1 EXECUTIVE SUMMARY 1.1 INTRODUCTION Kerry County Council has commissioned RPS Consulting Engineers to prepare a Preliminary Report detailing the necessary improvements required to the Ardfert Sewerage Scheme to cater for demand in the design horizon 2006- 2026. Ardfert is located on the R551 a distance of approximately 5 miles from Tralee and 2 miles from Banna Strand.
The existing foul and surface water sewer systems in Ardfert are at capacity and consequently proposals for additional development are currently not receiving favourable consideration from Kerry County Council. It is thought likely that a significant increase in demand will take place immediately following the implementation of the proposed scheme, as upgrading the wastewater treatment infrastructure will remove a major constraint to development within the village. The existing scheme, which was constructed in the 1960’s, has a number of deficiencies, including insufficient additional capacity and consequently is inadequate to meet the projected demand from Ardfert. This Preliminary Report assesses the current scheme deficiencies, future population projections, anticipated development boundaries, sewer network and treatment works making recommendations to meet the growing demands of the area.

1.2 EXISTING SCHEME DEFICIENCIES The existing foul collection system is partially combined and although its capacity is adequate to cater for existing demand, there is insufficient capacity to accommodate additional development. Furthermore, a significant proportion of the existing network (38%) consists of pipes that are less than 225 mm in diameter. In addition, the CCTV survey completed as part of this report has identified significant defects in the existing foul network that will need attention either by means of repair or replacement. The existing storm sewer was examined for existing flows from the 2-year and 20-year return period storms and it was determined that its capacity is not sufficient to cater for design storm flows from existing developments. In addition a CCTV survey completed by Kerry County Council in 2002 identified a number of network deficiencies that will also need attention.
The existing Waste Water Treatment Plant consists of a storm overflow chamber, primary settlement, two rotating biological contactors and one submerged aerated filter. There is currently no vehicular access to the site, which hinders routine maintenance, and the plan area is insufficient to accommodate a new treatment plant. 1.3 FUTURE POPULATION PROJECTIONS The 2006 population served by the scheme is estimated to be 954 based on current geo-directory information. Using published population projections and allowing for an initial increase in demand, following the implementation of the scheme, we arrive at an estimated (2026) population for the scheme of 1,764. Kerry County Council expressed concern that, based on their experience of similar villages in the County, this may substantially underestimate future demand and consequently further significant growth is allowed for in our assumed population estimate (2026) for the proposed scheme of 3,517 1.4 DEVELOPMENT BOUNDARY The recently published draft local area plan (LAP) for Ardfert identified a development boundary and an associated area within that boundary of 100.2 Ha.

Based on the assumed population of 3,517 and allowing for the zoned amenity area identified in the LAP (29.5 Ha.) we estimate the required development area for the proposed scheme as 238.92 Ha.
1.5 NETWORK IMPROVEMENTS The existing Ardfert Sewerage Scheme is struggling to cater for existing demand. The existing network is not capable of delivering future demand requirements and due to the lack of investment, growth in the village is being impeded. The proposed scheme will provide separate foul and storm networks, which will adequately cater for the future demand from the village in the design horizon 2006-2026. The network will be completed in two phases. Phase 1 will cater for the existing population and Phase 2 is intended to facilitate possible future development. 1.6 TREATMENT WORKS It is proposed to construct a new treatment plant to the North of the village. The plant shall be constructed in two Phases. Phase 1 is designed to cater for a population equivalent of 2,040 and Phase 2 is to cater for a further 2040 PE thereby ultimately providing capacity to cater for a population equivalent of 4,080.A Membrane Reactor is the recommended method of treatment as it provides an effluent quality which will meet the required regulatory standards and will allow the point of discharge to be retained at its present location.

