    Railway Projects in Turkey Under FIDIC and EU PRAG Transparency Rules Alfonso Pelosi, Contract Management FIDIC and EU PRAG Senior Expert at IRD Engineering (Italy) shares his experience of implementing of a Red Book work contract co-fi nanced by the EU, together with its relevant service contract, in the framework of the European Union rules and boundaries. While all the updated contracts will be published together at the same time, FIDIC has been workingfirst on updating the Yellow Book with the plan to continue then with harmonised update work on the RedBook and the Silver Book. Having been carefully considered by FIDICs Contracts Committee and SpecialAdvisors, in Autumn of 2015 the proposed update of the Yellow Book (marked up with proposed changesto the Yellow Book 1999) was distributed to selected distinguished construction and legal professionals fortheir review and constructive comments. They are perceived as International Best Practice. Obviously, using FIDIC conditions of contracts has never been a guarantee for ultimate success - especially, if the actual conditions depart significantly from FIDICs basic principles! In more extreme cases, projects which have failed show substantial misuse of FIDIC contracts.     Enrico Vink Managing Director FIDICEnrico Vink is Managing Director of FIDIC, having been appointed in 2004. He was born in New Zealand, but also

    holds Dutch nationality. He was awarded a Masters Degree in Languages & Literature from Auckland University in 1979. Enrico is a Founding Member of the NZ Society of Association Executives, and was its President from 1999-2001. He was a founding member of the NZ Construction Industry Council and chaired a task group on Best Practice Procurement. He was also involved in projects looking into the Definition of Design Services, and also Selection Procedures for Consulting Engineers. Prior to joining FIDIC, Enrico was chief executive of the Association of Consulting Engineers NZ for ten years. Prior to that he worked for the NZ Government from 1979-1989, and spent four years as Trade Commissioner in Germany. Enrico has been involved in FIDIC since 1990, attending his first FIDIC conference in 1994.

    200 saving for 3rd and subsequent delegates. The VAT rate is subject to change and may differ from the advertised rate. The amount you are charged will be determined when your invoice is raised. Please note the conference fee does not include accommodation or travel costs. All discounts can only be claimed at the time of registration and multi-booking discounts cannot be combined with other discounts that may be available (apart from early booking discounts which are available to everyone). The 200 saving for 3rd delegates is not available for people only attending a half-day workshop. All discounts are subject to approval. We are happy to accept a replacement delegate for the whole event; however delegate passes cannot be split or shared between delegates under any circumstances.

    TERMS AND CONDITIONS Attendance at this event is subject to the IBC Legal Delegate Terms and Conditions at http://www.ibclegal.com/page/termsandconditions Your attention is drawn in particular to clauses 6, 8 and 14 of the IBC Legal Delegate Terms and Conditions which have been set out below: Cancellation Policy: If you cancel in accordance with this policy, you will receive a refund of your fees paid to IBC Legal (if any):(i) if you cancel your registration 28 days or more before the event, subject to an administration charge equivalent to 10% of the total amount of your fees plus VAT; or (ii) if you cancel your registration less than 28 days, but more than 14 days before the event, subject to an administration charge equivalent to 50% of the total amount of your fees plus VAT. IBC Legal regrets that the full amount of your fee remains payable in the event that your cancellation is 14 days or less before the event or if you fail to attend the event. You acknowledge that the refund of your fees in accordance with this policy is your sole remedy in respect of any cancellation of your registration by you and all other liability is expressly excluded. Changes to the Conference: IBC Legal may (at its sole discretion) change the format, speakers, participants, content, venue location and

    programme or any other aspect of the event at any time and for any reason, whether or not due to a Force Majeure event, in each case without liability.
