I am attaching the links to my handwritten Electrical Engineering notes. I could not get hold of my notes on NetworkAnalysis and so have not been able to upload the same. Apart from that Control Systems is left out since I did not makeany notes for them.

I might have missed out something in the topics below. If I get hold of those notebooks/papers, I will get themuploaded.

The order of chapters in the notes at most places is not the same as in the books. Also the handwriting might be shoddyat places to say the least.

I tried to be exhaustive in my notes. A lot of it has been borrowed directly from the books. But these notes are notmeant to be a substitute for the books.

My name has appeared in a number of advertisements by coaching institutes. They have done so without explicitlymentioning the program that I enrolled myself in. This may give an impression regarding coachings contrary to theiractual nature which may misguide the future aspirants in their choice. So to clear the air, I put forward my associationwith the coachings in this post and their utility.

For Mains

During my entire preparation, I was in Delhi only for three months beginning September 2014 till end November 2014.I was unprepared in many of the topics of General Studies since I had begun my GS preparations late and  so thoughtof joining some coaching in Delhi post prelims. With this in mind I went to Delhi to do a short duration crash coursebetween the prelims and mains.

Only Synergy was offering something that came close to a crash course. It promised to cover many topics of thevarious GS papers. Though Synergy covered some topics like World History and Polity in some detail, the pace wasvery slow. The reason being that they had mixed their regular one year batch with the crash course batch I was in. Thiswas a total mockery. The advertisement had made it look like that there would be a dedicated batch and it succeededin taking a lot of us for a ride The pace of teaching was adjusted to the the regular one year batch aspirants who werenot even giving the exam that year!. The teachers would keep on harping on very trivial issues for long leading to a lotof wastage of time. For students like us who had some basic knowledge and had enrolled to get greater insight into thetopics, it was a near complete waste of money and most importantly time. What they taught in 2 hours we mostlyeither knew or could cover in around half an hour. I stopped going to the classes after a month and found it better toskim through the notes of others who had attended the classes.

Test Series

General Studies: I enrolled for Synergy Test Series for General Studies. The Test Series was one program that did helpme to a great extent in the ways to approach the 3 hour time period, to approach a question etc. Talking specificallyabout the test series by synergy, feedback was not at all upto the mark. There were no inputs given on how to start orend the answer. It did not suggest any changes in the style of writing. The very objective of the test series was to havesomeone evaluate your answers and to suggest corrections and modifications. This test series only served the formerpurpose with total neglect of the former. In the end you had to find faults yourself along with your friends and toarrive at improvements on your own. The questions in some papers were very arbitrary and totally irrelevant. Forexample the ethics paper was too theoretical and the quality of case studies very poor. The marking was alsoinconsistent. The good thing was that it had specific dates which made you prepare for it. A large number of aspirantstook this test series which led to a measurement of your performance. However it would be foolhardy to assume that ifyou perform here you will be assured of a good performance in the ultimate exam.

Essay: I enrolled for Essay test series by Ramaswamy. The only good thing was that it gave you an opportunity to writesomething. Everything else was substandard. The topics were too broad and not specific like in UPSC. The biggestletdown was the evaluation. It was a total farce to say the least. He would sit down with your answer sheet, go throughit in around 40‑45 seconds and would pretend that he has read your essay. He would then blurt out certainmodifications to be done to the essay. Everyone’s set of suggested modifications would read the same. So much forevaluation.For Interview

For Interview

I attended a number of mock interview sessions with different institutes.

Vajiram: I enrolled for the mock interviews but did not attend any of them.

Samkalp: I attended 01 mock session. Though the panel was not very good, I found the institute on the whole verycooperative and helpful.

Chanakya: Attended 01 mock session. A decent board with full capacity of 05 members.

Chronicle: Attended 02 mock sessions. Average questions. However only 3 members were present in both theinterviews.

Chaitanya: Attended 01 mock session. A good board in terms of the qualification of the panel and the questions posed.

AAG/Ensemble: Attended 01 mock session. This was the best board I faced. They questions were relevant, grilled me tothe core. Though satisfied with myself, the feedback they gave was very demoralising.

