The original sign of the Louisiana Frog Company now hangs in the Bernard-Bertrand House, Rayne's Cultural Center.

The large Jacques Weil sign that is the centerpiece of the Rayne Chamber of Commerce is a testament to the local frog shipping industry that is Rayne's claim to fame as Frog Capital of the World.

Now over 100 years old, the sign was on the south end of the building that housed the Jacques Weil Frog Shipping Company and Weil General Merchandise Store. Mrs. Wiltz J. Chatelain donated the sign to the Chamber. She and her husband pur-chased the Jacques Weil Company in 1951 and operated it for many years.

The Rayne frog industry actually began in the late 1800's and has been a part of the community ever since.

First to recognize the marketing potential of Rayne’s giant frogs was a Frenchman by the name of Donat Pucheu. Born in 1850 in a small vil-lage in northern France, Pucheu came to America when he was 19, married in Washington, La., and moved his family to Rayne in 1887. Seeking a way to obtain things that were not available here, he began trap-ping the wildlife of the area to trade for other hard-to-come-by foods. He shipped frogs, snipe, quail and ducks to the markets in New Orleans in

exchange for gourmet foods, the fin-est of imported cheeses and wines, along with such rarities as spices and flavorings.

While Donat Pucheu is credited with being the first to ship frogs from Rayne, his efforts were greatly expanded by three more Frenchmen who came to Rayne in the early 1900's. When Rev. A. S. Doutre came to Rayne in 1899 to begin a long pas-torate at St. Joseph Catholic Church, he wrote his dear friends, the three Weil brothers, extolling the virtues of Southwest Louisiana, the abundance of game, the fertility of the soil, and the wonderful promises for the future which the area afforded. He also noted that many area, families were of French descent, having been exiled from Nova Scotia.

With these inducements, Jacques, Edmond, and Gontran Weil were con-vinced that that there was a bright future awaiting them in America. They made the move to Rayne to establish themselves and become an intrisic part of the history of this com-munity.

Josie Henry, advertising representative of The Rayne Acadian-Tribune, was named Grand Parade Marshal for the 2010 Frog Festival Nov. 11-13. She was nominated by Cheryl Richard, festival coordinator.

The nomination letter follows:“Eugene and Janell Henry instilled in their

children a sense of civic pride, duty and respon-sibility to the progress of their community. One of their children, Josie, has continued to volun-teer and work in so many of the aspects that have made Rayne and the Rayne Frog Festival the success they are today.

“As a business owner, she became tre-mendously involved in not only the American Business Women’s Association, but also the Rayne Chamber of Commerce & Agriculture, hosts for the Rayne Frog Festival and promoted the desire to maintain the mindset of doing business in Rayne for the event and went on to become involved with numerous civic organi-zations that were instrumental in shaping the Rayne Frog Festival into the success it is today.

“As a member of the Rayne Jaycees, who are credited with the forerunner of the current Rayne Frog Festival, she worked tirelessly in promoting what has become the signature event of the festival, the frog racing and jumping con-tests and now works for the co-sponsor of the event, the Rayne Acadian Tribune. The Miss and Mr. Tadpole contests were sponsored by the local Jaycees chapter and showed Josie’s inter-est in instilling the same civic pride in the Frog Capital of the World in children who would go on to continue to promote all things frog.

As a member of local chapters of Beta Sigma Phi, she played key roles in the selection of Teen and Miss Frog Festival Queens…always willing to do whatever needed to be done to achieve successful reigns for young women that would become official hostesses of the Rayne Frog Festival.

The Rayne Lions Club, of which her father was a long time member, has benefited from her assistance, although she is not a member, in producing and organizing the Frog Derby Queen’s contest and continues to be an integral

part of this historic event that has seen its way from the International Rice Festival and now a nationally recognized queen’s selection at the annual Frog Festival.

Even though her memberships in civic orga-nizations have succumbed to the responsibility of work and family, she has continued to be an integral player in all things promoting the City of Rayne and the Rayne Frog Festival. She con-tinues to volun- t e e r and participate in the Miss Rayne compe-tition and the Rayne Lions Club Frog Derby and Frog Jockey Queen’s con-tests.

Her work at the Rayne Acadian-Tribune keeps her involved in the business and social aspects of our com-munity by maintaining the network of information that allows her to relay important news and promotion of community pride and family.

But most importantly, to me, has been her long term friendship and support for all of the responsi-bilities I’ve had as Cultural Director for the City of Rayne and now as Frog Festival Coordinator. She is quite simply one of those rare people that will do whatever it takes to help. Never has she done it for the pat on the back or in expectation for anything in return. Her efforts are selfless and exemplify the true spirit of friendship and volunteerism for me and the community in which she makes her home."

Included below is a direct editorial included in the first-ever Frog Festival Souvenir Edition as noted by long-time editor, the late Myrta Fair Craig. This year's staff is paying special tribute by including the history of the frog industry in Rayne, including the individuals responsible for the eventual naming of Rayne as Frog Capital of the World. And the history of the Frog Festival is never complete without a special note of Mrs. Craig who, with the help of civic and social organizations, put the effort forward for the First Annual Frog Festival in 1973.

A WISH COME TRUEFor many years, the Rayne Acadian-Tribune has urged the staging of a local fes-

tival as a means of causing attention on our city and its unique and interesting posi-tion as Frog Capital of the World. It is therefore a matter of deep personal pride to Acadia Parish's oldest newspaper, as we see fulfillment of this long-time "wish" come true with the first annual Rayne Frog Festival, well on its way toward realization.

We hope that the pages of this Souvenir Edition will bring back many treasured memories to those who have participated in the various frog events through the years, and will serve to bring the long-due recognition to this wonderful Acadian community which Rayne - with its rich history as Pouperville - so greatly deserves.

And, as we approach this weekend's colorful spectacle of Rayne's "Fete de Oua Oua Rons," we humbly dedicate this publication to the many leaders and earlier citizens of the area whose faith in Rayne has brought our city to its present-day status of a thriving and outstanding city, and to the many who have contributed to this growth during the ensuing years, as well as the Rayne Lions Club and their wonderful Frog Jockeys and sensational Frog Derby.

Parade of grand marshalsOne common thread binds together the men and

women who have been honored as Frog Festival Parade Grand Marshals: love of Rayne and count-less hours of community service.

The roll call of those who have received the Festival’s highest honor reads like a history book recording the names of those who have devoted themselves to the progress of Rayne and its Frog Festival.

1973—Sen. (Cong.) John BreauxA native of Crowley, John Breaux served as

administrative assistant and legislative aide to Congressman Edwin Edwards, then was elected to the 92nd Congress in 1972, as its youngest member at the age of 28. He served as our long-time senator and is still a strong supporter of Rayne and Festival.

