>> Shortage ofteachers brings TugelaSecondary to astandstillMERVYN KRISHNA
ANGRY parents of pupils at TugelaSecondary School shut down theschool and blocked pupils and
teachers from entering on Monday morn-ing to protest a shortage of teaching staffat the school.
The school governing body (SGB) hasdrawn the battle lines with iLembe Dis-trict education director Thembi Vilakaziand acting circuit manager AJ Msane, whothey blame for blocking efforts to grantthe school additional teachers due tothe school’s increased enrollment.
Frustrated SGB deputy chairman Bon-gani Gumede said despite the steadilyincreasing enrolment over the past fouryears, the department has not grantedthe school a single additional teacher interms of the post provision norm (PPN).
“In 2011 the school had an enrolmentof 517 pupils with 24 teachers; this yearwe are currently sitting on 1 200 and westill have 24 teachers. Last year, we ap-proached Vilakazi and Msane for sevenadditional teachers. They promised usthat they will give us the teachers. How-ever, they failed to keep to their promise.
“We then approached the departmentof education for assistance. Last week ourschool was issued a PPN certificate for 10additional teachers. However, when the
teachers failed to arrive at the school, Icontacted Vilakazi who was very rude tome. She blocked this and told me that shewas going to investigate how the schoolreceived a PPN certificate.”
A parents’ meeting was then called onSunday at the school and a decision wastaken by parents to close the school gatesuntil the department gives the school
numerous clashes have taken place be-tween Msane and school principals,” saidMbele.
Another parent, David Zibane ques-tioned why the circuit always seems“mired in controversy with the districtmanager being summoned continuouslyby Msane to put out fires in his schools”.“This indicates he is a weak leader,” Zi-
bane said. According to a well placedsource, the provincial Department of Edu-cation has for the past five years notcreated a single new post and issuedschools with the “post pro-visionary mod-el” (PPM), whether they had an increasein the number of pupils or not.
The reason given is a lack of funds.“Evidence of the lack of funds is clear at
the circuit offices which are hugely under-resourced. “No printing facilities are avail-able at KwaDukuza and Maphumulo offic-es, where the service provider has removedtheir printing equipment because of a lackof payment.”
Attempts to get comment from bothMsane and Vilakazi were unsuccessful atthe time of going to press.

the 10 additional teachers.“The department of education
and public works spent millionsof rands to refurbish the school, which was completed last year.
“Now that the school is a no-feeschool, we have pupils from as faras KwaDukuza and Mangete. Wehave 1 200 pupils enrolled at theschool this year. More than 300pupils have never seen a teacher intheir class this year. In some class-es we have approximately 90 pu-pils just so that they can learn,”said Gumede.
He added Msane, who is on theground, working with schools, knows the problem they are fac-ing with the large enrollment.“He is now turning a blind eye onour school. Now the parents aredemanding the removal of Msane, whom they say knows of their sit-uation and is doing nothing.”
Concerned parent PatriciaMbele said that since the arrival ofMsane, the KwaDukuza circuit is inturmoil.
“There is a high level of dissat-isfaction amongst the administra-tion staff at the circuit office and

STANGER Manor resident Roshanlal Omadat was part of aninternational syndicate comprising South Africans, Liberian, Nige-rian and Congolese nationals who were arrested during a stingoperation on Thursday last week at the Blue Waters Hotel in Dur-ban.
Omadat, together with Sunil Chimanlall, Willy Wandibha, Vic-tor Soloman, Olwwaseun Akinniyi and Nhlanhla Zulu are accusedof being part of a syndicate that defrauded several businessmenof large sums of money.
The gang allegedly operated in Richards Bay and Durban. Ac-cording to provincial SAPS spokesperson Captain Thulani Zwanethe suspects were lured to the hotel by intelligence operativesfrom the Crime Intelligence Unit where they conducted fraudulenttransactions.
“Their operation was monitored and taped by police crime intel-ligence operatives. The suspect’s modus operandi was to targetbusiness people who had financial problems.
“The suspects offered the merchant payments by way of elec-tronic funds transfers in return for the use of valid speed-point ma-chines to download large amounts of ‘refunds’ onto counterfeitcredit cards.
“The suspects then drew the money or transferred it into otheraccounts before the banks could intervene.”
He said duplicate cards may also have been used to transferthe money for the benefit of the suspects.“The suspects transferred money to shelf bank accounts whichthey said would be used to buy goods or draw cash. Some of themoney could have been laundered by cashing the proceeds at acasino.” According to Zwane the syndicate also skimmed cards us-ing the card reader. “The syndicate could refund amounts just underR500 000 on to each card. In this way, they emptied businessesbank accounts.”
Zwane said the suspects were found with 15 bank cards and acard reader and eleven cellular phones.“Two bank cards loaded with R400 000 and R480 000 respec-tively were found at the scene.“These cards were linked to several other accounts and if the sus-pects had not been apprehended they could have moved R52million into their own accounts.” All six men appeared in the DurbanMagistrate’s Court on Monday facing charges of fraud, theft andof contravening the Electronic Communications and TransactionsAct and the Regulation of Interception of Communications and Pro-vision of Communication Related Information Act. They were re-manded in custody until Monday, 24 February. However, attorneySunitha Hiralall who is acting for Omadat and Chimanlall, appealedto the magistrate for them both to be kept in police holding cells, instead of being sent to prison. She said both men were ill andneeded medical attention. Magistrate Vanitha Armu ordered thatthe men be held at the Westville Prison Hospital.

