    INTRODUCTION

    The Indian National Food Security Bill, 2013(also Right to

    Food Bill), is a bill to provide for food and nutritional security in

    human life cycle approach, by ensuring access to adequate

    quantity of quality food at affordable prices to people to live alife with dignity.

    It was signed into law on September 12, 2013. This law aims to

    provide subsidized food grains to approximately two thirdsof India's 1.2 billion people.

    HISTORY

    Mrs. Sonia Gandhi, the Chairperson of the National Advisory Council

    wrote to the Prime Minister on October 27, 2010 forwarding the

    basic framework of the Food security bill.

    In December 2011, National Food Security Bill was introduced in the

    Lok Sabha for the first time.

    On the basis of the report of Standing Committee on Food, Consumer

    Affairs and Public Distribution, the Union Cabinet cleared the bill on

    4th July 2013

    The bill categorises the population into an Antyodaya Anna Yojana

    (AAY) group, a priority group and an excluded category.

    The poorest of the poor (the AAY group) will receive 35 kg

    of foodgrain/family/month while others (the priority group) will

    receive 5 kg of foodgrain/person/month.

    All beneficiaries will have to pay Rs 3/kg for rice, Rs 2/kg for wheat,

    Re 1/kg for coarse grains. These prices can be revised after the first

    three years

    The eldest woman who is not less than eighteen years of age, in

    every eligible household, shall be head of the household for the

    purpose of issue of ration cards.

    Every pregnant woman and lactating mother shall be entitled to

    ( a) meal, free of charge, during pregnancy and six months after

    the child birth

    ( b) maternity benefit of not less than rupees six thousand

    Every child up to the age of fourteen years shall have the certainentitlements for his nutritional needs.

    The bill specifies that the Centre and states shall not be liable for

    failure to supply foodgrains in conditions such as war, flood, drought,

    earthquake, etc.

    Might allegedly prove to be a disaster within one year of its

    functioning especially for small farmers.

    ISSUES WITH PDS:

    Food procurement is primarily meant for wheat and rice.

    Barely 55 per cent of the crop produced gets procured.

    Lower in the case of rice, as better quality rice (like basmati) gets

    exported, or sold in the open market. But a lot (around 40 per cent) of

    procurement grade rice too is not picked up by government agencies.

    Poor and remotely located farmers are often left out, thus compelled

    to sell their produce at distress prices.

    But why?Because, there isnt enough money and the

    procurement agencies stop when they have reached

    their quota for a specific area.

    And because the government has only 63 mn.t of

    storage capacity. This includes open storage with

    tarpaulin covers as well.

    The poor farmer would prefer to purchase his food requirement from

    the public distribution system (PDS) at Rs3 (or less) per kg.

    This would allow him to sell his own grains at the support price (Rs12-

    13/kg) and get his food at Rs3.

    bill says household. Does it also include those households where a single

    member lives? The bill says ready to eat food, nutritional food and fortified

    food. Where will all of this come from? Where will you get protein from if you