1974—W.J. “Bill” GossenA staunch supporter of Rayne as the Frog Capital

of the World, W.J. “Bill” Gossen served 20 years as Mayor of Rayne, from 1950 to his retirement in June of 1974, with only four years absence from the Mayor’s office during that time.

1975—Myrta Fair Bradbury CraigThe first woman to be honored as Grand Marshal,

Myrta Fair Craig was the long-time editor and pub-lisher of The Rayne Acadian-Tribune, who had urged the staging of a Rayne Frog Festival for years and called the first festival her “wish come true.” She was also instrumental in gaining national acclaim for Rayne by arranging for NASA to send Rayne frogs into space. Active in many civic and social organizations in the community, she was the recipi-ent of numerous honors and awards in the area and statewide.

1976—Emile (Milo) DabovalBorn in Rayne in 1893, Emile (Milo) Daboval

was a veteran of World War I and employed for 40 years with the Mervine Kahn Company. He served as secretary of the Rayne Building and Loan Association, was active in Woodmen of the World, Young Men’s Business Club, American Legion, Boy Scouts, helped in the formation of the Chamber of Commerce, promoted Rayne’s Cleanest City con-test, and was a valued choir member at St. Joseph Catholic Church for many years.

1977—Judge Denald A. BeslinJudge Denald A. Beslin was honored for his

many contributions to the community, the Frog Festival, and his service to youth. A native of Rayne and the father of eight children, he was active in the Knights of Columbus, Lions Club, Chamber of Commerce, and school activities. Judge Beslin was elected City Judge in 1968, served as president of the Louisiana Council of Juvenile Judges, and as a member of the Louisiana Judiciary Commission.

1978—N. Curtiss PetitjeanWidely known attorney and member of one of

Rayne’s most prominent pioneer families, Petitjean began the practice of law in Crowley then moved his office to Rayne. Here, he was active in the KC, director of the Bank of Commerce and Trust and the Acadian Industrial Development Corporation.

He served in the state Legislature and as Mayor of Rayne.1979—Elton A. Arceneaux

A native of the Arceneaux community just north-east of Rayne, Elton A. Arceneaux was widely known as one of Louisiana’s leading law enforcement offi-cials. Acadia Parish Sheriff for many years, he was active in Rayne community activities, gained much statewide recognition from law enforcement agen-cies, and served on several important state boards.

1980—Oscar L. “Paco” Borne, Sr. and Leroy “Happy Fats” LeBlanc

Oscar L. “Paco” Borne, Sr. was a native of Rayne and owner of Paco’s Cafe, a favorite meeting place in the city. He was active in the Knights of Columbus, Lions Club, and served as a director of the St. Joseph Parish Credit Union.

LeRoy “Happy Fats” LeBlanc was a lifelong resident of Rayne and a loved Cajun and country musician who featured his home town in every performance. He entertained on the bandstand at each Frog Festival fais-do-do from the beginning of the festival.

1981—Laurent S. BoudreauxA prominent rice farmer and cattleman of the

Rayne area, Laurent S. Boudreaux had been riding horseback almost since he could walk. He served as flag bearer for many area festivals, including lead-ing each Frog Festival Grand Parade, with his large Stetson hat, sitting astride his perfectly trained horse.

1982—Jo CartThe second woman to be honored as Grand

Marshal, Jo Cart was one of the organizers of the Rayne Beta Sigma Phi, won a number of professional awards, served as president of the Rayne Garden Club and the Crowley Business and Professional Women’s Club, and was named a Colonel on the staff of three governors including

McKeithen, Edwards and Treen. She also served on the Governor’s Task Force to formulate the Priorities for the Future.1983—Wiltz J. Chatelain

Honored for his long record of community service, Wiltz J. Chatelain came to Rayne in 1939 to accept a position with the Mervine Kahn Company, then in 1950 became the owner of the pioneer Jacques Weil Frog Company, successfully heading that com-pany for 26 years. He was active in the Chamber of Commerce, Lions Club, Knights of Columbus, St. Joseph Credit Union, and devoted many years to leadership in Boy Scouting.

1984—Everett HildrethEverett Hildreth was honored as Grand Marshal

for his many years of interest and dedication to youth in the community. He retired after 31 years with the Rayne Post office, and was a well-loved coach, working with Rayne’s baseball team, the Redbirds, with St. Joseph High School, and later with Rayne Catholic Elementary. He joined in the formation of a youth commission to pave the way for the official organization of the city’s youth recreation program.

1985—Marcus D. Bordelon, Sr.Marcus D. Bordelon, Sr. came to Rayne in 1941

as an employee of Exxon Pipeline, where he worked for 45 years until his retirement in 1975. He was elected Mayor of Rayne in 1958, was active in the Lions Club, Knights of Columbus, Boy Scouts, school activities, and the Louisiana Association for Retarded Citizens. He served as the first emcee for the Lions Frog Derby, donning his formal coat and top hat as Master of Ceremonies for the event for the next 13 years.

1986—Irene PetitjeanThe “Lady with the Flower”, Irene Petitjean could

always be identified by the flowers in her hair. A member of an early Acadian pioneer family, she was a leading Acadia Parish educator and Rayne High principal, state and national leader in the Garden Club Federation, active in St. Joseph Church activi-ties and Catholic Daughters, and a strong supporter of youth and development for the Rayne community.

1987—Jules BellardGrand Marshal Jules Bellard combined a kind,

quiet personality with a strong desire to be of service to his community, especially those in need. His ser-vice to St. Joseph Catholic Church, the Knights of Columbus, and the Christian Service Center led to Bishop Gerald Frey naming him a recipient of the Bishop’s Service Award. He represented the spirit of living service which makes Rayne a better place to live.

1988—Hilda Theunissen HaureAt the time she was named Grand Marshal, Hilda

Theunissen Haure had given 15 years of dedicated service as secretary, then later as executive secre-tary of the Rayne Chamber of Commerce. She was praised for her excellent handling of the Chamber and Frog Festival activities. She was active in many

1989—Fr Benoit Drapeau, C.J.M.A native of Balmoral, New Brunswick,

Canada, "Father Ben" became the seventh pastor of St. Joseph Church on May 19, 1979, and endeared himself to the people of Rayne. He was appointed by Bishop Harry Flynn as Vicar of the Southwest Deanery, and was especially loved here for his solo singing of “Notre Pere”— “Our Father”—in French for the many French-speaking Acadiana residents. He was the celebrant of the Festival Mass for many years.

1990—Dr. Murray W. BrownA native of southern Illinois who

moved to Rayne in 1952 to begin his private practice of medicine, Dr. Murray W. Brown aided in the establishment and construction of the Rayne-Branch Hospital and served as its first Chief of Staff. He was active in the Lions Club, Chamber of Commerce and the Rayne Volunteer Fire Department. He was hon-ored for his personal services as a physi-cian and his charitable work and dedica-tion to his community.

