and its application, the knowledge which is essential must be amplified and shared by all.
To cover and correct the inattention of decades to resolve vital legal and academic matters is no
doubt a gigantic task, but I feel confident and fortunate to have a large number of eminent experts in all
fields of medicine around me to bring the phenomenal change.
I look forward to a very close cooperation and interaction with every stakeholder to set new
benchmarks in running the affairs of the institution. It is high time to rise upto the occasion. I am sure that,

resident elect of Pakistan Medical & Dental Council, former Vice
President of College of Physician & Surgeons, Pakistan (C.P.S.P) and
Principal / C.E.O of Jinnah Hospital & Allama Iqbal Medical College, PLahore, Prof.Dr. Sibitul Hasnain derives his origin in medical profession from
the prestigious King Edward Medical College, Lahore from where, he
graduated in 1971 and subsequently, acquired fellowship of College of
Physicians & Surgeons of Pakistan, Fellowship of Royal College of Physicians,
Edinburgh & Glasgow, Fellowship of American College of Physicians and
Fellowship of American College of Gastroenterology.
Dr. Hasnain enjoys the distinction of being elevated to the rank of Professor of
Internal Medicine in 1985 within a span of just 14 years. Being research
oriented, Dr. Hasnain has 51 Research Publications at his credit.
He is also Pioneer Editor-in-Chief of Pakistan Journal of Gastroenterology
and has been Editor of Pakistan Post Graduate Medical Journal. Prof. Hasnain is
member of more than 15 professional medical societies in Pakistan & abroad.

services in medical profession & academics, he has been decorated by the President,
Islamic Republic of Pakistan with the Presidential "Pride of Performance Award"
while the Higher Education Commission of Pakistan conferred upon him the "Best
University Teacher Award" of the year.
In recognition of astounding successes in his vocation and valuable contributions for
the benefit and welfare of humanity, Prof.Dr. Sibitul Hasnain has been designated as
"Good Will Ambassador", awarded honorary citizenship of city of Houston (N.A) and
honorary membership of Association of Pakistani Physicians at North America
(APPNA). He has dynamically been involved in high - level government consultative
and policy making bodies.

ajor General (Rtd) Shahida Malik Director General Health, Ministry of Health is a new member of PM&DC .M
Major General (Rtd) Shahida Malik is one of the brightest and most refined career-women Pakistan has ever produced in different realms of activities. Gifted with abundant talent and leadership skills, she is distinguished as the first woman climbing to the rank of Major General in Pakistan Army and serving on several key positions respectively. In March 2004 she retired from military as the Inspector General (hospitals) and is currently serving as the Director General Health in Ministry of Health, Government of Pakistan.
After doing MBBS from Fatima Jinnah Medical College, Lahore in 1969, she joined Pakistan Army in 1970 as Lieutenant. After serving in various military hospitals and stations in different capacities she finally rose to the position of Deputy Commandant/Deputy Director Armed Forces Institute of Cardiology & National Institute of Heart Diseases, Rawalpindi followed by Inspector general Hospitals, General Headquarters, Rawalpindi.
During her illustrious career, Major General (Rtd) Shahida Malik won several awards and stamped her authority as a top professional and upright person. In 1996, she was conferred upon “Burki Gold Medal” for securing first position Master’s of Sciences (Medical Administration) Course at Armed Forces Post Graduate Medical Institute Rawalpindi. In recognition of her services the government of Pakistan awarded her with Sitara-e-Imtiaz (S.I) (Military) in 1999 followed by Hilal-e-Imtiaz (H.I) in 2003. She was also honoured with Woman of the Year 2000 (Ladies Forum, Pakistan), Hazrat Khadija-Tul-Kubra Award 2003 (Pakistan Federation of Business & Professional Women Organisation), Woman of the Year 2003 Award (South Asia Publications) and “Mohtrama Fatima Jinnah Gold Medal 2004” (Ministry of Women Development & Social Welfare and special Education).
In addition to various academic achievements, Major General (Rtd) Shahida Malik has been an excellent administrator as well. She was instrumental behind turning AFIC as one of the best institute in the world and helped it get ISO 2001/2002 certification.

