    A:There are so many differentproblems that can occur withfurniture, and so many fixes, that itwould be tough to list them all. Hereare a few common issues with furni-ture finishes:

    Stains White stains on shellacor lacquer finishes are usually causedby water. Black spots under the fin-ish can be caused by water damageor ink. Other staining material likecrayon, grease or lipstick can mar anywood finish.

    thetic used in lethal injections,sodium thiopental, has causedmany states, including Virginia,to rethink its protocol. heVirginia Department o Cor-rections said it would use thealternative drug pentobarbital.Virginia now has 10 inmates on

    death row. Inmates may choseelectrocution or lethal injec-

    tion; however, the state has de-aulted to lethal injectionsinceit was introduced Virginia in1995, according to the Depart-ment o Corrections.he Department o Correc-

    tions would not comment onwhy the decision to change topentobarbital was made now.Brian Gottstein, communica-tions director or AttorneyGeneral Ken Cuccinelli, said noexecutions are scheduled.Sodium thiopental is the irst

    o a three-drug cocktail used inmost states or lethal injections.It acts as a general anesthetic to

    Tis year, Valley Furniture Coun-try Interiors is celebrating 40 yearsin the antique business. Tey areprobably one o the best keptsecrets in the area with regard toantique stores. Many people wholive in the Winchester area arentaware that such a store exists so

    gum started out opening up aurniture stripping store in whatsome long-time local residentsmay remember as the WolvertonAuction House. he husbandand wie duo were interested inantiques and they gradually ex-panded their business into whatit is today an upscale countryantique store that boasts a highcolonial look with accessoriesto match any dcor. Marlene isoriginally rom upstate New Yorkand her husband is rom this area.Beore opening up their store

    near Stephens City, they lived inMaryland. One o their avoritethings about this area is the richhistory.Marlene said she and her hus-

    band started out doing urniturestripping in 1970. As their busi-ness expanded, they began selling

    om Seely Reproductions, urni-ture which was made in BerkeleySprings, West Virginia. om Seelyurniture is now known as GatCreek urniture. Valley FurnitureCountry Interiors continued togrow until they became one o thepremier antique stores in the area.Marlene wants people to knowthat their business is not just aurniture store. Tey sell a variety

    o accessories that are popularwith people o all ages. Someo their most popular items arechandeliers and Colonial outdoorlighting. Tey have several designso outdoor lanterns available.Tey also sell a lot o forals andwreaths. Marlene says anybodywho loves Colonial Willamsburgwould like their store. All o theurniture they sell is American-made. Windsor chairs are anotherpopular item available at ValleyFurniture Country Interiors. Pew-ter and Redware pottery are also aavorite with customers.Te interior o the store is charm-

    ing and makes you eel as i youhave gone back in time. As Mar-lene says, their antiques andaccessories are not cutesy but very unique. Marlenes daugh-ter, Brenda Miller, who with herhusband owns Te Miller Housenext door, says her mom is very

    selective in the items she sells. Teatmosphere o Valley FurnitureCountry Interiors is inviting andthe music is relaxing. Te moodis just right to heighten the enjoy-ment o your antique shoppingexperience. Much o the antiqueurniture you will see in the storeis dark brown or black. DaughterBrenda says, Beore Pottery Barn,there was Valley Furniture Coun-

    agree that their customer baseis well-rounded. Marlene indsher younger customers are inter-ested into the neat accents sheoers, and her older customersare looking or items that wouldgo with the dcor they alreadyhave in their homes. Brenda helpsher parents with marketing theirproducts and was instrumental

    in creating their website. Shecalls her parents store a one-stop shop because there is sucha wonderul variety o urnitureand accessories. Tere are uphol-stered chairs and high back soas,pottery, solid wood urnitureand a wide selection o lighting.Valley Furniture Country Interi-ors in an exclusive dealer in thisarea or Johnston Benchworks,which makes upholstery materi-als. While Valley Furniture doesntupholster urniture themselves,they can order upholstery materialor their customers. Marlene saysthat most o their customers nd

