FLORIDA COUNCIL OF CHAPTERS, MOAA MINUTES OF THE BOARD OF DIRECTORS MEETING January 25, 2013 Hyatt Regency Hotel Sarasota, Florida President Conner called the meeting to order at 2:00 pm. He called upon Chaplain Morris for the Invocation. President Conner then led the Pledge of Allegiance. Major Ed Lillich, US Army, Retired, was appointed as Parliamentarian for the meeting. He will be meeting with Area Vice Presidents. The goal is to make significant progress before the Annual Meeting in June. !

!! LTC Morrison made a couple of chapter visits and did an installation in Orlando. If Lt Col Conner is unable to do an installation, LTC Morrison is happy to fill in for him.!

!Immediate Past President’s Report (CAPT Don Freese): CAPT Freese said that he has not done much as Immediate Past President except forward emails and calls to Jim Conner. He attended the Georgia MOAA State Convention. He was recently elected to MOAA’s Board of Directors and is serving on the Council and Chapter Affairs Committee.!

Secretary’s Report (COL Jon Gordon): The secretary requested approval of the minutes of the Board of Directors meetings held on October 10, 2012 (Teleconference). Copies were previously distributed via email. The minutes were accepted as submitted.!

!! The Secretary stated that the Annual Report to the Florida Department of Corporations was submitted on January 22, 2013. The cost was $61.25, which is the same as it has been for several years. Payment was made with a personal credit card. Reimbursement will be requested from the treasurer. The secretary noted that the report is due May 1 of every year but unlike prior year, notice is no longer mailed to chapters required to file. The report must be filed online, and notice is sent only to the email address used in conjunction with the past year’s filing. Thus, if the person who filed last year is no longer a member of your chapter, or has changed email addresses, you will not receive notice. Be aware. The secretary also noted that chapters who hold tax-exempt status need to file their tax returns (including the post card return) by May 15 of the year. Failure to file for three consecutive years results in loss of tax exempt status.!

!! The Secretary had received the Deceased Members list from three chapters. Given that the deadline is not until February 1, 2013, that is not surprising. Eight chapters used the website reporting system for 2012, which is down slightly from last year.!

!Treasurer’s Report: (CW4 Don Courtney): President Conner talked about the budget approval process before turning to the Treasurer for his report. Before the Treasurer began his report there was a comment form Colonel Roy Whitton, USAF, Retired, about the status of the South Central Florida Chapter. The chapter has lost members and energy. The past president became ill, overlooked some items, such as filing the Annual Report, and then died before matters could be corrected. The new president attended two meetings, then quit. The chapter has not had a visit from an FCOC representative in two years. The dissemination of information via the Internet does not engage the membership. Colonel Whitton said that he had brought the chapter’s Charter with him and was prepared to turn it in. Lt Col Conner said that he was aware of the chapter’s problems and that he would meet privately with Colonel Whitton.!

!! The Treasurer then proceeded with this report. He discussed the 2012 Financial Report, which is at Appendix A. The Council ended the year with $12,510 in the Operations Account and $10,000 in the Convention Account (including the $3,000 loan to the Sarasota Chapter for the 2013 Convention).!

! The 2014 Budget was presented by Don Courtney and Jim Conner. See Appendix B. President Conner pointed out that the budget presentation included a line for “Recruiting Events.” This includes efforts to start new chapters, such as the effort to start a new chapter in Key West. LTC Oliveri gave a brief update on the effort, noting that 36 individuals had expressed an interest in joining the new chapter. Six or seven of them showed an interest in a leadership role. After discussion, it was moved and seconded to approve the budget as presented. Motion passed unanimously.!

!! The information at the appendices has been updated to accurately reflect end of year financial information.!

!NW Area VP’s Report (CPT Neal Schneider): Captain Schneider stated that he had made the following chapter visits since the October meeting.!

Bay County - Nov, Dec, and Jan. Attended installation of officers in Jan 13.!

!! He closed by noting that there is still nothing concrete from Tallahassee!