PM&DC. The main agenda of this meeting was to conduct the election of President, Vice
President, Executive Committee members and implementation of decision of Honourable TSupreme Court of Pakistan as the post had fallen vacant after the sad demise of the President PM&DC

After the election Prof.Dr. Syed Sibitul Hasnain, member of the Council under clause 31(d), Principal and Chief Executive of Allama Iqbal Medical College and Jinnah Hospital Lahore was elected as President of Pakistan Medical & Dental Council unanimously for a term of five years. Thereafter, Prof. Dr. Syed Sibitul Hasnain assumed the charge, took over the chair of the President,
thPM&DC, presided over the 106 Session of the Council and conducted the rest of the proceedings as President. Prof.Dr.Sibitul Hasnain is an eminent gastroentrologist, internationally renowned medical educationist and researcher.

The proceedings started with the recitation from the Holy Quran. The Honorable Federal Minister
for Health, Mr. Mohammad Nasir Khan graced the occasion with his presence. The President, Pakistan Medical and Dental Council, Prof. Dr. Sibitul Hasnain welcomed the honorable Federal Minister for Health, Mr. Mohammad Nasir Khan and thanked him for sparing his precious time.
In his welcome address the President gave the shared vision of the Council embracing various aspects of medical education including the procedure to be adopted for those medical and dental institutions, which were in the process of seeking recognition. The President highlighted salient features of the judgment of the Honorable Supreme Court of Pakistan and expressed his resolve on behalf of the Council to accomplish the assigned task within the given time. He particularly emphasized that all institutions shall be helped and encouraged to come up to the desired standard and while taking decisions the future of the students shall always be kept in mind. He said that curriculum shall be revised after every five years to bring it in line with emerging needs of the time and no compromise shall be made on the standard of medical

education in the country.
The President invited the Honorable Minister for Health to address the Council. The Honorable Minister for Health recalled the days when doctors from Pakistan were welcomed in the United States, UK, Africa and other parts of the world. While referring to the provisionally recognized institutions, he said that the Federal Government and the Council have a gigantic task of completing the process of inspections and recognition. The Federal Government and the Council both have to work in unison to raise the standard of medical and dental education in the country. He said there is a great demand of Pakistani doctors abroad who are known for their professional expertise worldwide. He agreed with the President PM&DC that latest research in the field of medicine be reflected in the curriculum. He stressed the need for monitoring of the medical institutions and said medical education is a serious business and there should be no compromise on the standard of education being imparted in these medical institutions. He praised the efforts of the President and the members of the Council for working hard to put the PM&DC on firm legal footings. He assured his respect for the complete autonomy of PM&DC and pledged full cooperation of the Ministry of Health. Before taking up the normal agenda, some members raised certain Observations relating to composition of the Council. The matter was discussed by the Council at great length. The Council agreed with the President that the affairs of th e Council be run strictly in accordance with the letter and spirit of the PM&DC Ordinance, 1962.
Members of various CommitteesthThe Executive Committee meeting held on 19 June 2006 was
informed that many members have left committees constituted by the Council due to expiry of their term of membership. Therefore, the membership of various committees has fallen vacant and names of members of the committee are to be replaced by other Professors or members of the Council.
The Council approved the committees with the conditions that where the Committee has seven members or less then the quorum shall be any three members and where the Committee has more than seven members then the quorum shall be any five members. The committees shall work in a result-oriented manner and committees other than the standing committees shall be required to complete the task assigned within the stipulated time. Only the President PM&DC shall have the power to co-opt somebody to a committee. A member not attending a committee two times consecutively shall apply to the Secretariat for maintaining his name on the committee. Secretary /Registrar PM&DC shall be ex officio member of each committee.

Dr. Tehmina Asad, Head Dept of Prosthodontics Bolan Medical College Dental Section & member Pakistan Medical & Dental Council was awarded Madr-e-millat Mohtarma Fatima Jinnah Medal by the Prime Minister, Mr. Shaukat Aziz.
The award ceremony was organized by the Ministry of Women Development in Islamabad on 31-07-06 th
on the auspicious occasion of 113 birth anniversary of Madr-e-millat Mohterma Fatima Jinnah.
Dr. Tehmina Asad was nominated for the award for being the first women dental surgeon of Balochistan. She is till date the only post graduate female dental surgeon in Balochistan. She also has the honor of being the first DCPS in medical education from Balochistan.
A graduate of Liaquat Medical College Jamshoro, Dr Tehmina Asad is a receipient of FCO award Merit Scholarship from British Government. She is a Master of Prosthodontics from Bristol University School of Dentistry England.
Dr. Tehmina Asad is a representative of the dentists of Sindh and Balochistan in PM & DC.
She holds the unique honor of being the first and the only women to become an elected member of PM & DC since its inception in 1962.

