President’s NoteDear Members,

July is not only a special month for the HKSAR – we have the celebration of the handover and also the demonstrations, but also a very busy month for the HKIFM. The council had been working hard for more outreach to promote the Institute, and to work out better ways to enhance our membership base. Why we need to enhance our membership base? If we want to be representative, we need to widen the membership base to embrace everybody working in the Facilities Management field. Yet , the hard bit will be to safeguard the top quality of the membership of the Institute.

Our work will be more near to success if you can help by bringing in your colleagues and friend working in the FM field to your HKIFM and her functions and activities. You are contributing to the flourishment of the Institute and thus enhance the development of FM in Hong Kong.

Recent Events

HKIFM has participated a youth leadership development programme with CLP Power with the aim to promote climate change and corporate social responsibility among young gen-eration. This meaningful programme serves as a platform for the youngsters to develop their career aspirations, creativity, teamwork and leadership skills. This year carries the theme of “the world is in our hands” with those selected young-sters will go beyond Hong Kong to reach out to and nurture peers from Chinese Mainland and India. Program Overview:

In this seminar, the speaker will examine various trends affecting the future of Facility Management (FM) particularly in the context of a Creative Cluster and in the digital and mobile world. During the seminar, he will, as a case study, discuss Cyberport, the Flagship within the Hong Kong digital industry.

The lecture will relate to the application of FM technique in the creative industry which is now benchmarked as one of the key contributors to the future economic development of Hong Kong. The creative cluster, which synchronizes with IT advancement, demands a very high standard of FM input. The FM managers in the sector need to keep abreast of technology advancement, and to understand the ever changing needs of the occupants. The speaker will share his vision, experience and knowledge and talk about the skills in maintaining a world class facility.

About the speaker:

Mr Clift joined Hong Kong Cyperport Management Co Ltd in September 2003. He is responsible for all aspects of Campus Management, including tenant relations, facility and property management for offices, retail and venues, construction and project management, residential and office agency, and hotel management.

Mr Clift has more than twenty years of global real estate experience, including asset and facilities management, valuation, agency and surveying. He started his career in U.K. working for Derwentside District Council, where he was Chief Estates Surveyor from 1988 to 1996. There he was responsible in 1993 for developing and implementing a full GIS system covering 2,000 ha of land, and was the land manager for Project Genesis, a 300+ha PPP scheme to regenerate a former steelworks site.

In 1996, Mr Clift joined First Pacific Davies Asia Pacific (now Savills) where he was Director of various property and facility management subsidiaries across the Asia Pacific region. In 2002, he was appointed Head of Management Services, Asia Pacific, to Insignia Brooke (now CBRE) where he developed management services across Asia.

• Focus group discussion sessions (FGDs)• 526 invitations were sent to various stakeholder groups, of which 69

stakeholders attended the five FGDs in mid-November 2008 to gather views and concerns on the proposed legislation.

• Face-to-Face interviews (F2Fs)• 16 F2Fs were conducted with various stakeholders (including property

developer, property management company, tenant, contractor, engineer, equipment supplier and hospital) during the Study period to discuss the impact of the proposed legislation.

• Case Studies• Case studies on new and existing buildings (including commercial

building, residential building, industrial building and hotel) were also carried out to examine the buildings and building services installations (BSIs) and the associated impacts with various stakeholders within each building type. Impact Assessment – Key Findings• Total cost in NPV (2009-2019) is negative, indicating the business

impact of the policy option in the long term is positive.

• Costs will fall on the developers initially, they will eventually be passed on to the property owners and tenants, and thus the final cost to developers is very low.

• Tenants and property owners will get most of the benefits through energy savings but also ultimately pay most of the additional cost. Benefits will however outweigh costs.

• AEs, contractors and suppliers are likely to earn a profit from the scheme.

• The total cost range reflects the large number of variables involved in predicting the impact of the legislation.

• Create job opportunities for recognised professionals in Hong Kong to become AEs under the proposed mandatory scheme;

• Avoid Hong Kong becoming or being perceived as a jurisdiction inwhich substandard equipment/installation can be sold and used.

Impact on SMEs and Compliance Difficulties

The impact assessment on SMEs concluded that: • the impact on SMEs is not significant, as many of the tenancy agreements in Hong

Kong are about 1-3 years, major retrofitting works to be carried out by SMEs or responsible persons for all floor areas in premises are unlikely to happen frequently.

• As the proposed mandatory scheme does not require mandatory retrofitting works to meet the BEC standards, SMEs will take into account cash flow issues and profit impacts before undertaking major retrofitting works.

Some issues on compliance difficulties were identified: • the schedule for completing the first round of energy audits in all existing

commercial buildings and commercial portion of composite buildings might be too tight.

• timeframe for submitting the 2nd self-declaration within four months upon receiving the occupation approval for new buildings might be difficult in some instances.

Recommended Approach

• The proposed regulatory approach will have a net benefit to Hong Kong.

• The level of benefit will depend on several factors such as design of BSIs in new buildings in future; the amount of energy savings from the use of BEC compliant equipment, etc.

• The implementation of the mandatory scheme will bring some intangible benefits to Hong Kong, however, it may create some compliance difficulties to the stakeholders and impose some cost impacts to them.
