The slowest fi re season in B.C. in a decade has heated up after a blaze near Okanagan Lake forced about 550 people from their homes and campsites.

By Tuesday evening, emergency offi cials had lifted the evacuation order, allowing the residents and campers to return to the small lakefront community of Trader’s Cove, about 15 kilometres northwest of

Kelowna, and to the Bear Creek provincial campsite.But the order came only after the fi re had extended

to 39 hectares and come within about 400 metres of a home.

“Based on the progress fi refi ghters were able to make today and the favourable weather conditions, there’s very little wind in the area, the incident com-manders have now deemed it safe for those that were evacuated to return home,” Jason Brolund, Kelowna’sdeputy fi re chief, said last night.

A former Fraser Health technology manager has been handed a one-year conditional sentence and a year’s probation for improperly accepting benefi ts from a contractor supplying electronic health care systems to hospitals. James Roy Taylor, 64, was charged in 2010 along with an Abbotsford doctor and a former senior offi cial in the B.C. health min-istry. Taylor pleaded guilty yesterday in Victoria provincial court to one count of breach of trust, and three other charges were withdrawn.

Taylor’s sentence begins with six months of house arrest. He was also fi ned $2,000, the value of a stay at a Kelowna condominium he accepted as a benefi t without telling his supervisors. He must also perform 175 hours of community service.

What Mounties describe as a freak accident in Nanaimo on the weekend sent a Port Alberni man to hospital with life-threatening injuries.

The 59-year-old man was airlifted to Victoria Gen-eral hospital after the pickup his wife was operating backed over him.

The mishap occurred Monday just before 10 p.m. at a home in the 3500 block of Monterey Drive.

The man’s wife, 57, and their daughter, 40, were in the truck parked on a steep driveway, while the woman’s husband was standing on the curb.

Police said the woman shifted the vehicle into reverse, but could not reach the emergency brake to release it, so she got out of the truck to pull the brake release, which

sent the truck backing down the driveway.The woman was thrown sideways and was hit by the

driver’s door. The vehicle continued rolling down the driveway then struck and rolled over her husband. Their daughter was in the passenger seat, but could not stop the vehicle in time.

Several people in the home helped the man until paramedics and police arrived. He was taken to Nanaimo Regional General Hospital, then airlifted to Victoria with head and internal injuries.

The woman received scrapes and bruises but did not require hospitalization. Her husband was listed in critical condition yesterday.

The incident is still under investigation and there has been no decision regarding charges.

A regional police force would have better handled the Stanley Cup riot, according to the Vancou-ver Police Department’s review of the incident.

The VPD review largely echoes a provincial report in conclud-ing the Vancouver force had no advance warning a riot was immi-nent and that no plausible number of deployed offi cers could have prevented it.

But it also calls the playoffs a regional event that would have ben-efi ted from a regional police force in charge of all 3,800 police offi cers.

“A regional policing service model would have provided a more effi cient and effective delivery of policing services,” the report says.

“If all Metro Vancouver police agencies were under the direction of a regional police service, con-sistency across training as well as equipment deployment would have been improved.”

The VPD said ending the current patchwork quilt of municipal and RCMP forces would improve communica-tion, standardize policy and practices, improve resource use, boost investigative and patrol capacities, reduce service duplica-tion and end competition between

forces for recruits and other skilled personnel.

At a minimum, the report said, a regional operational plan should have been drawn up to appropri-ately allocate offi cers from Metro Vancouver forces for the playoffs.

The VPD suggested such a plan at a June 2 group of regional chiefs but says it was not imple-mented.

“While there was excellent coop-

eration from police leaders in the region, they understandably were focused on their own municipali-ties,” the report said. “There was no one leader/agency that could make decisions for the region.”

It says the lack of common standards and procedures across forces are a defi ciency not just in riot control but in responding to anything from natural disasters to terrorist attacks.