1991—Jerome V. SimoneauxOne of the earliest supporters of the

Frog Festival, Jerome V. Simoneaux served as co-chairman of the first Frog Festival. He was a member of the initial planning committee to form Rayne’s first Chamber of Commerce in 1972, and was elected to its first board in 1973. Known as a humble, quiet family man, he was honored for his great love for his Church and his community.

1992—Mayor Ralph StutesA lifelong resident of Rayne, Ralph

Stutes was educated in Rayne public schools and owned and operated Stutes’ Grocery Store for 23 years prior to becom-ing Mayor of Rayne in 1978. He was active in the American Legion, Knights of Columbus, Young Men’s Business Association, St. Vincent de Paul Society, Chamber of Commerce, and many other groups. He also served on numerous statewide committees.

1993—Pat Brignac/Kay CunninghamFriends and neighbors for many

years, Pat and Kay were active in work at Centenary United Methodist Church. In 1986, they focused their energies on the projects of the Rayne Beautification Board, began research on mural projects in other

communities, and with other members of the Beautification Board and the city, pio-neered the mural program in Rayne.

1994—David “Pete” Babineaux, Jr.For many years, David “Pete” Babineaux,

Jr. operated the Louisiana Frog Company, which came to Rayne in 1920, and accord-ing to the Louisiana Department of Wildlife and Fisheries, was the largest shipper of frogs in Louisiana. He provided frog legs for restaurants and whole frogs for high schools and universities as well as medi-cal laboratories for use in biology classes and for experimentation. He served on the Rayne City Council for 28 years.

1995—Rodney J. TrahanBorn and educated in Rayne, Rodney

J. Trahan served in the military for 23 years, through three wars, earned B.S. and Master’s degrees from the University of Southwestern Louisiana, coached and taught at the U.S. Military Academy, West Point, New York, taught at USL for 11 years and in the Acadia Parish school system for five years. For his long record of service with the American Legion, he was named Outstanding American Legionnaire in Louisiana in 1977. He was the 1993

The 2010 Frog Festival poster, T-shirt and all printed items honors the traditions of blues, country and Cajun music in Rayne and South Louisiana by featuring a guitar-strumming frog.

Graphic design artist Justin Carrier created the scene in shades of green and brown on a cream colored background. The unique cre-ation, especially prepared for this year's Frog Festival, highlights the 38th annual event held in honor of the honoree, oua oua ron.

The Frog Festival poster will be available for sale at the Rayne Frog Festival’s souvenir booth during the festival being held Nov. 11-13.

The 2010 Frog Festival posters and T-shirts are now on sale at the Rayne Chamber office, 107 Oak Street, and will also be available for sale at the souvenir booth during the Frog Festival. The shirts are being prepared by Bayou Silk Screening and Designs of Rayne and will be sold in all sizes for the entire family.

Variety of talented entertainers expected to delight large crowds during 38th Annual Frog Festival

The organizers of the 38th Annual Frog Festival have ener-gized this year’s three-day event with a fantastic line-up of live entertainment with a varied spectra of musical talents.

THURSAY, NOV. 11A day early with the new

schedule format, Geno Delafose and French Rockin' Boogie open the weekend of musical enter-tainment on the main stage under the pavillion at 7:30 p.m. Jamie Bergeron and the Kickin' Cajuns will close opening night as they begin at 9:30 p.m.

FRIDAY, NOV. 12Following opening ceremo-

nies at 6 p.m. Friday evening, Jackie Callier/Ivy Dugas and Cajun Cousins will take to the stage between 7-8 p.m. under the pavillion. Between 8:30 to

10 p.m. will be The Backwood Boyz.

Country legend John Conlee will take center stage at 10:30 p.m. as he will belt out some favorites.

SATURDAY, NOV. 13Local entertainer Drew

Zaunbrecher will hit the stage at 4:30 p.m. for the final day of the Frog Festival, followed by Krossfyre at 6:30 p.m. Chubby Carrier and The Bayou Swamp Band will belt out some tunes for the 8:30 p.m. performance.

I decided to run for the title of 2009 Frog Derby Queen because I have always wanted to compete in a pageant. What better pageant to do than one that involved frogs and is specified for a hometown girl.

When I won 2009 Frog Derby Queen I was shocked. I didn;t know what was going on and I had no idea what was to be expected within the next year. I was

so excited and thankful that I was chosen to represent Rayne, the Rayne Frog Festival, and the Rayne Lions Club. This title was definitely given me memories that I will cherish forever!

Within this past year I have learned many new and interesting things about Rayne. I never knew that Rayne has so many great people to look up to and learn so much from. This city is truly one of the best. It has so much culture and everyone is so happy an welcoming. Being the 2009 Frog Derby Queen has put my little city in a whole new perspective for me.

The new people I have met this year are ones that I will always remember! Ms. Cheryl, you are a fantastic person in every way. You helped me a lot this year and I'm very grateful. Thank you for everything.

The Rayne Lions Club is full of great men that do so much for our city and expect so little in return. I'm so grateful that I was able to represent you all. Ya'll are amazing men and have always put a smile on my face. Thank you all!

To Mayor Jim Petitjean, you are a great man who always has a smile and is always happy. You have done so many great things for Rayne and I would like to say, "Thank You!"

To my Mom and Dad, thank you for supporting me every step of the way. I could not have done any of this without you. Ya'll are amazing and I love you!

I now see the City of Rayne in a whole new light. It has truly amazing people and a lot of great things to offer. I hope the next Frog Derby Queen learns to appreciate it as much as I do and has the time of her life in the upcoming year. Male Citizen of the Year in Rayne, served as Frog Festival parade chairman for 12 years, and was active in 4-H, Boy Scouts, the Rayne recreation program, and the Lions Club.

1996—Roland BoudreauxA graduate of Rayne High School and the University

of Southwestern Louisiana, Roland Boudreaux taught in the parish school system and at the Southwest Louisiana Vo-Tech School- Crowley Campus. Always active in the community, he continues to serve on the Acadia Parish School Board, as a Lions Club member for many years, a member of Rayne Civil Defense, Acadia Parish Sheriff’s Auxiliary, Rayne Volunteer Fire Department, Young Men’s Business Club, board of directors of the Chamber of Commerce, serving as president and Frog Festival chairman.

1997—Frances BihmA Rayne citizen who was promoting Rayne and its

frog heritage even before the first Frog Festival, Frances Bihm, was accorded the honor of being parade mar-shal during the silver anniversary festival. She and the late Myrta Fair Craig initiated and called upon artist Jan Lewis to create the Monsieur Jacques character. While an active Jaycee member, she helped originate the annual Diaper Derby, and also initiated the first Golden Age Frog Festival Queen in 1989, sponsored by the Cajun Hospitality Chapter of ABWA, and later suggested the creation of a Golden Frog Festival King.

