SUMMARY Barry R. Field, P.E. received his B.S. in Civil Engineering from
Tennessee Technological University in 1984. Barry has over 25
years’ experience in providing professional engineering services.
His experience includes serving as Project Engineer for the
Tennessee Department of Environmental & Conservation with

BARRY R. FIELD, P.E. PRINCIPAL ENGINEER
he was responsible for managing the Engineering Department and
overseeing future planning and development for the Fairfield
Glade Resort Community. In 1990 Barry was promoted to the
position of Public Works Director for the Fairfield Glade
Community Club and was again promoted to the position of
Community Services Director in 2000. As Community Services
Director, Barry managed all the Community Club’s Departments
i.e., Water and Waste Water, Roads and Bridges, Lakes and Dams,
Fire and Police, Building, Grounds and Vehicle Maintenance, and
Sanitation. He also oversaw the functions of the Architectural
Control Committee. In addition to the role of Community Services
Director, for a period of time, Barry served as Interim General
Manager for the Fairfield Glade Community Club. Barry’s more
than 20 years serving the Fairfield Glade Resort Community
provided a vast range of experience in all areas of civil,
environmental and structural engineering, as well as residential
and commercial developments. During the time that Barry was
working for the Fairfield Glade Resort Community, he was also
opening Field’s Engineering Consultant Services, LLC (FECS) on a
part time basis and in 2005 Barry chose to move FECS into a full-
time operation. Since that time FECS has built trust with its clients
and our customer base continues to grow based upon not only
repeat business but recommendations from many satisfied
clients. Barry has the philosophy that our client’s continued
patronage and suggestions are a vital part of our growth.

SUMMARY Julie has over 25 years of experience in the Marketing and
Business field. After she finished high school Julie worked for a
few years in the fast food industry getting management
experience among other experiences. She then went into the
Landscape Design field. This is where she developed her love for
the outdoors even more than she had as a child. Julie enjoyed
making things shine, with the brilliance and simplicity of even the
smallest detail. Having her worked displayed at such landmarks
as the Tennessee Aquarium and the streets of downtown
Chattanooga were more than enough recognition for her. She
then relocated to the Cumberland Plateau in 2008 where she had
to start over and try to make a name for herself. Once realizing
that it was more difficult than she had expected she took a
management position at a local Utility District. Julie excelled in
this position and handled all aspects of operating this Utility with
the exception of plant operations. As a well-respected manager,
Julie left the utility after 4.5 years to join FECS’s team where she
has helped in the organization to expand the marketing/sales

Ohio State University in 1976. Bob’s experience spans a variety of
different career opportunities. He held the position of Park
Manager for the State if Ohio’s Sycamore State Park from 1977 to
1987. During that time, Bob was also self-employed in the field of
residential construction and building repair. In 1988 Bob took a
different career path and accepted the role of Pressman and
Production Manager for the Bradley Printing Company, and during
that time he also ran a beef farming operation. After 15 years of
working in this capacity, Bob was ready for a change. Because of

Cumberland County. He stayed with the Humane Society until
2007, at which time Bob was offered the opportunity to come to
work for Field’s Engineering, and the rest is history. By nature,
Bob is a problem solver and he enjoys one-on-one contact with
others. As an Engineering Technician, Bob fills a special niche at
FECS. He works well with our clients and with contractors. His
construction knowledge has proven to be a valuable asset to our
firm, and his environmental background is just one more added

SUMMARY Jack D. Cunningham has over 20+ years of experience in the
construction and management field. His love for carpentry
started as a child and at the first opportunity he had at 16 years
old, he started working with his uncle in construction. His love
for building things began then and just grew. After high school
Jack got on at a local construction company. His ambition and
willingness to learn helped him move up the ladder to
superintendent which opened up many new avenues. Working
all over the South-East such as Chattanooga, Cleveland &
Knoxville, Tennessee he has accomplished many goals. Jack’s
expertise specializes in but is not limited to superintendent of
TDOT projects, construction/remodeling of retail stores, condos,
car washed, log cabins and restaurants. Jack is one of FECS’s
newest additions and we are very lucky to have such a skilled

