We have had to make some difficult decisions, and it has been a tough time for the city generally, with the decision taken to end shipbuilding at the dockyard. We will work hard to try to make sure we protect jobs as much as possible.

In this colder weather, please do keep an eye out for neighbours who may be elderly or vulnerable, to make sure they are OK.

We’re looking for people who can adopt children and offer them a loving home. Jackie Clark, manager of our adoption service, said: “Adoption is a lifelong commitment and our children need permanent, stable and caring families. Many have had a challenging start to life and they need the chance to have a happy and fulfilled childhood.”

Adoptive parents can be married, single, in a civil partnership or living with a partner. They need to be over 21 and to have good health, a stable lifestyle and the commitment needed to care for a child until adulthood.

Some adopt one child, while others adopt children from the same family.

We’re especially keen to hear from people in Hampshire or West Sussex, because our children usually need to find families from outside the city. But we welcome Portsmouth residents too.

Last year Mary Smith asked us to help her get central heating and a new boiler at her home in Cosham. We found a contractor to do the work and subsidised the cost with a grant.

“My hot water’s really good now,” says Mary. “And the central heating is lovely. The grant process was easy. I’d recommend it to my friends.”

Mary didn’t stop there. Her next step was to enquire about getting free loft insulation through the ECO deal. This uses cash from the big energy companies to help people who need insulation or a new boiler, but who are on a low income or who live in a home that’s hard to improve.

Sign up and you could saveYou could save on your energy bills by joining Switch Hampshire.

The idea of Switch Hampshire is that if lots of people join together, the whole group can negotiate a better deal with energy suppliers.

How it works:

f Register between 10 December and 17 February at www.hants.gov.uk/switch or by calling 01962 846828. You’ll need your gas and electricity bills to hand.

f Switch Hampshire will negotiate with suppliers, then contact you with details of how much you could save.

f You decide whether or not to switch from your current suppliers. There’s no obligation and no fee.

f If you do decide to switch, the scheme will manage the process for you.

Stay safe this winter Badly fitted or poorly serviced boilers can cause gas leaks, fires, explosions and carbon monoxide poisoning.

Make sure your gas appliances are safety-checked yearly and serviced regularly by a Gas Safe registered engineer. They should carry a Gas Safe Register ID card. Look at the back of the card to check they are qualified for the work you need doing.

Kids help design classrooms

The classrooms are part of a £1.8m investment we're making to transform the North End secondary school, so it can take pupils aged from four to 16.

There will be 60 places for reception-year pupils at the school from next September and within seven years it will have an extra 420 primary places.

Altogether we're investing nearly £5 million to provide more than 1,000 extra primary places across the city, to make sure there are enough for every child.

At Cottage Grove Primary, more than £495,000 has been invested to renovate a Victorian building and create 105 more places.

Similar expansions are taking place at Highbury Primary School and Ark Ayrton Academy, with investments of £800,000 and £650,000 respectively.

Pupils and architects are working together to design new classrooms for primary school pupils joining Mayfield School next September.

M275 interchange takes shape

New homes for older peopleOlder people can now apply for our new ‘extra-care’ apartments in Caroline Square, Portsea, which open in the new year.

Extra-care apartments help people stay independent in their own homes by providing 24-hour care on-site.

Possible residents need to have at least four hours’ care a week, assessed by our adult social care team, and to be on our housing register.

The ARTchesThe ARTches project aims to transform the area by the Round Tower in Old Portsmouth into a vibrant arts and crafts quarter.

The plans would see the current vacant arches sympathetically converted into artist studios, breathing new life into these historic structures.

The project would create new jobs, visually enhance the area, and support creative industries. Most importantly, however, it would bring the arches back into regular use, ensuring they are preserved.

The new M275 junction and park-and-ride at Tipner is progressing well, with parts ahead of schedule.Work on the motorway carriageway could be completed as early as the end of this month – three months earlier than scheduled.

Most of the park-and-ride site will be completed around the same time and focus will then switch to building the bus terminal.

The entire project is scheduled to finish in the spring. The motorway junction will provide access to the park-and-ride site and also open up the possibility of developing land on the western side of the motorway for homes and jobs.

Bridge is on scheduleThe new Northern Road bridge in Cosham is on target to fully re-open in February.

The new bridge is already taking two-way traffic. Any time now, final surfacing on the west side will be complete. Traffic will move to the west side so the same work can begin on the eastern side.

Thanks for sending in your views on two big issues – the council’s budget and residents’ parking.We received 476 responses to our budget consultation from residents and staff, about how we could save money and which services were most valued. 260 people attended meetings.

Suggestions on how to make savings included: reducing the time street lights are on, reducing subsidies for leisure facilities, and better managing of contractors. Some of you felt it was important to keep weekly bin collections, while others felt children’s services and education should be protected.

