the school.
Total 200 students of earthquake-hitted areas were inducted.
In 2010 TMF decided to take orphans in TJ from all over the
country.
Sheikh Muhammad Ahsan a textile industrialist from Faisalabad has sponsored 100 children since its inception. TMF would not have been able to run the program without his support.

TMIT courses are held on a campus building spanning over
11,500 sq.ft. In September 2006, TMIT started its first
academic session with 41 students in Electronics, Electrical
and Telecommunication technologies.
In 2008, Civil technology was also introduced. In the same
year a 2 year diploma in Dress Designing and Making and a
one year Land Survey course was also started.
In 2010, Suleman Ahmed of TMIT scored 887/950 and
stood first in the one year Surveyor Course examination
held by PBTE, Lahore. Third and fourth position were also
secured by TMIT students.
In 2011, Critical Healthcare Technology was introduced for
the first time in Pakistan.
In 2011, Dress Designing & Making (DDM) program was
upgraded and turned into a 3-year Diploma in Associate
Engineering which was a revolutionary step. For this course,
a separate setup with an industrial home was developed.
The credit of this institute goes to the untiring efforts of an engineer,
Commodore (Retd.) Muhammad Rafiq Awan. Education, coupled with
skills and technology is imperative for the economic revival of a country.
TM Institute of Technology (TMIT) is therefore a valuable addition to
TMF, imparting useful skills to the youth and increasing their
professional potential. It is affiliated with the Board of Technical
Education Punjab (PBTE) and is awarding a Diploma in Associate
Engineering (DAE). It offers a 3 year diploma in different trades of
Associate Engineering as well as certification in one year diploma
course in various disciplines.

Smallest of the four constitutional provinces of Pakistan,
KPK has 25 districts. The provincial Capital is Peshawar.
Most of the Region's economic is driven by forestry.
In some districts such as Shangla and Kohistan only one person in
four is literate.
This district severely lacks the basic health and education amenities.
TMF's first venture in KPK was in April of 1999 in collaboration with the
Human Development Foundation (HDF). A cluster of community
schools was developed to impart basic primary education. Since its
inception, TMF is running 82 Community Schools at the grass root
areas of Mardan with a total enrollment of 1,839 students. The

In March 2002, The Hazara Public School in Shinkiari was established.
Situated 25 kilometers north of Mansehra city on the Karakoram
Highway. It suffered massive damage in the 2005's deadly earthquake,
and had to be closed for a brief period of time. It was then that it
became affiliated with Tameer-e-Millat Foundation. Academic activities
were soon revived in makeshift classrooms. With generous assistance
of The Maria-Helena Foundation, TMF has reconstructed the school
building. Now Tameer-e-Millat is serving the community in the shape of
four institutions spanning over near one acre land i.e. TM Model School
for Girls, TM Model School for Boys, TM Model College for Boys and TM
Model College for Girls. The Students' strength in these institutions is
607 in girls school, 150 in boys school, 61 in girls college, and 109 in
boys college.
This region lies in the northwestern Pakistan, bordering
KPK and Balutistan. Also bordering Afghanistan, it
consists of 7 agencies. For the world and general
public of Pakistan it is merely a battlefield now, but for
TMF it is an area to combat ignorance and illiteracy in
this area.
TMF took an initiative to provide education here by taking responsibility
of Tameer-e-Millat Children Public School. It consists of 12 rooms with
216 students are enrolled including 63 girls.

S TMUEducation is the need of every society, but in Pakistan unfortunately this need
has long been ignored. It has remained a low priority-especially in higher
education. The visionaries of Shifa International Hospitals Ltd., Shifa
Foundation and Tameer-e-Millat Foundation realized the need for an
intervention and innovation, and thus the idea of Shifa Tameer-e-Millat
University (STMU) was born. STMU is jointly sponsored by all three of these
organizations. It was envisaged and planned to be a Federally Chartered,
multi-disciplinary, multi- campus university. The first campus of STMU is
planned to be constructed in Islamabad and will house state-of-the-art
facilities and equipment.
STMU is to be a non-profit university set up in the private sector to impart
education in health and other sciences. Its Chancellor, Dr. Mohammad Ata
was elected by the Chancellor Election Council from amongst its members
comprising all members of the Board of Governors of Shifa Foundation and
Tameer-e-Millat Foundation along with all the members of the Board of
Directors of Shifa International Hospitals, Ltd.
On January 16, 2012, the Lower House of Parliament passed the Shifa
Tameer-e-Millat University Bill unanimously. Chief Whip Syed Khursheed
Ahmed Shah moved the bill entitled 'The Shifa Tameer-e-Millat University Bill,
2011'. Lawmaker Ahsan Iqbal speaking on a Point of Order paid rich tribute to
the founder of Tameer-e-Millat Foundation and Shifa International Hospitals
MISSIONTo equip upcoming generations with intellectual, social and scientific knowledge and skills in varied academic disciplines at par with international standards by establishing state of the art academic and research facilities with conducive academic environment.
VISIONTo work, within parameters of the charter, to create and disseminate knowledge in the fields of Health, Engineering, Business, Basic and Social Sciences and other emerging fields in order to contribute to the process of nation building in keeping with our religious, historical and cultural ethos.
Ltd., (Late) Dr. Zaheer Ahmad who initiated the process for setting up the
university. He lauded his services in the education and health sector of Pakistan.
The Senate also passed the Act on February 10, 2012. President Asif Ali Zardari
accorded his assent to Shifa Tameer-e-Millat University Act 2012. He expressed
the hope that the University would also focus on teachers' training programs and
their capacity building. He said that in view of the critical role of teachers in
building human capital there was a dire need to focus on teacher training.