Douglas T. England, Engineering Technician Douglas (Doug) England received a B.S. in Business Management from Tennessee Technological University. Doug came on board with FECS in 2008 bringing with him many, many years of practical work experience. He worked as a Plant Manager and was later promoted to VP of Fleetguard, Inc., where he managed an operating budget of $80M. In the mid 90’s and up through 2006 Doug’s ambitions led him to be an entrepreneur of sorts. During that time he owned and operated England Equipment Rental & Sales, LLC, a construction equipment rental company. Doug also founded South Maple Business Center, LLC, a commercial development company, as well as purchasing a RE/MAX Preferred Group, LLC, a real estate company. And, as if that were not enough to keep him busy, Doug founded a 24-unit national transportation carrier and transportation service company. Doug also spent a couple of years working with the owner of Honest Abe Log Homes, Inc. where he assisted with the design and planning of Swan Ridge Lake Resort, LLC, Rockcastle Farms, LLC, and Mitchell Creek Marina, LLC, to name just a few projects. Doug’s knowledge and understanding of business and developments has been a tremendous asset to our operations at FECS, and Field’s Engineering considers itself fortunate to work with Doug.
Arthur L. Godsey, Engineering Technician Arthur (Art) Godsey’s career in the fields of engineering and construction began many years ago in 1972 when he began working as an Engineering Technician and Construction Superintendent for Fairfield Communities, Inc. (currently known as Wyndham Vacation Resorts). In fact, Art worked along side Barry Field who was Staff Engineer at that time. While employed at Fairfield Glade, Art also worked for Field’s Engineering on a part-time basis from 1985 through 2005. After Art’s retirement from the Fairfield Glade Community Club, he continued his employment with FECS. Art is a tremendous wealth of knowledge, and his real life work experience provides a distinct advantage for our firm.

DEMONSTRATED PROJECT EXPERIENCE Below is a listing of Field’s Engineering Consultant Services, LLC projects. (This list is not intended to be all inclusive, but rather to provide a small sampling of projects).
U.S. Highway 127 Median Redesign. Charleston Plantation is a 136-unit residential townhome/apartment complex located adjacent to U.S. Highway 127 North within the city limits of Crossville, Tennessee. Field's Engineering Consultant Services, LLC (FECS) was retained as the primary engineering consultant to provide an entrance way for north bound traffic to enter the complex. The scope of work involved the design of a turning lane and the redesign of U.S. Highway 127 median drawings, and the realignment of Charleston Lane. FECS provided design, TDOT permitting, and construction management and inspection for the project. FECS worked very closely with Charleston Plantation Investments, LLC, the City of Crossville and TDOT to ensure the successful completion of the project to the mutual satisfaction of all entities.
Fairfield Glade Towne Centre Intersection Project. L.E. Smith retained the services of
Field's Engineering Consultant Services, LLC as their primary engineering consultant for the development of turn lanes/4-lane intersection with traffic lights, and an entrance to serve the Towne Centre commercial complex located adjacent to U.S. Highway 101 North (Peavine Road) in Cumberland County, Tennessee. Towne Centre is a high volume complex offering access to the Food City grocery store and fueling station. This development serves the many residents and vacationers of the Fairfield Glade Resort Community. The scope of work included redesign of Highway 101 drawings, drainage design, landscape design, TDOT permitting, and construction management and inspection for the project. To-date, this intersection is serving the development well.
SR-101 (Peavine Road) Utility Relocation, Phase I & Phase II. Crab Orchard Utility
District retained the services of Field's Engineering Consultant Services, LLC as primary engineering consultant for the relocation of approximately 20,000 l.f. of 6-inch and 8-inch water line due to the widening and relocating of SR-101 (Peavine Road), which is the main access road to the Fairfield Glade Resort community. This resort community's population is approximately 6,000+ permanent residents, and offers four golf courses, 11 lakes and other recreational venues for its many timeshare and other vacationers that visit the resort annually. Thus, this utility relocation project and road widening is of critical importance to Cumberland County's continued growth and prosperity. Approximately 42% of the relocation will occur on public highway right-of-way, with 58% being located on private utility right-of-way, FECS has been contracted to provide TDOT cost estimates, design, specifications, and construction management and inspection services for this project. Engineering and construction plans for Phase I have been submitted, and we are awaiting the project to be let for construction bids. Phase I relocation will occur along SR-101 from Fire Tower Road to Lakeview Drive (approximately 20,000 l.f.). Phase II is currently in the design phase and involves utility relocation from Lakeview Drive to Westchester Drive.

