Mayor Aaron Groff has a commitment to keeping the citizens of Fulshear apprised of what’s happening in the city. At the April 9 City Council meeting, Groff presented his “State of the City” to the general

public. In his speech, Groff reported the updates to the city’s growth and development.

According to Groff, last summer, the city of Fulshear was named the fastest-growing city in the Houston area. It was also named the 27th wealthiest city in Texas. “Lots of exciting things are happening, even from a statistics stand point when you look at the City of Fulshear,” he said.

POPULATION GROWTHDevelopment in Fulshear has come as a direct result of a recent

population boom, according to Groff. In 2003, the city had approximately 400 residents. In 2008, the population had grown to 700. Today, the population is around 13,000 within the city limits.

“People often ask me how big Fulshear is. And I say, “Well, do you want yesterday's number or tomorrow's, because that's how quickly at the growth is happening,” Groff laughed

In addition to the 13,000 residents inside the city, there are another 16,000 people in the extra-territorial jurisdiction for a

combined 29,000 people for whom the city provides.City officials estimate that by 2028, the population of Fulshear

will be at 30,000 within the city limits and another 88,000 in the ETJ. Said Groff, “The hard work that we're doing today is imperative for us to be ready for the growth that's coming in the additional 50,000 or so people.”

CONSTRUCTIONThe seemingly constant construction projects that have

residents frustrated are progressing well, Groff reported. The construction along FM 1093 has completed up to the entrance of Cross Creek Ranch, and completion up to James Lane is coming soon.

DEVELOPMENTTo prepare for the incoming developments in Fulshear, the city

recently created a coordinated development ordinance. “It puts all of our ordinances into one document,” Groff explained. Citizens and developers alike can use the guide to stay informed on city progression and zoning ordinances.

the coordinated development ordinance, developers had to reference multiple sources of information. The process was more tedious and time-consuming.

Groff said that the new ordinance guide has received ample positive feedback from developers, which has in turn made development in Fulshear more attractive to companies.

STRATEGIC PLANNINGCity officials and residents created a strategic plan for the

future of the city, including improvements to existing areas and the addition of new amenities. The study was a massive effort, but Groff maintained that the efforts were well worth it.

“What I'm learning is all of these strategic plans, all of this hard work that's happening on the front end pays off with so many dividends on the backside,” said Groff. “As we talked with developers and those who are coming to our city, they're excited about this process. The studies over the last year are critical to the development of Fulshear.”

MANAGEMENT SOFTWAREThe city integrated a new software platform whereby

businesses, developers and citizens can submit requests and inquiries online. The program has streamlined the process considerably, especially for developers.

“It's better customer service to make it easy from the very first time somebody says. ‘Hey, I'm interested in building in Fulshear,’ all the way to the end”, Groff explained.

The software also enables faster response time on the city’s side. The program has features for asset management, work order tracking and mobile access. Groff explained: “(The software has) all the things that are imperative to make it easier to do business with the City of Fulshear.”

SCHOOLSTo accommodate the drastic influx of families, school districts

are expanding and adding new schools. Katy ISD and Lamar Consolidated ISD serve the area.

A new junior high school will be opening in the fall of this year, which will serve half the homes in the Cross Creek Ranch development. The school is already slated for full capacity when it opens.

In 2020, another high school will open, also at full capacity.

LIVABLE CENTER STUDYThe city recently completed its Livable Center Study. Through

the coordinated efforts of city officials, residents and community representatives, the city now has a conceptual plan for how to maintain its “small-town charm” in an ever-expanding area.

The primary goals of the Fulshear Livable Center Study were creating a walkable and pedestrian-friendly area, encouraging development of downtown that perpetuates the verve of Fulshear and creating a sense of identity for Fulshear to preserve its character moving forward.

The plan has been approved by City Council, and the city now has a expressed vision for the future of the city.

PARKS AND RECREATION MASTER PLANTo preserve the natural environment of Fulshear, the Fulshear

Parks Commission purchased 15 acres of land that abuts the 10 acre area of Primrose Park.

The Master Plan for the new park has three phases. The first involves adding new park space to the recently purchased acreage as well as improving the usability of Primrose Park. The city will add more usable recreation areas like a regional park and sports complexes. Proposed amenities include a baseball/softball complex, multiple use fields for activities like soccer and football, two basketball courts, two playgrounds, an amphitheater, pond and pavilion.