90 YEAR OLD TRICKED OUT OF $200,000VICTORIA NEWS (Black Press)Under the guise of a home renovator, a 47 year old is accused defrauding a senior of $200,000. Bank tellers were the ones to notice a problem. When they detected large cheques cashed from the 90-year-old man’s account, they investigated. Suspicious of the supposed renovation work, they went to the man’s home but found no evidence of any work. Victoria police arrested Richard Patterson, of no fi xed address, last Tuesday. He faces a charge of fraud over $5,000.

REWARD RAISED FOR MISSING VANDERHOOF WOMANVANDERHOOF OMINECA EXPRESS (Black Press)It’s been over three months since 20-year-old Madison Scott went missing, and extensive search efforts to locate any trace of her remain unsuccessful. Scott left Vanderhoof on Friday May 27 with the intention of camp-ing overnight at Hogsback Lake, 25 kilometres south of Vanderhoof. She was last seen by friends at the lake at 3 a.m. on May 28. Her parents originally offered a $15,000 reward for information leading to the safe return of their daughter. That fi gure has now been increased to $25,000.

The victim, whose identity has not been released, was hiking with three friends when he fell from a cliff into the drainage below.

A father and son were home at the time, and managed to get the fi re out before crews arrived. The two people were treated by B.C. Ambulance paramedics on scene, and released.

Former media baron Conrad Black has returned to prison to fi nish his sentence for fraud.

Black will spend the time at the Federal Correc-tional Institution in Miami, a low security prison about 50 kilometres from the city’s downtown.

Black had been free on bail for about a year after an

appeal court reversed two of his three fraud convictions.

He was re-sentenced in June by Judge Amy St. Eve, who also handed down his original term of 78-months in 2007.

With credits for time already served, Black was ordered to spend up to another 13 months behind bars.

However, he may wind up spending as little as six to eight months in prison before he is released.

Black spent his fi rst stint behind bars at the Cole-man Federal Correctional Complex in central Florida.

Black’s empire once included the Chicago Sun-Times, The Daily Telegraph of London and small papers across the U.S. and Canada.

Manitoba Premier Greg Selinger has visited the lieutenant-gover-nor’s offi ce to offi cially launch the Oct. 4 provincial election campaign.

Selinger, a former fi nance min-ister, says he feels good going into

his fi rst campaign as premier.The visit was a bit anticlimactic

since the parties have been cam-paigning for weeks now that Mani-toba has a fi xed election schedule.

All three parties hit the hustings in earnest last week. The New Democrats and the Conservatives even released parts of their elec-tion platforms.

The NDP currently holds 36 seats

in the 57-seat legislature, Hugh McFadyen’s Tories have 18 and Liberal Leader Jon Gerrard holds the lone seat for his party.

There are two vacancies.The election will be the fi rst real

test of Selinger’s popularity. He was chosen by NDP faithful to suc-ceed Gary Doer when he resigned in 2009 to become Canada’s ambas-sador to the U.S.

PICKET LINES GREET ONT. COLLEGE STUDENTSTORONTO (Canadian Press)Students were greeted by picket lines as they arrived at Ontario colleges today in the midst of a strike by support workers. The union represents about 8,000 cleaners, food service staff, registration offi cers and other workers at the province’s 24 colleges. The colleges’ offer would see union members receive a 1.5 per cent salary increase for each of the fi rst two years and 1.75 per cent in the third year. The union has been seeking a 3 per cent annual wage increase and job protection against part-time and temporary hires.

Convoys of Moammar Gadhafi loyalists, including his security chief, fl ed across the Sahara Desert into neighbouring Niger yesterday in a move that Libya’s former rebels hoped could undermine the ousted leader’s support in his last strongholds in the country and help lead to their surrender.

Still, efforts to negotiate the peaceful handover of one of the most crucial of those strongholds, the city of Bani Walid, proved diffi cult.

Tribal elders from Bani Walid who met yesterday with former rebels were met by

angry residents of the city, including Gad-hafi supporters, who fi red in the air to intimidate them, sending them fl eeing, mediators said. The round of talks illustrated how many in Bani Walid

remain deeply mistrustful of the forces that have seized power in the country and reluctant to accept their rule, even beyond a simple loyalty to the ousted leader.

