The report does not address the risk to property or business continuity. RPS Consultants have made every reasonable effort to ensure that the assessments and recommendations are accurate. We cannot however, accept responsibility for any subsequent risks identified or for any consequences which might arise from the implementation of any recommendations. 1 Executive Summary To assist with meeting the requirements of regulation 3 of the Management of Health and Safety at Work Regulations 1999 (as amended), and The Regulatory Reform (Fire Safety) Order 2005 (England and Wales), RPS Consultants were requested by London Block Management to carry out a Fire Risk Assessment and Health and Safety Risk Assessment at 13-20 Althorpe Mews, London, SW11 3PD. The Regulatory Reform (Fire Safety) Order 2005 (England and Wales) and Management of Health and Safety at Work Regulations 1999 (as amended) affect virtually all workplaces and oblige building owners, those in control of premises and employers to ensure that their premises comply with all the relevant statutory provisions. The visit was undertaken by Alison Treacher on 29th January 2019. All available areas of the site were surveyed and these are detailed in Section 3 - Site Details. There were no hazards requiring immediate attention identified during the survey.

Consequences for life safety in the event of fire:

Taking into account the nature of the premises and the occupants, as well as the fire protection and procedural arrangements observed at the time of this fire risk assessment in accordance with the findings in Section 4 of this report: Medium

General Information

Site Description: Althorpe Mews is a development of eight flats spread over four levels which include duplex flats. The upper floors are accessed from the external balcony which is accessed from the internal stairwell. Access to the premises is by a vehicle entrance from Westbridge Road. The common areas include the entrance lobby, stairwell and external balcony.

Access to the main entrance is via a key and there is an intercom system in place for communicating with visitors. The property is designed with a single stairway which serves four of the eight flats on the upper floor and the remaining four flats are accessed by a front door from the street.

Externally there are paved walkways immediately outside the main entrances and there is limited car parking to the front of the premises.

Fire Detection and Alarm System: The property complies with current building regulation guidance, particularly in relation to adequate standards of compartmentation, therefore a fire alarm and detection system is not fitted or required in the communal areas.

Note: Residents should be periodically advised that they should have smoke alarms installed in accordance with BS 5839-6 (Grade D LD3 fire alarm system) that is not linked to any communal system.

Type of Fire Risk Assessment during this combined assessment:

Type 1.

Means of escape: The escape route from the flats from upper floors is via a single staircase which terminates at the front ground floor main exit door. Escape at ground floor level is afforded through the main front entrance door leading onto the external pedestrian route.

Emergency Lighting: There is non-maintained emergency lighting provided within the escape routes. The emergency lighting is installed in accordance with BS 5266 and is tested and maintained as follows:

- Monthly test by means of a test key. - Annual test (1-3 hours discharge test).

Fixed or Portable Fire-Fighting Equipment:

There is no requirement for fire extinguishers to be provided in the escape route of residential properties.

Smoke Control: The smoke control provision at the property comprises open balconies on the second floor. There is no smoke control provision in the communal staircase.

Security/Arson: The front entrance door to the communal entrance area to the upper flats is secured by a key lock and there is an intercom system.

Disabled Access: Plans for the safe evacuation of disabled/vulnerable residents remain the responsibility of individual residents.

Management Control: The maintenance records for this property were located in London Block Management offices.

The company has produced a set of policies and procedures which are held at head office.

Your contractors should be appraised centrally to ensure appropriate standards of health and safety management are maintained. This includes, where appropriate, contractor permit to work systems to control high-risk work. Property management staff should carry out routine (usually monthly) property inspections which should be documented centrally.

When properties are redecorated internally and externally in accordance with individual property lease agreements, during these works, the structural property condition should be checked e.g. roofing materials, high level glazing, ornamental stonework and cladding.

Consultants Comments: There was good control and preventative measures in place to control sources of ignition and fuel; the majority of escape routes remained clear. Fire stopping in general was adequate. The provision of emergency lighting was adequate.

There was overall good control and preventative measures in place for health and safety matters. There were only a small number of issues that should be addressed. Refer to Section 2 of this report.

6 Protocol Fire Risk Assessment The fire risk assessment is not invasive therefore RPS can take no responsibility for any structural fire safety deficiencies subsequently found within the inaccessible areas of the property. The assessment of fire risk is subjective and for guidance only. All hazards and deficiencies identified in Section 2 of this report should be addressed by implementing the advice contained in the fire action plan. This fire risk assessment is based on PAS 79 Fire Risk Assessment – Guidance and recommended methodology, and is consistent with the approach to fire risk assessment set out in Government guidance documents on the relevant fire safety legislation. Fire Risk Assessment Methodology Likelihood of Fire Low: Unusually low likelihood of fire as a result of negligible potential sources of ignition. Medium: Normal fire hazards (e.g. potential ignition sources) for this type of occupancy, with fire hazards generally subject to appropriate controls (other than minor shortcomings). High: Lack of adequate controls applied to one or more significant fire hazards, such as to result in significant increase in likelihood of fire. Potential Consequences of Fire Slight Harm: Outbreak of fire unlikely to result in serious injury or death of any occupant (other than an occupant sleeping in a room in which a fire occurs).

Moderate Harm: Outbreak of fire could foreseeably result in injury (including serious injury) of one or more occupants, but it is unlikely to involve multiple fatalities.

Extreme Harm: Significant potential for serious injury or death of one or more occupants.

Risk Level (The risk to life from fire) Trivial: No action is required and no detailed records need be kept. Tolerable: No major additional controls required.