This will provide separate collection systems to cater for demand in areas that are currently developed and capacity in the network to cater for the projected 2026 population. In addition Phase 1 will include a new treatment plant to cater for a population equivalent of 2,040. Phase 2: It is anticipated that storm and foul sewers in areas within the development boundary which are reserved for future development, will be completed in conjunction with the development of these lands. It is expected that prospective developers will be required to provide the collection systems or to pay a contribution to Kerry Co Council for their construction. Consequently the associated costs are not included in the estimated costs for the scheme. However in order to cater for the projected 2026 population it will be necessary to upgrade the treatment facility to cater for the ultimate demand of 4,080 PE. This upgrade is included as Phase 2 of the scheme with associated capital costs estimated to be ¼����������(2007). The present day value of operating and maintenance costs for the scheme over the twenty-year design horizon is estimated to be ¼����������resulting in an estimated whole life cost for the project of ¼���������.

2 PLANNING & INFRASTRUCTURE ISSUES 2.1 TERMS OF REFERENCE Kerry County Council appointed RPS Consulting Engineers (RPS CE) to prepare a Preliminary Report outlining the present condition of and proposed improvements to the Ardfert Sewerage Scheme to cater for existing and future development in the design horizon 2006-2026.All recommended works are to be designed to achieve the appropriate treatment and effluent discharge standards in accordance with national legislation and the requirements of local discharge and water quality protection conditions. The specific requirements contained within the brief include:- • Completion of a technical survey and assessment of the existing foul and surface water
networks, pumping stations and treatment plants. • Identification of deficiencies in the existing systems, both structurally and hydraulically,
including surveys and data collection as follows:- - Ground conditions and potential archaeological impact. - Current flows and expected loadings on plant. - Sources of infiltration. - Condition of existing systems. - Quality and flow regime of receiving waters. - CCTV survey with digital output. • Preparation of Development Boundary Maps in agreement and in conjunction with the
Forward Planning Department of Kerry County Council. • Identification of existing and future loadings including seasonal fluctuation and phasing
as necessary. • Proposed remedial works required to existing networks and systems. • Recommendations for new separate wastewater and surface water networks, overflow
systems, pumping stations and treatment plant for existing and future loadings for the proposed development catchment where: -
- A phased approach is identified for a 50-year design life for plant and materials. - All foul sewage is conveyed to the treatment works. - Pumping is minimised. - Surface water systems are designed for no flooding up to 20 -year return period
storms. - Foul sewers are designed for six (6) DWF.
• Producing detailed cost estimates (capital, operational & maintenance), energy impacts, options and phasing proposals.
• Presenting preliminary layout and design drawings of proposals. • Completing a technical assessment of the ability of the receiving waters to cater for
existing and future discharges. • Producing a Water Charging Policy Report.

2.2 PLANNING CONSTRAINTS The existing foul and surface water sewer systems in Ardfert are at capacity and consequently proposals for additional development are currently not receiving favourable consideration from Kerry County Council. It is expected that this impediment to further development in Ardfert will continue until a new wastewater treatment facility is constructed and network capacity is improved. It is thought likely that a significant increase in demand will take place immediately following the implementation of the proposed scheme, as upgrading the wastewater treatment infrastructure will remove a major constraint to development within the village. 2.3 COUNTY DEVELOPMENT PLAN Ardfert is classified as a village under the settlement hierarchy laid out in the County Kerry Development Plan (2003) and lies within the Tralee Electoral Area. One of the key objectives of the development plan is to promote and strengthen existing rural villages thereby providing a focus for the development of rural areas. It recommends the preparation of individual area plans that would identify strategic objectives for the overall development of each village within defined development limits. The draft local area development plan for Adfert was published in July 2006 and covers the period 2006-2011 .It identifies an overall development area of 100.2Ha the boundary for which is shown in Figure 2.1 A significant portion of the area within the development boundary (29.4%) is reserved as an amenity/recreational area and consequently will not be available for residential development. 2.4 ARCHAEOLOGICAL FEATURES Kerry County Council will carry out a complete archaeological assessment at detail design stage. A preliminary investigation has identified a number of archaeological features, which are listed below and identified on Drawing No. 02. • St Brendan’s Cathedral (In ruins). • Franciscan Abbey (In ruins). • St Brendan’s Church.
