“DuringthelongTexasdroughtofthe1950sajoke,probablyalreadyasoldasthestate,wastoldagainandagainaboutamanwhobetseveralofhisfriendsitwouldneverrainagain,andhecollectedfromtwoofthem.”ThislineisfromElmerKelton’sfamousbook,“TheTimeitNeverRained”,achronicleoftheterriblerecord-settingdroughtofthe1950sinWestTexas.Inthebook,Elmerstates that drought, by Texas definition, is a period of severely deficient moisture that laps over from one year intoanother.“Itoftenlaststwotothreeyearsduration.Anythingshorter,thoughitmaybeserious,istermedadryspell,asifmoreannoyancethanhardship.”
There’snodoubtthelongdroughtofthe1950sisoneof the worst on record forTexas. During that period,many cities set records for all-time lowest rainfall inamonthandinacalendaryear.Forexample,Austin’srainfall in1954wasonly11.42inches, thedriestyearonrecord,datingbackto1856.Butverydryweatherin2008,althoughnotlongenoughindurationtoqualifyasadrought,ismatching,ifnotexceeding,someofthebaddroughtyearsofthe1950s.FromtheHillCountrytothemiddleTexascoast,rainfallthroughlateDecemberhasbeenroughly25to50percentofnormal.DataforAustinandSanAntonioindicate2008wasthefourthdriestyearforAustinandthethirddriestyearforSanAntonio,aswellasthedriestyearforbothcitiessincethemid1950s!Inreality,thedryweatherof2008hasnotjustbeenadryspellbutratheraveryseriousdrought!

The cause of this drought, like most droughts, is not fullyunderstood.Itappearstobetheresultofmanydifferentelementsinthe oceans and atmosphere that have influenced the weather pattern overthecentralpartofTexasmostoftheyear.Butinsomeways,thisdroughtalsoseemed tohappenbychance,withseveral largerainstormsjustmissingourregioninonedirectionoranotherwhileotherstormsystemsweakenedandfellapartjustbeforetheymovedthrough. In how many years do you find much of West and deep South TexaswetterthanCentralTexas?
Scientifically speaking, we’re currently in a period caused by a very long-termweatherpattern that favorsmoredryyears acrossTexasthanwetones.Sohavingafairlydryyearrightnowisnotallthatsurprising.Butwhatissurprisingisjusthowdrythisyearhasbeen,especiallyfollowingtheverywetyearin2007.Likethetwo-year droughts of 2005-2006 and 1998-1999, the drought of2008stillmaycontinueforanothersixmonthstoayear,possiblylonger.Nooneknowsforsure.ButIhavesomehopethedroughtmaybackoffsomelaterthiswinterandgoingintospring.Lookingbackattheweatherfromotheryearswithsomewhatsimilaroceanand atmospheric conditions, specifically 1950, 1974 and 1989, dry weathercontinuedintoJanuaryofthefollowingyear,butsomefairlygenerousrainsbegantodevelopFebruaryintoMarchineachofthoseyears.If2009issimilar,wemightindeedseemorerainsacrossourregionlatewinterandintospring.Butwillthisbeatruechangeinthepatternorjustatemporarybreak?Willthedryspellof2008turnintothedroughtof2008-2009?Let’scertainlyhopenot.

In 2007 and 2008 we watched welldiversified portfolios decline 30% to 45%. It seemed thatno typeof investment in thestockmarketworked thewayweexpected.We all watched in amazement the 100 to600pointupanddownmovements(mostlydown).Wesawthemarketgofrom12,000tounder8,000.Ihavebeenhelpingpeoplewith their investments for 38 years and have neverseenthestockmarketgothroughthesegyrationsbefore.Sowhathappened?Inorderto understand what happened, we have tounderstandtherisksthatmanipulatethestockmarket.Forthisarticle’spurpose,wewilldefine risk as the uncertainty of an outcome fromaninvestmentdecision.Thetotalriskthatmanipulatesthemarket
consists of two types: Systematic Risk andUnsystematicRisk.Unsystematicrisksaretherisks that one can minimize by diversification. Unsystematic risk consists of some of thefollowing:1)Businessrisk-theriskassociatedwiththenatureofthebusiness.2)Financialrisk-associated with the use of debt in thefinancing of a firm or property. 3) Credit risk-the risk that an enterprise’s financial condition willdeteriorate.4)Taxrisk-associatedwiththeuncertaintyofanadverseoutcomeduetotheinterpretationoftaxlawsandregulations.5)Politicalrisk-investmentuncertaintythatcouldbecausedbyachangeinthepoliticalclimatewithinacountry.Let’stakeabetterlookatpoliticalrisk.Inourcountry,unfortunately, itseemsthat the
politicalpartynotinpowerbelievesthattheirduty is to undermine the confidence people have in their government, economy, and generalwellbeing.Theyearsfrom2005through2008wasaconstantbarrageofnegativestatementsinthemediaabouttheeconomy(mostofthestatementwereunfounded).Thisprolongedperiodofnegativism,inmyopinion,startedthegroundworkforthedownturninthestockmarket. Because of this constant barrageofnegativismcomingfromthepartyoutofpowerandgleefullyexpressedin themedia(the media loves bad news) the public’sconfidence in the stock market started todeteriorate.SystematicRiskisthevariabilityofreturncausedby factorsaffecting thepricesofallcomparableinvestments.Theseriskscannotbe eliminated through diversification. An easierwaytounderstandsystematicriskistovisualize ships floating on the ocean. When thetidegoesdown,allshipsbigandsmall,godowntogether.Inotherwords,systematicriskaffects the total market. Our government’sinsistence over many years that everyonein this country should be a homeowner, nomatter if they could afford the mortgageor not, along with the greed ofWall Streetin packaging these sub-prime loans to sell,negatively affected our whole financial system and caused the collapse of confidence in the stockmarket. Wheredowegofromhere?Thestockmarket has a history of ups and downs butthebiggestpercentageofthetimeitgoesup.Knowyour investmentobjectives,diversifytomeetyourobjectivesandtimeframes,andstayinvested.