Lessons

1.  Coaching is not a necessity. It only gives a certain foundation and nothing more than that. All the future work hasto be done by you on your own. The choice to go or not go for coaching rests purely on individual aspirants1.  If you are completely uninitiated in general studies, then you may find it useful to go for coaching.2.  However if you have a certain background out of your interest in it, then you may find it a waste of time.3.  If you are a good reader and can go through a number of books on your own, you may find coaching less usefulsince you can cover much more on your own in the same time.

4.  However if you find it laborious to go through books and get bored easily, then you may go for coaching. Buteventually there is no escaping from the standard reference books and you will have to go through them. So itsbetter to develop a healthy reading capacity.

2.  Though coaching can be dispensed with, I find test series indispensable to the preparation. A test series helps youto pace your time in the exam. It helps in understanding the keywords asked for in the question and to know whatto focus on in the answer. It helps you to evolve your own style of writing. However if you get low marks do notget demoralised. Take it as an opportunity to improve. It is better to get low marks in test series than to get highmarks and get over confident of one’s abilities.

3.  Discuss your answers with friends and peers. Show each other your answer sheets and learn from others’.  Theirinputs will be worth more than that of the coaching institutes. I found my discussions with friends much morefruitful than bogus inputs given by the coaching institutes.

The Choice of Optional

When I started my preparations, the first dilemma was regarding the choice of optional. I had just given my secondattempt without studying anything in 2011 with Electrical Engineering and Maths and I was able to attempt more inMaths than in Electrical Engineering even after having studied it in college. This reduced my faith in ElectricalEngineering and I decided to drop it and take an Arts subject along with Maths. However my loyalty with Maths didnot last long and after buying a lot of books and wasting a lot of time on it, I decided to dump it. I tried Physics for aweek or so, then tried the popular optionals in Geography and Public Administration for some time. However nothinggot me interested and also I used to get scared at having to complete an altogether new subject all by myself. My trialswith various optionals had stretched for long. The end result: heaps of unopened books and notes of various subjects athome without any success.

The huge course for a start and add to that the fact that there were many topics in the syllabus which I had not studiedat all in the college viz. Instrumentation, Power System Protection, Power Electronics and only basic level knowledgein others like Machines. I was not sure of getting a good score even after investing a lot of time and effort in Electrical.

Moreover I feared that electrical would take a toll on my General Studies preparation ( which it did take eventually inhindsight if I look at the scores ).

The variation in difficulty levels of the paper across years also sowed doubts in my mind regarding what wouldhappen if a tough paper comes in the year I appear and my preparation would then come to naught.

Taking the Plunge

So what eventually led me to my choice? A number of things. For sure, my failed trials with various other subjects. Tostart an optional with no background seemed to me like a mountain too hard to climb. So I decided to stick to my coresubject in which I had a fair bit of knowledge.

The change in pattern to one optional meant that I could devote time to it. Managing another optional with EE is a fartougher job than managing general studies along with EE.

The high scores secured by Prakash Rajpurohit Sir and Prince Dhwan Sir in Electrical Engineering signified that withright strategy, sources and hard work it was possible to give your rank a great leap.

Moreover I had vacillated for too long. In the process I had wasted a lot of time. I could not afford it anymore not afterjoining my workplace. I did not have the luxury of time anymore. I had to make a choice and make it fast.

Ultimately I made the choice somehwere in July 2013 and the choice was Electrical Engineering.

You make a choice and stick with it. There is no point then looking back and developing cold feet. Some years thepaper might be tougher. But then it helps to remember that its all relative and if you are prepared well enough, nomatter how hard it is you will emerge relatively unscathed.

Lessons

As I look back, if  I had to draw lessons from what I did I would come up with the following

1.  Choose an optional wisely. Take your time. But not too much time or otherwise you start to feel the crunch2.  Do a background study to find your interest in the subject since you would be reading that subject for more than ayear atleast

3.  Do not go by the difficulty level of questions in exams to arrive at your choice4.  This year a lot of optionals have got very good marks reducing the difference between a science/engineeringoptional and arts optional. However technical subjects still hold an edge. So if you feel confident go ahead with thetechnical subject

5.  Once you decide, have no second thoughts midway. Prepare wisely with a proper strategy and with dedication.Beef up your preparation and go for the kill.

