Friday March 20, 2020 4 DISTRICTS STATE TIMES NEWS BILLAWAR: Former Minister Dr Manohar Lal Sharma while reacting on union Budget for J&K said that the said budget is not up to the expectations of people of J&K and said that Union Budget 2020 is not satisfactory, as it would nei- ther help strengthening the economy nor ensure social security or development. Dr Sharma said allocated working capital for develop- ment is very less whereas salary and administrative expenses are more. He said at least 25 per cent of the budget should have been allocated for development. Manohar said that due to restrictions since last 7 months and especially com- munication restrictions, the economy in J&K suffered a loss of more than Rs 16,000 crore but no step was taken to revive the economy of J&K which is already on death bed. He said two of the biggest industry in J&K are the tourism and agri- culture& both of them has totally collapsed and no steps has been taken by gov- ernment to up thrust them as meager sum of Rs 2,500 crore for tourism sector is not enough and said no focus was done to provide compensation to the farm- ers for the damaged crops . Further Manohar said that many small irrigation projects under ARWSC scheme are pending due to non-availability of funds. Dr Sharma welcomed the step of allocation of Rs. 2000 cr for 50000 jobs and said that hope this don't remain on paper as Previous Governor Satya Pal Malik also promise 50 k jobs to locals but nothing happened and also demand job reservation for the local youth. Further he said there are more than 62000 daily casual workers working in different departments and govt. dint provide any roadmap for their regular- ization and also said no word came from govt on abolition of anti-youth, anti- employee SRO 202. Manohar further asserted that allocation to health is extremely low in budget, as only Rs 69,000 cr allocation will not fulfill health needs of people and requested minimum 6 per cent of budget allocation to health. Further on decision to han- dover district hospitals to private sector under the PPP model, Manohar termed it as extremely dan- gerous as it will further broaden the access to healthcare by downtrodden low economic group people of the country. Overall he termed budget as further rubbing salt on the wounds of people and termed it as unsatisfactory. During the meeting the recent development pertain- ing to stoppage of Vaishno Devi Yatra was discussed in detail and the representatives present over there said that it was for the first time in the history that Vaishno Devi Yatra is stopped and prayed the almighty Maa Vaishno Devi and urged the authori- ties that it be resumed soon may be with less numbers as is being done by Tirupati Temple Trust after taking all precautions. Wazir and Kesar while speaking on the occasion asked the hoteliers that although with the stoppage of Yatra no one will come over here but still even after resumption of the same the steps like keeping of sanitizers at the Reception, Restaurant and other public places and its mandatory use by all besides other precautions like filling of self declaration form and providing of information to the authorities regarding any person who had visited for- eign recently or showing symptoms of Caronavirus immediately besides display- ing of caronavirus material at appropriate places be done. DM for home delivery of grocery items in Udhampur STATE TIMES NEWS UDHAMPUR: In order to avoid the gathering and social contact at grocery stores while collecting other essential items by the con- sumers District Magistrate Udhampur ordered for home delivery of grocery items in Udhampur. After discussions with concerned stakeholders, mechanism for delivery of grocery items at home was finalized and retail grocery unit holders were directed to start home delivery of orders immediately. They were also instructed not to allow any gathering inside & outside the stores. DM asked the retail store holders to estab- lish a mechanism for home delivery of grocery items and to promote social distancing and to reduce gathering at their retail stores to contain the spread of COVID-19. DM also ordered for closure of all shops/ business units except essential supplies units like fruits, vegetables, chemists, grocery and dairy. STATE TIMES NEWS KISHTWAR: All Jammu Kashmir and Ladakh Teachers federation in a statement issued on Thursday by Satiya Bhushan Sharma District President said that in view of the rising spread of COVID-19 the District Administration of Kishtwar taking serious note of Corona pandemic viral dis- ease , has issued formal orders for suspension of class works in Govt and Private educational institu- tions and has imposed Section 144 across the dis- trict in order to contain any wide spread of Coronavirus, the teaching and Non -teach- ing faculty has been directed to attend their respective schools. Consequently, the Federation in view of the increase on coronavirus spread in the J&K UT and considerable rise of suspects of Corona virus cases in Distt. Kishtwar has arrived at common view that District Administration Kishtwar must see into this critical issue and have urged upon the District Magistrate Kishtwar to issue formal order as per analogy of other Districts of J&K UT to restrict the teaching Fraternity from attending their respective institutions to avoid large gathering of staff members in the school premises to prevent any adverse on their health. He further added that moreover, it is apt to add here that Federation has already taken several initia- tives by way of conducting awareness campaign in J&K UT regarding adoption of preventive measures for avoiding spread of coron- avirus and also have high- lighted the ill - effects caused by the rumours flashed by rumour mongers on social networking sites .He further said that in this context , the members of Distt. He further appealed to the public of Kishtwar to follow the Do's and Don'ts regarding to curb the spreading COVID-19 as this would be the excellent piece of coopera- tion from their part in preventing any infections. STATE TIMES NEWS DODA: District Development Commiss- ioner, Dr Sagar D Doifode today chaired a meeting with members of religious organizations, Trade Unions, Civil Society and appealed them to follow advisories regarding pre- cautions issued by Jammu and Kashmir Government and District Administration to combat the spread of Novel Coronavirus in the district. DDC sensitized the partic- ipants regarding preven- tions and precautionary measures including cleanli- ness, avoiding handshakes and social contact cleaning hands frequently with soap and other alcohol based sub- stances and other precau- tionary measures to avoid the infection. He directed the CMO to post a full time doctor at helipad who will conduct primary examination or screening of the visitors. DDC further directed the EO Municipal Corporation to make arrangements for the fogging and sanitization of the helipad area where the pas- senger uses to stay temporari- ly. Besides he visited the Chowgan ground and reviewed the implementation of section 144 of Cr.PC. He directed the police personals deputed at the entrance points of the ground not to allow any person to avoid unnecessary gathering. Meanwhile he also inspected the various government offices including the office of Municipal council Kishtwar and took first hand assess- ment of queue management, hygiene maintenance and overall preparedness of the offices to combat the threat of spreading corona virus . and recovered 2400 intoxicating capsules from their

possession.

As per the details, Katra Police laid a special Naka at

Matyal -Katra and during checking police recovered

2,400 Tramadol capsules from the possession of two

drug peddlers namely Ganesh Kumar alias Kalu and

Griever, both sons of Ramesh Chand, resident of

Bhawan South Delhi and arrested on spot.