1998—Ruth McBrideMrs. McBride has served numerous years as chair-

person of the Cleanest City Contest, leading the Rayne Garden Club and its members and the city to take top honors in both the district and state Cleanest City contest. Ruth has served in every office of the Garden Club and has also chaired the Arbor Day observance. Mrs. McBride has been a member of the Rayne Beautification Committee since its inception in 1987. She has also served as co-chair of the bi-annual Quilt Show, and in 1991 she served on the Rayne and Neufchateau, Belgium Twinning Committee. In 1995, she received the “Outstanding Female” Award for the city. She is a member of the Rayne Catholic Daughters and St. Joseph Altar Society. She and her husband, Warren, have four children: Bryan, Carl, Katie and Lisa.

1999—Horace ThibodeauxHorace Thibodeaux, a self-employed barber, was

recognized for over 40 years as an adult scout leader in Rayne. Over the years, his commitment to scouting has not gone unnoticed. In addition to his scout-ing activities, Thibodeaux counts over 30 years as a member of the Rayne Lions Club. He is also a longtime member of American Legion Post 77, where he has served in various posts including post commander, vice commander and post adjutant. He has been a member of the local Knights of Columbus Council, where he has served as Grand Knight and was named Knight of the Year.

2000—Mayor James PetitjeanJames “Jimbo” Petitjean was honored in 2000 for

his many years as the city's recreation director before

becoming mayor. He was also named for this honor for his many efforts to expand the city’s RV park, and attract both businesses and tourists to the Frog Capital of the World. Always looking to improve the City of Rayne for its citizens, Petitjean is the son of Mr. and Mrs. Tommy Petitjean of Rayne. He and his wife, Lyn, have four children.

2001—Willie Etta Servat & Dr. Mrytle Servat Two sisters who are very active Chamber members

and highly respected businesswomen were honored as parade marshals in 2001. Both retired as teachers. Willie Etta served as a teacher in the public school system. Mrytle began in the public school system, then entered private business before obtaining her doctorate in business education and retiring from the University of Southwestern Louisiana (now UL-Lafayette).

2002—Mae ZaunbrecherEducation is embedded in the soul of Mae

Zaunbrecher. She started her teaching career before her marriage to the late Hubert Zaunbrecher, a rice farmer, in 1946. After retiring once after almost 40 years teaching, she worked for 12 more years in Acadia parochial schools as a remedial reading and language arts teacher, while still a member of numerous social and civic organizations for the betterment of Rayne.

2003—Louis NugentCommunity service is a hallmark of Louis Nugent,

who is employed as a vice president of Rayne State

Never did I think 15 years after holding my first frog title (three years old as Miss Tadpole 1994) that I would get the opportunity to hold another one.

The past year has been amazing. From jumping frogs in Rayne, saw-ing cypress wood in Patterson, to even riding the brass lion at the Lions Club Crippled Children's Camp, I enjoyed it all.

I have made many memories and many friends that I will forever cherish. I am glad I was able to travel around this great state of ours sharing the history of the Frog Derby.

My year would not have been possible without a few people. First of all to my family, thank you for always being there this past year. I love ya'll and my year would

have not been the same without you.Mayor Jim Petitjean, thank you for always including the Rayne queens in

2004—Dozier LesterA retired electrical engineer, Dozier Lester was hon-

ored as the 2004 Grand Marshal. A self-taught expert on the life span and raising of the Louisiana bullfrog, Lester has contributed his know-how over the years to the Rayne Chamber of Commerce and the annual Frog Festival in many ways. Lester also assisted in the cre-ation of a living frog pond that is now open to tourists and school groups. In today’s computer society, Lester uses his computer to track questions and orders on his own Internet site. He also provides a unique live frog exhibit on the Frog Festival grounds for young and old alike.

2005—Conrad and Nettie SimoneauxWith Rayne providing one of the largest and well-

equipped RV sites in the United States, Conrad and Nettie Simoneaux have promoted their home-town, playing a major role in the development of the city’s RV park. The RV enthusiasts are proud members of the Wally Byam Caravan and the Family Motorcoach Association, who have crisscrossed the country in their Airstream motorhome, including eight caravans to Canada and two into Alaska. For their efforts and the numerous awards they have earned for their efforts

they put into serving as caravan leaders on RV trips in Louisiana and Canada, promoting the Frog Capital, the couple was honored.

2006—Hilary OlingerA native of Roberts Cove, Hilary Olinger can always

be found at the Rayne Frog Festival, both as a member of the Rayne Lions Club and as a chairman, one of many he has held since the first celebration. He was invited to join the Lions Club and, as of 2007, Olinger had recorded 38 continuous years of 100 percent meet-ing attendance. He has chaired many projects and was instrumental in the organization of the first Rayne Frog Festival in 1973. Olinger and his wife, Melba, are the parents of two children and five grandchildren.

2007—Cheryl McCartyAlmost a permanent fixture of the Frog Festival

either at the microphone or helping to prepare the many visiting queens, Cheryl McCarty was named the 2007 honoree. Of the four nomination letters submitted for her honor, McCarty's active participa-tion in the numerous activities and programs for the City of Rayne was noted. Not only for the number of city programs she is in charge of, Cheryl was also honored for her help with the local youth. Cheryl was born and raised in Rayne, and is the daughter of Rose Richard Stelly and Joe Richard. She has one sister, Janet, who is married to Keith Cormier, and one niece, Katie. She graduated from Rayne High School and has served as Rayne's Cultural Director since March of 2000.

2008—Charles Sidney StutesThe 2008 honoree has influenced not only count-

less students of Acadia Parish as a devoted teacher, but has also served as the city's unofficial premier histo-rian. Known more by his middle name, Charles Sidney Stutes was selected among a number of entries for his dedication as a citizen of the city he loves so dearly, dedicated teacher of many years, knowledgeable his-torian, and community leader. Stutes has helped the City of Rayne throughout the years with a multitude of city-wide projects, and is also a go-to guy for numerous city and historial projects. After retiring from the public school system in 1996 as a dedicated history teacher, Stutes taught American history at Notre Dame High School untul 2006. He and his wife, Monica, are the parents of three children, Leah, Joe and Chuck, and proud grandparents.

2009—Debbie ForemanThe former Rayne Chamber of Commerce's execu-

tive director and chairman of the Frog Festival for many years was honored as the 2009 honoree. Debbie Foreman was singled out for her volunteerism in a community that she loves and represents in the great-est capacity. She has the Frog Festival in her heart and is truly one of the reasons the Rayne Frog Festival has become one of the top festivals in the state. The former Debbie Credeur is married to David Foreman, also of Rayne. They are the parents of two daughters, Danielle and Delanie. She served the Chamber as its director for 14 years where she also served as Frog Festival organizer.

Always a crowd pleaser, the Rayne Lions Club Frog Derby will begin at 10:30 a.m. on Saturday, Nov. 13, under the Pavilion stage at the 2010 annual Rayne Frog Festival.