I have tried to reproduce below the sources that I followed for my GS preparation along with certain popular sourcesthat I could not follow. I have also included certain observations regarding the sources that I followed.

PAPER‑I

1.  Indian Culture1.  Followed1.  GKToday Notes2.  Old NCERT3.  Tamil Nadu board intermediate level books

2.  Tried NIOS material but did not find it to be of any use and put it down after initial 50 pages3.  AL Basham? Nopes. The font size scared me!4.  My experience1.  I found the GKToday material to be a good compilation.2.  Old NCERT and Tamil Nadu level books help in getting some background of the chronology of dynasties,social structure

3.  Anything more than the above sources, I found to be a overkill given the constraints of time.2.  Modern History1.  Read the thick Bipin Chandra (“India’s Struggle for Independence”) once in 2013. However it does not deal withpre‑1857 syllabus. Also it deals with the post 1940 developments in a very trifling way.

2.  After reading the above books I stuck to1.  Old class XII NCERT by Bipin Chandra : This also takes care of pre‑1857 syllabus2.  Spectrum Modern History

3.  The book by Bandopadhyay?1.  This is a new book that is getting popular. However I did not get the time to read it for the mains2.  I read some of it after the mains and found it to be much more balanced than the thick Bipin Chandra. Ittends to get too trivial details at times. However that can be taken care of by proper underlining/highlighting

4.  My experience1.  It is very important to keep the syllabus in mind while reading the book. This is because the syllabus says“…personalities..contributors…contributions from different parts of the country…”. So while reading assoon as you come across a particular personality make a mental note or a physical note somewhere. As soonas you come across a tribal movement make a note. Similarly remember the contributions made by variousregions as an when you come across them in the book you follow.

2.  Why I liked Spectrum?1.  Easy Retention2.  Lots of information which can be linked and correlated to frame the answer3.  Easy Revision

3.  Post Independence Reorganization1.  Followed Bipin Chandra’s India After Independence. This was my go to book2.  Had read R.Guha’s ” India after Gandhi” which is a great book in 2013. It might not be so relevant from the

purpose of exam but it is replete with immaculate details and dazzles you with the ‘idea of India’.

2.  You might need to supplement Bipin Chandra with internet research to get a deeper insight/greater ‘foddermaterial’. For example the book does not go into detail the role of Lal Bahadur Shastri in the 1964‑66 years orthe role of B.R.Ambedkar in the Hindu Code Bill.

4.  World History1.  Followed1.  Old NCERT class X book – The Story of Civilization2.  Old NCERT intermediate level by Arjun Dev3.  Synergy class notes4.  Lots of internet search

2.  Norman and Lowe? : Heard that this is a great book. But paucity of time and the fact that it deals with post 1900world made me decide against going for it

3.  My experience1.  This section of the syllabus is pretty vast but interesting once you start correlating events.2.  While NCERTs help get a base, they are insufficient if questions of the like of 2013 paper get asked.Thankfully the 2014 paper had easy questions.

3.  Synergy class notes helped in overcoming the inadequacy of NCERTs and provided with material to handleespecially pre world war era questions

5.  Topics related to Society1.  Followed1.  NCERT Sociology Books of Class XI and XII2.  Vision IAS booklets on these topics available in the market3.  My notes from the newspapers.

6.  Geography1.  Followed1.  Certificate Physical and Human Geography by Goh Cheng Long2.  NCERT books Class XI and XII3.  NIOS material of senior secondary school level4.  Internet search. For eg: the IMD site5.  Vision IAS booklets on world geography and resource geography1.  These booklets hardly served any purpose since they did not have any information worth the mainsexam. However I still went through them just for the sake of completeness

2.  Books by Khullar/Majid/spectrum: Did not go through them due to paucity of time. However even if you dohave time go only selectively through these books since these are huge books

3.  My experience1.  Understanding the core concepts of physical geography helps a long way in understanding the Indiangeography and correlating things. This should be done with the help of GC Long, NCERT and internetsearch.

