Purpose:
To provide consistent instruction on the requirements for the
Transportation and Storage of Dangerous Goods (TDG). This
Standard Operating Procedure (SOP) will assist in providing a
consistent method of transporting and storing fuel and propane to
prevent spills or ruptures.
Scope:
This procedure applies to employees and contractors, who handle,
transport and/or store dangerous goods (i.e. stationary, mobile
tanks and containers) and propane at forestry operations.

Section 1: Fuel Handling and

1.1. Fuel Handling and Storage
All fuel tanks must conform to approved design standards for such
containers.
Fuel tanks must:
meet all legal and policy requirements,
be properly secured,
display appropriate safety markings and labels,
and be adequately protected from impact.
1.2. Mobile Fuel Tank Requirements
Placards identifying flammable fuels
(e.g.1202/1203), must be clearly visible and
legible.
Small tanks, holding less than 450 liters, must
display at least one (1) placard on the outside of
the vehicle.
Large tanks, holding over 450 liters, must display
four (4) placards, at least 1 of which is on the
outside of the vehicle.
All tank identification plates must be clearly
visible and legible.
All fuel tanks must be secured to the mode of
transport with straps capable of restraining the
weight of a full tank in motion.
1.3. Record of Retest/ Inspection
All fuel tanks carrying more than 450 liters of gasoline or diesel fuel
must be inspected at least once every 5 years.
A valid Record of Retest/Inspection must be visible and legible.
1.4. Spill Kits and Fire Extinguishers All spills are to be reported and cleaned up, as per spill
procedures outlined in the Spill Response SOP ORC-2PR_820-D-02
During Refueling:
A complete serviceable spill kit must be immediately available.
A serviceable fire extinguisher with a minimum rating of 10 lb 6A:80B:C must be readily available.
During transportation, fueling and/or handling of Dangerous Goods (e.g., fuel, waste oil):
A complete serviceable spill containment kit appropriate to the size to contain the spill must be present in the vehicle or trailer.
1.5. Refueling
Refueling and fuel storage must be more than 100 meters away
from any body of water.
Smoking is not permitted or sources of ignition <3 meters away while
refueling or in fuel storage areas.
Fuel tanks should never be filled over 95% of their maximum
capacity

Fuel hose nozzles must be stored safely, above the
level of stored fuel whenever possible.
Fuel hose nozzles must have automatic shut-offs.
Fuel hose nozzles must have fuel tags.
No gravity-feed systems.
Refueling systems and their components (i.e., tank,
pump, hose, nozzle, fittings, etc.) must be inspected
regularly to ensure that parts are in good condition.
Fuel trailers must be chocked, blocked, and bump
protected.

All Contractors, Overlapping Licensees and
ORC Staff are responsible for taking all
reasonable steps to handle and transport
dangerous goods in accordance with the
following procedures.
PERTAINING TO THE TRANSPORTATION OF DANGEROUS GOODS
2.1. Legal Requirements
Transportation of Dangerous Goods (TDG) Certificate:
a legal requirement for workers engaged in the transportation of potentially dangerous goods and materials in excess of 2,000 liters or 5 cylinders of compressed gas. This certificate must be renewed every 3 years.
All regulated dangerous goods must have a shipping document accompany them when they are being transported, regardless of the amount of material being transported (although some exemptions exist - refer to section 3.2).
All dangerous goods must be clearly marked with the appropriate safety marks.
All containers of dangerous goods must be safely secured to the vehicle or other means of transport.

Section 3.1. Policy Requirements
Unless the exemptions are met, as outlined in section 3.2 all persons handling, offering for transport or transporting dangerous goods must:
Have full TDG documentation
Be trained to the Transportation of Dangerous Goods Act
Carry a valid training certificate
Ensure that goods are contained within approved means of containment
Ensure appropriate safety markings are displayed on the vehicle(s) and/or container(s), as required by law/policy
Ensure that containers are properly secured and/or stored, as required
Ensure that containers are protected from damage
During transportation and/or handling of Dangerous Goods (fuel, waste oil), a spill containment kit appropriate to the size to contain the spill must be present in the vehicle or trailer.
Section 3.1. Policy Requirements
Empty containers or vehicles:
Containers or vehicles that have been “emptied” still contain
harmful residues and must be transported as dangerous goods.
To transport containers or vehicles that have been “emptied” but
not cleaned or purged of all dangerous residues, the following
procedures must be followed:
The shipping documentation used while transporting the above must
contain the words “residue last contained” for quantity
The shipping document must accompany the empty container or
vehicle and be on or within the driver’s reach
Section 3.1. Policy Requirements
Location of shipping documentation:
When the driver is in the cab:
The documentation is within the driver’s reach or in the pocket of
the driver’s door.
When the driver is not in the cab:
The documentation is on the driver’s seat or in the pocket of the
driver’s door.
If the dangerous goods are inside or on a trailer that is not attached to
the power unit (truck):
The documentation is in a waterproof receptacle securely
attached to the transport unit (trailer) to which the shipping
document relates, at a location readily identifiable and
accessible.
Section 3.2. Exemptions
TRANSPORTING OF GOODS
Gasoline & Fuel Oil (Diesel)
Documentation and training do not apply to the transporting of the
above, solely by road, if the following criteria have been met:
The product is transported in one or more approved containers (tanks).
Each container is transported in an open vehicle so that the label or
placard displayed on each container is visible from outside the vehicle.
Each container is secured to the vehicle during transport.
The total capacity of the containers do not exceed 2,000 liters.
During transportation and/or handling of Dangerous Goods (fuel, waste
oil), a spill containment kit appropriate to the size to contain the spill
must be present in the vehicle or trailer.
Section 3.2. Exemptions
TRANSPORTING OF GOODS
Propane, acetylene, oxygen, compressed air, argon, methyl
acetylene, propadiene mixture
Documentation and training do not apply to the transporting of the
above, solely by road, if the following criteria have been met:
The dangerous goods are;
In a total quantity not greater than 500 kg gross mass.
Contained in not more than 5 cylinders.
Cylinders are transported in an open vehicle so that the label displayed
on each cylinder is visible from outside the vehicle (up-right position).
Cylinders are secured in or on the vehicle during transport.
Section 3.2. Exemptions
TRANSPORT SAFETY
Regulations do not apply to the transportation of dangerous goods
contained in a means of transport (i.e. vehicle) where the dangerous
goods are necessary:
For the OPERATION of the means of transport
For the SAFETY of the means of transport
For the SAFETY OF THE PERSONS ON BOARD the means of transport (e.g.:
fire extinguishers, flares, the battery in a vehicle).
SPECIAL PROVISIONS/EXEMPTIONS
Additional exemptions do exist and may apply to in some circumstances.
