At the very outset the Chairman briefed all the Hon,ble EC members, Speciallnvitees, State Project Office

faculty and the representatives from the Directorate of Elementary j Higher Education about the

dramatically growing trend of educational inequality at every level of education not only in the State but

in the entire country. He has repeatedly emphasized at every level in every meeting that there is an

urgency to address this inequality. This could be addressed only if all teachers avoid false attendance, do

not involve in copying, teach students with passion and feeling of ownership. The progress of the State or

the region depends upon the teachers what they teach and the feeling with which they teach. ACS

emphasized on the role of education in transforming the society. It was directed that in the next EC

meeting, Dy. Directors of Elementary / Higher Education and the BPEOs may be invited from different

rlistricts. With this key note address the Member Secretary was asked to proceed with the agenda. The

State Project Director (Member Secretary) welcomed all the rlembers and special invitees and item wise

discussion on the agenda followed:

Item No.1: Conformation of the proceedings of 41 ECmeeting held on 04.02.2015.

The Chairman asked EC members for any observations on thE proceedings of the 41st EC meeting. Since

no observations were received / stated from any of the Hon,ble members, hence the proceedings of 41st

ECmeeting were confirmed.

Item No.2: Action taken on the decisions of 41th Executive Committee meeting held on 04-02-2015.Directions

I) Director Higher and Elementary Education both were directed to start the implementation of Self

Assessment Monitoring Tool and compliance may be en ;ured in next two months.

II) EC was informed that there are total 200 schoollocatio'1s where construction of toilets could not

be started by the PSUs. As discussed in detail, the EC directed the spa to ensure that the toilet

facilities are provided in all left out schools by 31st July, 2015. After confirming from the State

Project Office Engineer about the number of schools where no toilets could be provided due to

land problem, it was reported by the Engineer that thEre are 3 such schools in Shimla and 2 in

Kinnaur. It was directed by the Chairman that these schools may also be provided the toilet

facilities. In such cases toilets within suitable distance be constructed on priority by exploring

various options.

II\) The process of appointment of BRCCsmay be started wit!- in 15 days. (Action by: DEE)

IV) SCERTinformed that the report on the analysis of board -esults has already been submitted to the

ACS (Education). A copy of the same may also be submitted to the sPa. Detailed discussion was

held on school and board results. It was decided that the teachers who had taught for more than 6

months in a school and whose result had been less than 25 percent in the current academic session

will be recommended to the Government for seeking apJ:roval to make entries in the ACR file (i.e.

Dozier) of the concerned teacher. For those teachers whose result is continuously less than 25

percent for the last three years, opportunity will be given to them to improve their delivery system

this year. If they fail to improve their result and still it renains below 25 percent, they will also be

recommended to the Government for seeking approval tc make entries in their ACRsfiles. The list

of teachers with less than 25 percent result will be providE'd by SSA/ RMSA / SCERTto the DEEand

DHE for taking further action as per the above decision. (Action by: SSA, SCERTand both the

V) Two blocks may be selected and 10 schools in each selEcted block with 4 photographs of each

school showing different infrastructural facilities like ramps and handrails, libraries, laboratories,

toilets, drinking water etc. may be presented in the next EC.(Action by: Civil section SSA)

VI) While looking at the total plan targets under ramps with handrails and CWSN toilets and the

progress against the targets, it is found that there are sti I 229 and 98 ramps with handrails and

CWSN toilets respectively whose work has not been star":ed. Directions were given to the State

Project Office to start the work within 60 days or surrender. Completion may be ensured in 90

Item No.3: Financial progress under SSA for the year 2014-15 lJpto 31-3-2015.

~C was satisfied with financial achievement against available funds.

Item No.4: 55A PAB approvals for 2015-16

EC noted the SSA PAB approvals for 2015-16 and the entire SSA staff was asked to expedite the physical

i. Training of teachers under SSAand RMSA

EC desired that there must be data base of the training of teachers so that it is easy to knowabout the number of teachers trained j not trained over years. leT consultant informed the chair

that it is being done. It was also decided that all the trai'ling modules to be developed by SSAand RMSA will be thoroughly reviewed by the SCERTfor the year 2015-16. (Action by: TTISSA/RMSA, ICT Consultant and SCERT)

ii. Computer Aided Learning Programme (CALP)It was directed that content CDs provided to CAL schoc Is may be shown to the ACS (Education).

Survey of 1202 CAL schools may also be conductec by the SPO to find out the obsolete

equipments so that these could be auctioned through an appropriate procedure laid down

under rules. The matter may also be taken up with HPSEDCto decide the best way to dispose of

outdated electronic equipments. DHE informed the :C that there are schools where these

equipments had been found still unused. The chairman directed the DHE to identify such schoolsand initiate action against the concerned school head. (DHE and the MIS Section SSA)

Hi. Research

Findings of the all research studies must be uploaded on the website by 30th September, 2015. Itwas also directed that two page executive summary of each research studies conducted in thelast 5 years may be circulated to the Chairman as well a~)each member of the ECin next 15 days.The status on the use of these research studies and lessons learnt may be brought in the nextEC.(Action by: Research Coordinator, SPO)

iv. Analysis of results

As per directions of the Chair, a copy of the summary of class VIII result analysis was provided to

all members during deliberations. One of the EC members (Special Secretary Finance

Government of Himachal Pradesh) expressed his serious concern about more than 80 %

students of class VIII who fall in grade D and E. The Chair directed the spa to critically examineDistrict / Block / School wise variation in the achievements of students and find out the reasons.

