Sub: Promotion to the Junior Time Scale (JTS) of Programme Management Cadre

(AIR/Doordarshan) and Programme Production Cadre (AIR/Doordarshan) of Indian

Broadcasting (Programme) Service [Group "A",Level 10, erstwhile PB-3 (15600-39100,

GP=5400)]-Joining report regarding.

Reference DG:AIR’s Office Order issued under F.No. A-0l/02/2015-S-1 (A)/Vol.-VI

dated 20.05.2020 on the above mentioned subject (Copy enclosed).

2. As mentioned in the para 4 of the office order referred ibid, in view of lock down due

to COVID~19, the promoted officers shall assume charge at the stations/Kendra they are

currently posted at and forward their joining to the respective Directorates through proper

channel.

3. With respect to the joining of the serving officers allocated Programme Management Cadre/Programme Production cadre of Doordarshan (PPD/PMD) in the IB(P)S , following directions are issued:-

(i) Those presently posted in DG:AIR and have been allocated PPD/PMD cadre may

submit their joining report through their station head/controlling officers to

S.III Section of this Directorate through email on s3sectiondd@gmail.com . Some

basic information about such officers may also be provided to this Directorate in

the Bio data form attached herewith.

(ii) Those presently posted in DG:DD and have been allocated PPD/PMD cadre may

submit their joining through Head of Office/Controlling Officers to this

Directorate through email on s3sectiondd@gmail.com.

4. Officer who have been allocated Programme Management Cadre/Programme

Production cadre of DG:AIR (PPA/PMA) in the IB(P)S and presently posted in Doordarshan,

may submit their joining report to this Directorate through their respective Head of

Office/Controlling Officers for onward transmission of the same to DG:AIR.

Sub: Promotion to the Junior Time Scale (JTS) of ProgrammeManagement Cadre (AIR/Doordarshan) and Programme ProductionCadre (AIR/Doordarshan) of Indian Broadcasting (Programme) Service[Group "A",Level 10, erstwhile PB-3 (15600-39100, GP=5400)] in theMinistry of Information &Broadcasting

Consequent upon the approval accorded to the recommendations ofthe DPC and Limited Review DPC convened in the Prasar Bharati on 5 th

May, 2020 by the Ministry of I&Bvide its letter no. A-32013/04/2020-BAPdated 19th May, 2020, the officers as mentioned in Annexure-1 andAnnexure-2 are promoted to the (i) Junior Time Scale of ProgrammeManagement Cadre of All India Radio/Do6rdarshan and (ii) Junior TimeScale of Programme Production Cadre ofAll India Radio/Doordarshan (alongwith media Le. AIR/DD) of Indian Broadcasting (Programme)Service in regular capacity with effect from the date they assume charge ofthe post.

2. The promotion will be subject to followingconditions: -

i. The promotion will have only prospective effect even in cases wherethe vacancies relate to earlier year(s) as provided in para 2.4.4 ofDoP&T's OM No. F.22011j5j86-Estt.D dated 10.03.1989 i.e. it willhave effect from the date of assumption of charge of the proIDQ.tionalpost. "

iL As per DoP&T's OM No. 22011j4j2007(D) dated 28.04.2014, inrespect of officer(s),within the currency period of any penalty imposedthe promotion will take effect after the currency of the penalty is over. '

iii. In case of Limited Review DPC, the promotion of officers, as inAnnexure-2, will be governed by instructions laid down in DoP&T's OM

No. 22011/5/86-Estt.(D) dated 10.04.1989.iv.DoP&T's a.M. No.220341412012-Estt(D) dated 02.11.2012 which

provides that before the officer is actually promoted, it must beensured that he / she is clear from vigilance angle and any of theconditions laid down in para I ofthe said a.M. is not attracted.

3. Besides, the promotions given under this order will be subject tofollowing court cases:-

i. Subject to the final outcome of the Writ Petition No. 9553/2018 titledas "Sanjay Kumar & Ors. vs. Girish Chander Dabral & Ors" beforeHon'ble High Court of Delhi as directed by Hon'ble HighCourt of Delhivide Order dated 14.10.2019 that all promotions made duringpendency of the present petition will be subject to final outcome ofW.P.

ii. Subject to the fmal outcome of Writ Petition No. 15604/2019 filed byUnion of India before Hon'hIe High Court of Karnataka with respect toencadrement of Cameraman into IB(P)S.

iii.Subject to further order which may be passed by the Hon'hle SupremeCourt as per DoP&T'sOMNo. 36012/ 11/2016-Estt.(Res-I){Pt.-II}dated15.06.2018.

4. In view of the countrywide lock down due to COVID~19, the promotedofficers shall assume charge at the stations/Kendra they are currentlyposted at and forward their joining to the respective Directorates throughproper channel.

5. The pay of the officers shall be fixed in accordance with the provisionsof the Central Civil Services (RevisedPay), 2016.

6. This issues with the approval of the Competent Authority.