The scope of the fl ight to Niger was not immedi-ately clear. Some former rebels depicted it as a major exodus of Gadhafi ’s most hardcore backers. But information on the number and identity of those fl ee-ing was scarce as they made their way across the vast swath of desert – over 1,600 km – between any popu-lated areas on the two sides of the Libya-Niger border.

Gadhafi himself is not in the convoys, the U.S. State Department said.

As the fi rst group of a dozen vehicles pulled into Niger’s capital Niamey yesterday, a customs offi cial confi rmed that it included Mansour Dao, Gadhafi ’s

security chief and a key member of his inner circle, as well as around 12 other Gadhafi regime offi cials.

The offi cial, Harouna Ide, said that other Libyan convoys had passed through Agadez, a town about halfway between Niger’s border with Libya and its capital in the far southwest.

The convoys included heavily armed contingents of Tuareg tribal fi ghters from Niger, who have been long enlisted by Gadhafi ’s regime, Niger offi cials said.

Nuland said some senior members of the Gadhafi regime were in the fl eeing group, but not Gadhafi or

members of his family.

Germany’s top criminal court has thrown out the conviction of former arms-industry lobbyist Karlheinz Schreiber, ordering a retrial after saying errors were made in the 2010 process.

The 77-year-old German-Canadian was found guilty last year of tax evasion for failing to report some 14.6 million Deutsche marks, or about $10 million, in income.

Among other things, the Federal Criminal Court in Karlsruhe said in its ruling yesterday that the Augsburg state court incorrectly rejected Schreiber’s request to consider evidence of Canadian residency for tax purposes. It was not clear when the retrial would take place.

Schrieber was extradited after an Ontario court denied his bid to stay in Canada and after public hearings into his controversial fi nancial dealings with former prime minis-ter Brian Mulroney ended.

During the public hearings in Ottawa, Mulroney admitted accepting $225,000 in cash from Schreiber, but insisted he broke no laws or ethical guidelines. Schreiber claimed the payments totalled $300,000, not the $225,000 Mulroney declared for tax purposes.

Clarke spoke to Sky News ahead of the government’s announcement of plans to promote transparency in the courts. PRAGUE, Czech Republic (AP)The lower house of Parliament has overridden a veto by the Senate to approve the Czech government’s unpopular health care reform.Tuesday’s 103-68 vote approved a plan to increase the daily fee charged to hospitalized patients. The changes also will require patients to pay for many drugs they now get for free and to pay for any extra care that is not considered essential. The lower house had approved the changes in June but the upper house, the Senate, which is controlled by the left-wing opposition, rejected them July 21.

David Petraeus, a newly retired Army gen-eral who gained prominence charting U.S. strategy in the Afghan and Iraq wars, was sworn in yesterday as director of the CIA, leaving behind his military brain trust.

Retired last week after 37 years in the Army, Petraeus was sworn in as the 20th director of the so-called silent service in a private ceremony yesterday.

Silent is what some in the White House want the well-connected former four-star general to remain, said two current and one former U.S. offi cials, speaking on condition of anonymity to discuss sensitive discus-sions at the National Security Council.

Admirers and detractors alike are watch-ing to see whether Petraeus will use his infl uence with the media and Capitol Hill to pursue policies discordant to the White House offi cials who disagreed with him over the course of the Afghan war.

At a time when top fi gures close to Presi-dent Barack Obama were arguing for a troop drawdown, Petraeus helped persuade Obama to increase troops in Afghanistan in a repeat of his counterinsurgency strategy in Iraq, a strategy now credited with producing tan-gible if fragile progress. That ran counter to the strategy favoured by Vice-President Joe Biden, among others, to leave the job to a much smaller force of trainers and special operations troops to hunt terrorists.

A man with an AK-47 assault rifl e shot a group of fi ve uniformed National Guard members eating breakfast at a Nevada restaurant, killing two of them and another person in a hail of gunfi re.

The suspect, 32-year-old Eduardo Sencion, shot himself and later died at a hospital.

Eight people were wounded in the attack in the state’s capital, three of them National Guard members.

The gunman’s motive was unclear, but Carson City

Sheriff Kenny Furlong said that “obviously with fi ve out of the 11 victims uniformed National Guards-men, that has taken a priority interest in our investigation.”

