The 2019 Games were my first as President, and the experience was exhilarating; beginning with the launch at the MCG in February 2019, attending events throughout the Games to cheer on our athletes, and presenting event medals to honour our participants in March 2019. The Games are a life changing experience for all those involved, and I look forward to working with the Victoria Police Games Federation Committee again for the 2020 Games, being held from 20-29 March 2020.We all know the benefits of an active lifestyle and the positive impact it can have on our physical and mental health and wellbeing. Finding time for family, friends, sport or exercise is a challenge we all face, but it is particularly important for those working in the emergency management sector. The Victoria Police and Emergency Services Games are about more than competition; they are an opportunity for us to come together, to prioritise our own physical and mental health, and to invest in the friendships that characterise the spirit of the Games. The 2019 Victoria Police and Emergency Services Games were a huge success. The facts speak for themselves: over 3100 participants, 4874 individual entries, 41 sports, and 23 affiliated agencies within the Victoria Police Games Federation. The most popular sports in 2019 continued to be netball, soccer 7s, basketball and angling. The Games were enhanced in 2019 with the addition of indoor rock climbing as a new sport, taking the Games to new heights. I was also pleased to join the Minister for Police and Emergency Services, the Hon Lisa Neville, and the Chief Commissioner of Police, Graham Ashton, at the launch of the 2019 Games on 13 February 2019, to present the 2018 Games winners with the Inter Services Trophy to

Corrections Victoria and the Chief Commissioner’s Trophy – for the 3rd year in a row – to the Transit and Public Safety Command.A lot of work goes into staging the Games and organising the logistics of the sporting events held at 40 venues across the state. They take place because of the commitment and the contribution of our agency representatives, Sports Coordinators and our incredible volunteers. My personal thanks go to all who helped make the 2019 Games successful and enjoyable! I am looking forward with anticipation to the 2020 Games. Already the support has been fantastic. Many of our loyal sponsors show their interest in the Games with these valued partnerships continuing for the 2020 Games. APS Benefits has been a long-time sponsor and these Games mark the 20th consecutive year they have partnered with us. BankVic has provided incredible support for the Games since joining and are more directly involved than ever before. We are also continuing our invaluable relationship with Transurban that provides spectacular outdoor promotions of the Games across Melbourne each year. Our partnership with the web developers, FUSESport continues with their generous support for our online registration portal and development of the Games website. Their contribution is vital and ensures that up to date information is available for all events and activities throughout the nine days of competition. We are extremely grateful for the sustained support of all of our sponsors and thank them for their investment in the 2020 Games. To our participating agency CEOs, senior executives and leaders, thank you for continuing to champion your employees to prioritise their health and wellbeing by taking part in the Games. Finally, the Games are significant because of the diverse range of competitors coming together from our participating agencies. I encourage you all to get involved and be part of the fun at the 2020 Games. Join a friend, form a team, make a commitment to compete yourself, encourage others to participate, or promote volunteering at the 2020 Games. Let’s all start preparing for the next Games now, to make them a resounding success.It might just be you or your team on the podium at the end of the 2020 Games!

With the success of the 2019 Victoria Police & Emergency Services Games behind us, we now eagerly set our sights on the 2020 Games.Victoria’s emergency service agencies embrace the spirit of the Games more enthusiastically every year. We hope that continues in 2020 and I look forward to seeing a high level of participation and healthy competition among colleagues and between agencies. One of the greatest things about the Games is that they are open to all ages and abilities, from people who regularly participate in sport or physical activities, to those who might not have pulled on the athletic gear for some time. There are many sports to participate in, from the very athletic such as netball, basketball and crossfit, through to more sedate, but no less competitive, activities like darts and lawn bowls. There are sports for individual competitors and for teams. The Games have something for everyone, and with venues across the state, there is access for all who wish to take part.

It is well known that physical activity can help us keep ourselves mentally well. We also know the wellbeing benefits of connecting with and sharing experiences with others. We all have busy lives and for many of us it is difficult to find time for these activities. The Games provide a wonderful opportunity for participants to set goals around fitness or participation, and to make time to work toward them.Emergency service employees enter in the Games for various reasons. Individual competitors may be aiming for a personal best performance, or a team may be looking to win bragging rights over another for a year. Others may simply want to experience a new sport or spend time outside of the workplace with colleagues and peers. Whatever the motivation, the Games are a fun and memorable experience for everyone who participates.I acknowledge and thank the Sports Federation, sports coordinators and volunteers for their efforts in organising the 2020 Games. The Games would not be possible without the considerable work that they do. I look forward to seeing participants in action when I visit the venues and events throughout the Games. I encourage everyone to promote the Games, register for an event or two, get a team together, and enjoy what will be a wonderful nine days of sporting competition and fun.

GENERAL INFORMATION

Registration and entry to the 2020 Victoria Police and Emergency Services Games is on-line ONLY. To register, please go to www.emergencyservicesgames.org.au. All registrations and payments for events are done through the online portal. All participants will be required to create their own new account or use their previous account. Registrations for all events will open on 1st December 2019 and close 13th March 2020. The Games will run from 20th to 29th March 2020.

There is a standard registration fee of $10 per participant and is required upon registration. Payment of this fee covers:

• Registration processing

• Website development

• Postage and volunteer costs

Sports fees are also required and are applicable to each sport and competitors may enter as many sports as they wish, paying the appropriate sport fee for each sport.