The event began in 1946 as part of the Crow-ley Rice Festival and moved home to Rayne when the Frog Festival began 38 years ago.

The event features a “best dressed frog” competition in which each jockey dresses her frog in a unique, handmade costume. The beautiful jockeys also dress in pastel-colored shorts with suspenders, coordinating check-ered blouses and matching caps to jump their frogs in competition.

Concluding the colorful event is the crown-ing of the Frog Derby queen. It’s too much fun to miss!

One year ago, I was given the opportunity to represent the city of Rayne as its 2009 Miss Rayne. Words cannot fully describe the year I have had. I’ve made many friends from traveling to many festivals and pageants, but most importantly, I have come to love this city like I never had before. Rayne has and always will hold a special place in my heart. Being Miss Rayne has taught me so much about this beautiful city and the wonderful people who live here. This year would not have been a success without the help of many people, and I’d like to thank you all.

God, thank you for blessing me with this amazing oppor-tunity, and for keeping me safe throughout my reign and travels.

Mayor Jim Petitjean, Rayne could not have a better mayor. You always have something funny to say, and you really do know how to treat all your queens like true royalty. Thank you for letting me represent this beauti-ful city. Mrs. Lynn, you’re a very wonderful woman, and Mr. Jimbo is very lucky to have a wife as giving and considerate as you.

To the city council, thank you for always supporting me and being a part of my year as Miss Rayne 2009. Rayne wouldn’t be the same without you.

Kelsey Paige Primeaux, the 17-year-old daughter of Paulette and Alcide Primeaux of Rayne, was named the new Miss Rayne on Saturday, August 28, during the 2010 Miss Rayne competition held “Under the Big Top” at the Rayne Civic Center by the City of Rayne car-rying a circus theme.

Kelsey is a senior at Rayne High School where she keeps busy with school organizations including var-

sity cheerleading, Student Council, and National Honor Society. She is also a 14-year member of the local dance school and keeps busy assist-ing with local and community orga-nizations.

Crowning her successor was the 2009 honoree, Dakota Henry. Assisting with the presentations were Mayor Jim Petitjean and com-mittee members Josie Henry and William LeBlanc.

Named First Runner-Up and prin-cess to the Ray*la*ne Festival was Taylor Faith Venable, 18-year-old daughter of Daniel and Terri Venable of Rayne.

Taylor was also awarded the Miss Congeniality banner by Rayne City Council Gerald Foreman and 2007 Miss Rayne honoree Jennifer Robichaux. This special award is voted upon by the contestants fol-lowing weeks of preparations and events attended by the contestants.

Keyasha Symone Minix was named Second Runner-Up and princess to the International Rice Festival. She is the 18-year-old daughter of Karen and Gregory Minix, Sr. of Rayne.

Keyasha was also presented the People’s Choice Award during the pageant, awarded to the contestant as it is voted upon by the attending audience.

Serving as emcee and chairperson for the event was Rayne Cultural Director Cheryl Richard.

Committee members were Angie Broussard, William LeBlanc, Ellen Guidry, Brooke Berzas, Josie Henry, Allison Guidry, Miles Boudreaux and Nikki Link.

In addition to the numerous spe-cial guests in attendance were a number of past Miss Rayne title hold-ers, including Rose Marie Robichaux Stelly (1957), Susan Venable Gremilion (1981), Mona Venable

Doucet (1989), Shelly Melancon Rhodes (1992), Jennifer James Autin (2001), Angelle Venable (2003), Mandy Quebodeaux Blackmon (2004), and Jennifer Robichaux (2007).

three who was married. He had one son, Jacques, when they arrived from France, and the rest of his fam-

ily was born here. Shortly after they arrived, Jacques was joined by his beloved Mathilde Langneau, and they were married in Rayne. The third brother, Gontran, never married.

The Weil brothers were quick to recognize the value of the giant bullfrogs. With their traditional love of gourmet

Parisian foods and their knowledge of what epicures liked, they instinctively knew that the fat, tempting frog legs filled that bill perfectly. Soon they developed a thriving

business shipping farm products, poultry eggs and wild game from the area. Later, pecans, furs, wool, turtles, and other products were added to their shipping list.

Rayne’s designation as the Frog Capital of the World became an established reality as the Weils expanded their markets, and not only served many central points in the United States, but also began reaching out into other countries, with the frog legs from Rayne finding a ready and welcomed market in their former home of Paris, France.

Even when the Frog Festival began in 1973, patrons of some of the most exclusive restaurants and cafes in Paris still found their Parisian menus proudly claiming that their frog leg delicacies came from Rayne, Louisiana, U.S.A.

Death came to Gontran in 1940, Jacques in 1948, and Edmond in 1951, when Wiltz J. Chatelain purchased the shipping company from the Weil heirs. He built one of the five largest supply houses in Louisiana, shipping frogs first by train, then later by air freight. He was also the first to see the need and begin shipping frogs to scientific laboratories.

Other frog shippers during that time included Louis H. Baer, and the Babineaux brothers, Lionel, Desire’ and Pete.

Donat Pucheu, 1850-1908, is believed to be the "Father" of the frog shipping industry in Rayne, Frog Capital of the World."

He exported large amounts of giant bull-frogs, in addition to ducks, snipe, quail and other wild game to New Orleans in the 1890's and in exchange received the most gourmet and hard-to-come-by foods in those days, such as the finest import-ed cheese and wine, along with rarities as spices and flavorings not available in the small village of Rayne at that

time.Pucheu was born in 1850 in

a small village in France in the northern section of that country

known as the Haut (high) Pyreneese Mountains.

At 19 years of age, he sailed for America

where he married Marie Agnelly. They moved to Rayne in 1887, where they raised their large family.

If you’re in the mood for exciting festival rides or looking for a frog or festival souvenir, you won’t have to leave the festival grounds. Almost anything you could want will be avail-able at the Souvenir Booth just inside the main festival gate.

The booth will be manned by members of the Rayne Frog Festival Association with pro-ceeds going to support festival and Chamber activities throughout the year.

In addition to the 2010 Frog Festival post-ers and T-shirts, the booth will offer a wide variety of “froggy” merchandise, including postcards, koozies and Frog Festival pins.

The Rayne Frog Festival will also sell a wide selection of adult beverages.

In addition to the fun rides available for all ages, 20 other booths will be noted on the festi-val grounds where they will present information and sell unique items, as well as serve some of the best food in Louisiana.

Max Air Helicopters, a Sulphur, Loui-siana based helicopter service company, will again provide helicopter rides to fes-

tival attendees at the 38th annual Rayne Frog Festival for a fee of $30 per person based on three passenger capacity.

Festival tour rides will be available during all operating hours of the festival on Thursday night, Friday night and all day and night on Saturday, November 11-13.

