• HB 4557 continues to move through committees- this will make CDBG-DR a permanent program and has data gathering and transparency provisions within

HQ-18-086

WASHINGTON -- FEMA is aware of the judge’s ruling

regarding the continuation of its emergency sheltering

program, Transitional Sheltering Assistance (TSA), for Puerto

Rico survivors with a new checkout date of Aug. 7. FEMA is

working with its vendor and notifying participating hotels that

the TSA program has been extended to comply with the

court’s order. Beyond that, FEMA will not comment on

pending litigation.

Immediate Stabilization

Served 195 households using $151,185 of Community Services Block

Grant (CSBG) to prevent homelessness for those that could not pay

rent due to loss of wages and/or expenses related to Irma.

Re-housed about 10 households using about $30,000 of Emergency

Solutions Grant (ESG) and Community Services Block Grant (CSBG).

Lee County has dedicated additional ESG and HOME TBRA funds to

continue re-housing those displaced by Irma that are not eligible for

FEMA assistance.

Pre-disaster HomelessWere given options when they were leaving the shelter:

Transported to the Bob James Triage Center to be

referred to the LIFT housing placement program at a

later date.

Offered a tent and other basic living needs.

If they were very frail, offered temporary shelter and

were directed to existing programs for those

experiencing homelessness.

Disaster Case Management and

Long Term Recovery

Partnered with the United Way of Broward County to apply for the

DCMP grant. Awarded and Lee County portion is $1.3 M.

We have 4 DCMP and Coordinator on staff.

Contracted with Habitat for Humanity and the Affordable Housing

Fund for construction management.

We are really just getting into full operational mode after extensive

training for staff.

From there we built a spreadsheet of over 300 families

Of that list DHVS rehoused 28 families

29 self-resolved

48 families returned home

24 families relocated

65 families are unreachable

1 person had home repaired with DHVS/Habitat

1 person declined services

32 are on the waiting list

LESSONS LEARNED

Many of us, our staff, board, local officials, family, and friends lost our homes.

It was hard enough to focus on survival and find our family and staff.

Then there was helping neighbors, family and friends.

LESSONS LEARNED

Then there were the overwhelming needs of the newly homeless, previously homeless, and grieving.

We struggled to have electricity, telephones, and internet.

We struggled to communicate with County, State, and Government Employees.