Payment of this fee covers:

• Medals

• Venue costs

• Equipment and catering costs

• Umpires, officials and prizes

Payments are only accepted online via the registration portal. The portal uses the PayPal gateway so participants can either use their PayPal account to pay their fees or payment can be made via credit card. No payments of cash will be accepted at any events.

Event Entries on the day: Entry into events on the day of competition, at the event venue, will generally not be permitted. Competitors must have registered and paid online prior to the commencement of the event as specified above. Some exceptions do apply – please contact the relevant Sports Coordinator.

Refund Policy: After the official close of registration date, a competitor who withdraws from any competition will not be eligible for a refund unless they have endeavoured to notify the relevant Sports Co-ordinator or the Games Office at least two days prior to their event. Notifications of withdrawal must be made by individuals only either by email or phone call to the Sports Coordinator or the Games Office. Any notification received outside of this period will be at the discretion of the Games Office as to whether a refund will be applied. A refund of sports fees only shall be made available when the entrant withdraws due to illness or injury; family tragedy; unexpected ‘on duty’ requirement or emergency situations; or any other circumstances to be considered by the Games Federation.

Participants are only eligible for a full refund (registration & sport fees) if:

- their event is cancelled or moved to another day and they can’t compete.

- If a competitor has entered an event after the maximum number of competitors has been reached, but before the advertised close of entries (if this event is the only event they have entered).

Should a registered participant fail to compete and not notify their Sports Coordinator, or the Games Office of their absence as described above, they are not entitled to a refund of any kind.

Any refunds will be processed through the Fusesport online system and Paypal gateway with refunds returning to the original credit card that was used when registering.

Event Cancellation: Any sport or event may be cancelled by mutual agreement between the respective Sport Co-ordinator and the Games Federation. It is the responsibility of the Sports Co-ordinator to contact all competitors when an event is cancelled. Agency Representatives are also available to assist in this instance. In these circumstances a full refund of the registration and sports fee will be made available to the individuals concerned.

Maximum/Minimum Number of Participants: Some sports may set a maximum number of participants due to competition and /or venue restrictions. If a competitor has entered an event after the maximum has been reached and was received late and after the advertised close of entries, the entrant shall only be eligible to receive a refund of the sport fee. Every sport has a minimum number required for the competition to proceed. If a minimum number is not reached, then the sport will be cancelled. In this case, the event cancellation policy will apply

Public Liability Protection: All sporting events in the Games are covered for Public Liability Insurance under the banner of Victoria Police.

Personal Injury Cover: The Victoria Police Games Federation strongly encourages all participants to have their own private health insurance including Ambulance cover. Victoria Police employees only competing in the Victoria Police and Emergency Services Games are afforded personal accident protection under the banner of Victoria Police if they participate whilst ‘Off Duty’, and if they are registered as competitors (i.e. if they have completed the necessary online Entry and Administration/Registration and paid the respective fees). Victoria Police members are encouraged to contact their WorkCover representative for further information.

Participants from all other affiliated agencies outside of Victoria Police are not covered under the above policy. Participants need to check with their own agency regarding any personal insurance cover whilst participating in the Games.

Injuries that occur as a result of participating in the 2020 Games must be reported to the Sports Co-ordinator as soon as possible and recorded using a specific ‘Injury/Incidence Report’ form.

All competitors should be in a healthy physical condition and ready for competition to maximise enjoyment and to minimise personal injury. If unsure, or competing in strenuous competition, please consult your physician before commencing competition.

Appeals and Protests by competitors shall be made in the first instance to the Sports Coordinator of their event. The Sports Coordinator has total control over the running of their event on the day. Should a mutual resolution not be made, the competitor can lodge a further appeal in writing to the Victoria Police Games Federation Executive Officer within 24 hours of their event. The VPGF will then investigate and notify the competitor and Sports Co-ordinator of the result.

If the presentation of medals is affected by the possible results of a protest/dispute, the awards shall be withheld pending the Protest/Dispute decision.

Changes to Events Policy: The Victoria Police Games Federation reserves the right to alter or make changes to the times, dates, locations, and event programming wherever and whenever necessary. Notification of any changes will be supplied to an effected competitor and placed on the website.

Alcohol and Drugs: The use of banned performance enhancing substances and methods by competitors (as listed by the Australian Sports Drugs Agency) is prohibited for the Victoria Police and Emergency Services Games. Furthermore, Sports Co-ordinators may prohibit any person from competing in any event or competition if in their opinion that person is displaying the effects of alcohol.

Blood and Infectious Disease Policy: All cuts and abrasions must be reported to the Sport Co-ordinator immediately and first aid treatment applied. A competitor who is bleeding or has blood on their clothing must immediately leave the playing area and seek medical assistance. The bleeding must be stopped, the wound dressed and blood on the player’s body or clothing cleaned off before they return to the game. Play must cease until all visible blood is cleaned up. Sport Co-ordinators have discretion as to whether any contaminated clothing or equipment will need to be replaced prior to the competitor being allowed to continue in the competition. A competitor may only return to competition once the Sports Coordinator is confident all the steps listed above have been taken. Any person with an infectious disease must advise the Sport Co-

ordinator prior to the start of any competition. The Sport Co-ordinator shall advise the competitor whether they are able to take their place in the competition.

