• Summary and Conclusion
Introduction
• The NCV was introduced to the TVET system in 2007
• Designed to provide a vocationally focused alternative to the last 3 years of high school
• NCV has three exit points at NQF levels two, three and four
• Very little is known about the further learning pathways of NCV4 learners
Questions
• How have NCV(4) learners navigated the
NQF?
– How many learners achieved NCV4
qualifications over time?
– What other qualifications (NQF level/Field)
have learners achieved post NCV4?
– From which institution types were post NCV4
qualifications obtained?
Methodology
• Data source - National Learners’ Records
Database (NLRD)
– MIS of the NQF
– Currently has 18+ million records of learning achievements
– Learners and their achievements
– National Qualifications & Part-Qualifications
– Recognised professional bodies and prof. designations
– Associated information
• Analysis period: 2009 to 2016
• Focus on achievement data

Summary
• Based on data in the NLRD, the PSET
achievements of NCV4 learners between 2009
to 2016 show that:
– Number of learners and achievements, mostly Females and predominately Black Africans,
– Over 50% in (Office admin, Electrical infrastructure Construction, Tourism and Engineering)
• Broad overview of articulation based on the
data indicates minimal movement across
SFW, Levels and institution types
Conclusions
• NLRD is a key source of learner achievement
data for the NQF
• Allows us to study actual transitions learners
make throughout their learning
• NLRD presents overview of actual articulation
realities on ground
• Limitations? (dependence on completeness of
data/updates/TVET/N)
Thank you!!