    ciation (VFCA) announced thatthe City o Winchester and Fred-erick County Fire and RescueDepartments have been jointlyselected as one o 0 depart-ments in Virginia to participatein a ederally-unded program todevelop a irst-o-its-kind modelto achieve and sustain adequatelevels o ire and emergencyservice volunteer staing. heVolunteer Workorce Solutions(VWS) program is being led bythe Virginia Fire Chies Asso-ciation, who identiied the needor departments in Virginia toseek new solutions to addresscontinuing downward trendsin volunteer staing levels. heVFCA secured the unding roma Staing or Adequate Fire andEmergency Response (SAFER)Grant.Research and data collected by

    the VFCA since 004 has shownthat staing issues in volunteerire departments is consistentlythe #1 issue acing ire depart-ments in Virginia. A 010 Virgin-

Most volunteer ire de-partments are constantly strug-gling to bolster their volunteerworkorce in order to providethe optimum level o protectionor residents. he participatingdepartments -- and their com-munities -- are really steppingup to provide leadership on thisissue, not just or Virginia, but

    or volunteer ire departmentsthroughout the nation.Winchester Fire and Rescue

    Department is comprised oour volunteer ire and rescuecompanies within the City oWinchester. Four volunteer com-panies typically recruit twentyto twenty-ive volunteers on anannual basis. Winchester Fireand Rescue Department pro-

    tects 7,000 to 46,000 citizensand visitors during the daytimehours. In 010, Winchester Fire

    and Rescue responded to a totalo 5,539 calls.Frederick County Fire and

    Rescue Department includes atotal o eleven volunteer ire andrescue companies comprised oapproximately 550 operational,administrative and auxiliary vol-unteers. Over the past ew years,recruitment campaigns have

    yielded over ninety citizens peryear that have had an interest injoining volunteer companies. In010, however, a considerabledecline in interest was notedwith only ity-ive citizens pur-suing an interest in giving backto their community through a

    volunteer ire and rescue com-pany. Depending upon station,the average number o volun-teer members that join eachcompany per year can rangeanywhere rom three to eight.he Frederick County Fire andRescue Department protects inthe region o 75,000 residents. In010, Frederick County Fire andRescue Department respondedto approximately 9,339 alarms.A total o twenty departments

    Gerald D. (Dave) Sinclair wasunanimously appointed to illthe interim position on theMiddletown own Council,which became vacant due tothe resignation o John K.Owings. Mr. Owings movedoutside the own boundar-ies, and was no longer quali-ied to serve on the Council.Councilmember Sinclair pre-

    viously sat on the Council orover 14 years. He has lived inMiddletown or over years.

    In applying or the position,Sinclair stated that I bringprior experience as a councilmember, a positive attitudeand the willingness to listen totown citizens or the uture oMiddletown. Sinclair was theonly applicant or the seat. His

    appointment was eective im-mediately, although Sinclairwas not at the meeting. Coun-cilmember Sinclair will serveuntil the next election.

    In other news, the Middle-town own Council continuesto deal with budget woes.During a public meeting priorto the regularly scheduledmeeting, two local businessowners spoke out against aproposed $ .05 increase inthe cigarette tax. Ultimately,C o u nci lm em b ers C h a r lesHarbaugh IV, Donna M. G.Gray, and Mark Davis voted

    against the increase, deeatingthe increase.

    During the regularly sched-uled meeting, a number ocitizens spoke out against theproposed own budget, somehaving been given additionaltime by other citizens. he

    comments ranged rom thesalaries o own employees,the hiring o add itional ownemployees, the duplication oservices between own andFrederick County, and a desireto return the own to Fred-erick County. he proposediscal year 011-01 budget,which was to be moved orthe third and inal readingon Monday, contains expen-ditures o $1,86,955.00, andrevenues o $1,78,809.00.Instead o a third and inalreading, a proposal was madeto return the budget to the

    own Council or ur ther dis-cussion. Councilmember CarlH. Bernhards noted that theproposed budget was the re-sult o 100 people hours goingthrough the document line byline, and that the budget has tobe eective 14 days ater the

    next own Committee Meet-ing. Regardless, the motionpassed to return the budgetto the Council or discussionat the May 17, 011, Commit-tee Meeting. CouncilmemberBerhards was the so le no