Officials, Co-ordinators & Volunteers will be identified by distinctive clothing/badges, and they should always be treated with the utmost courtesy.

Spectators will not be permitted onto the Field of play at any venue unless approved by the Sports Coordinator. Spectators are encouraged to support all competitors on event days. Assistance is requested from all parents to supervise their children in the vicinity of all sporting areas.

Photographer: An official Games photographer will attend various sporting events. Photographs & videos will be available for viewing on the Games website in the Image Gallery. There may also be other photographers at events which have been organised by the Sports Coordinator and approved by the Games Office.

Security: All Sports Co-ordinators are responsible for securing their venues and equipment against damage. Competitors are responsible for their own property. Each sport also has its own ‘Security Strategy’ devised by the Sports Coordinator and submitted to the Games Office prior to their event/s commencing. The VPGF also asks every participant to be aware about the need for increased vigilance when conduct sporting events in today’s environment. Competitors are asked to have their agency identification with them at the events they are competing at. Should the relevant identification not be shown when asked by the Sports Coordinator, then the individual may be asked to leave the premises and not take part in the Games.

Risk Management: The Games Federation has a commitment to use risk management practices to support and enhance all the sporting events in the Games. A ‘Facility Safety & Game Day Readiness Checklist’ is completed by each Sports Co-ordinator to ensure that sports event venues are ‘fit for purpose’, and action plans are designed to reduce the likelihood and consequence of injury. Further to this Sports Co-ordinators now include a ‘Security Strategy’ as part of their action plans as mentioned above.

Results of all events and sports will be posted on the Games website under the “Results” section as soon as they have been received by the Games Office from the Sports Coordinators. Coordinators are asked to finalise their results and send them through as soon as possible.

Medal Presentations will be made at the conclusion of the final of each event or at the discretion of the Sports Coordinator. Placegetters who do not attend medal presentation ceremonies MUST arrange delivery of their medals through the Sport Co-ordinator. The presentation for the Chief Commissioner’s Trophy and the Inter-Services Trophy will be made at the discretion of the VPGF Executive. The winners will be acknowledged at the launch of the Games for the following year.

Victoria Police Games Federation Chief Commissioner’s Trophy & the Inter-Services Trophy

As there can be a large difference in the number of personnel attached to each Agency and Police Department, the weighting factor ensures that all Agencies/Departments compete on an equal basis. This weighting factor better reflects the participation rates of staff within the Agencies/Departments, making the process fairer overall. This process incorporates a participation percentage, bonus points for competitors who enter more than one event, and medal points for placings. The trophies will be awarded to the Agency/Department gaining the highest number of points (combination of total participation and medal points). Every member of a competing agency taking part in the Games will earn participation points for his or her agency/department and medal points for placings. Victoria Police entrants to the Games MUST nominate the region, department or command to which their points are to be awarded upon registration.

Retired Police Veterans are not eligible to compete for The Chief Commissioner’s Trophy whilst Retired emergency services personnel and volunteers are eligible to compete for the Inter-Services trophy if they meet the respective criteria.

Scratching’s will automatically penalize the Agency the equivalent participation points.

Withdrawals due to illness or injury will not attract a penalty.

Calculating Bonus Points and Total Participation Percentage. The bonus points for each agency are based on the average number of entries per competitor per agency.

For example: Agency/Department A has 100 staff members, 50 competitors and 75 entries. The percentage of employees competing is 50%, and the average number of entries per competitor 1.50. The average number of entries per competitor is applied as a weighting to the participation percentage to give a total participation percentage of 75%. The total participation percentage is then ranked from highest to lowest, and agencies assigned a rank score.

Bonus Points. Medal points will be awarded to place getters as follows: 1st (5 points), 2nd (3 points) and 3rd (1 point). Each agency’s total number of medal points is added up and ranked from highest to lowest and agencies assigned a rank score. More information on the allocation of points can be found in clause 11 of the Conditions of Entry.

Overall ranking. The rank scores from the total participation percentage and the medal points are then added together, and the Agency/Department with the highest score wins.

1. Agency Eligibility

1.1 Eligible Agencies that are able to compete in these Games and who are affiliated with the Victoria Police Games Federation are: Victoria Police including Protective Services Officers and Police Custody Officers; Ambulance Victoria; Australian Criminal Intelligence Commission; Australian Border Force; Australian Department of Agriculture; Australian Federal Police (including Australian Protective Service Officers); Australian Volunteer Coast Guard; Corrections Victoria; Country Fire Authority; Dept of Jobs, Precincts & Regions; Dept of Environment, Land, Water and Planning; Dept. of Immigration; Dept of Justice (Sheriff’s Office); Dept of Transport; Emergency Services Telecommunications Authority; Life Saving Victoria; Metropolitan Fire & Emergency Services Board; National Heavy Vehicle Regulator; Parks Victoria; Royal Flying Doctor Service; St John Ambulance Victoria; Victoria State Emergency Service; Victorian Fisheries Authority and WorkSafe Victoria.

1.2 Other emergency service agencies can apply for eligibility and if successful are able to compete upon invitation to attend such Games.

