PrincipalInvestigatorofProjecttoAssisttheGovernmentofParaguayinthedesignandimplementationofaneducationreform.ResidentAdvisorinParaguaybetweenJune1995andJuly1996.ThisprojectinvolvedsupportingtheinstitutionaldevelopmentofkeydepartmentsintheMinistryofEducation.ActivitiesincludedthepreparationofastrategiceducationplanusingaparticipatorymethodologytodevelopacommonvisionamongseniorMinistryStaffandtoachieveconsensusamongkeystakeholdersforeducationreform.TheprojectalsosupportedthedevelopmentofaPolicyAnalysisUnit,ResearchUnitandPlanningUnitwithintheMinistry.Thisprojectinvolvedidentifyingandrecruitingabout40consultantsindifferentfieldstoworkinvarioustasks,managinganaverageof8consultantsincountryatanygiventime,andfrequentcollaborationandinteractionwithalldepartmentsoftheMinistryofEducation.AlsoselectedandsupervisedtwocounterpartorganizationstocollaboratewithHIIDintheimplementationoftheproject.Designedtechnicalapproach,overallmanagementoftheproject,provided

PrincipalInvestigatorforEducationSectorAssessmentinElSalvador.Thisprojectinvolved35professionalsandateamof20interviewersoveraperiodof5months.ThemaingoaloftheprojectwastosupportaprocessofpolicydialogueinElSalvadoraimedattheconstructionofnationalconsensusintheidentificationofpolicyprioritiesineducation.Designedtechnicalapproachandwroteprojectproposal.Selectedcounterpartorganizationsandmembersofteam,developedoutlineoftheassessmentandscopesofwork,wrotetwochaptersoftheassessment,integratedthefinalreport,andmadepresentationstorelevantaudiences.Thisactivityinvolvedfivemonthsofworkincountry.ThiswasfinancedbytheUnitedStatesAgencyforInternationalDevelopment/ElSalvador.ThisactivityledtothepublicationofthebookEducacionenElSalvador,andtotwochaptersoncommunityschoolmanagementandonparticipatorysectorassessments.SomeofthelessonslearnedinorganizingthisprocessofsocialdialoguearediscussedinthebookInformedDialogue(withNoelMcGinn).1993.