2.  Connect the general events of current affairs with geography. This goes both for physical geography as wellas resource geography. For example: a tornado or a gold rush somewhere may trigger off a question in theexam related to cyclones/sources of gold and likewise. For this keep the syllabus in your mind at all times

3.  As earlier, I tried to keep the number of sources limited and focused on revising them

PAPER‑II

1.  Polity1.  Followed1.  Indian Polity by Laxmikanth2.  Sriram IAS Printed Polity Notes available in the market3.  Vision IAS booklets available topicwise4.  Gaurav Agarwal Sir’s notes on evernote1.  I followed them mainly for Federalism, E‑governance and Local governance

5.  Synergy class notes6.  My own topicwise notes from the newspapers

2.  Reports?1.  Except from what I could gather from Gaurav Agarwal sir’s notes and Vision IAS notes, I did not go throughthe ARCs or other commission’s reports for my mains. This was mainly due to time constraints.

3.  My experience1.  Vision IAS topic wise modules were of great help in completing the syllabus and are of OK quality2.  Gaurav Agarwal Sir’s notes are very concise and of high quality3.  Following newspaper and editorials is a must for this section so as to be able to enrich your answers

2.  Social Justice1.  Followed1.  Vision IAS booklets available topicwise in the market2.  Own notes from the newspapers3.  Certain very selective articles from Yojana

2.  12  FYP?1.  Again could not study this before the mains2.  Did go through many FYP reports after the exam. So if time permits, one can give a shot at them with properhighlighting/underlining to allow easier revision

3.  My experience1.  Remain updated with the newspapers and link what you read in the newspapers with this section

3.  International Relations1.  Followed1.  Rajiv Sikri book1.  Did not find it useful owing to the time span that has elapsed after the writing of the book. The dynamicnature of the international affairs renders many things redundant in the present scheme of world fora.

2.  My experience1.  There is no better source or perhaps no source other than newspapers for this part.2.  Prepare country‑wise/organization‑wise notes at one place

PAPER‑III

2.  My experience1.  Again the main source for this part is newspaper2.  Keep the syllabus in mind and make a mental link to the corresponding item while reading anynews/editorial related to it

2.  Science and Technology1.  No specific preparation except the notes from newspapers2.  The preparation to this part knows no bounds. Since there was no readily available book/material I preferred toskip this part

3.  Environment1.  Quick revision of the relevant portion from Shankar IAS2.  Notes from newspapers

4.  Disaster Management1.   Followed1.  Vision IAS booklet2.  Gaurav Agarwal Sir’s notes3.  Own notes from newspapers

2.  My experience1.  This is a very interesting component of the syllabus and is also both static as well as dynamic in content.Hence place premium on both newspaper as well as background reading.

PAPER‑IV

1.  Followed1.  SK Mishra printed class notes available in the market1.  The class notes are in concise format which allows one to go through the entire material in around 2‑3 hours2.  However the notes do not provide any deep insight

2.  Mohanty printed class notes available in the market1.  These are comprehensive but are too theoretical. This material approaches the syllabus as it were aphilosophy or a psychology optional. It does not go into the administrative component of ethics in any greatdetail which is afterall what the syllabus demands and hence these notes were of limited value.

3.  Vision IAS booklets topicwise1.  These are a copy‑paste job from various sources

4.  Printed case studies material by Lukmaan IAS2.  The book by Subba? : Heard of it but did not read it.3.  My experience1.  Not much good material is available. However in hindsight, I do not think you need to go through a number ofsources

Prelims: General Studies

While the preparation for prelims cannot be dissociated from the overall preparation aimed largely at the mains, it isworthwhile to dedicate around one  to one and a half months before the prelims exam date to preparation for theprelims exam. It gives you greater confidence and if your Pre goes well you can prepare for the mains withoutworrying about the result.  This assumes greater importance with the Paper‑II becoming qualifying.

Preparing for pre means giving greater emphasis on the details and the factual aspect of the syllabus.To be able toremember, it is essential to read, reread and revise. The booklist that I followed for my Prelims preparation along withsome other details that I remember are reproduced below. These were the books that I went through around two timesbefore the exam.

