    A SUMMARY AND A PROPOSAL

By Dr. A. Singalovsky(Dr. Singalovsky, a member of the Pre

sidium of the Central Administrative Board of the World Federation Ort, which is promoting agriculture and handi craft among the Jews of Eastern Europe, has just returned to Berlin, where the Ort headquarters are situated, after a stay of several months in Soviet Russia. An authority on Jewish reconstruction problems, he visited during his stay the big Jewish centers in the Soviet Union, the small Jewish towns and the old and new Jewish agricultural colonies, and studied at first hand the conditions under which the Jewish population is living.

In this article, Dr. Singalovsky pic tures in a graphic and impressive man ner what is going on today in Jewish life in Russia. He deals with the posi tion of the Jewish trading class and the declassed elements who are faced with complete ruin and annihilation. He speaks of the more hopeful outlook for the Jewish artisans and of the growing number of Jews who are being absorbed into big industry, although he finds that for lack of technical training, the majori ty of these are working as unskilled la borers. He sees the greatest hope, how

ever, in the Jewish agricultural coloniza tion movement, whose achievements have impressed him as bordering on the mar- velous. In the district of Cherson he has found the biggest Jewish agricultural center in the world, and he has felt a growing spirit of new and distinctive Jewish life coming into existence there. Many of the Jewish colonies in the dis tricts of Odessa, Cherson and Krivoyrog, he describes as having attained a high standard of prosperity and as having proved conclusively the capacity of the Jew as a tiller of the fields.

Dr. Singalovsky suggests in his article the convoking of a Jewish World Cong ress organized on general lines to deal with the whole question of the non- partisan Jewish reconstruction work in Eastern Europe and especially the pro motion of the Jewish agricultural activi ty in Russia, so that the Jewries of other countries should take their place also in this work, the burden of which, he complains, has been allowed so far to fall almost solely upon American Jewry. —Editor.)
