Tampere - growing and the most

attractive region in Finland

People

500,000 + inhabitants – the most desired place to live in Finland

Education

Centre for leading edge research and education, 5-7 % of GDP in R&D , ~

40,000 students, one single university to be established

Business

about 30,500 places of business… companies in the region include Nokia,

Huawei, Intel, Cargotec, Glaston, John Deere, Agco Sisu Power, Metso,

Valmet, United Paper Mills, Fastems, Sandvik, Nokian Tyres, Santen…

Leisure

Positive flow of congresses, museums, events, theatre, sport…

Clusters are breaking –

what is the future for

Tampere? i.e. how do we reinvent

ourselves as we did 25

years ago ?

We have to rethink and ”open up” the Finnish

paradigm of innovation policy

• There are no ”safe bets” anymore within the existing clusters

• Collaborative innovation is becoming more and more important for businesses and societies

• Expectations on return on investment in innovation (policy) are getting higher

Focus on new emerging ecosystems and global co-creation

New innovation (policy) tools to replace inefficient ones, more dynamic role for the public sector

Exceptional capabilities for collaborative innovation can provide competitive edge for regional innovation ecosystem

Ecosystem

tahansa toimintaympäristö, teknologia, järjestelmä, tuote tai palvelu, jonka kehittäminen on systemaattisesti avattu ulkopuolisille kehittäjille ja arvonluonnille, ja jonka keskeisenä tavoitteena on alustan käyttäjien toisilleen tuottama hyöty ja osallistumisen luoma verkostovaikutus.

Open innovation platform is an environment,

technology, system, product or service which

• is systematically accessible

for third party developers and

value creation and

• creates mutual benefits for

users through network effects

of participation

Innovation platform policy vs. cluster policy

Trad. clustering

• Local universities and corporations as drivers

• Mobilization of networks to create R&D projects

• Selection and funding of best ”product” projects

• Public sector = funding

Platforming

• Communities, talents and ecosystem orchestrators as drivers

• Creation of attractive environments to ”try out new stuff”

• Capability building and systemic ”project clouds”

• Public sector = platform provider + co-creator + innovative customer

Page 19: From regionally funded clusters to innovation platforms · Focus on new emerging ecosystems and global co-creation New innovation (policy) tools to replace inefficient ones, more

Opportunities for platform-enabled cross-border innovation policy collaboration

• Co-creation

• Innovation procurement

• Innovation vouchers

• Crowdfunding
