    The war on terrorGerge W. Bush i nt set ut t remake US reign plicy.     The argument was signicant because, unlike eight years earlier, reign plicygure prminently in the 2008 presiential campaign, especially uring theDemcratic primaries. Ira was the banner issue. Mre than ne in three Ameri-

    cans in the spring 2008 saw it as the mst imprtant issue acing the cuntry.37

    Obama argue that by reusing t en the war in Ira Presient Bush is giving theterrrists what they really want a US ccupatin unetermine length, atunetermine cst, with unetermine cnseuences.38 Obamas plicy prescrip-tin was straightrwar: he wul withraw all US trps within 16 mnths his electin.