Sencion worked at his family’s business in South Lake Tahoe, he was not in the military, and he had no known affi liations with anyone at the restaurant, Furlong said. He also had no criminal history.

Sencion’s family raised concerns about his men-tal health in interviews with investigators, Furlong said. He did not elaborate.

The owner of a nearby barbecue restaurant described a frantic scene in which the gunman pulled up and immediately shot a man on a motorcycle, then

charged into the restaurant where the Guard members were meeting.

The restaurant is about six kilometres from the Guard’s headquarters complex. Nevada National Guard spokeswoman April Conway said she didn’t know why the fi ve Guard mem-bers had met at the restaurant.

At a Reno hospital, service members gath-ered, waiting for word on those killed and hurt.

“You go a whole tour in Afghanistan and no one is shot. And you go to (a restaurant) and several are shot,” said 31-year-old Sgt. First Class Cameron Anderson of Reno, a Nevada Army National Guard member. “It’s a shock. I came to work today and had no idea I’d be driving the chaplain here (to the hospital).”

Three people were killed and eight wounded in the attack, fi ve of them National Guard members.

Two stalwarts of Canadian journalism are moving over to Canada’s third major network, Global Television announced yesterday.

Tom Clark and Patrick Brown, veteran reporters whose careers each span more than three decades, will be joining Global in prominent roles in the coming weeks, the network said.

“These are two giants of journalism,” Global News vice-president Troy Reeb said.

“The wealth of experience and expertise they bring to the table is simply astound-ing. They will both play an important role in further solidifying Global News as the news leader in Canada.”

Clark, who hosted CTV’s political affairs show Power Play, will take the helm of The West Block, a similar offering on Global.

The Sunday morning program will feature panel discussions as guests discuss the political news of the day.

Brown will continue his career as a foreign correspondent when he becomes the network’s China correspondent. He held similar positions with CBC during his more than 30-year career, with stints in London, New Delhi and Bangkok.

Bookmakers’ favourite PJ Harvey has become the only artist to win Britain’s prestigious Mercury Prize on two separate occasions, beating soul star Adele to the honour thanks to her eighth studio album, Let England Shake.

Many commentators expected Adele to take home the 20th annual award for Best Album, after she dominated album and single charts across the globe with her sophomore release 21.

However, last night, Harvey was presented with a check for 20,000 pounds ($31,610 Cdn)

If her previous experience as a Mercury win-ner is anything to go by, Harvey will now enjoy dra-matically increased sales of the critically acclaimed Let England Shake.

Accepting her award in a fi gure-hugging white dress, the Dorset-born musician recalled winning her fi rst Mercury for album Stories from the City, Stories from the Sea a decade ago.

“When I last won, which was 10 years ago on Sep-tember the 11th 2001. I was in Washington D.C. watch-ing the Pentagon burn from my hotel window, so it’s good to be here.”

Let England Shake was recorded in a Dorset church and features three of Harvey’s long time collabora-

tors: Mick Harvey, John Parish and Flood, all of whom contribute to a collection of songs that touch upon the futility of war, what it means to be English and British history.

“This album took me a long time to write and it was very important to me,” Harvey said on stage. “I wanted to make something that was meaningful not just for myself, but for other people and hopefully to make something that will last.”

Eddie Murphy is hosting the Oscars.The actor and comedian will host the

84th annual Academy Awards, producers Brett Ratner and Don Mischer said yester-day.

Ratner called the 50-year-old entertainer “a comedic genius; one of the greatest and most infl uential live performers ever.”

“With his love of movies, history of crafting unforgettable characters and his iconic performances – especially on stage – I know he will bring excitement, spontane-ity and tremendous heart to the show Don and I want to produce in February,” Ratner said.

Mischer called Murphy “a truly ground-breaking performer” whose “quick wit and charisma will serve him very well as Oscar host.”

This will be Murphy’s fi rst time hosting the Academy Awards. He said in a state-ment yesterday that he is “enormously honoured” to join the ranks of past Acad-emy Awards hosts such as Johnny Carson, Bob Hope, Billy Crystal, Steve Martin and Whoopi Goldberg.