The report in this regard may be presented before the next EC. (Action by: Evaluation ExpertSSA)All SSA/ RMSA faculty were directed to visit and monitor those schools whose result is less than25 percent. This exercise may be completed within one month. The findings may be shared withthe ACS (Education) Government of H.P. in a separate neeting. (Action by: Entire SSA / RMSA

teaching staff)v. Braille and enlarged print books to CWSN

It must be ensured that every child must get these books at the beginning of academic session

along with other children. These books may be got printed well in advance. (Action by: IE

Coordinator SPO)vi. Innovation

The Chairman expressed his serious concern about the earning levels of children especially inthe subjects of Mathematics, Science and English. Under ':he innovation head, the target group isall girls, SC / ST and minority children. SPO was asked to identify the pockets where theconcentration of such children is more and develop the abilities of these children in the areas ofReading, Science and Mathematics through activities both at school and outside school andmobiliziong children for Swachh Vidalaya Compaign / Bal Swachhata Mission. SPO to prepare

concrete action plan in consultation with SCERT.{Action by: ITI (SSA), SCERT}

It was also directed that speCial achievement test may be conducted for class VI, VII, VIII and IX

students in the subjects of Mathematics, Science and English. The paper will be set by HPBOSE.{Action by: Evaluation Expert (SSA)}

Remedial Teaching under RMSAThe ECmay be shown the progress in the next meeting on the following areas:-

• Target number of students

• Subjects selected

• Rationale for selecting students and subjects

• Achievement of students in selected subjects before and after remedial teaching

• Feedback of students

vii. KGBVs

Keeping in view the importance of KGBVs established especially for ensuring better education to

girls belonging to weaker section of the society, the spa (SSAjRMSA) was directed by the chair

to explore the possibilities of identifying some active women in the periphery of KGBVs andassociate them with these schools so that they can mO'le around and see that all the girls in theKGBVsdo learn and they are safe. These identified wor"en may also be given identity cards andauthority to do this job with ownership and also empower j reward them in the trainingprogrammes/events organised from time to time.{Action by: ITI (SSA)}

viii. Physical status ot civil works

While going through the cumulative physical progress of civil works under SSA, ECtook a serious

view of not started works. The chairman directed the civil section of the spa to identify all not

started works and make school wise list. Analyze the entire picture of these works with genuine

reasons and find it out where these are actually required or not required. Required works may

be started immediately without any further delay and not required may be surrendered so that

the non started works do not appear anywhere in the civil works report in future. Non

reconciliation of these works over years has affected the annual plan size also. If in this regard

action not initiated immediately the matter will be taken seriously in the next EC.

Item No.7: To conduct examination at the end ot class V and VIII.

ECdirected that the annual examination of class V and VIII will be conducted by HPBaSE. In this regard,

Director Elementary Education was asked to write to the Board. Funds for the same may be sourced

either from SSAor Department or Government. (Action by: DEEand HPBOSE)Item No.8: Regarding Renewal ot NGOs tor the year 2015-16.

Item No.9: Regarding engagement ot Special Educators tor the year 2015-16

Item No.10: Permission to fill up 28 vacant posts ot Special Educators.

Approved with the condition that the matter will be reviewed by the DEE and possibility may be

explored to engage the Special Educators on outsourcing basis.

Item No.16: PAB Approval under Integrated RMSA for the yeu 2014-15.

Item No. 18: Financial Progress under Integrated RMSA for the year 2015-16 till 30th June, 2015.

While reviewing the progress of Integrated RMSA, EC directed the spa to expedite the utilization of

funds. Progress under VE was highly appreciated by the EC as this intervention has providedemployment to about 1200 people under various vocational trades.

Item No.19: Tendering regarding service providers for internet facility to all schools under ICT

phase- II Project.

EC approved that the internet facility in all ICT enabled schools (Phase-II) may be provided throughBSNLonly. (Action by: leT Section)Item No. 20: Approval for creation of 14 posts (12 district level and 2 State level) of Accountants on

contract basis under RMSA one each at District level and two at the SPO to ensure proper andspeedy utilization of funds.

Two posts of Accountants at the spa have been allowed. The matter for the creation of these posts

may be put up on file for approval of the Chairman EC.(Action by: Establishment Section, SPO)

Item No.21: Deputation of two regular Dealing Assistants/Clerks for Vocational Education & ICT and

three regular coordinators (2 for VE and 1 for ICT) on secondment basis.

In view of the increased workload in the vocational and ICT cells of the sPa, these posts were

approved. It was further directed that the matter of engaging qualified and experienced technical

personnel may be put up separately on file for approval of the Chairman EC. .

Item No. 29: Conducting summative evaluation in two terms instead of three for every class I to X.

Guidelines of Kala Utsav, thereof.

A WP&B 2015-16 approval under RMSA kala Utsav has been approved by GOI from District to

National level. Kala Utsav guidelines are supplied to you (as A-I) for your kind consideration and further necessary action.

The National event of Kala Utsav will be held in December 8-12,2015 at 1\ew Delhi in which the area of art will be Music,

Dance, Theatre and Visual arts ( drawing, painting, Sculpture and Crafts) and date of entries/ uploading the online art

project (e-project) for National level Kala Utsav is between 15 - 31 October, 2015 from State. We have to organize the Kala

Utsav at state level before 15th of October, 2015 so that the entries for Kala Utsav can be submitted to GOI in time. You are

requested to make the preparation regarding Kala Utsav as per the guidelines. District level kala Utsav should be organized

before 10th October, 2015. We will get back to you soon with the date of meeting/video conferencing where Dy. Directors,

DPOs and Coordinator will participate for further clarification on Kala Utsa\.
