Floating hospitals in service of storm victim patients in Bogale,Pyapon and Labutta townships of Ayeyawady Division

Article: Maung Maung Myint SwePhotos: Tin Soe (Myanma Alin)

I have heard thenews for many days thathealth care services arebeing provided to stormvictims of AyeyawadyDivision on board floatinghospital, and that healthstaff went to the storm-hitvillages by boat for givingmedical treatments to thelocals.

However, someforeign media said that theeffective health careservices were not given tothe storm victims. To knowhow health care servicesare being providedeffectively to the victimson board floating hospital,I sought an interview withDeputy Director-GeneralDr Win Myint of theDepartment of Healthunder the Ministry ofHealth.

In the interview,Deputy Director-GeneralDr Win Myint said, “TheMinistry of Health dailysupervises medical teamsto give health care servicesto the victims in the storm-hit regions as soon aspossible going there byland and by boat.”

After the storm, theMinister for Healthorganized six emergencymedical teams comprisingspecialists, assistantsurgeons and nurses topromptly give medicaltreatments to the stormvictims of AyeyawadyDivision. The medical teamswent right down to thegrassroots-level by land andby boat.

In providing healthcare services to the victimsby boat, Dr Win Myintexplained, “Three medicalteams formed with 13members each comprisinga physician, a pediatrician,an orthopaedist, apsychiatrist, a dentist, assistant surgeons and malenurses gave medicaltreatments to the victims inBogale, Labutta and Pyapon

townships on board threeships namely Taing Aye, TaTaing Hmwe and Way ThanTayar from 19 to 25 May.”

In doing so, themedical teams carried outmedical treatments for thevictims on board the vesselsTaing Aye in BogaleTownship, Ta Taing Hmwe

in Pyapon Township andWay Than Tayar in LabuttaTownship.

Dr Win Myintcontinued to say, “In earlydays, the medical teams onthe floating hospitals weresubstituted with new teams

once a week. Later, theteams discharged theirduties for 10 days. Atpresent, the teams werechanged with new ones onlyonce in every two week. When the ships berthed atthe jetty, local storm victimsreceived medical treatmenton board the ship. Likewise,

the medical teams providedhealth care services to thestorm victims from thevillages going there byboat.”

Every floatinghospital was facilitatedwith clinic room, medicinesand dental chair forenabling the victim patientsto receive free medicaltreatment on variouscomplaints and diseases.Furthermore, theemergency patients weretransferred to the nearesthospitals or the generalhospitals in Yangon.

With regard to therequirements of medicinesfor the floating hospitals, DrWin Myint explained, “TheCentral Medical Store Depotunder the Ministry of Healthis supplying necessarymedicines to the floatinghospitals. Carrying adequatemedicines on board thefloating hospitals, the victimpatients could undergoproper medical treatment byspecialists.”

He added, “Most ofthe victim patients receivedthe treatments on dental and

other common diseases. Sofar, there has been nooutbreak of infectiousdisease, and patients withinfectious diseasecomplaint were very rare.In the works, the floatinghospital daily providedhealth care services to about1,000 victim patients in total, and these were commoncomplaints.”

Three seven-member male medical teamsincluding specialists andmale nurses went again toBogale, Labutta and Pyapontownships in three ships

namely Taing Aye, Ta TaingHmwe and Way Than Tayarfrom 22 to 28 May for givingmedical treatment. For the

third time, three seven-member medical teamsincluding male doctors, dentists and male nursesalso provided health careservices to the locals atthe same venues on boardthe same floatinghospitals from 29 May to7 June.

THE NEW LIGHT OF MYANMAR Sunday, 8 June, 2008 9

It is more than a month Myanmar has facedthe nightmare of Nargis that rocked the country, claiming very high death toll and damage to theproperty. It moved to Thailand and then abated. Thestorm is now no more. However, the enemy that ismore destructive than Nargis has reared its ugly head. The enemy that is worse than thieves and robbers isfire. Who is the enemy that is more destructive thanNargis?