Fairfield Glade Towne Centre Development. Field’s Engineering Consultant Services, LLC (FECS) was retained as the primary engineering consultant for the commercial development of a 105-acre tract of land located in the Fairfield Glade Resort Community. Our scope of work involved a site plan, a utility plan, a grading plan and a landscape plan. FECS provided GPS mapping of the existing topographical features and provided construction staking for the various commercial buildings. Geotechnical investigation and property survey services were provided via trusted sub consultants. Towne Centre is a high volume complex offering access to the Food City grocery store and fueling station, two banks, a church, fitness center, warehousing and numerous other public use facilities. This development serves the many residents and vacationers of the Fairfield Glade Resort Community. Additionally, FECS provided construction management and inspection services for this development.
Wyndham Vacation Resorts, Inc. Sales Center. Field’s Engineering Consultant Services,
LLC was retained by Wyndham Vacation Resorts, Inc. to provide a site development plan for the construction of a new 14,650 sq. ft. Sales and Resort Check-In Center at Fairfield Glade Resort. Our scope of work involved a site plan, a utility plan, a grading plan and a landscape plan. FECS provided GPS mapping of the existing topographical features and provided construction staking for the building. Geotechnical investigation and property survey services were provided via trusted sub consultants. FECS also provided a Stormwater Pollution Prevention Plan and developed Erosion and Sediment Control Specifications for the development. As-built plans were also provided by FECS.
Rockcastle Farms Development. FECS was retained as the primary engineering
consultant to provide site design and construction management services for the Rockcastle Farms Development located in Fentress County, Tennessee. The Development is a 2,800-acre multi-phase development with approximately 550 five-acre tracts. The project site presented elevation differentials in excess of 400 feet. Due to these extreme elevation differentials, and due to failing conditions along the path of the existing water main, the Glenobey Road supply main had to be re-routed to feed the subdivision. The rough topography of the land presented an engineering challenge to design and assure a structurally sound roadway. The scope of work involved over 35,000 l.f. of roadway and water lines. FECS provided for the design of underground utilities and roadway.
Veeraytan Sarvoday Tirtham, Ltd. Development. Veeraytan Sarvoday Tirtham, Ltd. is a
553-acre residential vacation and resort development in the Nydeck Road area of Morgan County, Tennessee. The project is surrounded on three sides by White Oak Creek and lies in an area where soil and erosion control are of utmost important. The project consists of 830 residential lots with retail shopping, restaurant, fitness center, temples and parks. Field's Engineering Consultant Services, LLC was retained as primary engineering consultant to provide site design to include: lot layout, roads (11 miles), water and sewer systems. FECS also provided a Storm Water Pollution Prevention Plan. Additionally, FECS provided construction management for the project.

P. Cox Body Shop Structural Evaluation. Phil Cox retained Field’s Engineering to perform
a structural evaluation of his new auto body shop. FECS performed a thorough inspection of the entire dwelling and was able to determine that the lateral bracing was not installed according to the building manufacturer’s specifications. FECS provided a Report of Findings and recommendations for correction to ensure the building could withstand the required live loads.
Pleasant Hill Dam/Lake Laura Drawdown Pipe Exploration. FECS performed an
exploration of the Pleasant Hill Dam/Lake Laura drawdown structure. The entire length of the pipe through the dam (220 feet) was filmed, and FECS determined where water was leaking into the pipe. An inflatable pipe plug was used in order to better view the leakage that was occurring in the pipe. It was determined that if the leak worsened, the pipe valve could actually break off which could quickly drain the lake. FECS provided a Report of Findings and recommendations to correct the problem to ensure continued structural integrity of the drawdown structure.
Lake Dartmoor Dam/Spillway Structural Evaluation. FECS performed a field inspection
and evaluation of the Lake Dartmoor Dam located in Fairfield Glade Resort in order to assess an erosion issue that was affecting dissipation of water from the existing spillway. FECS provided a design recommendation to the Fairfield Glade Community Club that would be cost effective and solve the erosion issue and bring the dam into compliance with the Tennessee Department of Environment and Conservation Division of Safe Dams.
Royal Inn Structural Evaluation and Renovations. The Royal Inn located in Crossville,
Tennessee had been closed for approximately 10 years. The new buyer retained the services of FECS to perform a structural inspection and evaluation of the entire motel facility for the purpose of determining whether it would be cost effective to re-open the motel. The results of the structural inspection confirmed that the building was structurally sound; however, the exterior walkways and stairways were structurally compromised. Field’s Engineering redesigned the support system for the exterior walkways and stairways. Additionally, FECS supervised the renovation construction and performed a final inspection. An occupancy permit was subsequently issued by the City of Crossville.
Druid Hills Country Club Kitchen Structural Evaluation and Renovations. During Barry
Field’s tenure as Staff Engineer at Fairfield Glade Resort he was responsible for a special project involving renovation of the kitchen facilities for the Druid Hills Country Club. A structural inspection and evaluation of the kitchen facilities was triggered by a roof leak that occurred during a period of heavy rainfall. Suspicious conditions were discovered, which led to an inspection of the entire roof truss system for the kitchen (approximately 2,000 SF). The original structure was built in the 1970’s, and since that time, the needs of the resort had drastically changed, and the kitchen had been modified to accommodate these growing needs, i.e. new and more modern equipment had been mounted and installed. The kitchen facility was not strong enough to support the load created by the new equipment and over time the trusses and roof system became compromised. Subsequently, the entire roof system was removed, and a new roof system was designed and installed. The interior walls were also replaced. The project was completed in record time so as to minimize the economical impact due to the closure of the Country Club restaurant to complete the renovations.