OBITUARYth Prof.Dr.Mahmood Chaudhry died on 28 November 2006 in Lahore at the age of 70. He was a
member of the Pakistan Medical and Dental Council. He had been former Health & information Minister for Punjab, chairman Board of Governors Universities of Health Sciences (UHS) Lahore & renowned Surgeon.
He was born in Toba Tek Singh on October 13, 1936, Prof.Dr.M. Chaudhry chose to become a doctor out of his love for his mother. He was a graduate of Nishter Medical College, Multan, He was known for his versatile personality. Although, people knew him as a specialist in the field of surgery and health management, he was also quite adept in art, literature, poetry, architecture, economy, and politics He had a flare for writing. He was one of those rare people who have the faculty of acquiring knowledge almost
without effort and of keeping it ready for use on all occasions.
Prof.Dr.Mahmood Chaudhry was a Fellow of Royal College of Surgeons Edinburgh and London and FCPS.He played a vital role in the formation and advancement of institutions. He was instrumental in setting up of Sheikh Zayed Hospital, Lahore; evolution of Pakistan Institute of Medical Sciences Islamabad and establishment of the first public sector health university: the University of Health Sciences, Lahore. Even during his two-and-a-half years as Provincial Health Minister, he spent his energies on improving and upgradation of primary and secondary healthcare centers. He was given a chance of a task force to complete his mission of upgrading and improving the functioning of DHQ / THQ hospitals and BHUs in the province.
As a minister he was also a strong critic of the malpractices in the medical community and had even coined the term "merchant doctors" for the unscrupulous element engaged in minting money in the name of serving humanity. He had taught surgery for 12 years at international leading UK institutions like Oxford and Guy's Hospital. He had done research in Breast Cancer and Hepato - Biliary Surgery.
In recognition of his out standing services in the field of public health and medical education, the government had conferred Sitara-e-Imtiaz (S.I) and Hilal-e-Imtiaz (H.I) on him.
Fateha was offered by the PM&DC Secretariat for Prof.Dr.Mahmood Ahmed Chaudhry on his sudden and sad demise. It was resolved that a letter of condolence and appreciation of his contribution towards the medical profession be issued to his widow Dr.Nabila.We will all miss him,it is a great loss to the medical professional and society.

The Executive Committee in its meeting held on19 June,2006 considered the letter received from Vice Chancellor, Allama Iqbal Open University, Islamabad seeking clarification regarding admission criteria in Pakistani Medical Colleges in MBBS and BDS for allowing F.Sc. students a choice between Physics and Mathematics or replacing Mathematics as a required subject instead of Physics for admission to medical colleges in Pakistan.

After words this matter was placed in the 106th Council Session of the PM&DC held in January. The Council considered the letter of Vice Chancellor, Allama Iqbal Open University, Islamabad regarding the proposal for replacement of Mathematics with Physics or choice between Physics and Mathematics as a subject in intermediate examinations.
The Council did not agree with the proposal and decided that the PM&DC Secretariat may inform the Vice Chancellor that teaching of Physics is more important to MBBS and BDS students than Mathematics.
th th thThe Council in 99 Session held on 29 & 30 April, 2003 approved the recommendations of the
Executive Committee for imposing the moratorium on Dental Colleges for two years which was later rd th th
extended in 103 Session of the council held on 4 & 5 December, 2004.
The Council in its 106th Session considered the moratorium on establishment of new dental
colleges and decided that there shall be no moratorium on establishment of new dental colleges and those
institution who can fulfill the minimum requirement laid down by the Council can open/establish dental
institutions.

The Standing Recognition Committee meeting of Pakistan Medical and Dental Council was held in the PM&DC office Islamabad. In this meeting 31 cases were discussed and decided.

AGE LIMIT FOR ADMISSION IN MBBS ABOLISHED
Minimum age limit fixed by the Council is 17 years for getting admission in MBBS classes.
The Council was informed that there are 80 students who have graduated from public and private sector
and had been either underage or overage and their registration has been stopped. The Council discussed
the issue in detail and the Council after deliberation and discussion on the issue for relaxation of age for
admission in MBBS/BDS had decided that there should not be minimum or maximum age limit for
admission in MBBS/BDS class.
First examination was conducted on 5th,19th & 20th April, 2006 in which three hundred and forty
five (345)candidates appeared and two hundred and nineteen (219) were declared successful. In the other
examination out of ten (10) only two candidates qualified for the Dental examination.