Now, foreign countries and internal andinternational organizations, and individual donors aredonating relief supplies generously to the victims.Myanmar government and the people are acceptingwith thanks the donations with no strings attached.Nevertheless, there was a broadcast aired by certainforeign radio stations. One of the regular contributorsof those radio stations said, “I don’t know whetherstorm victims get instant noodle packets or not, butthey are now available in Nyaungbinlay Market”.Foreign-made instant noodle packets have beenavailable in stores, supermarkets and markets. Maybe, some victims sold their quotas of instant noodle packetsto get some money. Then, I visited several markets tofind out whether foreign-made instant noodle packetswere on sales there. I found them, but not many. Theexaggerated news story was intended to destroy thegenerosity of donor countries and organizations.

In a broadcast, one said that he witnessed atruck loaded with CI sheets donated by foreign donorsreached in Bayintnaung Market and the products weresold to a construction materials brokerage house. However, he did not mention the number plate of thattruck. Construction materials such as cement, corrugated iron sheets and nails are transported bytruck from and to every brokerage house. Suchgroundless news stories are designed to undermine thetrust of donor countries and organizations in Myanmarand its people.

I read an article in the Kyemon dailypublished on 29-5-2008 “Storm-hit areaas will havebeen generated with thriving trees and cropplantations by next year” by Hlaing Aung. It is agood article. In it, he said that the people ofAyeyawady Division could survive with self-reliantefforts even if they were not given chocolate barsfrom international community. Ayeyawadydwellers managed to continue to survive with fishand edible frogs for dishes that were abundant inthe fields and ditches and some vegetables thatgrew naturally such as water clover and asparagus,he said. Indeed, the writer did not mean to insult thedonor countries and organizations, and he justshowed victims the ways to survive, by disclosingthe prevailing situations of the nation. He also saidthat Myanmar people were acceptingwholeheartedly the relief from the internationalcommunity. Maybe they need temporarily instantnoodle and biscuit packets. It made it clear that thewriter had no intention to insult the donor nationsand organizations. He just urged the residents ofAyeyawady Division to make self-reliant efforts in

The enemy who is more destructive than NargisNgar Min Swe

conformity with one of the Buddha’s teachings“Atthahi Atthano Natho” that means ‘the person onwhom one can rely is he himself’.

The sentence “The people of AyeyawadyDivision could survive with self-reliant efforts even ifthey were not given chocolate bars from internationalcommunity” came under the criticism of the foreignradio stations. They have come to destroy the generosityof the donor countries and organizations. They airedsimilar stories three or four days in a row. Their broadcastswill have adverse effects on the victims only.

It was very rude of him to ask what would thevictims have to eat if they did not have chocolates andbiscuits, and if they would have to eat the dead bodies, then. I am a fish and prawn breeder, so I have someknowledge of fish and prawn. In Myanmar, the month ofMay is a period when female fishes find suitable placesfor laying their eggs. This year, no one was in a positionto catch pregnant fishes. Even a spawining fish, prawn orcrab can give birth to millions of fries. Food is moreplentiful for them in their pastures this year than previousyears. So, many more fingerlings and shrimps willsurvive. So, fish and prawn will be plentiful in AyeyawadyDivision this year. I wish they would know that fish andprawn are so plentiful in Ayeyawady Division that eventhere is no need to use fishing net to catch fish and prawn, and they can be caught just by hand.

At the conference held on 25 May the PrimeMinister clarified that any donations from any nationswithout political strings attached are accepted with thanks. The statement of the Prime Minister is the attitude of thegovernment. The people of Myanmar are in onenesswith the government. It is sure that every Myanmarcitizen with nationalistic fervour will oppose anydonations made with the intention of tarnishing theimage of the nation. No parents would accept such akind of donation made by a well-to-do donor that hedid so with the intention of having sexual relationswith their young daughter. This is the pure spirit ofMyanmar people.

Some western big nations are imposing economicsanctions against Myanmar with the evil intention ofundermining national solidarity. They seem to beassuming that Myanmar would yield to them when itseconomy gets bankrupt. However, the government, thepeople and the Tatmadaw are marching toward adiscipline-flourishing democracy in unity. And now, they are nearly reaching their goal. At such a time, thenation was hit hard by the severe storm. Whatever dangermay befall the nation Myanmar people will continuemarching toward the national goal with diligence andperseverance. They approved the draft constitution enmass. The western big nations should realize that theiracts of imposing economic sanctions against Myanmarwill never work, viewing the unity and courage ofMyanmar people. At such a time, if the western bignations generously extend a helping hand to Myanmarout of goodwill the nation will be surely in a position ofgetting rid of its bitterness harbouring on them.

