On behalf of the Embassy of Singapore, the Department of State is requesting the National Capital
Planning Commission's final review and approval for a fence to be constructed at the existing Embassy of
Singapore located at 3501 International Place, NW, Washington, DC 20008, within the International
Chancery Center.
The plans for the proposed fence have been reviewed by the Department of State and appear
to meet all requirements of the Development Controls and are consistent with the Master Plan for the
Center. In addition, the plans are consistent with the policies and objectives of Section 101 of the
National Environment Policy Act of 1969 and will not adversely affect the quality of the environment.
The Department has determined that the planned development by the Embassy of Singapore
is not subject to the provisions of Section 106 of the National Historical Preservation Act of 1966, as
amended.

PROJECT REPORT
INTRODUCTION
The fence system presented in this report is based on A-1 American Fence, Co.’s response to the
Embassy of the Republic of Singapore’s 12JUN2017 request for proposal (RFP) to replace and
enhance their existing perimeter fence. This RFP requires a Palisade-style fence that reaches a
height of three meters of above each grade of the embassy’s perimeter, and that it meet the height
of the existing fence of the neighboring Chinese Embassy. Reference Tender No.:
FOR000ETT17000047 for specific details.
SCOPE
Having passed the preliminary review phase, this report addresses only those requirements
necessary to support the National Capital Planning Commission’s (NCPC) final review, as
defined by NCPC’s Submissions Guidelines. These requirements, at the direction of the NCPC
Project Coordinator for this project, have been reduced to a specific subset of those originally
outlined in the Submissions Guidelines. Reference Appendix-E for supporting information.
Additionally, Department of States’ letter to NCPC, requesting this project tabled for final
review, reports this project aligns with the Master Control Plan for the ICC, that it will not
adversely affect the environment, and is not subject to Section 106 of the National Historical
Preservation Act. Consequently, impact assessments for neither the environment nor historic
landmarks will be included in this submission. Reference Appendix-D for supporting
documentation.

Coordination with other agencies, such as, Washing D.C.’s District Department of Regulatory
Affairs (DDRA) and District Department of Transportation (DDOT), and the U.S. Army Corps
of Engineers (USACE), may occur during this project.
PROJECT AREA
This project is limited to the confines of ERS grounds, 3501 International Pl, NW, Washington,
D.C. 20008; Ward 3; Tax Lot 2055 0818. The majority of this project’s work will be
concentrated on the approximate 1,942ft2 of the ground skirting ERS’s perimeter; this is the area
where the current fence stands. The current, non-rated fence skirts ERS’ northside, facing Van
Ness, and runs from North to South, along the Embassy’s eastside, facing International Dr.; this
area slopes gradually to the street, and it is covered with grass, and a small number of trees and
shrubs. The northside fence line is paralleled by small, trunked trees at 10’ intervals, that stand
between the fence line and the sidewalk. The southside of the compound is demarcated from the
street by staggered brick walls. ERS’s west wall is adjacent to the Chinese Embassy’s east wall,
and it is lined with small trees a few feet from the wall. Reference Appendix-A for photographic
detail.
PROJECT DESCRIPTION
The objective of this project is the complete replacement of ERS’s existing, non-hardened
perimeter fence system, with a Palisade style, industrial-gauge steel, anti-ram fence system.
Reference Appendices-A – C for photographic examples.
Completing this project will require removing the existing fence system, and installing new 4”
steel posts, either by excavation, or by mounting them to the top surface of the existing brick
walls at 6’ intervals. The new fence system will be installed in corresponding 6’ panels. Though
a large part of the project area rests between a public sidewalk and ERS’s landscaped yard, no
changes will be made to either the concrete or vegetation on either side of the fence as part of
this installation.
Materials and equipment for this project will be staged on the embassy grounds. To mitigate
impact on pedestrian and vehicular traffic in the vicinity, the majority of deliveries and pickups
will be done with full-size pickup trucks, on the embassy grounds, as well. To ensure the safety
and security of ERS during this project, a temporary security fence will be erected in place of the
existing fence, then removed as the new fence system is installed.
PROPOSED SCHEDULE AND COST ESTIMATE
The following timeline is based on an 8-week schedule of 7-day work weeks, and with a crew of
5-10 workers. The goal is to complete this project within 60 business days from start to finish.
Total project cost is $1,271,370. Work will begin after all required permits have been obtained.
Week 1: Delivery of tools and material, and erection of temporary security fence
Week 2: Demolition and removal of existing fence from the property
Week 3: Excavation of new post holes and installation of new fence and barrier posts
Week 4: Installation of new fence panels
Week 5: Installation of cabling system

VIEWSHED
The current perimeter fence stands at 5’ tall with 6” divides between pickets. The proposed fence
system will raise the perimeter to a near height of 10’, and it will draw the ERS perimeter to a
tighter closure, with 4” gaps between fence pickets. This change in configuration will improve
the ERS security without sacrificing the viewshed. Additionally, the ERS fence upgrade will be
an aesthetic improvement to the property and complement the adjacent, “Monument Top”, fence
line of the Chinese Embassy.
Special consideration needs to be given to the 7’- 6” height limit established by the Development
Controls for the Chancery Section of the International Center in the District of Colombia,
Section 611.11. This regulation conflicts with ERS’s requirement for a security fence system
taller than 9’; and this conflict must be reconciled by OFM and NCPC, as ERS resides on
Federal property managed by the Department of State.

1. The proposed replacement fence is to be 10' tall. Would you please provide me a link to the
Development Controls for reference. Please see attached document, refer to page 16 in the PDF,
Section 610.00-613.13 Fences and Retaining Walls.
2. The initial letter from OFM determined that the fence upgrade would impact neither
environment nor historic markers. Is a NEPA EIS and 106 Assessment required? We will follow
up with the Department of State regarding compliance with Section 106.
3. To confirm, the TMP is not required due to the limited number of people needed for the job?
A TMP is not required because the project will not increase the number of employees in the
embassy after construction, and will not affect parking or traffic patterns.