The 84th annual Academy Awards will be held Feb. 26, 2012 at the Kodak Theatre.

Taylor Swift will be battling the boys at the 2011 Country Music Association Awards.

Swift is one of four country stars with fi ve nominations, including the CMA’s top award, entertainer of the year.

She’ll compete with Blake Shel-ton, Keith Urban, Jason Aldean and last year’s winner, Brad Pais-ley, in the entertainer category.

Aldean, Shelton and Paisley were the others with fi ve nomina-tions apiece. Zac Brown Band and The Band Perry were next with four.

The nominations marked a breakthrough for Aldean and Shel-ton, both fi rst-time entertainer nominees and long overlooked at awards shows until recently. Like Paisley, Swift and Urban have each won an entertainer trophy before.

Singer Jake Owen and country trio The Band Perry made the initial announcement of seven categories yesterday on ABC’s Good Morning America and Jerrod Niemann and two-time nominee Thompson Square announced the remainder of the nominees later at The Ryman Auditorium in Nashville.

Rogers Communications is hoping to expand beyond the telecom business by starting up a bank that would focus on credit and payment services.

The owner of Canada’s largest wireless telephone service provider has told the federal fi nance department that it will apply to become a fi nancial institution called Rogers Bank, with its HQ in Toronto.

There are no plans to expand beyond that area into a full-service deposit-taking bank, a Rogers spokswoman said an emailed state-ment.

“We routinely explore opportunities to strengthen our position as a leader and innovator in the communications industry,” Rogers spokeswoman Carly Suppa wrote.

“The licence, if granted, would give us the fl ex-ibility to pursue a niche credit card opportunity to our customers should this make sense at a future date.”

Iain Grant, managing director for market research and technology fi rm SeaBoard Group, said Rogers could be positioning itself to become a leader in mobile money transfers.

That would enable Canadians to store credit in their cellphones, which could be used to make payments and money trans-fers, Grant said.

“The next big thing in mobile is money transfer, whether that’s me paying for a subway pass or a parking meter, or me sending you money or me sending money

back home,” Grant said.“Money transfer is where the cellphone companies

stand to make their next trillion dollars.”He said that will give competition to credit and

debit card com-panies and to the larger commercial banks, to the extent that fewer people will use automatic teller machines for transactions.

If Rogers does establish its own banking unit, it would join other companies that run non-traditional

banks including Canadian Tire and the President’s Choice Financial products offered by Loblaw.

The order to create Rogers Bank would need to proceed through the Bank Act’s

normal application review process and the Minister of Finance. Suppa said the approvals pro-cess could take more than a year. Anyone objecting to Rogers entering the banking business may submit an objection in writing to the Offi ce of the Superinten-dent of Financial Institutions before Oct. 24.

The company also expects to open 700 coffee shops in South Korea by 2016, up from 370 now, Wang said.Starbucks is eyeing fast-growing emerging economies to help boost sales. The company said in July that revenue from its international business rose 20 per cent in the April-June quarter from a year earlier and accounted for 23 per cent of overall sales of $2.93 billion.

RIM IS ‘BROKEN’ AND MUST BE FIXED: INVESTORMONTREAL (Canadian Press) Research In Motion is failing in the “dynamic” consumer market and should consider putting itself up for sale or spinning off its patent portfolio into a separate company, says an investment bank with holdings in the struggling BlackBerry maker.“The company is broken and it has to be fi xed,” said Vic Alboini, chairman and CEO of Jaguar Financial Corp., which holds less than fi ve per cent of RIM’s shares.Jaguar is proposing that RIM benefi t from the “surge” of mergers and acquisitions among tech companies that hold patents with Alboini noting the “enormous” value of patents. It’s estimated that RIM has 10,000 to 15,000 patents.Jaguar noted that RIM’s stock has fallen from a peak of $149.90 in June 2008 to $29.59 on Sept. 2 at the Toronto Stock Exchange.

Pittsburgh Penguins captain Sidney Crosby is expected to provide an update today on the progress of his recovery from a concussion.