The second examination of National Examination Board (NEB) of PM&DC for foreign medical th th thgraduates was conducted on 7 ,20 September 2006 and the exam for dental graduates was held on 7 ,
th th13 &14 September ,2006 at Islamabad. This examination is conducted biannually to assess the
professional competency of the foreign medical graduates in order to register their basic qualifications

PM&DC COMMITIEE DECIDES CASES OF PROFESSIONAL NEGLIGENCE OF DOCTORS

The essence of civilization is that nobody is above the law and everyone must be held accountable for his actions. Doctors can not be exempted from this rule and malpractice misconduct and negligence of doctors are punishable. Professional medical negligence is said to have been done if a doctor ought to have done something following normal accepted treatment practiced in the medical world but deviated from it, causing colossal loss to the patient he was treating.
Every careless act of a medical person cannot be termed “negligence”. It can be termed “negligence” only when doctors exhibit gross lack of competence or inaction, and wanton indifference to their patients' safety, as a result of which a patient's death or irreversible damage occurs. Merely an error of judgment or an accident, inadvertence or some degree of want of adequate care and caution has no criminal liability attached to it albeit civil liability. The negligent action must be proven legally within set guidelines as well as from review of all of the medical records available for the case. The burden of proof is found in the medical records. Careful analysis of the available records will generally disclose areas of neglect and malpractice even in cases of intentional cover-up . The level of negligence warranting conviction has to be high and not merely lack of necessary care, attention and skill.
The reputation of a doctor is a very sacred thing and at times people misuse their right of complaint and the motive is harassment and to taint the image of a doctor for some ulterior gain. Thus only an elite group of medical experts, supported by legal experts can come to a conclusion and decide the complaint.
Keeping in view the sensitivity involved the lawmaker entrusted this responsibility to Pakistan Medical and Dental Council, which is the regulatory body registering medical
practitioners. PM&DC has been empowered to keep a check on the registered Medical
practitioners. It was thought wise to provide a forum where the medical and dental
community decides whether any negligence was committed or not. Once the matter is
discussed and decided by the PM&DC the courts also tend to agree with the decision made.
PM&DC exercises these powers under section 31 of the Medical and Dental Council
Ordinance, 1962. The Council has formed a Disciplinary Committee constituted under
section 33 of the Ordinance and has made regulations for carrying out this function. At an
initial stage the local disciplinary committee scrutinizes and sifts through the complaints so
referred and if found to be substantive enough the admissible cases are then referred to the
disciplinary committee Which is headed by the Member (Legal) beside the Secretary and other members of PM&DC assisted by co-opted experts, whose expertise are vital on technical aspect of each case.
The Disciplinary Committee presents its decisions in front of the Council for their

approval and the final appeal against any decision of the Disciplinary Committee lies with the
Council. The whole galaxy of the elite of the medical profession attended these meetings.
More than thirteen warnings/reprimands and one suspension of license were meted out.
Recently, three meetings of the PM&DC Disciplinary Committee were held in
Karachi, Lahroe and Islamabad in which more than thirty five cases of professional
misconduct of doctors from all over the country were discussed and decided. These cases
were referred to this Committee by citizens, district governments and ever by the Honourable
Supreme Court of Pakistan. Mr.Justice Hafiz S.A Rehman is the Chairman /Convenor of this
Committee. Eminent Professors of the Medical Profession attended these meetings. More
than thirteen warnings/reprimands and one suspension of license were meted out.

