• Developing economies or economies of the South have emerged as drivers of global growth.

• Despite economic slowdown in the North, all regions in the South have experienced growth and South-South trade has grown to unprecedented levels

• According to UNCTAD, the world merchandise exports were at US$ 18.8 trillion in 2013 of which South-South trade was US$ 4.7 trillion.

• 56% of exports from developing countries went to other developing countries in 2013.

• According to World Bank developing countries now provide 33% of global investment and are projected to provide more

than half of total capital stock by 2030.

• Development Assistance from the industrially developed countries to the developing economies is under constraint given the financial and economic downturn.

• A number of emerging economies have emerged as providers of development assistance leading to further South-South cooperation in implementing country specific or regional projects.

• Governmental recognition of the importance of South-South cooperation is reflected in the institutions that have been set up to promote that involvement.

• Not only China and India but a host of countries of the South have set up export-import banks that support trade and development with other developing countries.

LINES OF CREDIT

LOC - A Catalyst for Trade Promotion

• Exim Bank gives special emphasis on extension of Lines of Credit

(LOCs) as an effective market entry mechanism.

• LOCs are extended to overseas financial institutions, regional

development banks and foreign governments and their agencies.

• LOCs enable buyers in those countries to import developmental and

infrastructural projects, equipment, goods and services from India,

on deferred credit terms.

• LOC is a financing mechanism that provides a safe mode of non-

recourse financing option to Indian exporters.

Lines of Credit (LOCs)

Exim’s own LOCs to economically strong developing countries and regional development banks

At behest of GOI, concessional LOCs to developing countries in Asia/ Africa/ Latin America/ CIS and Oceania with a long-term perspective. While Exim raises the resources and funds disbursement, GOI provides guarantee and interest equalisation support .

• Angelique International Limited and Mahindra & Mahindra (Mahindra Tractors) identified Africa as a high focus tractor market.

• In April 2010 first tractor assembly unit in Mali commenced operation with construction assistance from Angelique International Ltd.

• M&M introduced their fuel-efficient machines and transformed the way African farmers used tractors. Now with a single machine they could cultivate, plough, harrow, haul and do many other things at a low running cost.

• Govt. of Mali has now converted the facility to a regular factory with equity participation of Angelique International Limited.

Two LOCs aggregating US$ 80 mn were extended to the Government of Rwanda for financing the 28 MW Nyaborongo Hydro-power project in Rwanda.

The project slated to be Rwanda’s biggest hydroelectric power plant and would be a boost to Rwanda’s national power grid.

LOCs of US$ 10 mn and US$ 16.88 mn were extended to the Government of Gambia for financing the Construction of National Assembly Building Complex.

The project was inaugurated on October 13, 2014 by the Hon’ble President of Gambia H.E. Dr. Yahya AJJ Jammeh Babili Mansa.

The Assembly Complex constructed by Shapoorji Pallonji & Co. Ltd. comprises meeting rooms for VIPs, offices for majority and minority leaders, a chamber that can accommodate 400 guests as well as an auditorium with a capacity for 150 persons.

• Strengthening infrastructure and related facilities is vital for fostering a country’s productive capacity

• Exim Bank plays an active role in supporting Indian project exporters to execute such developmental projects in overseas markets, which in turn supplement the efforts of the host country governments in achieving their developmental objectives

• Under the Programme, the Bank extends credit facility to

overseas sovereign governments and government owned entities for import of goods and services from India on deferred credit terms.

• Bank obtains cover under NEIA through ECGC; guarantee fee to be borne by the buyer/seller, as may be agreed.

• Facility to cover 85% of contract value. Higher Credit amount may be considered on case to case basis.

• Credit Period between 8 to 12 years; longer tenor may be considered on merits.

• The Bank has till date sanctioned an aggregate amount of US$ 2.18 bn for 16 projects valued US$ 3.49 bn.

ECO TASAR SILK PVT. LTD. : Formed in association with Masuta Producer Company Limited (a producer company promoted by PRADAN, the shareholders of which are the Weavers from its TASAR project in Jharkhand and Bihar). Bank has sanctioned Pre-Post Shipment Credit/Working Capital facility during 2012 towards part financing the cost of procurement of raw materials to meet export order requirement towards off-the-loom products on handlooms in Bhagalpur working with 1200 artisans. Product range consists of scarves, stoles, shawls, sarees, throws and dupattas. INDUSTREE CRAFTS PVT. LTD. : Is a Bangalore based profit organization which specializes in using locally available natural materials such as river grass, banana bark yarn and palm leaves amongst others to create objects of everyday use, which works with 300 artisans.

SAHAJ – AN ORGANIZATION FOR WOMEN’S DEVELOPMENT : Is a registered trust and is working with more than 1200 tribal women artisans and nearly 700 tribal families. The main activities include Bead work, Bamboo basketry and furniture, Paper Mache, Beaded Jewellery, Wood carving, furniture, Block Printing, Stuffed toys, etc.

• Under The Mango Tree works with farmers and sources high-quality, fairly-traded honey from farmers society and other producer cooperatives across India. It is India’s only organic, single-origin honey brand.

Training and Workshops conducted

• Exim Bank conducted a ten-days “Design Development &Training Workshop” for 30 rural women artisans in the area of coconut shell crafts in Marcel, Goa. The workshop imparted training to women artisans with a view to improve the scope of their income generation through new design and development of marketable products. The initiative resulted in developing of 25 prototypes having international appeal in the said craft.

• Organized a 15 days training cum workshop programme for 60 master artisans for Handloom Products in association with Impulse Social Enterprise Private Limited, Shillong, in Golaghat District of Assam. The objective was to impart training to the skilled master artisans to improve their understanding and quality consciousness of handloom products, in the larger context of improving the scope of income generation through new design and development of marketable products.

Impact

• Improving Packaging, Presentation and Marketing of Bamboo Craft Products, URAVU, Wayanad, Kerala : Promotes bamboo craft for ensuring livelihood sustenance of rural poor, especially women. Exim Bank conceptualized a bamboo pen “Script O”. Exim Bank intervention has helped : Increase the brand value of URAVU through promotional videos and other packaging and design workshop. Productivity of workers almost doubled and standardization of process helped them reduce cost to one-third. Tie up with Village Store, Mumbai helped them get Rs. 20 lakhs worth of orders.

• Mechanization of Agarbatti rolling activity, ORMAS, Bhubaneswar, Odisha : The objective being mechanization in rural enterprises for their efficient capacity building. Exim Bank loan of Rs.5 lakhs through GRID has helped : 400% increase in productivity from 2kg/day up to 10 kg/per day. 400% increase in income from Rs.18/day to Rs.90/day. Change in aspiration to people, Improved access to healthcare and Importance given to education of children. Easy replication of the machines has helped ORMAS to further scale up the project.

• ECO Tasar Silk Pvt. Ltd. : Impact in the Value Chain.

A. Yarn Makers :

1000 women yarn makers get sustenance on account of their association with ECO Tasar.

Rs. 1 cr worth of cumulative wages generated.

Only wild silk from Jharkhand and Assam tribals is sourced.

B. Handloom Weavers: Cumulative sales resulted in weaving of 1,05,918 metres just for the exports market. Overall, over 238000 metres woven materials were sold. The business has been able to generate Rs.1.2 cr worth of wages and has created job opportunities for almost 290 weavers on a full time basis.

C. Finishers and other service providers in Handloom Chain :

The business has been able to generate Rs.47,60,000/- as wages for approx. 124 persons.