Crosby, who hasn’t played since suffering a head injury in January, will speak to reporters at CONSOL Energy Center, the NHL team said Tuesday.

Crosby has seen concussion specialists around the United States this summer. They have been monitor-ing his progress as he tries to shake headaches and other concussion symptoms. No specifi c timetable has been set for his return to the ice.

The 2007 NHL MVP made progress over the sum-mer and took part in his normal off-season workout program that includes skating, shooting, stickhan-dling and off-ice work.

However, when Crosby got to 90 per cent exertion in his workouts, the headaches returned. At that point, his doctors and trainers altered his workouts accordingly.

Training camp opens Sept. 16 and Pittsburgh plays its fi rst regular-season game Oct. 6.

Calling Usain Bolt “the Muham-mad Ali of athletics,” Sebastian Coe predicts the Jamaican sprinter will steal the show again at next year’s London Olympics. Coe, the former running great who won the 1,500m gold for the U.K. in 1980, heads the organizing committee of the 2012 Games. He was in Daegu, South Korea, for the world championships

where Bolt won the 200 metres and anchored Jamaica to a world record in the 4x100 relay.

“It was the return of Beatlemania,” Coe said of the reaction to Bolt in Daegu. “The Muham-mad Ali of athletics is on his way to an Olym-pic Stadium near you.

“There really is an Ali-like aura about this guy that is now tran-scending all sports.”

Bolt false-started and was disquali-fi ed in the 100 at the worlds but ran a blistering 19.40 seconds to win the 200 and helped Jamaica clock a world record of 37.04 seconds in the relay.

Bolt will be defending his 100 and 200 metre Olympic titles in London.

“All things being equal, he’ll be the iconic fi gure of our Games,” Coe wrote in the Daily Telegraph. “I’ve spoken to him and he’s told me how he wants to blow people’s minds in London, to make yet another extraordinary impact that will cement the

status of legend that he wants for himself.”

“London is consuming him,” Coe added. “ I know he’s going to base himself in England for quite a while before the Games.”

A top Indian politician lashed out at WikiLeaks founder Julian Assange yesterday, saying he is either insane or being used as a tool of her opponents for releasing U.S. Embassy cables that describe her as megalomaniac and corrupt.

An October 2008 cable called Uttar Pradesh Chief Minister Mayawati, a powerful leader of the nation’s bottom caste untouchables, a ‘virtual para-noid dictator’ who once sent a private jet to Mumbai to pick up a new pair of sandals.

The cable said Mayawati had institutionalized corruption throughout India’s most populous state, charged potential candidates $250,000 to run for Parliament on her party’s ticket and was obsessed with becoming prime minister.

Mayawati told reporters the Wikileaks accusations were “mali-cious, incorrect and obscene.”

“From this it appears that the owner of WikiLeaks has either gone mad or else this person has played into the hands of parties who oppose us and deliberately want to tarnish the image of our party and government,” said Maya-

wati, who uses only one name.She called for Assange to be sent

to a mental asylum either in his home country of Australia or in Uttar Pradesh, and called news reports about the cables as ‘dirty politics’ and an attempt to besmirch India’s untouchables, or dalits.

Mayawati has spent millions on statues of herself and other

dalit heroes, while the roads and health infra-

structure of the state lie in tatters.The U.S. Embassy cable

quoted local journalists as saying that Mayawati employed

nine cooks and two food tasters. She demanded personal security equivalent to a head of state and had a private road built between her home and offi ce that was cleaned every time her extensive motorcade used it.

In condemning the cables, Maya-wati seemed unaware they were written by U.S. diplomats, instead assigning the blame for them directly to Assange.

DHAKA, Bangladesh (Associated Press)Indian Prime Minister Manmohan Singh began a visit to Bangladesh yesterday aimed at warming often prickly ties between the two South Asian neighbours.Singh and Bangladesh Prime Minister Sheikh Hasina are working to reach agreement on their disputed 4,096-kilometre border, explore co-operation in the power sector and enhance trade.Singh made no immediate statement after arriving yester-day.