Each ride will include aerial views of the festival grounds, heading south along main routes through Rayne and circling back to the fairgrounds.

Max Air Helicopters, LLC will also pro-vide photo flights for interested parties during non-festival hours during the day on Wednesday, Thursday and Friday, No-vember 10–12 for fees beginning at $375 per half hour.

2010 Frog Festival Queen, Teen Queen crownedThree beautiful young ladies were

named Rayne Frog Festival honorees on Saturday, Sept. 11, during the 2010 Rayne Junior, Teen and Frog Festival Queen’s Pageants. The annual events were again held at the Rayne Civic Center emceed by Cheryl Richard, Chairperson Rayne City Council of Beta Sigma Phi.

Crowned as the 2010 Rayne Frog Festival Queen was Chynna Fontenot, 19-year-old daughter of Paula and Joey Fontenot of Church Point. She entered the pageant repesenting the Gueydan Duck Festival and was crowned by last year’s honoree, Sarah Jane Mouton. The LSU-Eunice sopho-

more was presented her awards by Mayor Jim Petitjean and Chamber of Commerce President Angie Broussard.

The new 2010 Rayne Teen Frog Festival Queen is Lindsey Marie LeBlanc, 15-year-old daughter of David and Tammy LeBlanc of Rayne. The Notre Dame sophomore was pre-sented her crown by the 2009 hon-oree, Kaylie Savoie, and her awards by Mayor Petitjean and BSP member Theresa Prather.

Selected as 1st Maid and Princess to Festival Ray*la*ne was Devin Angelle Babineaux, 20-year-old daughter of Stacey Rasberry of Iota. She will also assume the crown should the queen be unable to complete her reign. She was awarded by Rayne Frog Festival Committee Member Debbie Foreman.

Named 2nd Maid and Acadia Parish’s representative to the Louisiana Fur and Wildlife Pageant was Sara Deanna Tinsler, 19-year-old daughter of Mr. and Mrs. William A. Tinsler, III of Sulphur. She was presented her award by Chamber of Commerce Vice President Nikki Link.

Chamber of Commerce Board Member Kevin Prejean presened the 3rd Maid banner to Lynnsey Laffell Mahaffey, 21-year-old daughter of Gary and Carleen Mahaffey of Dry Creek.

Sara Anne Rougeau was named Miss Congeniality by her fellow con-testants, an honor voted upon follow-ing the full day of activities. She is the 17-year-old daughter of Mark and Carol Rougeau of Eunice.

eant were Kristi Leigh LaJack, 19-year-old daughter of Charles LaJack and the late Ginger LaJack of Opelousas; Ashley Carey Woolledge, 23-year-old daughter of David and Jeanie Woolledge of Marrero; and Dakota Jean Henry, 17-year-old daughter of Ricky and Renee Henry of Rayne.

Special guests in attendance for the pageant were former title hold-ers, including Robin Rasberry 1990, Brooke Henry 2001, and Amanda Sills 2007.

The newly crowned 2010-11 Miss Rayne, Kelsey Primeaux welcomed everyone to the City of Rayne and presented a special invitation to attend the 2010 Frog Festival this November.

Also in attendance were over 100 visiting queens from throughout the state, each representing her fair and festival.

Honored during the pageant was the newly named 2010 Frog Festival Grand Marshal, Josie Henry. She was presented a special keepsake by BSP member Marlene Habetz.

Selected Teen 2nd Maid was Alyson Noel Kratzer, 16-year-old daugh-ter of Roger and Kristine Kratzer of Mermantau. She was awarded by BSP member Mona Dronet.

to Payton Elise Bourgeois, 14-year-old daughter of Kyle and Susie Bourgeois of Montz.

Named Teen Miss Congeniality by the contestants was Emily Jewell Miller, 14-year-old daughter of Patrick and Amanda Miller of Lafayette. She was awarded by Chamber Board mem-ber Donnie Venable.

This past year has been one for the history books. The Saints won the Superbowl; there was an oil spill that has forever changed our coast; and I became the first girl to hold all of the Frog Festival titles from Tadpole through Miss. During my reign, I proudly attended over 60 events and trav-eled 8,000 miles of Louisiana highways. Although I’ve never been an actual citizen of Rayne, I have always been welcomed with open arms.

When the crown was placed on my head, so were responsibili-ties. The Chamber of Commerce works so hard to ensure that this city lives up to its reputation of the Frog Capitol of the World. Every time I put the crown on my head, I knew that meant I was representing you, the citizens of Rayne. My goal was to promote the festival I loved so much and to act as a positive role model.

In every city there are many amazing people who work behind the scenes to ensure that things are taken care of. Mayor Jimbo, Angie Broussard, Cheryl and Miles, thank you for always being so supportive. I am so thankful for the Tribune and the Independent, who allowed me to share my travels with everyone here. And thanks to Beta Sigma Phi and all of the civic organiza-tions who make this city and fes-tival so successful. I also thank God for keeping us safe during our travels…particularly when we were lost, and especially when we had a blowout on the inter-state!

In this beautiful state, there is an elite group of women that share a common bond. The girls of the “Rhinestone Sisterhood” will forever be a part of my life. From helicopter rides in

Belle Chasse, to golf lessons in Patterson, skeet shooting in Gueydan, to “fist pumping” in Breaux Bridge, there was never a dull moment – unless, of course, we were eating! I had so much fun traveling alongside Dakota, Kelsey and all of the Ray*La*Ne queens. I would especially like to thank Brooke Henry and Amanda Sills for always believ-ing in me and guiding me in the right direction.

Chloe, Alyssa, Victoria, Kaylie, Kristy, Emily, Hannah, Mrs. Sis and Mr. Herman – I can’t explain how excited I was to have my own frog family to travel with. Thanks for always agreeing to the matching outfits and never missing a photo opp. I couldn’t

have picked a better group of queens (and a Golden King) to share my year with.

I consider myself one of the luckiest girls to have grown up with so much support from my family. Dad, you have always told me that I never needed a crown to be a queen. What you have sacrificed for us not only this year, but my entire life has shown me the true meaning of unconditional love. Mom, even though I moved an hour away, I loved having an excuse to hang out with you almost every week-end. I may not say it enough, but I love you more than you know and I appreciated everything you did for me.

There can only be one Frog

Festival Queen. So as my year draws to a close, I offer this advice to my successor. Never miss an opportunity for a picture, never lose sight of what this title means, and invest in a good pair of rubber boots! Your year will be over before you know it, but the memories will last a lifetime.

What an amazing year! It has been such an honor and privilege to represent Rayne and the Frog Festival as the 2009 Teen Frog Festival Queen. I have had so much fun traveling through-out the state and meeting new people.

I would first like to thank God who makes all things possible in my life. Next, I would like to thank the Rayne Chamber of Commerce, Beta Sigma Phi, the Jaycees, and the Rayne Lions Club for working so hard to ensure that the Frog Festival is a huge success year after year.

