The St. Louis Public Schools’ Division ofCommunity Education has been building genera-tions of lifelong learners for more than 40 years.We take great pride in the high quality education-al opportunities offered through our communityeducation centers (CEC). This year, the District isproud to announce the transitioning of theCommunity Education Centers into CommunityEducation Full Service Schools (CEFSS). Thismeans that in addition to the array of activities andlife-long learning opportunities that can already befound at CECs, students, their families and thebroader community will also be able to accesshealth, human, and career services at designatedsites

An exciting aspect of this transitioning is theopportunity for you to participate. The communi-ty councils at each of the CEFSS is comprised ofcommunity residents, service providers, organiza-tions, students, teachers and administrators.Community councils tackle the hard problems thatface schools and communities. Working together,council members identify school and communityneeds, put programs in place to address thoseneeds, and watch their communities blossom withnew solutions and relationships. We want you tobe involved in that process.

As the Chief Executive Officer of the SpecialAdministrative Board of the St. Louis PublicSchools, I invite you and your family to explorethe wonderful opportunities found in this brochureand I encourage you to join one of the 13 CEFSScommunity councils.

For more than 40 years, the St. Louis PublicSchool District has provided high quality educa-tion programs for the entire family through itsaward-winning community education centers(CECs). We take pride that our focus has remainedconstant over the years – to create and support anurturing educational environment where chil-dren, families and members of the communityempower themselves to be successful. Many St.Louis residents have taken advantage of the freeand affordable experiences that help them achievetheir personal and educational goals. This year, thecenters will be transitioning into Full ServiceSchools.

This means that at these sites there will be a morefocused effort to partner with community serviceproviders in addressing impediments that hinderstudents from learning at higher levels. It is aclear recognition that low achievement is often asymptom of other issues and not indicative of astudent’s ability to learn. As an added measure,these services will also be made available to thefamilies of students assigned to the school as wellas members of the broader community.

Whether you’re looking to learn a foreign lan-guage, begin a new career, become more physical-ly active, or just have fun, you’ll find it at ourCommunity Education Full Service Schools.I encourage you to take advantage of the programsand opportunities found in this brochure as ourDistrict continues its commitment to strengthenthe relationship between our schools and our com-munity. Full Service Schools

Full Service Schools are an important response to the problems confronted by manychildren, families, and schools today. In its ideal state, a full service school is open to thecommunity before, during, and after normal school hours, seven days a week, all year long.It is characterized by strong partnering with community service providers and the engage-ment of families, youth, school staff, and neighborhood residents in helping to design andimplement activities and services. The primary focus is on the promotion of high educationalachievement and positive youth development.

Additionally, the school is oriented toward the community, encouraging student learn-ing through community service and service learning. A before- and after-school learningcomponent encourages students to build on their classroom experiences, expand their hori-zons, contribute to their communities, and have fun. A family support dimension helps fami-lies with child rearing, employment, housing, and other issues and problems. Medical, den-tal, and mental health services are readily available. College faculty and students, businesspeople, youth workers, neighbors, and family members come together to support and bolsterwhat schools are working hard to accomplish – ensuring young people’s academic, interper-sonal, and career success.

Over time, the full service school consciously tries to integrate activities in severalareas to achieve the desired results: quality education, positive youth development, familysupport, family and community engagement in decision making, and community develop-ment. In this process, the school emerges as a community hub, a one-stop center to meetdiverse needs and to achieve the best possible outcomes for each child.

We in St. Louis have begun this quest and this year will take special measures tostrengthen the effort. Initially, all of the aforementioned attributes of a full service school willnot be observable. However, it is envisioned that most, if not all of the characteristics men-tioned will be existent in the not too distant future. We welcome and encourage your full par-ticipation in this exciting journey.

Parents as Teachers is a free program, which offers practi-

cal assistance to expectant parents and parents with chil-

dren from birth to five years old. It is based on the belief

that the parent is the child's first and most influential

teacher. The Parents as Teachers program focuses on the

child's intellectual, language, motor, social and emotional

development. Yearly developmental screenings are avail-

able and referrals made to resources if needed. Studies

show that children enrolled in this early childhood program

do better in school than their nonparticipating peers.

Community Education Full Service Schools For a Lifetime of Learning Fall 2009

OFFICE HOURS:

Monday-Thursday 1:30-9:00 pm. Generally, offices are

not open for registration on Fridays.

TO REGISTER BY MAIL:

Fill out a registration form (page 47) and mail to the

CEC offering the class(es), along with a check or money

order in the amount of the class fees, made payable to the

individual CEC. Be sure to do this in advance, as class-es may fill quickly.NOTE: Students who register by mail should assume they are in the

class(es) for which they registered unless they are notified otherwise.

Generally, registration confirmation is not mailed out to students, but may

be given to them on the first day of the class.

TO REGISTER IN PERSON:

You may register in person during regular office hours

(see above).

LENGTH OF TERM:

Please refer to each individual class description.

FEES:

Class fees are listed in the course description. Please pay

supply fees to the instructor on the first night of class.

REFUNDS:

If a class is cancelled by a Community Education Center,

you will be notified and will receive a full refund. For

student cancellations, please contact your individual

CEC for information regarding its refund policy.

INCLEMENT WEATHER:

Community Education programs are closed when the St.

Louis Public Schools are closed due to bad weather.

Announcements will be made on radio stations KMJM,

KTRS, WIL, and KY98 and tv stations KMOV, KSDK

and KTVI.

All dates under classes/activities are start dates.

What is Community Education?Community education is a philosophy of life-long learning that engages schools, families and the

broader community in a process designed to establish and meet educational and community goals.

St. Louis Community Education

The MISSION of the St. Louis Community Education Program is to create and support a nurturing

educational environment through which children, families and other neighborhood residents can expe-

rience success.

The primary GOAL of the St. Louis Community Education Program is to assist schools, families and

communities in enhancing the academic achievement and performance of its students. This goal is

further reached through the participation of stakeholders in activities designed to foster the stabiliza-

tion of neighborhoods through the implementation of tenets that:

• integrate classroom and community learning;

• focus on experiential learning activities in a variety of settings throughout the day and

evening that relate to the environment in which students and residents live;

• use neighborhood adults as role models and learning resources;

• encourage and provide life-long learning opportunities for neighborhood residents of all ages

and abilities;

• bring together resources of the school system, the City of St. Louis, the Community

Education Centers, and other service providers to create a safe and structured learning

environment, based on priorities established in the neighborhoods, and;

• support the Regional Community Education Advisory Council in establishing Center and

Regional goals and priorities.