1.  Modern History: Spectrum.1.  While you may not get the feel good factor while reading the book, it is the go to book for history as far asprelims is concerned since it provides a lot of data in a concise way

2.  Culture: Old NCERT by RS Sharma, Tamil Nadu Board Books of class 11th and 12th, GK Today Notes1.  Old NCERT should be skimmed through for details regarding architecture, science, art, literature variousphilosophies of India, Buddhism and Jainism. This takes less time and provides a good base

2.  Same goes for the Tamil Nadu Board Books3.  GK Today Notes on culture were the main source that I followed after once going through the above books. It isin easily readable form and presents various topics in a point wise format.

3.  Geography: NCERT class 10th, 11th and 12th books. NIOS class 11th and 12th material1.  For geography, though NCERT may look insufficient at times, the problem is that other books ( like MajidHussain, Spectrum) go overboard with so much factual information that it becomes difficult to retain it. SoNCERT along with NIOS and some internet search seemed to me to the best bet. I found revising these sourcesto be more advantageous than spreading myself thin across various sources

2.  Have a map before you of India and world at all times while studying geography. Having an atlas becomes amust

4.  Polity : I studied Laxmikanth and Printed Sriram IAS notes for Polity that are available in the market. HoweverLaxmikanth is enough and is easier to revise

Laxmikanth is enough and is easier to revise5.  Economy: Printed Sriram IAS notes in the market along with Ramesh Singh’s Book.1.  However I would not recommend Ramesh Singh since it is nothing but a copy and paste from various sourcesand hardly explains anything. The only good thing about it is that it is comprehensive, combines a lot of thingsat one place

2.  Remember the definitions of the various terms for eg. CAD, Fiscal deficit, Primary deficit etc since manyquestions are framed out of them

6.  Environment and Biodiversity: Shankar IAS book1.  This is a very comprehensive book and seemed to be the best source for EnB all at one place

7.  Science and Technology: SnT section in the TMH manual, Notes of Divya Mittal Ma’am (one of CSE‑2012 toppers)1.  I did not have much time to go through this section. As a result I took up the thick TMH manual for GS andwent through the SnT section from there. The focus was on the Biology section since for a maths student,physics and chemistry are relatively easier

2.  The notes by Divya Mittal Ma’am touched many topics in short and hence were of immense use3.  For those who have time may think of going through NCERT class XI and XII books on science4.  The notes prepared alongside newspaper reading can also help

8.  Social sector schemes, policies : mrunal.org, pib search, GKToday site and general internet search

Joining a Test Series for GS Paper in prelims?

As such, I do not find any advantage of joining a test series for GS MCQ practice. If the objective is that of learning tomanage time, then that can be achieved by solving previous year papers from 2011 onwards. If one thinks that one mayget a similar question in UPSC, then the probability of that is miniscule and for all purpose can be taken to be zero. Irather advocate going through the previous year question papers and using the rest of the time to read and revise.

The list of the books and other sources I referred to are being reproduced below. The sources are a lot similar to thoselisted by Prakash Rajpurohit Sir and Prince Dhawan Sir in their blogs

Paper‑I

1.  Circuit Theory: A. Chakrabarti2.  Signals and Systems: Oppenheim’s book. For some topics like DFT/FFT, I searched the net for some source and foundcertain pdfs from which i studied.

3.  E.M.Theory : K.D.Prasad. For certain topics like plane waves, polarization , reflection, Smith Chart, impedancematching I referred to Cheng ( since we had studied that in college)

4.  Analog Electronics: J.B.Gupta was the main book. For topics not well covered or for those requiring betterexplanation I referred to Sedra and Smith

5.  Digital Electronics: Morris Mano and R.P.Jain6.  Energy Conversion: Ashfaq Hussain was the main book which completes the entire syllabus. Since I did not have avery good background in electrical part of the syllabus, I supplemented this with selective readings from NPTEL attimes.