!NE Area VP’s Report (COL Jim Gleason): Colonel Gleason reported that he had visited the Mayport Chapter in November and presented them with their 5 Star Banner. Last night he visited the Suwannee River Valley Chapter and installed their President. It is a small but very good chapter. This week he attended a gathering in Ormond Beach with over 20 MOAA personnel and heard Colonel Barry Wright, MOAA Council and Chapters Department, talk all things MOAA. He installed the Gainesville Chapter officers in December. He noted that Jim Conner had visited a number of chapters in the NE Area. He closed by noting that John Snyder would be continuing as President of the Mayport chapter for another year as the president elect had died before he could assume office.!

WEST CENTRAL AREA REPORT!

October 2012 - January 2013!

!The following Chapter Visits were made during the period this report covers.!

!MID-FL GULF COAST CHAPTER (November 14, 2012): As previously addressed, the Chapter’s Board of Directors had decided to put the measure to the membership to continue or disband. At this meeting the general consensus was to disband. Representatives from the Clearwater and Suncoast Chapters briefed those in attendance about what their respective Chapter Programs had to offer. The representatives passed out current Newsletters and Membership Applications.!

!SUNCOAST CHAPTER (November 15, 2012): Attended the 30th Anniversary of the Chapter’s Charter. The certificate was presented by National Board Member, Colonel Richard J. Erickson, USAF, Ret. Also in attendance were Council President Jim Conner and his wife, Dottie.!

!CLEARWATER CHAPTER (November 28, 2012): Several former members of the Mid-FL Gulf Coast Chapter were in attendance. The Clearwater Chapter added 6 new members since their last meeting.!

!SUNCOAST CHAPTER (December 13, 2012): Installed Chapter Officers at Chapter’s!

Christmas Party!

!TAMPA CHAPTER (January 10, 2013): General John H. Tilelli, USA, Ret., Chairman of the Board, MOAA, installed the Chapter’s Officers and was guest speaker. Also in attendance were Major General Joseph G. Lynch, USAF, Ret., General Counsel and Corporate Secretary, MOAA and FCOC President Jim Conner and Dottie.!

!From September through November I (Maj Hartnett) was involved in multiple meeting with the Chapter President and several Board Members of the Mid-Florida Gulf Coast Chapter in attempts to save the Chapter. The Chapter had gone through a Chapter

Revitalization three years earlier and it appeared to be successful. Unfortunately, when appealing for someone new to step up and assume leadership positions no one came forward. Another Revitalization attempt was offered but refused. The end result is that the Chapter has decided to turn in its Charter.!

!EC Area VP’s Report (Col Susan Neugebauer): Colonel Neugebauer reported that last year the FCOC had three attendees at the Florida National Guard Convention, which is held in Orlando every June, and that she hoped we could do as well this year. She visited three chapters, Central Florida in September (enthusiastic), Treasure Coast in December (graying), and Cape Canaveral. Erie Joy, from Cape Canaveral, is working on the Community Blueprint Program. Joe O’Black has done a YouTube video stressing the need to stay in and graduate from high school. Marty Brown has agreed to become the editor of The Communiqué. The Lake and Sumter Counties Chapter golf tournament raised over $20,000.00 for Operation Helping Hand, run by the Tampa Chapter. Finally, Colonel Neugebauer noted that five of the six chapters in her area had representatives at the Winter Leadership Forum. !

!SW Area VP’s Report (Col Len Friedlander): Colonel Friedlander reported he is still working on finalizing the Zip Code Catchment Area project. It is basically done, but there are still a few issues to be resolved. All chapters in the Southwest Area were invited to the September 18 luncheon hosted by the Sarasota Chapter. The speaker was LTG Randall Rigby, MOAA Director. All chapters, except South Central Florida, were represented at the luncheon. In December he helped install the officers of the Military Officers Association of Sarasota. In January he presented the 5 Star Banner for chapter excellence to the Southwest Florida Military Officers Association (Naples) and installed their officers.!

!SE Area VP’s Report (LTC Marc Oliveri): LTC Oliveri reported that he visited all the chapters in his area except the Florida Gold Coast Chapter. He installed the officers of the South Dade Chapter, but there were only 13 members in attendance, which was unfortunate. The chapter needs help. He installed the officers of the Broward Chapter and gave a small speech on membership. He attended the Palm Beach luncheon where Jim Conner installed the new officers. He has not visited the Florida Gold Chapter yet, but he keeps trying. He visited the Palm Beach-Martin Counties Chapter, his home chapter, which is very active. One of their recruiting tools is an “Officers Call” which is held the first Friday of each month. Postcards are sent to selected officers in the area, gleaned from the lists provided by MOAA. The chapter also hosted a fundraiser for the Wounded Warrior Project of South Florida, which raised $22,000.00. !