Hate crime: don’t put up with itLucy*, 35, from North End, was a victim of hate crime. But she reported it – and got the support she needed.She says “I have a mild learning and physical disability, which makes me self-conscious about my speech. In Southsea in August I was leaving my job when a group of children blocked the pavement. A girl started mimicking my speech and my limp and hitting my arms and legs, calling me ‘spaz’ and ‘cripple’. I got away but she chased after me, which made me feel scared and upset.

“Luckily staff from a nearby health centre saw what was happening and told the girl to stop. The staff called the police and I gave a statement the next day. I got support from the police and the council’s hate crime team and the matter went to court. The girl was convicted for a public order offence and had to pay compensation.

“I’m slowly getting my confidence back, but I didn’t realise how much it had affected me.

“My advice to other victims is that it is very important to report hate crime.”

Hate Crime is any criminal offence motivated by prejudice or hate, based on race, religion, sexual orientation, disability or gender identity. It can involve violence, verbal abuse, online threats, obscene calls, criminal damage, arson, graffiti or dumping rubbish.

Snow and ice on the roadsIn wintry weather, our contractor Colas’s priority is to salt or clear roads and pavements along vital routes. Let’s get growing

We’ve teamed up with Southsea Greenhouse, who run a community garden near Canoe Lake.

If you’re interested in vegetable growing, crafts and local produce, then pop in or join them as a volunteer. And let them know if you’re aware of a neglected patch of land that local people could grow things on.

They’re helping us run next year’s Portsmouth in Bloom gardening competition, and will hold events to help you prepare.

The garden and shop is open 11am–3pm, Thursday to Sunday.

GPs responsible for planning your healthcare services in Portsmouth are responding to a national ‘call to action’ to ensure that the NHS continues to belong to you.

NHS Portsmouth Clinical Commissioning Group is embracing an initiative spearheaded by NHS England, which oversees the budget, planning, delivery and day-to-day operation of the NHS in this country.

‘The NHS Belongs to the People: A Call to Action’ recognises the successes of the NHS but also the current and future challenges that it faces.

It sets out the case for change, suggesting the type of development required and commits to a national programme of engagement with you as users of NHS services to generate further proposals.

Dr Jim Hogan, the CCG’s chief clinical officer, said: “We have continually sought to put patients at the heart of our healthcare planning and we very much welcome A Call to Action and its objectives.

“Central to this is the feedback and views that we are receiving from our own stakeholders and public participation events. Your views are shaping our thinking and planning for existing and future healthcare services.”

Memory Cafés go livePortsmouth is stepping up the fight against dementia.The Alzheimer’s Society Memory Cafés have been set up in the city as part of a major initiative to help people living with or diagnosed with dementia.

The cafés are an information and social hub for anyone affected by dementia, giving people the information and tools to live well with dementia while meeting in a relaxed environment.

Sessions in the south of the city run every Tuesday from 1–3pm at Southsea Community Centre in King Street.

Cafés in the north are every Thursday from 1–3pm at The Link, 48 Havant Road, Cosham.

The move is a joint initiative by NHS Portsmouth Clinical Commissioning Group (CCG) and Portsmouth City Council.

But there’s support out there for you.Maybe you need a day off from caring to get some Christmas shopping done, or maybe you’d benefit from a break in the new year. The centre is closed from 25 to 30 December and on New Year’s Day, but there are ways to find support right through the Christmas period.

The card that gives peace of mindAfter talking to carers about their needs, we’ve found a way of making sure their loved ones stay safe no matter what happens.

The new carers’ emergency card, produced by the council’s adult social care team, works like this:

f With the Carers Centre, you make a plan saying how you would like the person you care for to be looked after if something happened to you.

f You get a card for your wallet or purse which has phone numbers of three people who can be contacted in an emergency.

f In an emergency the hospital, the adult social care team or another service will contact the people you’ve nominated. If they can’t be contacted, and there’s no alternative, adult social care will arrange for a sitter.

f If appropriate, adult social care can arrange emergency cover.

The carers’ self-assessment is the time you will be asked to make an emergency plan, and will be given a card. If you have already completed a self-assessment form you will be asked for your emergency plan when you are reviewed.

To complete a self-assessment form call 023 9285 1864 or drop into the Carers Centre.

Carers Rights Day, 29 November, is held by Carers UK to raise awareness of carers’ needs and encourage carers to come forward and claim the support they’re entitled to, like benefits, breaks,

help with lifting and bathing, special equipment and home adaptations.

The BIG Recycle encourages residents to get better at recycling by offering the chance to win cash rewards in a monthly prize draw.

The first winner of our £250 top prize was Jeremy Taylor, of Lawson Road, Southsea. “As a student I’m always counting the pennies, so I couldn’t be happier,” he said. “The BIG Recycle is so simple and you can win great rewards.”

We started the BIG Recycle because we need to improve Portsmouth’s 23% recycling rate, not only to help the environment but also to help us save money, which will help protect other important council services.

There are 81 rewards up for grabs each month. You can register today and be in with a chance of winning some Christmas cash.

All the rewards are funded by the government, which awarded the council a grant to run a recycling incentive scheme.
