4. Scheme Outline
Parish Nursing Ministries UK (PNM-UK) (https://parishnursing.org.uk/ ) was established in 2003. In the last 16 years they have developed a well-defined concept of a “Parish Nurse”; a qualified nursing professional who acts on behalf of the local church to provide holistic “health ministry” in a local community within the professional standards of the nursing profession. A distinctive and defining feature of the Parish Nursing scheme is this sense of it being Christian ministry in the name of Jesus Christ and the local church. This defines the nature of the work. Frodsham Churches Together (FCT) wishes to explore seeking an individual to work as a Parish Nurse in Frodsham and the surrounding area.
5. Governing Principles
The Frodsham Parish Nurse (FPN) will work in the name of FCT.
The North Cheshire Circuit of the Methodist Church (NCC-MC) is the legal owner of the scheme and the appropriate indemnities but is invisible outside of the scheme’s governance.
The “branding” of the FPN will be that of FCT and Parish Nursing Ministries UK.
This document will set out the governing principles and policies of the scheme. This document is owned by the Steering Group (FPN-SG) and is approved for use by the meeting of FCT.
The scheme will be held in and sustained by the prayers of the sponsoring churches, the steering group and the Parish Nurse.

6. Stakeholder Analysis

(1) Churches are equal alongside other community stakeholders. Church members
will not be favoured as cases but will have an equal footing in the referral and triage process.
(2) The rationing of the Nurse’s time will be based on a triage process derived from
the scheme’s mission and limited by a defined scope.
(3) The Parish Nurse will be managed according to the policies of the North Cheshire
Circuit of the Methodist Church but governance will be provided by the Steering
Group which reports to Frodsham Churches Together who provide the lead.
(4) Methodist Insurance have experience of Parish Nurses and are able to indemnify
the North Cheshire Methodist Circuit against the resulting legal liabilities. (5) PNM-UK are responsible for providing the Nurse’s ongoing registration and
Continuing Professional Development (CPD) as required by that registration. We are consciously choosing to support a “Parish Nurse”; the definition and philosophy of which belongs to PNM-UK.

7. The Local Context
7.1 Frodsham Churches Together
We are very fortunate in Frodsham that the churches work extremely well together, and have accomplished a great deal over the years, both in combined worship and in outreach into the community. The ministers of the churches meet together once a month at Foxhill, the Anglican diocesan centre on the outskirts of Frodsham. A committee of representatives from all the churches meets four times a year to organise events and to support various groups which work under the Churches Together banner. On the last Sunday of the year there is a combined act of worship, and pulpit exchanges take place in the Week of Prayer for Christian Unity. The churches take part in the Rotary-run Festival in the Park in July. A newsletter, ‘Together’, is published three times a year and distributed to every house in Frodsham. Weekly coffee mornings on Thursdays (market day) are held in Main Street Community Church, where there is also a stall selling fair trade produce and Christian cards and books. That afternoon there is ‘New Horizons’, a support group for those newly bereaved or otherwise lonely and seeking friendship. There is also a Christian Aid coffee morning monthly in the Parish Rooms. An Alpha Course is starting shortly in Costa Coffee. A small group of people from different churches has met weekly for many years to pray together. A more recent initiative is ‘Prayer@theBear’, part of the ‘Thy Kingdom Come’ prayer movement – 48 hours of prayer held in early June in a room behind the Bear’s Paw public house. Work in and with schools has always been important, and we are lucky to have good relationships with all local schools. ‘Christmas Journey’, for Year 2 pupils has run for 15 years, and ‘Easter Journey’, for Year 6, for 12 years, reaching not only Frodsham schools but those from neighbouring villages. A team has recently run Messy Church in Weaver Vale school, but is now looking to take a different approach, which might involve going in to other schools as well. Undoubtedly one of the success stories has been the anti-human trafficking group, formed to raise awareness of the growing problem of slavery and human trafficking, not only abroad but especially in this country. This group has run day conferences; raised funds for the Salvation Army through a pop-up shop and carol singing in the local Morrisons supermarket (who have been very supportive); had stalls at various local events including the annual Cheshire Show; and have brought information into the public domain, even leading to changes in the law. Another area of concern, as Frodsham’s population ages, is dementia. Churches Together supports Singing for the Brain, a course for sufferers and carers called Living Well with Dementia, and has also hosted a conference bringing many professionals and workers in the field together to help those volunteering in this work. Churches Together is delighted to support the appointment of a Parish Nurse.

9. Basis of Referral and Triage
9.1 Geographical Scope
The purpose of the scheme is to provide relief to those in need. It does not matter to us where that person lives.
However, the second purpose of the scheme is to provide a Christian witness to the wider community. This purpose is best served by maintaining a geographical focus.
Some of our funding is geographically constrained. Referrals to the FPN may be from, or on behalf of residents in:

9.2 Scope of Services Offered
This depends on the particular experience and expertise of the Nurse who is recruited, subject to the priorities and opportunities discussed in section 8. The Parish Nurse will not duplicate the scope of work which is the responsibility of statutory health providers but will seek to work in partnership with them and with partners in the third sector.

Job Title: Volunteer FCT Parish Nurse Location: Frodsham Methodist Church Responsible to: Andrew Emison, Minister, Frodsham Churches Together Purpose and Objectives: Parish nurses work on behalf of a local faith community to provide holistic nursing care to individuals in the community regardless of their faith. In addition to supporting the physical health needs of the individual in partnership with local services, they also provide Christian spiritual care where appropriate and within professional standards. Main Responsibilities:
Provide excellent nursing care according to prevailing professional standards.
Provide spiritual care where appropriate, within the professional boundaries of the nursing profession in every intervention.
Model and promote the integration of faith and health in daily life.
Work according to the direction of the Line Manager and priorities of the steering group.
Contribute to the direction and priorities of the project through contribution and participation in the management team.
Provide reports to the Steering Group within the constraints of professional confidentiality.
Assess, evaluate and report on the needs within the designated community.
Act as a referral agent and when appropriate, accompany the patient to other services.
Work according to prevailing Safeguarding Policies and Strategies adopted by the project.
In consultation with the Steering Group, evolve, refine and change the work to meet prevailing needs.
Act as a health advocate for service users requiring additional support.

Terms & Conditions:
Terms of appointment: Voluntary 3 year post
Remuneration: This is a voluntary post. Annual NMC Registration fee will be paid. CPD will be provided and funded.
Hours of work: Flexible. To be negotiated.
Expenses: Travel from the normal place of work will be remunerated at prevailing HMRC maximum rate. Medical supplies and equipment will be supplied by agreement. Any other expenses by agreement. These need to be agreed with the Line Manager.
Holiday Entitlement: Flexible in agreement with the Line Manager but based on 28 days plus public holidays pro-rata (for part time).
Criminal Record Clearance
Appointment will be subject to a satisfactory criminal record clearance.

Volunteer Parish Nurse Vacancy Hours Negotiable Nursing in the community – connecting with the health needs of local people.
We are looking to appoint a
Volunteer Registered Nurse Hours to be agreed. The volunteer would liaise with the Frodsham Churches Together and their care teams in supporting the spiritual and physical well-being of the people of Frodsham and surrounding area. This may also involve some links to surrounding nearby villages. The support offered to the local community will be regardless of their faith. As the appointment requires the person to offer spiritual care and prayer when requested, it is a Genuine Occupational Requirement for the applicant to be a practising Christian. Applicants must be willing to undertake the Parish Nurse Ministry training 4th-7th November 2019 in Birmingham. All expenses will be paid by the Project.