Shifa has always been mindful of its responsibility towards the community and has consistently focused on
Corporate Social Responsibility. While the main aspect of this social work is related to healthcare, a phenomenal
part of this work involved partnering with Tameer-e-Millat Foundation to undertake sustainable and life-changing
educational initiatives. These partnerships include different collective and creative initiatives that culminate in
bringing good to the two organizations, the community and making these development-focused projects more
meaningful, some of which are:
Under this program, these children are taught up to higher secondary level in a residential educational setup at
Tameer-e-Millat City of Education, situated in Ratwal, Fateh Jang or at its school in Islamabad.
Providing economic incentives to TMF Vocational Center of DDM-Dress Design Making. This way
SIH strengthens the efforts of these programs aimed at women empowerment.
Allied Health Professionals are an integral part of healthcare system along with doctors
and nurses and through this program SIH and TMF have started a 3-year Associate
Engineering Diploma (DAE) in Critical Healthcare Technology with active cooperation
and coordination of Technical Education & Vocational Training Authority (TEVTA) that is
a government body.
Self-reliance initiatives by purchasing milk from the dairy farm in TMCE.
Shifa employees generously support & fund during TMF Ramadan & Qurbani Campaign.
Students of Tameer-e-Millat Foundation Schools actively participate in health awareness campaigns like
cancer walk, poster competitions etc.
Placement of donation boxes and sale of Tameer-e-Millat News at different locations in the hospital also go a long way to fund

In 1987, the founding fathers conceived this idea and put

making Shifa, today, a leader in quality healthcare service.

am writing this
message for TMF. It is
painful to see TMF
without Dr. Zaheer. But
it is a pleasure to see
the achievements and
success of a team, in the extremely
difficult condition and huge challenges.
Significant achievements have been
made, however bigger challenges are
ahead to “Educate Pakistan” with quality
education. It is a constant struggle which
would go on generation after generation.
The first leader, the first group and the
first generation of TMF have done more
than their share. The current leadership
has to continue the same momentum and
add value and more quality to it.
I have met several bright children (from
poor families) who were educated and
trained at TMF schools – they are in
advance year of their professional
colleges (medical, engineering,
computers, business). These young,
motivated and vibrant individuals made
me proud of them, their families, TMF and
its staff.
I congratulate all of them and my best
wishes and prayers for them. They all
have my full support as well as support of

As Tameere-e-Millat Foundation was created for imparting
education, similarly, Shifa Foundation (SF) was established
in order to cater to the under privileged people of Pakistan
who could not afford even simple basic healthcare. It was
registered as not-for-profit organization in 1991.
Services
Shifa Foundation Falahee Clinic (SFFC): Approximately 500 patients are seen
daily since its inception in 2001. This was only made possible through the
generous support of Shifa International Hospitals, Ltd by providing the
necessary infrastructure. It is funded mostly by donations.
Pakistan Kidney Institute (PKI): PKI as subsidiary of SF, it was established in
2004 by a group of USA an UK trained doctors. They serve the needy people
in the field of nephrology and urology.
Humanitarian Assistance program (HAP): HAP was established in order to
respond to the unprecedented post-disaster needs in emergencies, early
recoveries and rehabilitations. In response to the humanitarian call, HAP
initiated the relief activities to provide emergency Health Interventions,
Integrated privacy health care and nutrition services in the affected areas
during the 2010 and 2011 floods.
Student Medical Checkup: A large proportion of children in Pakistan, especially
living in rural areas, is suffering from malnutrition, anemia, infectious diseases
and associated frequent illnesses. It is a proven fact that most of the
communicable diseases are preventable through vaccination, personal and
environmental hygiene, access to safe drinking water & sanitation. So in order
to cope with the situation TMF in collaboration with the Shifa Foundation
conducts annual students checkup for its students.
Joint Venture with TMF
Shifa Tameer-e-Millat University (STMU): A joint venture of SF, TMF and Shifa
International Hospitals, Ltd. The university was approved in 2012 and has
since been working to add new programs to its existing colleges of medicine &
nursing.