1.3 The Victoria Police Games Federation reserves the right to refuse entries from any individual or agency.

2.Participant Eligibility2.1 Participants over the age of 18 from eligible

agencies may only compete if they satisfy one or more of the criteria below:

a) They are a current or retired sworn or unsworn member of Victoria Police (including PSO’s & PCO’s)

b) Have a Law Enforcement or Emergency Response role as specified in their key accountabilities section of their job description

c) Are an active volunteer for at least 12 months prior to the Games and have completed the appropriate training for their organisation

d) Retired member of an agency (except Victoria Police, see 2.1a) must have had 10 or more years’ service to that agency prior to resignation. These members will be referred to their Agency Representatives.

2.2 Where a member of the Victoria Police resigns and wishes to take part in further Victoria Police and Emergency Services Games, consideration will be given to a member’s history of involvement in previous Victoria Police and Emergency Services Games, and the years of service. Applications must be made in writing to the VPGF Office prior to registration.

2.3 The Committee of the Victoria Police Games Federation Inc. may by resolution, caution counsel or reprimand a member of the Federation or may expel or suspend a member from involvement in the affairs of the Federation, which shall include competing at the Games. This includes members that:

a) have refused or neglected to comply with the Rules of the Federation; or

b) have been found guilty of discreditable conduct or conduct prejudicial to the interests of the Federation, in accordance with Clauses 21 of the Rules of Management of the Federation.

c) Any competitor who is currently under suspension from their agency is not permitted to enter. In addition, where a competitor is suspended after having registered for the Games, the onus is on the competitor to declare that suspension to the Victoria Police Games Federation and withdraw from the Games.

2.4 The VPGF reserves the right to refuse entries from any person

2.5 Other non-affiliated Emergency Service personnel who comply with clause 2.1 can make an application to the VPGF for consideration of their eligibility.

CONDITIONS OF ENTRY

3.1 Victorian Police Protective Services Officers (PSO) will compete for Transit & Public Safety Command as their department. Police Custody Officers (PCO) will compete for the Corporate Strategy & Operational Improvement Department.

3.2 Victoria Police individuals MUST register for the region, command or department they are assigned to at the time of registration. Members attached to PCETS MUST compete for the region where they are located at the time of entry.

4.1 Entries close on Thursday 19th March 2020. Some sports may accept late entries however this will be at the discretion of the respective Sports Co-ordinator. All entries are via the online registration system and payment must be made to complete the registration process. Credit Card (Mastercard or Visa) or PayPal account are the only forms of payment. For information on refunds, please check the Refund section contained within the General Information document.

4.2 Entry fees may vary from sport to sport and are put towards the running costs of the event, such as medals, venue hire and payment of officials etc. Fees for some sports will be the basic entry fee plus “pay as you play” costs. Entry fees are listed with the events, along with those listed as “pay as you play”.

4.3 Sports co-ordinators will not accept a team entry unless full administration / registration details of all members of the team has been received, and full payment has been made.

4.4 The Games will be conducted at various venues throughout Victoria between 20th March and 29th March 2020 inclusive. A Schedule of Events is listed on the Games website (www.emergencyservicesgames.org.au) and in the Games Information booklet.

5.1 All employees of Victoria Police are required to participate in their own time and at their own expense. Victoria Police employees will be afforded Personal Accident &

Public Liability protection (please refer to the General Information page). All other participants from affiliated agencies need to refer to their own internal leave policy and insurance cover. More information is provided on the General Information page.

5.2 Any person employed by Victoria Police who competes in The Games whilst on sick leave WILL NOT be eligible for the Personal Accident and Public Liability protection, and competes at their own risk. Employees on sick leave who wish to compete will need to provide medical clearance first.

6 Age/Sex/Unisex Divisions apply to some individual events. The placegetters in each age/sex/unisex division will be awarded medals. The divisions are:

The age groups above apply to male, female and unisex competitors in the relevant events and are identified by the letters M and F respectively throughout the program and are to be taken as at 20th March 2020.

7. All entrants are reminded that they are eligible to enter both their own age group and the open age group but must pay the entry fees for BOTH age groups. They may be required to compete in BOTH age groups, except in the case of Aquathon, Cross Country, Cycling and Duathlon events where entries will only be accepted in age groups, and the Open age group (if available) will be decided by times. Swimming events, both Open Water and Pool, entries will only be accepted in age groups.

8. Females will compete against females unless they specify that they wish to enter a mixed OPEN or unisex event. Some events may combine various age/sex divisions e.g. 5000 metres.

9. Where insufficient entries are received in age group events, the entrant will be offered the opportunity to participate in a lower age group.

10.1 Participants representing Victoria Police in non-individual events are encouraged to be registered with members from the same department so that they can achieve bonus points as per clause 11 below.

10.2 Participants from all other agencies competing in non-individual events can compete without representing a particular region or department due to the smaller number of participants representing them in comparison to the numbers representing Victoria Police. Competitors may only compete in one team per sport on the day of their event. Team members SHOULD play in the preliminaries to be eligible for the finals. The end decision rests with the Sports Co-ordinator.

10.3 Where a person wishes to compete in a non-individual event and is unable to locate sufficient numbers to make up a region

or department team, or doubles event, their entry will be set aside until after the closing date for entries. A draw will then be conducted from those individual entries with the view to making a composite team and that entrant will be able to compete in the Games.