!Personal Affairs Report (Lt Col Norgaard): Gayle Norgaard noted that one thing a Personal Affairs program can do is to support the chapter’s membership. Although most chapter members have their house in order, many do not. Contact with a member who has lost a spouse can sometimes reveal someone who is really in need. Contact need not be immediate, but should be within a few days. LTC Norgaard does not have a committee as such, but she has people who can help.!

!New Business: Because some attendees had to leave for other meetings, the bid by the Ancient City Chapter to host the 2015 FCOC Convention was presented at this time. !

!LTC (P) Ron Birchall, USA, Retired, President, Ancient City Chapter (St. Augustine) presented the chapter’s bid to host the 2015 FCOC Convention. The Convention would be held at the Renaissance World Golf Village Resort, Convention Center, and Beach Club, 500 South Legacy Trail, St. Augustine, FL 32092 during 21-24 May 2015. LTC Birchall discussed the proposal, which can be found at Appendix C. It was moved and seconded to accept the proposal and award the 2015 FCOC to the Ancient City Chapter. After a brief discussion, the motion was approved unanimously.!

!Bylaws and Resolutions Committee (MAJ Ed Lillich): No report. !

!Newsletter Editor’s Report (Marty Brown): Marty is looking forward to being the Editor of The Communiqué. The goal is have the newsletter published by the 10th of the month. The next edition is scheduled for February 10, 2013.!

!Legislative Affairs Report (Col Fran Martin): Colonel Martin announced that there was not much to report. There are significant changes taking place in TRICARE on October 1, 2013. At that time TRICARE Prime participants living more than 40 miles from a medical treatment facility will be switched to TRICARE Standard. !

!Florida Legislative Affairs (LTC Steve Murray): Absent. No report.!

!Web Site Coordinator (LCDR John Snyder): Before discussing the following report LCDR Snyder noted that the MOAA Legislative Report is available through the FMMC.!

!Web Master Report!!

! Last Fall I made some major changes to the website intended to make maintenance of information easier for council and chapter users.!! Some changes have been made to the website in 2012.!! First: I added the “Bits and Pieces” that Dottie Connor sends out to the home page for all to see.!! Second and a major change: My initial design included separate data tables for Council Board Members, Council Committee Members and Chapter Officer Members. Each had duplicate fields for personal information. Taking myself as an example, I had all my personal data in the Council Committee table for my position as Web Master and FMMC Coordinator. In the Chapter Officer table there were entries for President, Editor and Webmaster. So if I changed my phone number I had to go to four different records to complete one simple entry. To solve this issue I combined all of the records from the three tables into a single “Members” table. I then created the Member Profile maintenance view to manage the information for a member. I then modified the Board Members, Committee Members and Chapter Officer Tables to use a pointer to the member filling the position. I modified the Chapter Admin to include a new tab on the Maintain Chapter Profile page titled “Chapter Member Profiles”. This tab can be used by the chapter to update an existing member in their list of members AND if a name is missing, ADD a new profile to the database which will then appear in the dropdown. I’ll cover this in more detail with a handout for chapter officer to take home and use. These changes caused some questions during the recent updates. I’ve answered each and the users were successful in completing their updates. !! As part of the above, I’ve added a new Member access for all members in the database. Usernames are first initial and last name (no spaces and all lower case) with initial password of “leader_1”. A member can click on the My Profile (upper right corner of the page) which will prompt the user to login and then upon successful login will display their profile information and allow them to update their info. The profile was expanded to allow for an alternate mailing address for all you snowbirds. If you add an alternate address all you have to do when you travel to primary or alternate address is click the “Current Address” indicator. !! For those concerned, none of the personal information is displayed on the public access pages on the site.!

!Religious Activities (Chaplain (COL) Morris): Chaplain Morris submitted the following report.!

!CHAPLAIN’S REPORT!