    Frederick County Public Schoolstudents in grades three through1 will be taking the non-writingStandards o Learning (SOL) testsover the next month. Te VirginiaDepartment o Education usesthe SOL test results to determinewhich schools and school divisionsearn accreditation. Te results alsoare utilized to determine whichschools and school divisions makeAdequate Year Progress under theederal Elementary and SecondaryEducation Act (ESEA).

    Frederick County Public SchoolsAssistant Superintendent or In-struction Peter Vernimb says, TeSOL tests are one o the tools usedto measure the quality o our in-

    structional program. Te tests areimportant because they are usedto determine whether studentsand schools are meeting the stateand ederal student achievementexpectations. In addition, highschool students must pass certainSOL tests in order to graduate.Preparation is one o the keys tosuccess on the SOL exams, and itsimportant that students take thetests seriously and are preparedto do well.Vernimb adds, eachers and

    other school sta have workedhard all year to help students gaina strong knowledge o the materialthat will be included on the SOLexams. As

    SOL testing begins, parents canhelp assure their children are pre-pared by reviewing the materialthats been covered in class. Inaddition, parents should be certaintheir children are getting enoughrest and are eating properly. Final-ly, we are asking parents to try toavoid planning doctor and dentalappointments and other activitiesthat would orce a student to missschool on test dates. Attendancein school is very important as SOLtests are being administered.

    Parents can monitor their chil-drens progress in school by usingFrederick County Public SchoolsEdline program. Many teachershave posted SOL review materialon their Edline sites which can beaccessed by students and parents.Edline is a web-based programwhich enables parents to viewtheir childrens grades, classroomassignments and other importantinormation.In order to access Edline, parents

    must register in person at theirchildrens school. Schools Super-intendent Patricia aylor says,Im anticipating our students will

    perorm well on the SOL tests thisyear. Staf members have workedvery hard since the start o schoollast August to engage students

    in the learning process and keepthem ocused on their lessons.As we prepare to enter the SOL

    Audit and Review Commissionon Monday received updates ona series o studies looking at waysto curb the programs growth.he violent sexual predator

    program is expected to house300 convicted sex oenders instate-run treatment acility inNottoway County by this sum-

    mer. A judge civilly commitsoenders to the program com-mitted ollowing psychologicalassessments and a series o legalreviews. Te commitments comeater the oenders complete theirprison sentences.Several oenders are committed

    to the center each month atotal o 85 were committed thispast year. But because ew everleave the program, the number oparticipants quickly has reachedthe acilitys capacity, said JustinBrown, a JLARC sta member.More than 600 oenders are

    on pace to be in the program by

    016, he said.Delegate Johnny Joannou, D-Portsmouth, said he wants toknow whether the states assess-ment tool is eective and how itcompares to other states.While oenders are still in

    a way around the law. In this case,theyve discovered a way to separatedesperate homeowners from theirmoney in a new wrinkle on mortgagescams.

    Homeowners across the countryhave been receiving letters in the mailabout mortgage mass joinder law-suits. These letters promise to bringmortgage companies to their kneesin courts of law and to get mortgagesmodified, bringing relief to the hom-eowners who are on the verge of fore-closure. These letters are personalizedwith the name of the homeowner andthe mortgage company, as well as theamount of the loan. They claim to beable to stop foreclosures, get paymentsreduced and even get compensation. Naturally, huge upfront fees are

    demanded $5,000 in most cases.Last fall, the Federal Trade Com-

    mission tried to address consumermortgage scams with the MortgageAssistance Relief Services Rule. Thenew ruling says that 1) companiescannot demand fees until the hom-eowner has in hand a document fromthe lender that outlines an acceptablewritten offer; 2) the company must tell