11. Bonus Points

11.1 Bonus Points are awarded in all events with 5 points going to 1st place, 3 points to 2nd place, & 1 point to 3rd place. Bonus points help determine the winners of the Inter-Services & Chief Commissioner’s Trophies.

11.2 In all individual events, the participant earns the bonus points for their agency whilst Victoria Police participants also earn bonus points for their department.

11.3 In all non-individual events/team events, Bonus Points will be allocated this way:

a) Only 1 set of bonus points will be allocated to an agency per non-individual/team event to the 1st, 2nd & 3rd placegetters (eg. winning team will get 5 points only to their agency and will not be individually allocated to the participants). These points will be included in the calculation for the Inter-Services Trophy. Where there is more than 1 participant from a different agency involved in the makeup of the entry, the bonus points will be awarded to the participant and their agency who setup the online entry (eg, team manager or captain).

b) Where a person wishes to compete in a non-individual/team event with members from another region or department within Victoria Police, they will each be granted Bonus Points towards their department should they place 1st, 2nd or 3rd, with these points contributing to the Chief Commissioner’s Trophy. Clause 11.3a will apply when calculating points for the Inter-Services Trophy.

The Stuart Taylor Memorial Award

This award is presented each year for the “Best Performance of the Games”. This trophy is awarded for excellence not only in the field of competition but also for enthusiasm and willingness to be involved in all aspects of the Victoria Police and Emergency Services Games. The Taylor family has recently handed over the responsibility of selecting the winner to the Executive of the Victoria Police Amateur Sports & Welfare Society, who will take all matters into consideration when making their decision. The Bob Degg Volunteer of the Year AwardThis award was established just prior to the 2007 Games to recognise the outstanding efforts and achievements of Sports Co-ordinators, Agency Representatives, Games Officials, Massage Therapists and other volunteers in helping to conduct the annual Victoria Police & Emergency Services Games. The volunteers are the lifeblood of the Games Federation, and without their contribution the Games would not be the success it is today.

This award is sponsored by major sponsor APS Benefits and presented to the winner at the annual launch of the Games.

This award provides a wonderful opportunity for the Victoria Police Games Federation to recognise volunteers who go ‘above and beyond’ to create a sense of unity and wellbeing; who embrace the spirit of friendly competition and provide support for all involved in the Games.

THE VICTORIA POLICE SPORTS AWARDS

In 1995 the Victoria Police Amateur Sports and Welfare Society Inc. introduced the Victoria Police Sports Awards and commenced the Victoria Police Sporting Hall of Fame.The Victoria Police Sports and Welfare Awards recognise the achievements of the Outstanding Victoria Police Club, Outstanding Police Administrator and Most Outstanding Individual Performance of the year. In 1999 the Victoria Police Amateur Boxing and Wrestling Club dissolved and initiated an ‘Athlete Scholarship’ which is now part of the annual sports awards presentations. The ‘Most Improved Police Team of the Year’ award was introduced in 2013 and recognises the team who has shown sustained improvement in performance. In 2009 the Society decided to amend the awards criteria to become more inclusive of clubs who are more welfare oriented, and in 2016 created the ‘Most Outstanding Police Recreation, Welfare, Social or Other

Achievement of the Year award. This award was later renamed the ‘Most Outstanding Police Recreation, Social or Other Achievement of the Year’ award as it was deemed that the welfare aspect was well catered for in the criteria of the other awards. 2007 Senior Constable Amanda HARDY for her outstanding contribution to the sport of badminton winning bronze medals at two (2) Commonwealth Games in 1994 and 1998, and representation at the Sydney Olympics.

2008 Leading Senior Constable Kellie LOUGHMAN for her outstanding contribution to the sport of softball, particularly at international level where she represented Australia for 10 years in over 80 different events.

2009 Mr Geoff ROSENOW for his contribution to Australian Rules football as both a player and coach in two of the highest competitions – the VFL/AFL and VFA.

2010 Assistant Commissioner Emmett DUNNE for his contribution to Australian Rules football as player at the highest level including State representation.

2011 Mr Jack (Copper) EVANS for his contribution to Australian Rules football as star player for the Geelong Football Club, who also represented Victoria on nine occasions in the 1930’s.

2012 Mr Bernard (Barney) HERBERT for his contribution to Australian Rules football as an outstanding player and leader at the Richmond Football Club who was credited with Richmond winning their first premiership in 1920.

2013 Sergeant Deanne BUTLER for her outstanding contribution to Australian Women’s basketball with the Australia Opals National Basketball team, and becoming the first Australian Policewoman to play in the European competition.

2014 Mr Paul MAGUIRE for his amazing English Channel swim overcoming injury and breathing difficulties to become the first serving police person to achieve such a feat.

2015 Mr Stephen “Jack” MCBURNEY for his outstanding contribution to Australian Rules Footbal (AFL) in Umpiring. Steve umpired 401 games, only the 3rd umpire to officiate in 400 games, and was awarded Life Membership in both the AFL and AFL Umpires Association.

2016 Senior Sergeant Russell FLETCHER for his amazing longevity and success as a swimmer winning numerous Australian and Victorian titles from 1971 to 1976; the creation of an Aussie Masters World Record in the 1500 freestyle in 1994, and being awarded the title of Aussie Masters Overall Australian Swimming Champion in 1992, 1994 and 1996.