! If you were in a dangerous combat situation, and your leadership had been killed or disabled, would you want a Chaplain to be the Commander? Not likely, although some Chaplains might be excellent leaders. Early in my career as a Military Chaplain, I was taught that in a situation such has been described, that the ranking officer or enlisted person would be in charge, regardless of the Chaplain’s rank or military skills. Chaplains serve in our Armed Forces to be spiritual leaders and to advise commanders on the welfare and morale of the troops.!

!! During the past year we lost one of our Chapter Chaplains who had been elevated to other leadership duties in addition to serving as The Chapter Chaplain. It is my understanding that he was an excellent Chapter Chaplain and a real asset to the Chapter. Piling on other responsibilities became too much, so The Chaplain resigned both from his position as chaplain and as a member of the Chapter. Over the years in my position as Council Chaplain, I have personally known of four Chaplains who have served as Chapter Presidents, and they may have done very commendable jobs, but serving in other leadership positions is not the best use of chaplain talents. It seems reasonable for the Chapter Chaplain to serve in the inner circle, so that the Chaplain can know what is going on and be supportive of those who are qualified leaders. !

!! It amazes me that we have so much trouble finding members, many of whom have served in responsible military assignments, who will take a turn in Chapter leadership. All too often, the same willing individuals are stuck in various offices, or the Chapter might fail. A lot of our leaders are advancing in age, and if our Armed Forces continue to shrink, the membership may diminish, and we might need to look at ways to address leadership. Putting Chaplains or other unqualified people in leadership positions is not the answer. What is the answer? I wonder if it would help to have a training team in our various areas to go to our Chapters for this purpose? Of course, if I had all the answers, I might be the FCOC President, and Jim Conner could be the Chaplain.!

!2013 Convention Coordinator (COL Troy Scott): Colonel Scott announced that he would cover the 2013 Convention at the evening event. !

!2014 Convention Presentation (CAPT Don Freese): Captain Freese discussed the following report.!

2014 Convention Chair Report!

!! As 2014 Convention Chair I completed the negotiations with the St. Petersburg Hilton for June 5 to 8, 2014.!

! The room rate is the “per diem rate, currently $93.00” per night. The Convention Committee will make the reservations and pay for the rooms to get the tax exemption. We will need some help from Marc Oliveri on how to set up a Pay Pal Account so attendees can pay by credit card.!

! The contract is for 170 room nights, 10 Thursday, 80 each Friday and Saturday with the rate being good 3 days before and after the Convention. The food beverage minimum is $18,500.!

! The Hilton, especially Ann-Marie Clark Moutoute, has been very easy to work with and gave us many special concessions including allowing us to use our own AV at

no charge, free parking for everyone, free daily internet and 15% off of the 2014 Food and Beverage prices.!

! By the way, Ann-Marie’s niece is Money Penny in the Sky Fall James Bond Movie. I asked Ann-Marie if Money Penny would speak at the Convention. Ann laughed and said that she hopes she has time to see her when she goes to England this year.!

! Another perk is a two Bedroom Parlor Suite for a Hospitality Room at the “per diem rate” for each Bedroom and no charge for the Suite. One of the Bedrooms will be free to the Host & Hostess who have not been identified. Please let me know if there is someone that has experience (i.e. Sue Baxter) and would be interested from another chapter.!

! The Hilton also agreed that we can move the Memorial Service to Sunday morning if it works at the 2013 Convention.!

! We plan to have everything in place by the 2013 Convention so that we can hand out Registration packages at the Convention as Sarasota has done.!

! I have had one team meeting with good support so it should be a successful convention. We hope to get the Tampa Bay Rays involved.!

SALES TAX:! The above rates are net, subject to applicable state and local taxes (currently 11.03%) in effect at the time of check-in. If your group is tax exempt, the proper certifications will be needed.!

GROUND!

TRANSPORTATION:! The Renaissance Resort can provide round-trip transportation from the Jacksonville International Airport. Services are in house and must be pre-scheduled. Travel time is approximately 45 minutes. !

MEETING & CONFERENCE!

REQUIREMENTS:! The Renaissance Resort has over 100,000 square feet of event space to accommodate your group including the St. Johns County Convention Center which offers over 40,000 square feet of meeting space. The Convention Center is attached to the Resort and designed to coordinate with the Resort’s interior design.!

As an alternative venue, the World Golf Hall of Fame offers an excellent site for receptions, dinners and other VIP events for all golf enthusiasts.!!