MAKING good on his promise to encourage pupils of the iLem-be District to pass matric with distinctions, Public Enterpris-es Minister Malusi Gigaba handed out R1000 cheques to 19
pupils for each distinction they received during the 2013 final exami-nation.
In addition 200 pupils were given educational support materialwhich includes study guides, calculators and instruments.
Twenty-three teachers from five schools were also rewarded fortheir hard work which resulted in 100 percent matric pass rate intheir schools.Minister Gigaba, together with Nompumelelo Institute of Leader-ship and the iLembe District Municipality hosted the awards cere-mony on Saturday, at the iLembe Auditorium.
The programme instituted by Gigaba is aimed at providing sup-port to pupils from destitute families to compete at an equal levelwith those that come from wealthy backgrounds.Over the past eight years, Nompumelelo has supported over 3000pupils.
Other motivational speakers at the event included, Departmentof Education general manager Dr Francis Nzama, Eskom boardmember Phenyane Sedibe as well as performing astists DJ Oskido,L'vovo Dirango and T-zozo.
Gigaba had promised pupils, while addressing a function of theNompumelelo Institute of Leadership, that any pupil who receiveda distinction would get a R1000 grant for each distinction they ob-tained from his own pocket.
Gigaba, a patron of the Nompumelelo Institute of Leadership, said all community members should be involved in the educationof children to ensure we have a prosperous country.
“The most important thing that we must do is educate the Afri-can child. The community has an important role to play in the educa-tion of the African child. The government cannot solve the problemsof this country alone, it is everyone's duty to pitch in and lend a help-ing hand. Let us make education fashionable. Our children mustboast to each other about how many distinctions they obtained.
“As parents we must be involved in the education of our children.Parents should be asking teachers how they can assist in improvingthe quality of learning for their children. We haven't reached themountain top of our desires. We must get to a point where our chil-dren are proud of being educated so that we build a prosperouscountry,” Gigaba. Regional secretary of the ANC Muzi Sitholethanked the minister for ploughing back into his community and“putting your money where your mouth is”.
Sithole also urged the minister continue to contribute to his com-munity and more importantly to contribute to the Mayoral BursaryFund.

Big growth on the cards for iLembe DistrictSHANNON HOPKINS
R1BILLION’S worthofwaterandsanitation facilities have beenbuilt in the district as a result of
the last iLembe growth and develop-ment summit in 2008.
Delegates at last week’s 2014 con-ference, held at the Hotel Ebandla onWednesdayandThursday, arehopefulthat this year’s summit will yield simi-lar benefits.
Representatives of localmunicipal-ities KwaDukuza, iLembe,Maphumu-lo andNdwedwewerepresent, aswellas relevant stakeholders – 200 dele-gates in total.
The summit was aided with fundsfrom the Department of Co-operativeGovernance and Traditional Affairs(COGTA).
Presentations were given on thefirst day by the KwaZulu-Natal plan-ning commission, provincial treasury,IyerUrbanDesignsand (special devel-opment plan).
AlsoattendingweretheIngonyamaTrustBoard, iLembeChamberofCom-merce and others.
Onthefirstday, iLembemayor Wel-come Mdabe set the tone by revealingwhat the last summit was able toachieve.
“Since the last summit, and follow-ing the resolutions adopted, iLembespent R1billion on the development ofwater and sanitation infrastructure.
“Following on the resolutions ad-opted for a district economic develop-ment agency to be established, Enter-