2017 Supt. Lisa HARDEMAN for her distinguished football career, starting at the Fairfield Football Club, and playing 111 Games for the Victorian Womens Football League. From 1988-1999 she received an exceptional number of awards and achievements for her playing and coaching. She is a current member of the VWFL advisory board with AFL Victoria, and has a ‘Best on Ground’ award in the Premier Division Grand Final named in her honour – ‘The Lisa Hardeman Medal’.

2018 Sergeant Glenn GRANDY for his outstanding playing, coaching and administrative contribution to the sport of Ice Hockey in Victoria and at International Level.

2019 Mr Ross FORSTER for his distinguished career in cycling which included being National & Victorian Champion in the 50km Points Race, National & Victorian Champion in Teams Point Race, and

“World of Sport” Roller Cycling Champion in 1979, 1981 & 1982.

DescriptionAFL 9s is easy to play, not too physically demanding and provides an environment whereby participation, enjoyment and safety are a priority.The game is played on a field that is divided into three zones. Teams score by kicking the ball into their scoring zone to forwards who are the only players permitted to score. Teams consist of three backs, three middles and three forwards. Once the game is in progress players can move freely across all three zones. The game consists of 2x20 minute halves and has unlimited interchange.The mixed competition has at least one female in each zone (i.e. forward, centre and back) at all times.The game is played on a reduced size field – a standard sized AFL field can comfortably fit two fields side by side.Female goals are worth 9 points in the mixed competition – it is a no contact game. Venue, Date & TimeThe event will be conducted in front of the Sandridge Life Saving Club at Sandridge Beach, Port Melbourne (Melway 56 G3) on Monday 23rd March

– registration in begins at 8.00 am, race start will be at 9.00 am.

Description The event will consist of 2 separate race formats that will take place at the same time. The ‘main’ event (Individual or Team Race) is a 600m swim followed by a 5km run.The ‘dash’ event (Individual Race only) is a 300m swim followed by a 2.5km run.

Swim leg:The course is a triangular loop (clockwise) around the outside of the buoys positioned in the bay. Competitors will exit the swim at the point marked ‘Swim Exit’ and proceed to transition area. The 600m swim consists of 2 loops whilst the ‘dash’ entrants complete 1 loop.

Run leg:The run course is two laps along the paved foot/bike path which initially heads east towards St Kilda. Each lap is 2.5km and is an ‘out back looped course’. (The ‘dash’ run leg will consist of just 1 lap). Presentations will commence 10 Mins after the last competitor finishes at approximately 10.15 am (whichever is later).Due to the ‘dash event’ still being a relatively new format and to save on overall entry costs, medals will only be presented to the ‘winner’ of each age category. Parking is available next to the Sandridge LSC, or 100metres away beside the ‘Life Saving Victoria Headquarters’ building.

Registration:All competitors are to first make their way to ‘Registration’ inside the Sandridge Lifesaving Club to ‘check in’. Registration will close 10 minutes prior to the start of the event. (If you are running late please contact the coordinator).

FacilitiesThe Sandridge Lifesaving club has change room and shower facilities which will be available to competitor’s pre and post event. A light morning tea will be provided post event just prior to presentations.

Special InstructionsThe race start is set for 9 a.m. A race briefing will be held 10 minutes prior to race start on the beach. Wetsuits and swim caps are desirable but not mandatory. Swim caps will be provided to competitors on registration if requested.

Rules:The Race Director will be operating under the rules aligned to Triathlon Australia Race Competition Rules. DescriptionAll athletes will need is a basic level of fitness and a desire to compete – workouts will be released via social media platforms in the lead up to the event. All basic CrossFit movements/techniques will be considered when designing the workouts and scaling options will be available. The day will consist of three or four workouts and a final (for the top placed athletes). All workouts will be judged, movements standards and event flow will be explained at competitor briefings before each workout.

FacilitiesThe venue has toilet facilities and limited change facilities. The venue is located within an Industrial area and as such, street parking is available. Drinks and protein bars available from the venue and a café, which opens early, is located directly across the road which serves coffee and sandwiches, etc.

DescriptionIndividual Time Trial The distance is approximately 10km, which suits the time frame of the day and to allow suitable recovery for riders who will also compete in the road race. The route travels south along Windermere-Sulky Road, U-turn prior to Western Hwy, and return. Road Race – Men under 60 years old will race 60 km approx. Road Race – All women and men over 59 years old will race 45 km approx.

Special InstructionsRiders are only permitted to use Time Trial specific equipment in the time trial race.Riders must have a functioning red rear tail light that must remain turned on during the races. Disc brakes will be permitted in both events.If only one entry received for an age division, that division will be deleted and the competitor offered a position in the next younger age group. Age and or gender divisions may be merged if entries are insufficient.

Other InformationThe cycling events are races and as such, involve varied levels of inter-agency competition and ability. While age group medals are awarded to 1st, 2nd and 3rd place getters, the emphasis on the event is to promote fitness, friendship and participation. Medals will be presented on conclusion of each event.The events are supported by the Geelong Surfcoast Cycling Club, Northern Veterans Cycling Club, and Blackburn Cycling Club.All race circuits are dependent upon successful granting of relevant permit applications.Program containing start list, times, directions, distances etc. will be emailed to all competitors after the close of entries.