The city will also add a median on FM 1093 that will be wide enough for pedestrians to use. The working title for this area is “Paseo Park”. Paseo Park will have a picnic area, paved promenade, butterfly and wildflower meadow, picnic areas, landscaping and small parking lot.

Groff stated that city officials and he welcome the growth and development of Fulshear and feel confident that the programs and plans in place will enable the city to expand indefinitely without sacrificing the small-town charm that makes Fulshear an attractive place to live.

Said Groff: “We are excited about everything that's happening. We hope that the city of Fulshear will become a destination and a local gathering point. We really do want to maintain our small-town charm. We want to hold on to who we are. We remember our history and embrace that while moving forward.”

Fort Bend County Precinct 3 Commissioner Andy Meyers presented the 6th annual Fort Bend County Arts Festival on April 27. The free event celebrated the literary and fine arts

talents of young artists and writers from Katy ISD, LCISD and FBISD schools with an exhibition of hundreds of original works.

In 2014, Meyers noticed that students and teachers who participate in the literary and fine arts are often overlooked, outshined by the academic and athletic achievements that are widely celebrated in the Katy community. Alongside local partners, Fort Bend County Libraries and All About Katy, the Fort Bend Arts Festival was created as a way to support and showcase the artistic accomplishments of local students.

With over 5,000 Katy residents in attendance, the festival, held at the Fort Bend County Library Cinco Ranch Branch, provided the community with an opportunity to explore the works of the children of Precinct 3. The display inside the library spotlighted all the various works submitted to the festival competition, which included an award-winning self-portrait, titled “Mermaid Dreams,”

by Jasmine Christensen, a local fifth grader. She expressed being excited to be recognized, and she was proud to have her work displayed at the festival. Several awards and recognitions were given to the artists, writers and their teachers by Meyers, who acknowledged the wealth of talent in the Katy community.

The Fort Bend Arts Festival also included the Summer Camp Expo, providing parents with information and options to keep their children busy this summer. Kelley Johnson and Venessa Homewood of the Westlake Preparatory Academy enthusiastically shared their summer camp program with the community.

“This is our first year at the Arts Festival, and this is our first year providing such a broad age range of programs for our summer camp,” explained Johnson, describing programs available for two through eight-year-olds and third through eighth grade children. Homewood added, “Our faith-based camp will provide activities ranging from sports and cooking to art and creative writing.” Westlake is just one of the many group and organizations offering a fun-filled summer for children all over Katy.

Attendees also enjoyed a Storybook Character Parade. This traditional part of the Fort Bend Arts Festival allowed participants to dress up like their favorite storybook characters and parade through LaCenterra at Cinco Ranch. Children truly enjoyed seeing their favorite princesses and characters wave at them from the parade.

Several local vendors offered kid-friendly activities throughout the festival. Master Lee’s World Champion Taekwondo showed children brief demonstrations and allowed them to kick and break boards. Goat Yoga Katy-Fulshear shared an adorable baby goat with children while informing parents about how fun Goat Yoga can be. Food trucks, face painting, bounce houses, obstacle courses, and live entertainment from local marching bands created a fun atmosphere. Families even explored inside a Fort Bend County ambulance and fire truck. The Fort Bend County Animal Services Shelter was also on-site with puppies available for adoption.

The Fulshear Police Department is one of the most well-equipped police departments in the country, thanks

to the efforts of the Fulshear Police Foundation. When the Fulshear Police have a need for something that isn’t covered in the city’s budget, they turn to the Fulshear Police Foundation for the funds to buy what they need.

On April 27, the Fulshear Police Foundation hosted its annual Gumbo Cook-off fundraising event. Gumbo teams were invited to the police station to cook their finest gumbo recipes to vie for winning votes. To vote, visitors made donations at the tents with the best gumbo. The group that collected the most money for the foundation won.

Some teams came from restaurants like Anthonie’s Market Grill and Dekkers Mesquite Grill. Others, like the West Houston Jeepers, were gumbo aficionados with family recipes.

McCullah and Joe Stalnaker set up a tent and cooked up their favorite gumbo recipe. “We’re not a professional restaurant”, McCullah said. “We’re a Jeep club who like to get together and have a good time as a family.”

Stalnaker said that the Jeepers frequently align their social events with charitable causes. “We spend a lot of time at charity events, raising money for good causes. We’re happy to be here.”

All the money raised from the event went directly to the foundation.

Judy McCoy of the Fulshear Police Foundation explained, “The money from today goes into the Fulshear Police Foundation’s bank account. Then when the police need something that's not in their budget, they send a grant request to the foundation, and we supply them with those needs.”