7.  Power Electronics and Electric Drives : P.S.Bhimbra. This is a tricky book and not liked by those who read it. Howeverit is a very essential book and cannot be ignored. Again since I had hardly studied this in college, I had tosupplement this with selective readings from NPTEL pdfs

8.  Analog Communication : B.P.Lathi was the main book supplemented by Simon Haykin

1.  Control Systems: Nagrath and Gopal. It however does not have sufficient practice questions. For practice, I took upB.C.Kuo

2.  Microprocessors and Microcomputers: R.S.Gaonkar. Recently questions from 8086 have also been asked. I tried

5.  Power System Protection: Badriram and Vishvakarma6.  Digital Communication: Simon Haykin was the main book supplemented by B.P.Lathi. For data networks and 7‑layered architecture, Forouzan was the book I followed along with selective readings from NPTEL

The above is more or less the booklist I followed. I will follow it up with what I did for Electrical Engineering in a laterpost. However one needs to remember that time is the biggest resource as well as the constraint and so judiciouslycovering EE as well as other subjects in the given time assumes paramount importance. Cover the syllabus from alimited set of books rather than reading the same thing from a number of books.

Attire: Black Suit. I was thinking of going without a suit but glad that I followed one of my friends’ advice.

Pre‑interview butterflies: Seated in the hall waiting for my turn I  try to remember the day’s headlines, my DAF pointsbut my mind draws a blank against all of them. I try to calm my nerves talking to the group with whom I am seated,getting to know them. At times I  glance around the room and see some candidates deeply engrossed in thenewspapers ( which made me anxious) and some pacing the room ( which calmed me since I knew I had company). Iam second in the order to be called. I watch the first one being called. I give him a thumbs up sign. The wait for myturn begins. I drink a sip from the bottle, stand up and pace a bit, joke around a little with the next boy and then sitonly to repeat the same cycle again. The call comes. I suit up. Starts the slow walk out of the hall into the corridor.Turns left. Takes a glance at the wall clock. Somewhere between 2:45 pm and 2:50 pm Sits down on the chair infront ofthe room with the name MANBIR SINGH. The bell rings. The door gets opened and I am ushered in. I take care toclose the door behind me without a sound. I walk towards the chair and as my eyes lock with the chairman I wish himGood afternoon followed by Good afternoon to the lady member ( she was apparently busy with something, so couldnot wish her upfront) and others. I am asked to sit down and I do so. I thank him.

Chairman: So you are working in Railways?

Me: Yes Sir

Chairman: So this is which service?

Me: Sir Indian Railways Stores Service

Chairman: What are your responsibilities there?

Me: Sir I am working in the Headquarter as of now.  The depots that are there in the zone send the annualrequirements to the headquarter. I then float the tender according to the consumption requirement. Currently I dealwith all tenders less than the value of Rs 2 lakh.  I finalise the tenders in a certain time. Then I deal with contractmanagement. These are the broad responsibilities.

Chairman: Is this the youngest service?

Me: Sir I think IRPS is the youngest service. One of IRPS or the Police force i.e. the Railway protection force

Chairman: The reason I ask is because a lot of students take this stores service as their first choice. Why is that? Whatcan you do in stores.. why stores?

Me: Sir there is a perception or misperception that in all of the services there is more or less man management. All theservices involve managing people to a large extent. So they find no difference between stores service and other services

Chairman intervenes: But what about design?

Me: Sir that comes a little later. Initially in our postings we are posted in the field where we need to manage peoplemainly. Sir the second reason for the choice is also that this is more of an office job with timings from 09:00 to 6:00 or 6:30. One does not get called at nights if there is a derailment or at odd hours.

Chairman: So this is a soft service then

Me: Yes Sir

Chairman: Tell me do you think the services should be reduced to just two services? Me: Yes Sir I do believe that thenumber of services should be reduced to two. Right now with so many services the responsibility cannot be fixed.There is always passing the buck from one to another. Also everyone tries to protect their own turf. There iscompetition for the posts of GMs and DRMs. Each tries to get the maximum resources for themselves.

Chairman: According to you what reforms should railways undertake?  Do not go by what the recent reports havesaid. Tell me what you think.

Me: Sir we need to improve the passenger amenities. Our share in the passenger traffic has reduced to around 12 %.We have to get back the passengers. And they should travel with railways not out of compulsion but out ofwillingness. Then we need to invest heavily in freight. We need separate dedicated freight corridors. Then we need toinvest in modernization and safety. We need to improve our rolling stock. As we increase our speeds we would needbetter safety compared to that at lower speeds.