KZN planning commission’s pro-fessor, Bonke Dumisa, presented anoverview of the current areas needingattention, explaining that the statehasa vision and plan in place up to 2030.
Major issues include education, health, crime rural development andjob creation, the latter of which is topof the log, Dumisa said.
He described areas with potentialeconomic growth and development, including KZN’s harbours and mari-timeindustry,KingShakaInternation-al Airport, the agricultural industry, manufacturing, tourism and expand-ed publicworks programmes (EPWP),which address unemployment.
“This summit is not just a panaceafor all the challenges we are facing intheprovinceandthecountry, but itwillserve to find a way forward.
“People don’t want to think aboutthe future, they want results now, which is not always possible.
“With our plans, we hope to create11 million jobs in the next few years,”Dumisa said.
“In the future we will over-takeeThekwini Municipality in terms ofeconomic development,” he added.
Areas also on the cards for growthin the 2030 vision include human re-source development, community de-velopment, strategic infrastructureplans, environmental sustainability, special equity and state policy.
“Government efficiency needs toimprove for the province to grow, and
infrastructure needs to be worked on.Water supply still needs to reach
more people, improvement of roadsand railways are very important as isimprovement in energy production,”Dumisa said.
He added that spatial use needs tobe organised better – there must bemore sports grounds and facilities, churches, crèches, and schools in hu-man settlement areas.
Provincial treasury’s Clive Coetzeeexplained in his presentation that theprovince – and the country – should beat an at least 3,5 per cent growth rateper annum, preferably five per cent, but that KZN is nowhere near this.
“There is a lot of pessimism aboutthecountry–weneedpeople inourde-velopment teamswho can see past thedaily dramas and take on the role of‘game changers’,” he said.

Investor Testimonial - Mrs Kubashni Govender Gold Class 2013Like many fellow investors I have been reading the manytestimonials on Innovatech. I also wanted to provide you with myexperience. It varies a bit from the others I have read, in that Iwas not a referral investor. I contacted Innovatech, after due mydue diligence on the company and the market they deal in. I knewof no other investor at the time. Let me start at the beginning.I have worked in the banking industry for 17 years, and like manypeople out there I am very wary of Investing in any company. Ialways took the conservative route in savings, any investmentswere best done (in my opinion with a financial institution). I readan article in the Sunday Paper on the company that PrinasenDhaver founded, to say the least I was impressed.
A short while later, due to retrenchment I was forced into lookingat investing or the alternate of just keeping a fixed account at notvery good growth opportunities (the “safe and prudent” method).I remembered the article on Innovatech and it took me closeto 8 months to finally decide to contact them. On hindsight aprocrastination on my part that ultimately cost me. Right up tothe day I signed the MOU and made the transfer of funds I wasstill of the opinion “this was too good too be true” returns likethese should have investors queuing outside their doors. Closeto six months later I am still waiting for the other shoe to drop, this was so easy. My capital investment is guaranteed, and Ireceive my monthly returns timeously and accurately.
At the time of my retrenchment my biggest concern was findingnew employment ASAP, let me tell you that right now the urgencyof finding a new employment is no longer an issue. Innovatechhas given me a return on my money that no one else could (atleast none of the other institutes that I contacted). After 17 yearsof “working for my salary” I am actually allowing my money towork for me, a phrase that I always thought was applicable topeople with millions to invest and something that your averageworking class, may find hard to do.
Another commendable aspect to this inspiring team, is their socialresponsibility. The fact that they give back to the community andinvest in the future generations of this country makes me proud,to be associated with you. I really feel a part of this investmentcommunity because of your dedication in keeping us apprisedin all you are involved, be it charity or future innovative businessacumen. Well done and I sincerely wish that there was an easierway I could convince potential investors out there of the faith Ihave in my decision to invest with you.
To anyone out there with any doubts don’t just take the investorsword for it, but the GOPIO International and many otherorganizations seem tohave the same faith inMrDhaver, otherwisetheywouldnot recognize this businessonan international platformof his peers. Once again congratulations, and the internationalrecognition is not only commendable but always re-enforces myconfidence in my investment with you. I now find myself trying tofree up as much cash, to inject into my portfolio. The success youachieved in such a short time, tells me that the future holds greatthings for us.