Ms. Cheryl Richard, thanks for being a great director and guiding me to be the best queen I could be during my first ever festival reign.

Mayor Jimbo Petitjean, thanks for being an awe-some mayor and really taking time to be involved with the community.

A record number of booths will tempt and tantalize shoppers at the 2010 Frog Festival Arts & Crafts Show set this weekend on Saturday and Sunday, Nov.

13-14, at the Rayne Civic Center adjoin-ing the Frog Festival fair grounds.

According to chairman Ruth McBride, the event has continued to grow, attract-

ing many new artists and craftsmen each year.

The annual show, sponsored by the Rayne Beautification and Tourism Board, will be open from 10 am. to 5 p.m. on Saturday, and 10 a.m. to 6 p.m. on Sunday. Booths are available for a $50 rental fee. To reserve a booth, contact Ms. McBride at 334-5744.

Paintings, ceramics, afghans, quilts, novelties, unique Christmas presents, and good family fun can all be found at the show. In addition, a delicious home-made plate lunch, snacks and soft drinks will be available for sale during the lunch hour at the show.

Admission is $1 per person, and each person admitted will be eligible to win one of the many door prizes to be given during the two-day show.

Whether you’re looking for a unique gift item or that special something to decorate your own home or office, you’ll find it at the 2010 Rayne Frog Festival Arts & Crafts Show during the 38th Frog Festival in Rayne.

people who take the time and effort to make the Rayne Frog Festival as wonderful as it is. Mayor Jim Petitjean and Coucilmen, who give help to every organization in town to make Rayne the great and beautiful city that it is.

The organizations and indiviausls we are speaking of are: the church, the schools, Lions Club with the Frog Derby, the Jaycees who sponsor the Tadpole, the Beta Sigma Phi ladies who bring some of the most beau-tiful girls to our city, Rayne Garden Club and city workers who have helped bring the State Cleanest City Title to our lovely city, Miles Boudreaux and the Rayne Chamber of Commerce, my daughter Cheryl Richard, Festival Director and Rayne's Cultural Director, and many others who work tiredlessly for the Frog Festival to bring the great line-up of entertain-ers that come to our city and commit themselves to non-stop work and cheerfulness.

Ruth and Warren McBride were crowned 2010 Golden Frog Festival Queen and King during a royal recep-tion hosted by the Cajun Hospitality Charter Chapter of the American Business Women’s Association (ABWA) Saturday afternoon in City Hall.

The McBrides were crowned by their predecessors, Rose Marie “Sis” and Herman Stelly.

In addition to their crowns, the McBrides received green and gold royal sashes, flowers and an engraved sterling silver platter. The Stellys also presented their successors with gift pins. Mayor Jim Petitjean pre-sented the couple with an official Frog Catching certificate.

The new king and queen were married in 1957 and have four chil-dren, Bryan Stephen, Carl Jeffrey, Katie Maureen Lalande and Lisa Anne Mooney and seven grandchil-dren.

The couple operated McBride’s Office Supply from 1959 until they retired in 1995. They remain very active in the community, as evident by their biographies offered during the program.

Warren has been a member of American Legion Post No. 77 for 55 consecutive years, was a charter member of the Rayne Chamber of

Commerce, serving as its third presi-dent in 1974-75 and helped stage the second Frog Festival. He is also the longtime treasurer of the Rayne

Beautification Committee.Ruth is a charter member of the

Rayne Beautification Committee since its inception in 1987, where she has served as first vice president and treasurer and is now president.

She has served many years as vol-unteer chairman of Rayne’s Cleanest City Contest, and held every elected office and chaired numerous com-mittees of the Rayne Garden Club since 1973. She was also a member of the Twinning Committee with Neuf Chateau, Belgium and the twinning of Granby, Quebec, Canada.

In 1995, Ruth was the recipient of the Rayne’s Outstanding Female Award.

Prior to the crowning cer-emony, ABWA President Wanda Kedinger and Education Committee Chairwoman Beverly Rayon present-ed scholarships to five young col-lege women, including Celeste H. Broussard, Olivia L. Habetz, Angelle N. Hollingsworth, Leah M. Lapoint and Brittany A. Trahan.

The ABWA initiated the first Golden Frog Festival Queen’s pag-eant in 1989, adding a king to the royalty in 1993.

The Rayne Frog Festival Com-mittee is preparing for the 38th annual Rayne Frog Festival which will be held Nov. 11-13. The parade is scheduled for Sat-urday, Nov. 13, at 3 p.m.

The parade will line up on American Legion Drive, travel up North Adams and the Boule-vard and end at the Frog Festi-val grounds.

There is a parade fee for ev-eryone participating: $25 for Non-profit groups/Individuals and $75 for Businesses/Elect-ed Officials/Candidates

It all began when I heard those sweet words, I was your 2009 Deb Frog Festival Queen. I couldn't believe it my dreams had came true. I have met so many people each touching my heart. Memories of delivering food baskets to the less fortunate, rid-ing in parades and traveling to many festivals and pageants around our beautiful state. The event I love the most of course was the Frog Festival itself. From playing games, riding the carnival rides, eating frog legs and par-ticipating in the frog jumping contest, I had an UNFROGETTABLE time. To my little tadpole queen Chloe thank you for being so sweet to me and for keeping me busy when we were together. You have done a great job this year. Victoria, thank you for being my partner in crime at the pageants we attended together and for always having a smile on your face. Kaylie what can I say, you are crazy and funny. Why does it take a second to say hello, but forever to say goodbye?It has always been a dream of mine to represent the city of Rayne and the Frog Festival.

In a second, I went from just another hopeful, to actually being able to live my dream. I have seen many wonderful cities, festivals, and met many wonderful people this year. I’ve traveled the state proudly representing the city of Rayne and the Rayne Frog Festival. Even though I admired other cities and festivals, I couldn’t help but feel that I was just a little more privileged. It was always easy to feel pride when rep-resenting such a wonderful organization.

Aside from meeting many wonderful people, the highlight of my year has to be my weekend at the Frog Festival. I held a frog, kissed a frog, and tried fried frog legs for the first time. Everyone is right- they are delicious! I was able to enjoy great music, and even given the opportunity to meet local musicians. In addition, I was able to voice my excitement during an interview with KPLC which aired during the festivities. It is a weekend I will never forget.

This year would not have been possible without the love and support from the Meaux family. I would like to thank Mrs. Vicki and Mr. Jim for making me feel like a queen with their love and encouragement throughout my reign. Thank you for providing me with everything I needed this year. You have truly established this title by having high expectations from your queen. In that aspect, I hope I have made you proud.

I would also like to thank the City of Rayne for always making me feel welcomed whenever I was in town. No words can express the admiration and respect I have for a city that dedicates so much to the children of the community. Being given the opportunity to represent such an amazing city has been an honor, and I am thankful to have shared my year with you.