Every nation in the world has encountered bitterexperiences bestowed by the history. Drawing lessons

from such bitter experience some nations practiced apolitical system that is in conformity with its prevailingsituation and made progress. Myanmar hadencountered such bitter experiences. Soon after itregained independence there emerged internal armedinsurgency as the national unity was undermined byforeign nations. The internal armed insurgency thatreigned since 1948-1949 lasted for about 40 years. The impact of the 40-year long internal armedinsurgency on the nation was far greater than that ofthe severe storm Nargis. Those who triggered theinternal armed insurgency that were worse than Nargisare the ones who are more cruel and brutal than thestorm. Owing to alien instigation, the nation hadsuffered much in the past. Taking lessons from thepast incidents, the nation will in no way accept theinterference of foreign nations.

At present, some foreign broadcasting stationsare making attempts to undermine the national unityunder the pretext of Nargis. Those foreign broadcastingstations that are attempting to put the nation into a stateof 1948-1949 are worse than Nargis. They also citedand instigated the people to oppose the draft constitutionbefore the national referendum was held. But weMyanmar people were able to overcome the instigationof those broadcasting stations that are worse thanNargis.

Over 90 per cent of Myanmar people approvedthe constitution. So the foreign broadcasting stationsshould realize that their instigation would no longerwork. Here I would like them to know one of myexperiences. My father was attacked by a bull and hisbuttock bone was fractured. Operation was not effectiveenough to make him recover fully as he was old. Iprovided a digital radio for my father with one legdisabled. Since then he was in touch with foreignbroadcasting stations. He was used to switching on hisradio five minutes earlier in order not to miss scoops.Later, it is likely that my father came to realize thefabricated news of the foreign broadcasting stations. As an experienced person he has reviewed and analyzedthe fabricated news. Although he was listening to suchnews he discussed the news with his friends and saidthat he believes a piece of news only after making athorough analysis.

After the referendum, the foreign broadcastingstations were attempting to incite the people to opposethe constitution. During that period my father listenedto the news of the broadcasting stations daily. I foundout that my father and his friends debated over thefabricated news through their respective references.

On 10-5-2008, I asked my father who returnedfrom the polling station what he had cast—Yes vote orNo vote. To my surprise, he answered that he cast Yesvote. On hearing that, I was struck with an idea thatMyanmar people are usually attached to own villagesand regions and cherish own country and race.Although they are dissatisfied with the managementof some authorities they including us share commonwishes to see a prosperous and developed nation. Thishas aspired all of us to support the draft constitution. This being so, over 90 per cent of the Myanmar peopleapproved the draft constitution in the interest of thenation.

All in all, it is safe to say that it is time for theforeign broadcasting stations and their accomplicesknew that their instigation and propaganda aregood for nothing. And they should stopbroadcasting such kinds of fabricated news usingmuch money and time but broadcast fair andunbiased news in line with the media codes ofconduct.

ROME, 7 June —Better insulation at home, less use of the car andeven giving up an electrictoothbrush can helppeople in rich nationshalve emissions ofgreenhouse gases, a UNreport said on Thursday.

“Adopting a climate-friendly lifestyle needn’trequire drastic changesor major sacrifices,”according to the 202-pageUN Environment Pro-gramme (UNEP) bookentitled “Kick the CO2Habit: the UN Guide toClimate Neutrality”.

Issued to mark theUN’s annual WorldEnvironment Day on 5

World emissions ofgreenhouse gases blamedby the UN Climate Panelfor heating the globe totalabout 4.5 tons per personfor all of the world’s 6.7billion population.

The guide outlinesways for people in Europe,Australasia and NorthAmerica — the majorcontributors to globalwarming historically —to halve their emissions.

— Use a wind-upalarm clock rather than anelectric one: 48 grammesCO2 a day

— Dry clothes on awashing line rather thanin a tumble dryer: 2.3kilos each load.