PROCESSIONARY caterpil-lars travel in long, undulatinglines, one creature behind the
other. Jean Henri Fabre, the Frenchentomologist - (a scientist who studieseverything there is to know about in-sects and their habits), once led agroup of these caterpillars onto therim of a large flowerpot, so that theleader of the procession found itselfnose to tail with the last caterpillar inthe procession, forming a circle with-out end or beginning.
Through sheer force of habit and,
of course, instinct, the ring of caterpil-lars circled the flowerpot for sevendays and seven nights, until they diedfrom exhaustion and starvation.
An ample supply of food was closeat hand and plainly visible, but it wasoutside the range of the circle, so thecaterpillars continued along the beatenpath.
People often behave in a similarway. Habit patterns and ways ofthinking become deeply established, and it seems easier and more comfort-ing to follow them than to cope withchange, even when change may repre-sent freedom and achievement.
If someone shouts, "Fire!" it is auto-matic to blindly follow the crowd, andmany thousands have needlessly diedbecause of it. How many stop to askthemselves: Is this really the bestway out of here?
So many people miss the boat be-cause it's easier and more comfortingto follow without questioning the qual-ifications of the people just ahead, than to do some independent thinkingand checking.A hard thing for most people to fullyunderstand is that people in suchnumbers can be so wrong, like the cat-erpillars going around and around theedge of the flowerpot, with life and
food just a short distance away. Ifmost people are living that way, itmust be right, they think.
But a little checking will reveal thatthroughout all recorded history, themajority of mankind has an unbrokenrecord of being wrong about mostthings, especially the importantthings.
It's difficult for people to come tothe understanding that only a smallminority of the people ever really getthe word about life, about living abun-dantly and successfully.
Success in the important depart-ments of life seldom comes naturally,no more naturally than success at any-thing - a musical instrument, sports,fly-fishing, tennis, golf, business, mar-riage, parenthood, landscape garden-ing.
But somehow people wait passivelyfor success to come to them, like thecaterpillars going around in circles, waiting for sustenance, following noseto tail living as other people are livingin the unspoken assumption that otherpeople know how to live successfully.
It's a good idea to step out of theline every once in a while and look upahead to see if the line is going wherewe want it to go.
If it is, it could be the first time...
Following thefollower
RECENTLY we heard of the shock-ing story of a thirteen year old girlbeing allegedly raped and impreg-nated by her uncle.
I am sure most of us werehorrified and felt very sorry for thegirl and her family.
It won’t be long and we willhear of another similar story andagain we will feel sorry.
After a while we will carry onwith our lives and forget about theincident.
Most of us will wish that theperpetrators will be punished se-verely and some of us will wish wecould do something about it.
So I decided with the help ofthe KwaDukuza Child Welfare, friends and other organizations,to stand up and say enough isenough.
I’m hoping to get permissionsoon to organize a protest andhope the public will support meand join to make our voices heard.
I applaud the brave motherfor breaking the silence andagainst all odds, coming out tolet the people know what she is
going through.I hope this mother’s action will
encourage other mothers andeven the victims to end thesilence.
These paedophiles groomtheir victims and threaten themso their acts carry on for years.
Most family members suspectsomething is wrong but wouldrather keep quiet or stay in denial. They do this for many reasons, such as shame to the family nameor because the perpetrator couldbe the bread winner.
I urge the victim to go to ateacher, friend or trusted familymember and talk about what’shappening to them.
Most of the time the victimsare made to feel that it’s theirfault. This makes the victims feelguilty and hence the silence.
When good people do nothingabout atrocities like this, we helpthem to fester. I am counting onpublic support to make a differ-ence. Be pro-active.