Charleston Plantation Wetlands Management & Stream Encapsulation. Charleston Plantation is a 136-unit residential apartment/townhome complex located adjacent to US Highway 127 North within the city limits of Crossville, Tennessee. Development of this project site involved environmental consulting for the encapsulation of 600 LF of waters of the State of Tennessee. Additionally, there was an EPA identified wetlands area on the project site. The stream encapsulation involved replacement of the 600 LF section of stream somewhere in the vicinity of this project. The project was adjacent to a Tier III stream (Obed River), which requires the most stringent regulatory requirements. The encapsulation delineation was accomplished by the relocation of all storm water runoff from the project area that would flow adjacent to the regulatory protected Tier III stream. Numerous public hearings were held by the Tennessee Department of Environment & Conservation (TDEC), and we were able to address all issues in a satisfactory manner for all stakeholders involved. The wetlands area was delineated and not disturbed by any collateral activity from the project development.
Fairfield Communities, Inc. Underground Storage. During Barry Field’s tenure as Staff
Engineer at Fairfield Glade Resort he was responsible for a special project involving the removal of 50+ underground storage tanks in sizes varying from 500 to 10,000 gallons, the reinstallation of tanks above ground, and all soil remediation to ensure compliance with all local, state and federal EPA regulatory guidelines. This project was completed in accordance with a special program whereby the EPA set forth a grace period for businesses and corporations to remove underground storage tanks and perform soil remediation as needed without fear of environmental penalties due to leaking tanks. These 50+ tanks contained oil, gas and diesel and served the various resort facilities, e.g. marinas, golf courses, vehicle maintenance, etc. All underground storage tanks were removed, repaired or replaced and reinstalled above ground, and all soil remediation was performed as required within the grace period.
Xpress Lube Environmental Audit. A Phase I Environmental Site Assessment was
completed in general conformance with ASTM E 1527—5, Standard Practice for Environmental Site Assessments. FECS used past environmental engineering experience, as well as the following tools and/or processes in performing the work: 1) Knowledge of the USEPA standards and regulatory requirements, 2) Review of USGS topographic maps and other information regarding the physical setting of the site, 3) Review of historical use information such as Tax Assessor records, legal descriptions and recorded land title records, 4) Site reconnaissance/site visit involving interior and exterior visual observations, 5) Interview with selected persons having knowledge of the uses and conditions of the site, past and present, 6) Environmental regulatory records review, 7) Photography of the site and infrastructure, and 8) Preparation of a report of findings and evaluation. The total turn-around time for the Phase I ESA was less than one (1) week.

Mobil 1 Groundwater Remediation. Mobil 1 oil company retained the services of Field’s Engineering to address an underground tank problem whereby a tank leaked gas which resulted in hydro carbons in the groundwater table. FECS installed a 16-foot trailer to house a treatment system which FECS developed, built and installed to filter and treat the groundwater. The treatment system remained on-site for a period of three years. Field’s Engineering regularly monitored the system until such time as Mobil 1 came into compliance with all local, state and federal EPA regulatory guidelines and TDEC granted a release.
Signature Healthcare Expansion Stormwater Management Plan. Field’s Engineering
was retained by the Kevin Tucker Design Group of Brentwood, Tennessee (architect) to develop a stormwater management plan to accommodate Signature Healthcare’s nursing home expansion project in Nashville, Tennessee. Metro Nashville’s stormwater requirements are very stringent and mandate the pretreatment of all stormwater runoff. FECS designed and developed a state-of-the-art underground stormwater storage and pretreatment system for the nursing home expansion project. FECS facilitated submission of the stormwater plan to Metro Nashville’s Water Services Division, and the plan was approved and permitted without comments.
SCP Investments, LLC Stormwater Management Plan. SCP Investments, LLC retained
Field’s Engineering to develop a stormwater management plan and a treatment and pumping operation to remove water collected in their limestone quarry. The scope of work involved the design and preparation of a SWPPP and preparation of an Aquatic Resource Alteration Permit (ARAP). FECS also provided stormwater inspection and monitoring for the project to ensure compliance with all state and federal EPA regulatory guidelines.
Catoosa Ridge Development Expansion Stormwater Management Plan. Field’s
Engineering was retained by a Developer to design and develop a stormwater management plan for the expansion of their existing 300+ acre development. Extensive stormwater measures included the construction of four detention basins designed to catch the stormwater and release it at a controlled rate so that downstream areas were not flooded or eroded. The project also included the design and construction of a covered bridge over No Business Creek. Due to the complex nature of the project, stormwater measures exceeded $300,000. FECS facilitated the design, preparation and submittal of a SWPPP and an ARAP which were subsequently permitted by TDEC.