DescriptionSingle event of the official half marathon distance of 21..1km. Runners will head anti-clockwise around the Tan from Kings Domain, then onto the Yarra Capital Trail from the Swan St Brigde until the turn around point before returning to the start/finish line. Traffic management will be setup on Alexandra Ave where runners will cross the road to enter the Main Yarra Trail. Please note the trail will be open to the public during the running of the event.

DescriptionThis year’s event will be run as a cross country enduro lasting 3 hours. The race will be held on the trails at Big Hill Mountain Bike Park, Mt Beauty. The course will be rideable wet or dry and is suitable for everyone from the intermediate to experienced rider. Although this event is advertised as a race we welcome eligible emergency services workers simply wishing to participate and ride in a safe and controlled environment.

Teams Three Hour RelayThe teams three hour relay will be run concurrently with the cross country race. Individual competitors should enter the team three hour division and report to race registration on race day with their team mates. Teams may consist of two or three riders. There are no age divisions for the team relay.

DescriptionPetanque is also known as boule or bocce, and is the fore runner of lawn bowls. The game is played on a hard packed clay or gravel surface where metal balls (boules) are thrown into the air or along the ground with the aim of landing closest to the jack (cochonnet).

Any complete teams not at the ground at the start of competition will incur a penalty. Facilities.Alcohol: Licensed bar at venue. No BYO alcohol permitted under any circumstances. Any person with BYO alcohol may be asked to immediately leave the club grounds by staff of the St Kilda Sports Club. That competitor will then forfeit any right to compete in any further events on that day.Parking: There is a large amount of “meter” car parking immediately next to the St Kilda Sports Club and several multi story car parks in Fitzroy Street. Team/Game Description.Doubles: Teams will consist of two players who will play with three balls each.Triples: Teams will consist of three players who will play with two balls each.Teams can be all male, all female, or a mixture of both.If there are 15 or more teams in either of the events (Doubles or Triples) then that event will have an “A” Grade and “B” Grade. Medals will be presented for each grade.Time limit during games: One minute between play.Time limit of games: All qualifying games will have a forty five minute time limit. There will be no time limit for the medal games. Having time limits on qualifying games is the current practice recommended by the “Federation Internationale de Petanque” for all competitions.Bye/Forfeits: Any bye/forfeit will be scored as a 13 to 12 point win. Boules: Social boules (balls) are permitted. For any competitors who do not have their own boules a supply of extra boules will be available (at no charge) from the coordinators. Jacks (cochinets) can be purchased for $4.00 at the ground.Footwear: Footwear should cover/protect the toes – such as sneakers, shoes, boots or similar.

DescriptionThis is a fun social competition with the aim of climbing cleanly as many climbs as possible in 60 minutes. The climbs will be completed on auto belays. Points for each climb will be awarded based on difficulty. A grade 10 is worth 10 points and a 21 worth 21 points, but the grades are not revealed until the end of the competition. Competitors attempt to climb as many climbs as possible within one hour. Points can only be awarded for each climb once but competitors can have as many attempts as they need to get to the top. After each attempt, the competitor must go to back of the queue before next attempt. At the end of the 60 minutes, competitors may finish the climb started so long as all limbs are off the ground. In the event of tie, a speed climb decider will be used.

Other InformationRock climbing is the latest sport to be included in the Olympics and is taking off in Victoria as Victoria is the only state to offer the speed route that will be competed at the Olympic Games. Climbing is a test of fitness combining power and endurance with problem solving skills to find the fastest most efficient path to the top of the wall, usually following a dedicated designed pathway. Individual climbs can be designed to cater for a wide range of abilities from 5 year olds and up to Olympic level.

DescriptionEvents will be rowed over 500 and 1000 metres using the Concept 2 rowing machine. The damper can be set on any setting, but may not be altered during the race.

DescriptionCompetition will be a standard 3 x 10 shot matches at 600 yards.NRAA rules will apply with A, B, C, Tyro, shooting on standard IFCA targets with F Standard, F Open & FTR shooting on the Silver mountain electronic targets.All events are mixed, with no age restriction, and cater equally for males and females.Beginners and new comers are most welcome.Medals will be awarded for 1st place in every grade at all ranges provided the grade/division is contested by at least two competitors.Medals for 1st, 2nd and 3rd will be awarded to all grades for the days aggregate.

FacilitiesWellsford Range is conveniently located just an hour and a half drive from Melbourne, in the Central Victorian town of Bendigo. With a 1000 yard range capability, this facility was the venue for the 2006 Commonwealth Games Large Bore Rifle Competitions and hosts the Victoria Queens event each year. It has also received government funding for range and facilities renovation.It is also the headquarters for the Victorian Rifle Association.The V.R.A. Facilities3 x FIFA approved synthetic pitches and 1 x grass pitch will be used. There are toilets, change facilities and showers available. The Café Pavilion will be open all day and can cater for a wide variety of dietary requirements. Competitors are requested to use the café for all food and beverage purchases throughout the day. There is a large car-parking facility.

Special InstructionsThe competition is a seven-a-side, outdoor event, played on both artificial and grass half size playing fields. Rules will be similar to previous event rules and will be forwarded to team captains as soon as the league has been finalised. A strictly limited number of teams will be allowed, so teams should register as soon as possible. Teams must register a minimum of seven players to be accepted into the competition.