The college is well staffed according to PM&DC requirements, inspite of the fact that there is shortage of teaching staff in medical colleges in the country, FMC has a very good faculty. All the teaching staff are highly qualified and experienced and led by its principal. Professor A. J. Khan (Sitara-e-Imtiaz). He is the former Principal of the Government Bolan Medical College Quetta and the Founding Principal of Ayub Medical College Abbottabad. He has been Head of the Departments of Medicine at the above medical colleges and a member of the PM&DC (Pakistan Medical & Dental Council), the statutory body of Govt. of Pakistan which controls the standard of medical education in the country) for many years and has also remained as the President PM&DC.
Frontier Medical College, Abbottabad is recognized by PM&DC, the GMC (General Medical Council) of England and the ECFMG (Educations Commission for Foreign Medical Graduates) of the USA, the Govt. of NWFP and the Govt. of Pakistan. It is included in the WHO's list of recognized medical colleges and also in IMED (the International Medical Education Directory) of the USA.
It is affiliated to the, Bahria University, Islamabad. Bahria University is a public sector university of Pakistan Navy. Like any armed forces institution it is a strict law-abiding and extremely well disciplined university. In a short period of 6 years it has achieved an excellent reputation at home and abroad. President of Pakistan is the Chancellor of this University.
Six batches of doctors have already graduated. After registration with PM&DC they are working in different Government and other hospitals all over Pakistan and abroad. Many of them have passed the PLAB Test of UK and USMLE of USA and FCPS of Pakistan and MRCP & FRCS from U.K. Where ever the graduates of this college are working or have worked, they have left very good impression of their knowledge, training and behavior. Q1. How many registered doctors are there in the country?A. Latest figures are updated every month on PM&DC website under the heading of statistics.
Q.2 Can I renew my regiseration certificate for life long period?A. Registration can be renewed for 5 or 10 years only.
Q.3 Can I send my application for registration by post?A. You can send your documents by post, but you need to send a pay order/bank draft in favor of Pakistan Medical and Dental Council along with the documents.
Q.4 From where can I get registration forms from?A. Registration forms can be down loaded from our website i.e www.pmdc.pk or from our regional offices at Karachi, Lahore, Peshawar and Quetta.
Q.5 Can I deposit the renewal fee on the counter of your regional offices?A. Cash can only be deposited at Islamabad, PM&DC Secretariat .Cash is not accepted at the regional offices and you will have to make a bank draft / pay order in favor of PM&DC.
Q.6 My PM&DC registration has expired, and I want to renew my registration?A. Please download PM&DC form no II from our website for renewal and apply accordingly.
Q.7 Till what time I can submit my forms and documents in your office?A. You can submit your documents from 8:30 to 12:30, Monday to Saturday. Friday will be half day from 8:30 to 10:30.
Q.8 I have lost my PM&DC certificate what to do?A. Please down load form no VIII from our website: www.pmdc.org.pk and follow the instructions.
Q.9 How urgently can I get renewed if registration is done?A. Same day if there are no additions to be made.
Q.10 Is it possible to get a full registration directly after doing house job with outfirst obtaining a provisional Registration? A. Provisional Registration is mandatory for house job. The house job will not be counted with out it.
Q.11 Is it possible to get registration of the local postgraduate qualification done on urgentbasis?A. FCPS & MCPS qualifications can be registered on urgent basis. Otherwise all other registerable postgraduate qualifications are dealt on routine basis, which takes at least two weeks time or more.
Q.12 What are the means to get the relevant application forms of PM&DC e.g. Renewal form etc?A. All forms are available on our website of PM&DC www.pmdc.org.pk which are self-explanatory. More over, forms are also available at PM&DC secretariat Islamabad, at all the Provisional offices of PM&DC located in Karachi, Lahore, Quetta & Peshawar and at the offices of the principals of Private / Public Medical & Dental Colleges. A bit of knowledge about the Law !
29.Privileges of registered medical practitioners and dentists.- Notwithstanding anything to the contrary contained in any other law for the time being in force, no one, other than a registered medical practitioner or a registered dentist shall be competent to hold any medical or dental appointment in a medical or dental college or its attached hospitals or as a Commissioned Medical or Dental Officer in any branch of the Armed Forces or as Medical or Dental officer in any hospital, asylum, infirmary, dispensary or lying-in-hospital, maintained or aided by any Government, Railway or local authority.
(2) Notwithstanding anything to the contrary contained in any other law for the time being in force, no certificate required by any such law to be obtained from a medical or dental practitioner shall be valid unless it is signed by a registered medical practitioner or a registered dentist, as the case may be.
(3) No person shall be entitled to recover any charge in any court of Law for any medical or surgical advice or attendance, or for the performance of any operation or for any medicine prescribed or supplied unless he shall prove upon the trial that he is a duly registered medical practitioner or a registered dentist.
PM&DC Ordinance, 1962
27. i. No medical institution or university can train or grant a medical or dental qualification or train and grant both unless the said qualification, degree or diploma has been accorded recognition in terms of Section 11 of the Pakistan Medical & Dental Council Ordinance,1962.
27. vi. The medical institutions whose cases do not qualify for recognition in terms of Section 11 of the Ordinance and no order qua recognition of their medical qualification is passed by the Federal Government, by the afore-referred date shall not be allowed to function thereafter.

The Honourable Supreme Court of Pakistan finally gave a land mark judgement on 15th December, 2006.The Honourable Supreme Court had given six month dead line to provisionally recognised Medical Colleges and Universities to rectify deficiencies vis-a-vis criteria of the PM&DC and ruled that after 14 August, 2007 no substandard institution would be allowed to function in the Country.