City of Crossville Safe Routes to School. The City of Crossville retained the services of Field’s Engineering Consultant Services, LLC as their primary engineering consultant to provide TDOT cost estimation, design, permitting, bidding administration, construction administration and construction inspection for their Safe Routes to School project being funded in part under the TDOT SRTS Program. The scope of work involves the construction of approximately 1 mile of sidewalks with accompanying curb and gutter and applicable drainage appurtenances in the Myrtle Avenue and Fourth Street areas of Crossville, Tennessee. FECS is working in close cooperation with the City of Crossville and TDOT to accomplish this work. The project is in the final design stage with an anticipated completion date of Summer 2015.
Central Nature Trails Fairfield Glade Resort. While employed by the Fairfield Glade
Community Club as Community Services & Public Works Director/Engineer, Barry Field, P.E. was responsible for the design, permitting and construction of a series of nature trails to serve the residents, timeshare vacationers and others at Fairfield Glade Resort. The trails were added in phases as the development required. The scope of work for each phase of the project involved layout, design, pavement design, construction management and construction inspection. The approximate 4 miles of 5-foot wide paved trails serve 14 resort points of interest and 8 timeshare associations. The paved walking/hiking paths were designed in such a manner as to blend into the natural surroundings so as not to detract from the natural beauty of the development.
Heatherhurst Golf Course Cart/Walking Paths. While employed by the Fairfield Glade
Community Club as Community Services & Public Works Director/Engineer, Barry R. Field, P.E. was responsible for the design, permitting, and construction of cart/walking paths for Heatherhurst Golf Course, a 36-hole course at Fairfield Glade Resort. Heatherhurst is considered the most scenic of the four courses at Fairfield Glade. The cart/walking paths were designed to flow with the natural terrain of the course and to blend with the natural beauty of the area. This course is rated 4 stars by the 2000 edition of Golf Digest’s Places to Play. Barry was additionally responsible for construction management and inspection for this project.
North Nature Trail Fairfield Glade Resort. While employed by the Fairfield Glade Community
Club as Community Services & Public Works Director/Engineer, Barry R. Field, P.E. was responsible for the design, permitting and construction of the natural bark/walking/hiking trails to serve the North Ridge Subdivision area of the resort. The scope of work involved layout, design and construction management and inspection for approximately 2 miles of natural trails. The trails were designed to flow with the lay of the land and to blend in with the natural beauty of the area. The trails added value for the residents of the North Ridge area, and provided an additional area to be enjoyed by the many vacationers that annually visit the resort.
Otter Creek Bridge Fairfield Glade Resort. While employed by the Fairfield Glade Community
Club as Community Services & Public Works Director/Engineer, Barry R. Field, P.E. was responsible for the design, permitting and construction of Otter Creek Bridge, a 2-lane 75-foot span bridge over Otter Creek, a Tier III waterway. Because Otter Creek is designated as a Tier III waterway, the permitting process required extensive research in order that the design for the bridge crossing met all EPA requirements. Barry worked very closely with various regulatory and permitting agencies to accomplish approval of this project. The ultimate scope of work involved the design of a pre fabricated Con Span bridge system, and the footers and abutments to support the structure. Because of the sensitive nature of the creek and the resort area, the bridge was designed to blend in with the natural wooded environment in such a way that would be atheistically pleasing. Strategic placement of the bridge was accomplished with a crane, which was challenging, as the crane was not permitted to enter the creek during placement. Barry was additionally responsible for construction management and inspection for this project.