(Chairman motions to the first member sitting to his right and on my left)

M1: The non‑state actors.  Have you heard of them?

Me: Yes Sir

M1: So they are becoming an increasing menace. There is this threat of them getting access to the nuclear arsenal.(Speaks a little more about it) .How do you think it should be prevented?

Me: Sir we should keep the components separate so that even if they get hold of one then they would need to get holdof another to make the weapon active. (was not able to explain this clearly to them). We should prevent proliferation sothat if any country has access to weapons it should not increase it and if someone does not have access we shouldprevent them from getting access to it.

M1: he goes on to say more about non state actors and probes me a little further on the same issue

Me: Sir the countries need to improve their safety mechanism. There should be safeguards. The global communityshould come together and have some agreement to prevent it. The countries need to be made aware that if non stateactors get access to the arsenal it would be bad for their own safety also. They should improve the security of theirarsenal. The individual countries should be held accountable.

M1: Do you know what is third party deterrence. Have you heard of it?

Me:  No sir I have not heard of it

M1: What you just said is what third party deterrence. This is where the countries come together and hold theindividual countries accountable. There are the safeguard you talked about which includes tracking mechanisms. Youare saying the right thing but the term is third party deterrence.

Me: Ok Sir. I did not know about the term.

M2: So you have Mtech from IITK

Me: Yes Mam. Its Btech‑Mtech Dual Degree. It’s a five year course

M2: You have written you have been associated with Show management cell, Films and Media Council. What wereyour responsibilities?

Me: Mam we were incharge of showcasing movies on the weekends. It was primarily aimed for the first years to getthem out of their rooms. That particular year we also showcased the T‑20 World Cup. To showcase the movies we tookfeedback from the seniors and the faculties to have a good mix of the movies. Also we conducted open air theatremovie shows. These were primarily the responsibilities.

M2: Do you think Railways should be commercialized?

Me: Yes Mam. The fact that we have not been able to run commercially is the reason that we have not been able toinvest in capital investment. We do not increase the fares on one hand and then we increase the freight to crosssubsidise. So we are suffering in both passenger and freight. But this does not mean that the social obligations shouldnot be addressed. Instead just like the other organizations there should be provision of subsidies to take care of thelosses.

M2: But then there will be private operators say from Delhi to Kolkata. They will lead to competition. Do you supportit?

Me: Yes Mam. The private entry should be there since it will bring competition. But they should also be subjected tosocial obligations so that if they are running a train from Delhi to Kolkata they should also  run a train from delhi tosome place with less traffic and they should also get subsidies.

M2: You are from Uttar Pradesh. I will ask you a question from Uttar Pradesh. Tell me it is one of the less developedstates. Why has it remained backward?

Me: Mam the main reason is one of misgovernance. The money that comes in for development does not reach theintended beneficiaries. There is corruption. There is no monitoring and inspection. If there is a road being built, thenthe material used is substandard. People are not able to take the administrators to task. They are not involved in theschemes. This is also because they are less educated

M2: But UP has had the most Prime Ministers. Then why has this continued. Also it has boasted of one of the mostfamous universities, Allahabad university. Then what is the reason

Me: Mam this I believe is the irony. It has had the most Prime Ministers. But a PM looks after the entire country andnot just his own place. Mam like I just said it is because of the misgovernance. Also there has been interference in theworking of the bureaucracy with frequent transfers. As a result the administration has also not been able to do its workwell. Allahabad university that Mam you talk of is still a place to reckon with, but it has deteriorated due to lessfunding of state universities. But Mam I believe that if we invest in health, education , skilling and higher educationthen we can surely develop

M3: (smiles and says) Do you know the story of Standard Gauge

Me: No sir.

M3: The government today is making these Super thermal plants. What are the advantages of these big power plants? (I was not sure if he was actually asking about STPS or that he wanted to ask about supercritical power plants and asked stpsinstead)

Me: Sir super thermal power plants lead to economy of scale and also less fixed costs

M3: what you are talking about is coal utilization. Not exactly economies of scale though. Have you been taught thispower plant and wheeling of power?