Since its inception three years ago, the Fulshear Police Foundation has purchased a considerable number of essential items.

McCoy listed some of the equipment that the foundation has donated: “We've done bullet-proof vests, ballistic shields, trauma kits, body cameras, and we've done lockers for all the guys. We’ve supplied rowing equipment, and we just got the big high-water rescue boat and truck.”

The foundation currently has over 500 members and has received amble positive recognition in the community, largely due to the high esteem people have for the police department. “The Fulshear Police Department is so well-respected and liked,” said McCoy, “Everyone is so generous and eager to help.”

Derek Einkauf is one of the founding members of the

foundation. He has seen the impact of the foundation’s contributions. “The triage packs have actually saved two lives,” he said.

“Because of the foundation, the Fulshear Police is one of the best and most well-equipped police departments in the country,” Einkauf said.

The Fulshear Police Foundation reported that the Gumbo Cook-off generated over $30,000 for the foundation, 100 percent of which will go directly to funding the needs of the Fulshear Police Department.

On Thursday, July 4, Downtown Fulshear will be filled with red, white and blue as the city celebrates Fulshear Freedom Fest.

This is the 12th year for the Freedom Fest, which is hosted by the City of Fulshear and the Fulshear-Katy Area Chamber of Commerce. Festivities will run from 6 p.m. - 9:30 p.m.

In addition to vendors, food trucks and activities for all ages, the celebration will feature live music from “Bag of Donuts”. Mayor Aaron Groff also promised that this year’s event will be “The most impressive fireworks show Fulshear has ever seen.”

To accommodate visitors, free parking will be available at Fulshear High School, and buses will transport people from

parking to the event. The city used the bus system for its Shamrock Shindig event in March, and the service was a success.

This year’s honoree’s for Freedom Fest are the city’s first responders. The title sponsor for the event is Houston Methodist West Hospital, and it is hosted in part by HEB. The fireworks show is presented in part by Walmart.

Amy Norvell, Executive Assistant for the Fulshear-Katy Area Chamber of Commerce stated, “We think we have one of the best free family events in Fort Bend County”.

In & Around Fulshear

Over 250 volunteers converged on City Hall on April 20 to beautify their beloved city for the “Keep Fulshear Beautiful Trash-Off” event. Volunteers included city

leaders, Girl Scouts, Boy Scouts, church groups and families. The diverse volunteers all shared a common goal: keeping Fulshear beautiful.

Twice a year, in the spring and fall, Forever Fulshear hosts a mass clean-up effort in which volunteers and organizations team

up to clean up trash and junk that has been carelessly dumped by roadsides and nature trails.

Volunteers also plant trees and summer crops to reinvigorate the natural beauty of the city.

CenterPoint Energy donated the 32 trees that were planted along Harris Street, which is slated to become a walkable area with the city’s new development strategic plan. Volunteers planted summer crops at the Irene Stern Community Center and at the Community Vegetable Garden at City Hall.

They then cleaned trash and roadside debris along Huggins Drive, James Lane and Dixon Road.

Keep Fulshear Beautiful also has a clean-up in the fall. Mayor Aaron Groff hopes that the community will continue to come out regularly to improve the natural beauty of the city. “Fulshear is growing, so the need for the community to be involved in keeping it clean is growing, too. When I see so many children and families come out wanting to help, it’s the best feeling,” he said.

The kids at Texas Children’s Hospital West Campus got a big surprise on April 25. The Fulshear Police Department, including mascot Sargeant McCann and K-9 officer Belle,

delivered new toys to the children seeking treatment.The police called the toy delivery “Bring Big Cheer”. The toys

were donated by members of the community and delivered by the police. Lieutenant Lindsay Miller said, “We’re sharing love, kindness, “high fives” and toys to the young children who are battling every day to get better.”

Because of the generous donations, the officers were able to deliver toys to three patient floors and still had enough presents to give the kids coming into the lobby for the first time.

The officers weren’t able to photograph the children seeking treatment, but Miller said, “We ssure you, the smile and joy on their faces was heartwarming. It was a bittersweet, yet amazing day.”

The Fulshear Police Department wants to graciously thank everyone in the community that donated toys to Bring Big Cheer to the children. Via their Facebook page, the police department said, “Thank all of you who generously contributed toys for us to deliver. Our thoughts and prayers go out to all the children (true heroes) and their families as they fight to get better.”
