The aim of this newsletter is to provide you with information on proposals by Multifuel Energy Ltd (MEL) to develop a second multifuel power station at Ferrybridge - known as Ferrybridge Multifuel 2 (FM2). It will be next to the Ferrybridge Multifuel 1 (FM1) facility currently under construction. The power station will have a capacity of up to 90MW gross and be capable of producing circa 70 megawatts (MW) net of low carbon electricity, enough to supply around 160,000 homes.* * Based on the industry average annual household consumption of 3,300 KWh of electricity and using a base load of circa 70MW net export capacity utilised for 8000 hours per annum.

Have your sayDuring the summer of 2013 MEL informally consulted the local community on the FM2 proposals and the feedback received has helped us develop our proposals further. During this stage of public consultation, which runs from 4 November to 20 December 2013, we will be holding a series of public information events in your local area. You are invited to drop in at any time during the event sessions listed below. You will be able to view our proposals, speak to members of the project team and have the opportunity to leave your comments via a feedback form. The information events will take place on:

The application processAs FM2 will generate over 50MW of energy, it is a nationally significant infrastructure project (NSIP), and requires a Development Consent Order (DCO) under the Planning Act 2008 to allow it to be constructed.

The DCO application will be submitted to the Planning Inspectorate (PINS), the Government Agency responsible for examining applications for DCOs during spring/summery 2014. PINS will firstly decide whether to accept the application. If accepted, PINS will examine the application, taking into consideration the comments of consultees. PINS will then make a recommendation to the Secretary of State for Energy and Climate Change, who will decide whether to grant a DCO.

Subject to consenting and investment, construction of FM2 could begin in 2015 and it could be operational by 2018. The anticipated timeline for this application process is shown below:

The Proposed Development

FM2 is a multifuel power station and produces energy by burning waste derived fuels from local, regional and national sources of processed municipal solid waste, commercial and industrial waste and waste wood. The waste will be processed by other parties off-site to remove recyclable materials and create the fuel before being delivered to FM2.

The electricity produced will be supplied to the electricity network and to achieve this, a new grid connection will need to be made.

The Ferrybridge site and MultifuelThere is a long history of power generation at the Ferrybridge site. The current coal-fired power station, known as ‘Ferrybridge C’ is the third coal-fired power station to be built on the site since 1924.

In October 2011, we obtained planning permission for the first multifuel power station on the Ferrybridge site (now known as FM1). Construction began in 2012 with the aim of being fully operational in 2015. The FM1 power station will generate circa 70MW (net) of low carbon electricity by burning fuel derived from waste.

About Multifuel Energy Ltd

Why is another Multifuel Power Station needed? There has been significant interest from suppliers in providing fuel to FM1, providing evidence of fuel availability for a second facility. This has led to the decision to pursue the development of a second multifuel facility at the site.

The UK needs to develop new facilities to generate electricity to provide secure, clean, affordable energy and reduce carbon emissions from energy generation. FM2 will contribute towards preventing a shortfall in electricity in the future as an increasing number of the UK’s aging oil, coal and nuclear power stations close.

As well as generating low carbon energy, the construction of FM2 will also further reduce the amount of waste that goes to landfill.

Site location

The proposed site for FM2 is the former golf course on the Ferrybridge ‘C’ Power Station site. Alternative golf provisions will be provided for the Ferrybridge Golf Club as part of the FM1 development.

Changes since the pre-application informal consultation stage A number of changes have been made to the FM2 proposals including further refinement of the number of the options being considered for certain elements of the design. The changes include:

• the overall extent of the proposed DCO application site has been reduced while some new areas of land have been included;

• a reduction in the number of combustion lines from 3 to 2, reducing the width of the boiler house building; • refining the number of options for the fuel storage bunker that are available; • selection of air cooling instead of hybrid water based cooling as the cooling system for FM2, similar to FM1;• the height of the stack has been fixed at 120m following air dispersion modelling and consultation; and• an alternative access route for staff to the operational site has been identified and will be assessed further.

Although not directly connected to this project, construction work has begun on the Dish Hill roundabout and improvement works are underway on the slip road at the junction of the A162 with Stranglands Lane.

A Preliminary Environmental Information (PEI) Report will be made available as part of this consultation. This sets out the Environmental Assessment work undertaken to date and will be used along with the responses received during this consultation, to further inform the refinement of the FM2 proposals.

While we invite comments on the proposals in their entirety, we particularly wish to receive feedback on the following:

• further refinement of the proposals as a result of the informal consultation undertaken during the summer of 2013;

• the initial findings of the environmental assessment of the proposals that is documented within the PEI report, including information relating to matters such as air quality, noise and vibration, transportation and landscape and visual effects;

• the design and appearance of the fuel storage bunker; • construction working hours; and• fuel delivery hours, during operation.