Teams participating in the Mixed event must have a minimum of two female players registered and must field a minimum of two female players at all times. If a team cannot field two female players during a game (due to injury etc), that team must play with a corresponding lesser number of players (i.e. if a team only has one female player available for a game, that team must play that game with 1 female player and a total of not more than six-a-side).

TeamsA limited number of teams will be accepted to ensure optimum playing time. Entries will be accepted on a “first in best dressed” basis and late entries will not be considered.

DescriptionTo provide opportunity for more bowlers to participate we have increased the number of Grades available in this competition. There will be no qualifying or pre-bowling and each event will be over 3 games. Highest scores bowled will be adjudged the winners. The All Events in each grade will be the total of the scores taken from the Singles, Doubles and Team events of each bowlerNo averages need to be submitted. Averages and Grades will be obtained for all bowlers from the Singles competition and will then apply to the Doubles, Teams and the All Events.This is not a handicap event.The following averages are in line with the Australasian Police and Emergency Services Games competition rules

DescriptionTouch football is a variety of rugby where tackling players is replaced by a touch. This means it is a great sport with a lowered risk of injury. The sport is popular because it is easy to learn and so we invite all ranges of abilities from the absolute beginner to the most advanced players to join in.The competition is a mixed round-robin format and the top four teams will play off in the medal games.

Venue, Date and Time Bruce Comben Reserve, Central Avenue, Altona Meadows. The competition will be held on Sunday 22nd March 2020 commencing at 9.00 am and concluding at approximately 3.00pm.

Facilities Toilets are available on site. Please bring any food or refreshments that you require throughout the competition. There are nearby shops however no food will be available for purchase at the fields.

Special Instructions Touch footballs will be provided for the competition. Teams need to register by 8.30am for 9.00am start. Each player will need a shirt with an easily identifiable number on the back.

Teams and RulesTeams are made up of 6 players per side.Due to lower numbers of female participants, teams require only two females on the field at any time. A try scored by males and females this year will be worth one point.Reserves are recommended due to the fast pace of the game. There is a maximum of 14 players per team.

Other InformationReferees will be provided for each game. All referees are sanctioned by the Victorian Touch Association.

DescriptionTrack and Field for 2020 will be a one-day event at the Croydon Athletics Track (Town Park).Competitors are asked to arrive early and check in at registration, to confirm events.Competitors must report to the marshalling area when called by the Marshall. DescriptionGames will be played on indoor sand court, and it will be a round robin event with finals being played on the same day. All Teams can have a combination of males and females with a maximum of 6 players per team. There will be only one open grade for teams. For further information please contact the Sport Co-ordinators.

TeamsOpen teams are required to be mixed players (male and females). Please note: when competing, there must be one female player on the court at all times.

Venue, Date and TimeThis sport will be conducted on Friday 27th March 2020, warm up from 0900, starting at 0930hours and completing NLT 1500hours. All games will be played at the Dandenong Indoor Sports Complex (State Volleyball Centre), Stud Road, Dandenong (Melway 90 G1).

FacilitiesThis venue is a three sand court venue with full canteen and bar facilities available.

Special InstructionsAt the conclusion of all games there will be a presentation of Medals in the function room.

DescriptionEach division will play round robin depending on entries, and finals will be played on the same day. Matches may be a modified scoring game to fit in with the amount of teams and the time frame of the venue. Presentation of medals is in the upstairs room with some refreshments available at the conclusion of each day.

FacilitiesThe Geelong Water Ski Club was established in 1961.The club is on the Barwon River at the end of Wilsons Road in Whittington (a suburb of Geelong). The club has world class tournament facilities including a slalom course and jump. Skiers will need to supply their own equipment including wetsuits, life jackets, gloves and skis.The clubhouse has a kitchen, toilets and shower. Free camping is available at the clubhouseAfter the event there will be a BBQ at the clubhouse. All contestants, volunteers and officials are invited.The event will be sanctioned by Tournament Water Ski Australia.

DescriptionThe tournament will be run to International, Australian and Victorian rules.All events will have 1 round.Simple rule description for novice water skiers (Division 6).Slalom: Contestants will use the Mini course. In each round they will have 4 passes through the course. The wider they go and the closer they go to the main course buoys the more points they will get. Maximum points are awarded when the skier goes around the main buoys.Tricks: As per the world rules, it will be assumed the novice will attempt basic tricks like side slides.Jump: The skiers will have the option of the 4 foot ramp height.

Nomination forms for the Bob Degg ‘Volunteer of the Year’ award will be available at each of the Games venues between 22nd March and 31st March 2019.

It is acknowledged that the Games volunteers are the lifeblood of the Games – they organise, lead, encourage and support each other, and the participants of a variety of sports, to ensure that everyone enjoys the experience of the Games.

The selection criterion has been designed to cater for all the aspects of a volunteer’s involvement in the Games. It will also assist to highlight the outstanding efforts and achievements of Sports Co-ordinators,

Agency Representatives, Games Officials, Massage Therapists and all other volunteers. This will ensure that the award is held in the highest regard by those eligible to receive it.

It will be sponsored by major sponsor APS Benefits and presented at the annual launch of the Games.

This award provides a wonderful opportunity for the Victoria Police Games Federation to recognise volunteers who go ‘above and beyond’ to create a sense of unity and wellbeing; who embrace the spirit of friendly competition, and provide support for all involved in the Games.