Me: No sir we were not taught that in college

M3: Do you know about Sagar Mala

M3: So this concept of connecting all the coastal harbours via water along the margins. Will that be a competition forthe railways?

Me: Yes Sir it will be a competition. But ultimately it will benefit railways also

M3: and these inland waterways. What about them? Are they also a threat?

Me: Sir they are also a competition for railways yes. But in the long term we can have integrated transport wherebywaterways can reach where railways cannot.

M3: There was a report on safety a year back.

Me: Sir by whom.

M3: By kakodkar

Me: No sir I have not read it

M3: But have you read the summary.

Me: No Sir. But Sir I know about the safety provisions in general

M3: You see wherever there were corporations made like Konkan and DMRC the work was completed in time and itwas a success. Then why could not railways take lessons from these and replicate it on itself. He also talks aboutautonomy of the board and some stuff.

Me: Sir these projects were newer projects. So it was easier to implement them via corporations. While the railwaysnetwork has an existing network and a huge network and hence it is difficult to corporatize it

M3: But don’t you think there is also the problem of mindset

Me: Yes Sir change from a purely government department to a corporation is not liked ( cuts me off)

M3: But it is a government owned corporation

Me: Yes sir but even then …. ( my voice trails off as he starts the next question)

M3: Lets do a situational question. So to get access into Afghanistan, US has its bases in Afghanistan. What do youthink will happen if US gets control over Pakistan’s nuclear arsenal. What will be the effect on India?

Me: ( seriously taken aback by the hypothesis) Sir right now US is a friendly country for India. ( before I could build myanswer he again intervenes)

M3: OK suppose that US has its troops there in Pakistan. (Speaks a little more on the subject).Then what would be theeffect on India?

Me: Sir it will create a problem in mobilizing our troop along the LOC. Just like in 2002 when we mobilized our troopsalong the border and there was a strong pressure from US to take back our troops. So we may be pressurized intomaintaining peace and harmony irrespective of what Pakistan keeps on doing by promoting cross border terrorismacross the LoC

(The Chairman then motions to the fourth member to ask the questions)

M4: So you are from IIT Kanpur. Great institution!

Me: Yes Sir

M4: He speaks something about the changing education scenario with more focus on patenting. He then talks aboutreaserch. He asks me to talk about research scenario in the country and also in the IITK in particular

Me: Sir going into the future research is very important for us. It is essential to ensure that we have indigenoustechnologies and not be dependent for other countries. The funding of research in our country is less and out of that amajor part is for the strategic sector like nuclear research , space research, atomic research. As a result the fund left foruniversities is less. Sir talking specifically about IIT Kanpur I feel that there are certain departments with very good

research and some with not so much. One of the places we lack is that we have not been able to have sufficient industry

research and some with not so much. One of the places we lack is that we have not been able to have sufficient industrysponsorship. We cannot always be dependent on government funding. We need to have better industry academiacollaboration to improve research

M4: But we have been talking about industry academia collaboration since long. Why has not this been successful?

Me: Sir one reason could be because of issues over the ownership of technology like who will own the patent. Sir alsothe industries are not aware. Moreover sir IIT has not taken the initiative. It has waited for the industries to approach.It should have gone out to the local industries and tried to see their problems and solve them. IIT needs to take theinitiative.

M4: So Kanpur has deindustrialised and IIT has not helped in preventing that Me: Yes Sir.

M4 signals to the Chairman. Chairman signals to me that your interview is over. I thank him then thank all the members one byone and then move out

I take a glance again at the wall clock. Somewhere around 3:17pm. So the interview lasted around 25 minutes. Not badI thought. I gather my belongings and as I do so I wish the next candidate all the luck.

My thoughts about the interview: It went good as per my expectations. The board was cordial and barring a couple offoreign affairs questions which stumped me everything else was from my profile. No bluffs. No guesses.

Reflecting on the maks obtained, I underperformed in Essay and GS to an extent. Specifically the Paper II and Paper IIimarks were a disappointment. However good scores in optional, ethics paper and persoanlity test compensated for thedamage and helped in the leap forward.