He's seen everywhere, at the I-10 exit when entering our beautiful city,

included in the dazzling murals found throughout Louisiana's City of Murals,

and even on the letterhead of stationary used by many locals.

Rayne is well-represented by a hand-some, elegantly-dressed, green gentleman

known as Monsieur Jacques, who has come to symbolize the annual Frog Festival and serve as an ambassador

Monsieur Jacques was created with the start of the first Frog Festival by a talented

local artist, Jan Lewis. Mrs. Lewis is also know for her bril-

liant icons that are known throughout this area. Some of her most well-known

works are displayed at the annual St. Joseph Altar held in Rayne every March, the local Farmer's Mass celebrated in observance of the local agriculture, and many more events

where her works of art are appreciated.Her artwork was also admired during the 100th anniver-

sary of St. Joseph Roman Catholic Church, in addition to the widely-used black and white drawing of the local church on bulletins and stationary.

When Rayne was preparing for the first Frog Festival, her good friend, the late Myrta Fair Craig, urged the local artist to create a frog image for the celebration, thus evolved Monsieur Jacques (Mr. Jacques as remembered by many for Jacques Weil).

At Mrs. Craig's request, Mrs. Lewis completed her work just in time for the first-ever Frog Festival Souvenir Edition in 1973 published by the Rayne Acadian-Tribune.

Monsieur Jacques is known to many as he "struts his stuff" with a high-stepping action, all while attired in a formal tuxedo coat, formal dress cane, and a top hat that sits atop his swaggering tilted head. The red bow tie and cummerbund also presents a rather confident oua oua ron, to say the least.

Make sure to mark your calendar for this week's 38th Annual Rayne Frog Festival, where you can get an up-close and personal view of Monsieur Jacques, "in the flesh," either by sampling some of those scrumptuous fried frog legs or by participating in the annual Frog Racing and Jumping Contest provided by the Rayne Acadian-Tribune and the Rayne Jaycees. The 5th Annual Frog Festival Poker Run will be held on Satur-day, Nov. 13, beginning at the Frog Festival fairgrounds just off Inter-state 10 in Rayne.

The 2010 race will be co-spon-sored again by Fezzo's Restaurant and Oyster Bar in Scott and Crowley.

On the day of the race, registra-tion sign-in will begin at 7 a.m. at the Civic Center Mural Room. Bikes will be pulling out at 9:00 a.m., and will be finishing by 1 p.m. Prizes will be given for first place, $150; second place, $100, and third place, $50, as well as additional prizes and a half-and-half raffle.

At the end of the race, all partici-pants will get in free at the festival grounds to enjoy the evening’s mu-sical performances.

Registration will be $25 per rider. With this fee, each rider will receive a free t-shirt and koozie. Riders who register by the early deadline will get an extra playing card.

Melancon tells bid for police chief

Council Monday night

agreed to sell the west-

ern 379 feet by 50 foot

section of Amelia Street

to the Rayne Guest

Home.

The action was ap-

proved in order for the

nursing home to access

three tracts of land

purchased north of the

street which dead-ends

at the nursing home,

reportedly for expan-

sion plans.

The purchase price

was set at $33,425.

The Council also set

the millage rates for the

corporation tax at 7.10

mills and the youth rec-

reation tax at 5 mills.

tal Boxing Club who

achieved seven cham-

pionships and two

runner-up titles at the

National Boxing Tour-

nament held June 1-5

in Memphis, Tenn.

$10,000 for Special

Olympics, according

to Katie Bird, director

Chloe enjoys un'frog'etable yearWhen I was four years old I said this was my dream title. I always want-

ed to be like all the big Miss Queens. And finally a year ago my dream came true as I was crowned the 2009 Miss Tadpole Queen.

This year has truly been an un-Frog-getable year. I can easily say that this past year was a dream come true. I enjoyed traveling

It's all about the frogsFrogs and more frogs will again

take center stage during the annual Frog Racing and Jumping contests held every year during the Rayne Frog Festival.

This year's Frog Jumping and Racing Contest will begin at 12 noon on Saturday, Nov. 13, under the Frog Festival Pavilion.

Almost 200 entries were record-ed for last year’s event, including everyone from toddlers to the young at heart. To participate, a person has the option of “frog racing” or “frog jumping” and pays a rental fee to the Rayne Jaycees, who co-sponsor the annual event with the Rayne Acadian-Tribune.

On stage, when the call of "Ils Sonte Parti" is sounded, the frogs

are off and hopping, jumping and leaping, hopefully toward the fin-ish line -- but you never know! When seated in the front row, many receive a “hopping” surprise.

Serving as emcee of the con-test was Frog Festival Coordinator Cheryl Richard, assisted by mem-bers of the Rayne Jaycees and staff of the Rayne Acadian-Tribune.

Jaycees’ Diaper Derby filled with 'fast' participantsBabies were crawling

and cheering sections were cheering during the 2009 Annual Diaper Derby spon-sored every year by the Rayne Jaycees.

Named Diaper Power winner was Ziba Svendsen.

First runner-up was Hayden LeBlanc.

Named second runner-up was Karmin Meche.

Chairing the 2009 event were Jaycee members Angela LeBlanc and Kathy Cahanin.

Assisting with presenta-tions were a number of Rayne royalty, who also served as judges at the fin-ish line.

The 2010 event will begin at 9 a.m. Saturday, Nov. 13, on the main festi-val pavilion with everyone invited to attend.

DIAPER DERBY WINNER - The Rayne Jaycees once again hosted the 2009 annual Frog Festival Diaper Derby held Saturday morning of the festival with the top racers including, from left, 1st Runner-Up Hayden LeBlanc and mother Delana Biessenberger, Diaper Power Ziba Svendsen and mother Debbie Svendsen, and 2nd Runner-Up Karmin Meche and father Sean Meche.

2009 DIAPER DERBY HIGHLIGHTS

(The following article was published in the Rayne Acadian-Tribune's very first Frog Festival Special Edition, spot-lighting an original article from 1940 belonging to Wiltz Chatelain as Rayne was highlighted in a national magazine)

Although the matter seems to have escaped public atten-tion, the frogs have a capital, Rayne, Louisiana holds the distinction of being the "Frog Capital of America."

Two circumstances have brought this title to Rayne. One is the general prevalence of rice fields in that section; the

other, the ability of Jacques Weil, pioneer Rayne frog raiser and shipper, to recog-nize an opportunity when he saw it.

Years ago Weil started to specialize in frog legs. A Frenchman by birth, he well knew what the leading epicures liked and the fat, luscious frog legs he sent to northern markets soon made his name famous.

Others followed in his footsteps and Weil saw frog leg shipping grow from a one-man business to an industry. That's how it ranks commerically at present.