WEEKLY
FEATURES
15Maha ShivarathriFestivalTHE festival of Maha Shivarathri (literally means the'Grand Night dedicated for the worship of Lord Shi-va') is looked upon with greatest reverence and re-spect by the devotees of Lord Shiva. This festival iscelebrated every year on the 13/14th day in the Krish-na Paksha (waning moon fortnight, just before thenew moon) of the month of Phalgun. As per the Eng-lish calendar this is somewhere around February orMarch.
This day and more so the night is dedicated bythe devotees of Lord Shiva for his worship, practiceof various austerities and meditation.
this reunion is celebrated on Maha Shivarathri. How to celebrate? The devotees of Lord Shiva should preferably do
the following things on this day.1. Observe fast on this day, taking only fruits and
milk.2. Perform elaborate puja of Lord Shiva, and per-
form Rudrabhisheka. Chant various hymns andbhajan of Lord Shiva.
3. Use this day to bring to your mind the infiniteways your life has been blessed. In our obsession withthinking about what we don’t have we fail to see the
see. Feel truly blessed and gratified and express yourthanks and devotion at the feet of Lord by chantingthe mantra ‘Om Namah Shivaya” as many times asyou can.
4. Practice Dhyana for longer periods rather thanthe usual routine. Be one with your loving God, andrevel in utter fulfillment.
5. Remain more introvert on this day contemplat-ing about the truths of life.
6.GofordarshanofLordShivawhereheisproper-ly and regularly worshipped.
7. Offer seva at ashrams and temples.
The Significance ofMaha Shivarathri
There are severalstories which are asso-ciated with this specialgrand night of Lord Shi-va:
1. Samudra Man-than story
During SamudraManthan by the Godsand demons, a highlytoxic poison came outof the ocean. As per theadvice of Lord Vishnu,Gods approached LordShiva and prayed himto protect life by con-suming this poison.Pleased with theirprayers, out of compas-sion for living beings,Lord Shiva drank thispoison and held it in histhroat by binding itwith a snake. Thethroat became bluedue to the poison (ThusLord Shiva is also knowas Neelakantha) andShiva remained un-harmed. The wise menadvised Gods to keepLord Shiva awake dur-ing the night. To keephim awake, the Godstook turn performingvarious dances andplaying music. A vigilwas thus kept by theGods in contemplationof Shiva. As the daybroke out, Shiva, pleased with their de-votion blessed themall, and also said thatwhosoever worshippedand contemplated onhim on this day shall beblessed with the fulfill-ment of his or her wish-es. Since then, on thisday and night - devo-tees fast, keep vigil, sing glories of Lord Shi-va and meditate.
2. Day of reunion ofShiva and Parvati
King Daksha, op-posed Sati's marriagewith Shiva. At a yagna(holy sacrifice) the kingignored Shiva's pres-ence and thereby in-sulted the latter public-ly. Sati was so angeredby this that she jumpedinto the sacrificial fireand ended her life. LordShiva unleashed his fu-ry at the death of hiswife by performing theviolent dance, Tanda-va. He wiped out Dak-sha's kingdom, under-took rigorous penanceand retired to the Hi-malayas. The Gods, who feared that the se-verity of Shiva's pen-ance might bring anend to the world, re-vived Sati in the newavatar of Parvati. Shi-va-Parvati married and
infinite ways in which weare so positivelyblessed. The fact thatyou can read right now isa great blessing, asksomeone who cannot

box, shot at goal from an acute an-gle, kicking the ball straight to theStars keeper.
Just before the break Mtwanawere gifted an opportunity in the boxafter the unmarked Cebo Madlalalatched onto a cross from Philani Mt-shali on the rightwing, but instead ofchoosing his spot, he closed his eyesand the ball glided over hishead. Stars brought on Sandile Ndlo-vu for Mncwabe at the start of the2ndhalf in thehopeof findingasecond

half, Xolani Dlamini doubled Starsadvantage (2-0) after receiving aper-fect through ball from substituteNdlovu.
The Stars fans virtually invadedthe pitch in awe after NkosikonaMhoni hammered the final nail intothe coffin (3-0) of the Mtwana outfit.
An ecstatic Stars coach, Sizwe Zu-lu said:“Our3-0 victory today under-lines our credentials for honours inthe KLFA Premier League and the

“We are just three points behindjoint leaders Rocky Park and Them-beni.With such great team spirit andcamaraderie in the camp I am confi-dent that we will qualify for promo-tion into the SAFA Ilembe RegionalLeague at the end of the 2013/2014season”. SANJAY Singh clinched the IlembeDarts Association singles title aftertrouncing Nine Pillay in straight sets (2-0)before a huge crowd at the Action SportsBar in Darnall on Wednesday night.
It was a nervy start for veteran dartscampaigner Singh, who had to claw hisway from a set down in the quarter-finalsto register an impressive 2-1 win againstCharlie Pillay. Vinesh Geanballey held ontoa hard fought 2-1 win against Jerry Goven-der to set up a mouth-watering semi-finalclash against Singh.
Singh, noted for his “catch-me-if-you-can-tactics” got off to a flyer and dictat-ed the pace in the semi’s. Despite a latesplurge by the “home-town favourite”,Singh was already on his bicycle racing to
their emphatic 2-0 win to book his placein the final.
In the top half of the draws, Pillay pul-verized Terrence Subban (2-0) in the quar-ters to secure a semi-final berth againstVasa Rungasamy, who narrowly beatWoody Naidu (2-1).
Pillay upped the tempo in the semi’sand wasted little time in disposing ofthe inexperienced Naidoo in straight sets(2-0) to advance to the final. With Pillayin such scintillating form, darts enthusi-asts expected a closely contested final.
Singh hardly worked up a sweat in hisfluent 2-0 win to secure his first major sil-verware of the 2014 darts season.
Tonight (Wednesday), Ilembe DartsAssociation will host a doubles tourna-ment at the Action Sports Bar in Darnallcommencing at 7.30pm.
