Frank S. Chuang is a highly skilled professional known for his skills and personal integrity. He has received his education from some of the best schools and universities.

He did his M.S.C.E from University of Massachusetts and he also received his PhD from the University of Massachusetts on a scholarship. Prior to that, he had completed his B.S.C.E from National Taiwan University.

Year 2001 was an important year for Frank S. Chuang, as he celebrated two milestones that year. He celebrated 30 years of his marriage and also the 20th anniversary of his engineering consulting business—L-C Associates, Inc, which he had started in 1981. He gives the credit of success of L-C Associates to the young and dynamic team which had highly skilled people.

Frank S. Chuang has been quite active in his field and has been engaged in a wide range of projects, such as bridge rehabilitation, bridge inspection, highway design, traffic study, hydraulic study and more. He has been responsible for the plan and designs of over 5.0 billion dollar projects.

He has received several awards and honors, such as Who’s Who in America, and Who’s Who in Science and Engineering. Frank has also been the Director of The Equity Bank, Wethersfield, CT; Chairman of Flood Encroachment Control Board, Wethersfield, CT; and Wethersfield Planning and Zonal Commission Member.

He has worked on New Bridge Design; Arnold Street Bridge No. 944 Replacement, Woonsocket, RI; Route 7 Relocation, Norwalk; Park Avenue Tunnel Rehabilitation Program, New York City; and many others.

L-C Associates has around 60 employees working from three different offices and its technical staff includes 24 Bridge/Structural engineers, 15 construction inspectors, six surveyors, three transportation engineers, and three transportation engineers/inspectors.
